Curfew lifted after 52-day
all-party team led by Rajnath to visit Srinagar on Sept 4
New Delhi/Srinagar: An
all-party delegation will visit Srinagar on Sept. 4 in the wake of the recent
unrest in Kashmir Valley where 70 people have died in clashes between security
forces and protesters after the death of a militant commander last month. The
decks appeared to have cleared for a meeting between Kashmiri separatists and
the delegation, as the Centre and the J&K govt reached an understanding
that such an engagement won’t be discouraged. In Kashmir, curfew was lifted from
most parts on Monday -- after 51 consecutive days of lockdown and subsequent
clashes in the aftermath of Burhan Wani’s death on July 8.However, offices,
schools and business establishments were closed and public transport was off
the roads to a bandh called by the separatists. A few private vehicles were
seen plying.Talks with separatists are seen by many as necessary to restore
normality.HT

Kashmir: Supplies shut,
residents help one another with food, money and medicine
Srinagar:In a village in
Handwara, groups of youth could be seen moving from door to door to collect
money, rice and other food items from those who could afford to part with
these, while another group was doing a “survey” of which households were in
need.As Kashmir reeled under 51 days of curfew — it will be lifted Monday —
residents of remote Zachaldara village, 80 km north of Srinagar, took it on
themselves to provide support to families who were living hand to mouth. “These
are hard times and we have to support one another,” said Abdul Gaffar Banday,
who leads prayers at a local mosque. “We collected more than 300 quintals of
rice from our village, and have distributed around 20 to 25 quintals among the
needy so far.” In various places across Kashmir, residents worked out their own
ways to try and help their neighbours with supplies.
Teacher in violence-torn
Kashmir starts makeshift schools
Srinagar:Wedding halls and
prayer rooms have been turned into classrooms in Kashmir as families struggle
to provide children with a normal life after more than 50 days of the
Muslim-majority region’s worst violence in years. Authorities trying to stifle
protests that erupted after Burhan Wani was gunned down by the security forces
ordered schools and colleges to close 2 days later. There’s no sign of them
re-opening. Teacher Ghulam Rasool Kambay, seeing children becoming increasingly
restless cooped up at home, decided to do something. He opened a tutorial
centre in a village on August 3 and now has more than a dozen of them in
villages in a district south of the region’s main city of Srinagar.Reuters

Srinagar: There is a tiny
island in the heart of this city, around Zero Bridge that links the posh
Rajbagh area to the centre. It hasn’t seen any protests. At 10am on Sunday, a
spool of concertina wire blocks the bridge and police send back people who want
to cross over. One says his aunt has died, another says his relative is in
hospital, yet another shows a curfew pass.Across the bridge, longer spools of
wire and a larger posse of police and paramilitary men block the road. And yet,
suddenly, an hour later, the road is open, the concertina wires are gone and
traffic policemen replace security men who carried assault rifles and pellet
guns.Looks like just another rush-hour day in just another city.Nothing
illustrates the confusion gripping the state govt better than how it guards
Zero Bridge, a blow hot-blow cold after more than 50 days of unrest and a death
toll that has touched 70.The Indian Express spoke to 4 senior Cabinet ministers
in the Mehbooba Mufti govt, a senior functionary and local leaders of the PDP
and several partymen in villages across Pulwama, Shopian, Anantnag, Bijbehara,
Bandipore, Kupwara, Lolab and Baramulla. The big picture that emerges is that
the J&K CM may have done some clear, hard talk at the press conference with
Union Home Minister Rajnath Singh — in sync with its ruling ally’s traditional
stance on Kashmir — but in her party, the lines aren’t so sharply
defined.Instead, Nothing illustrates the confusion gripping the state govt better than how it guards Zero Bridge, a blow
hot-blow cold after more than 50 days of unrest and a death toll that has
touched 70.Its hope is that the shortage of food and fuel, and closure of
schools and businesses would ultimately set off fatigue and force people to
return to ‘normalcy’. And with the 51-day curfew, the longest such spell in the
Valley, coming to an end on Monday — except in Pulwama town and a few areas of
Srinagar —PDP hopes that Eid on Sept.13 will mark a thaw. Indianexpress
Attempt to replace

Mumbai: Alleging that J&K
CM Mehbooba Mufti is completely clueless
and PM Narendra Modi appears helpless
with regard to situation in the Kashmir Valley, former All-India Congress
Committee (AICC) J&K in charge Prithviraj Chavan on Monday claimed that
there is now an attempt to replace Governor NN Vohra, and this perhaps could be
a precursor to either bringing in a governor whom the BJP trusts politically,
or perhaps impose president’s rule in the state.“CM is shuttling between
Srinagar and Delhi. CM is completely clueless and the PM appears helpless. The
Home Minister (Rajnath Singh) has made some trips to Srinagar, but there
doesn’t seem to be any reprieve, as the situation is not improving. Now, there
is an attempt to replace the Governor of J&K so that they blame it on the
Governor, and perhaps, it is a precursor to bring a governor whom the BJP

China will get involved if
India foments trouble in Balochistan:Chinese think tank warns India
Beijing:China will have
"to get involved" if any Indian "plot" disrupts the $46
billion China-Pakistan Economic Corridor (CPEC) in restive Balochistan, an
influential Chinese think tank has warned India. PM Narendra Modi's reference
to Balochistan in his Independence Day speech is the "latest concern"
for China and among its scholars, Hu Shisheng, Director of the Institute of
South and Southeast Asian and Oceanian Studies at the China Institute of
Contemporary International Relations (CICIR), said. The researcher, at one of
China's most powerful think tanks, which is affiliated with the Ministry of
State Security, also said India's growing military ties with US and its changed
attitude on the disputed South China Sea are ringing alarm bells for China."
The latest concern for China is PM Narendra Modi's speech from the Red Fort in
which he referred to the issues like Kashmir(Pok) and Balochistan,"Hu
said. "It could be regarded as a watershed moment in India's policy
towards Pakistan. Why Chinese scholars are concerned is because this is for the
first time India has mentioned it," he added.Hu said China fears India may
use "anti-govt" elements in Pakistan's restive Balochistan where
Beijing is building the $46 billion CPEC -- a key to the success of its ambitious
One Road One Belt project. "There is concern that India may take the same
approach, which is believed by the Indian side Pakistan is taking,
asymmetrically using anti-govt factors
in Pakistan," Hu said on the expansive and leafy campus of CICIR."If
this kind of plot causes damage to the CPEC, China will have to get
involved," he said, referring to the alleged involvement of India in
backing separatists in Balochistan, Gilgit-Baltistan and Pok.The ongoing CPEC
will connect China's largest province, Xinjiang, with Pakistan's Gwadar port in
Balochistan, hit by rebels and separatists. India has strongly opposed the
corridor as it will pass through Gilgit-Baltistan and Pakistan-occupied Kashmir
which it claims as its own.Modi's reference to the region, experts say, is a
signal to Pakistan that New Delhi could raise tensions in the region as a tit
for tat for Pakistan's backing for terrorists in J&K ."This will not
help Pakistan to become a normal country. And it will also further disturb
India-China relations," Hu pointed out.Hu noted the growing defence
cooperation between India and the US was also a worrying factor of China.
India's involvement in the South China Sea dispute was another irritant in the
already strained relationship between India and China, Hu added. In the past,India's
stand on South China Sea was impartial. Indian is getting more and more
involved. This attitude is another concern for China," noted Hu.IANS

Usain Bolt advised to eat
beef twice a day, won nine gold medals: BJP MP Udit Raj
New Delhi: BJP MP and Dalit
leader Udit Raj raised a few eyebrows today with a tweet which suggested that
Jamaican athlete and Olympics Triple Gold winner Usain Bolt went on to win nine
Olympic gold medals despite being born in poverty after his trainer advised him
to eat beef twice a day. “Usain Bolt of Jamaica was poor and trainer advised
him to eat beef both the times and he scored 9 gold medals in Olympics,” the
Lok Sabha member from North West Delhi tweeted.Beef is an emotive issue for the
BJP. States ruled by the party have come out with tough laws banning its trade.
Udit Raj, however, later tried to play down any controversy saying that he
merely repeated what Bolt’s trainer had said and all he meant was the athletes
can find a way to excel despite adversities and they should not blame
circumstances for their failures.“All I wanted to say that giving excuses that
we don’t have infrastructure or there is corruption should be done away with
and lesson, dedication should be learnt from Usain Bolt… What I wanted to say
is our players should find ways and means as he found ways and means [sic],” he
later said, adding there is no lack of facilities for sports persons in the
country. Govt spends a huge amount of
money on them compared to nations like Jamaica or Kenya, he said, steering
clear of any mention of beef.PTI

Dalits to burn Manu Smriti

Jaipur: Gujarat Dalit
agitation leader Jignesh Mevani on Sunday said that Dalits will burn copies of
Manu Smriti, the ancient legal text codifying the caste system, outside the
Jaipur bench of Rajasthan High Court which has an idol of Manu on its
premises.“We have an ultra-liberal Constitution and protecting it is the duty
of the courts. But having an idol of Manu on the premises of a High Court
speaks volumes about our judiciary as the book stands for patriarchy and

Court,” said Mevani, who is also the convener of Una Dalit Atyachar Ladat
Samiti.Samiti was created following the public flogging of Dalits in Gujarat’s
Una for allegedly skinning a dead cow.“Our slogan will be ‘Manu Smriti

It’ll take place on Dec.6, the death anniversary of Babasaheb Bhim Rao
Ambedkar,” Mevani said.“It’ll be a milestone in the history of the nation. We
will campaign all over the country for it and lakhs of Dalits from across the
nation will gather in Jaipur for the event,” he said. Before the protest,
Mevani said that they will also get in touch with organisations with similar
ideologies in Rajasthan, and those which are working for empowerment of the

In Azamgarh, Mayawati seeks
Dalit-Muslim unity
Lucknow: Claiming that the
BJP could “go to any extent” to capture power in UP , BSP chief Mayawati on
Sunday hinted that a desperate Narendra Modi govt at the Centre could rake up the issue of
Kashmir and terrorism and “even go to war” with Pakistan ahead of the Assembly
elections. As the BJP sensed it was losing ground in UP, which goes to the
polls in a few months, and to divert attention from its “failures and
shortcomings, the NDA could go to war with Pakistan “before or even during the
elections,” she said.Addressing a massive rally in Azamgarh, in the heart of
Purvanchal, Ms. Mayawati said Modi govt had failed in bringing the promised
achhe din and was now trying to divert people’s attention by raking up
nationalism. She made a specific reference to Modi’s Independence Day speech,
where he raised the Balochistan issue. In Azamgarh, the BSP chief sent out a
strong message for both Dalits and Muslims. She said the BJP govt at the Centre
and States ruled by the party had displayed a casteist and anti-Dalit
mentality, which led to atrocities. Accusing the BJP of fostering the RSS
agenda, she said the NDA govt was trying
to dilute reservation and was focussed on privatisation of govt projects. “Merely building memorials and
museums in the name of the messiah of these people [Ambedkar] and going to
their homes and eating food with them will not bring an end to social
backwardness and atrocity. They just don’t want your sympathy but strong action
against the guilty,” Ms. Mayawati told the crowd at the ITI ground.Reaching out
to the Muslims, who constitute 19% of UP’s electorate, Ms Mayawati spoke of
their increasing “insecurity”.“Step-motherly treatment against Muslims has
increased at all levels. The Sachar Committee report also seems to be locked up
somewhere,” she said, adding that atrocities against Muslims had increased
under the guise of gau raksha, love jihad, nationalism and Hindu Rashtra. She
said Muslims were “viewed with suspicion in the name of terrorism.”Lashing out
at the SP govt for its poor law and
order, she said the incidents in Muzaffarnagar, Mathura, Dadri and Bulandshahr

saying it would be a "grievous sin" to allow women near the

grave area. The entire shrine is in front of their eyes. Only touching the tomb
is not allowed. Besides, women can offer prayers and 'chadar' (shroud),"
Merchant told media."Islam prohibits women to go to graveyards and this is

Islam that women cannot go to graveyards. I can also prove it. That is why we

Women can give talaq: fatwa
of Dargah-e-Ala Hazrat
Lucknow: A Muslim woman can
give talaq to her husband if she has secured this right by way of a prenuptial
agreement, Islamic seminary Dargah-e-Ala Hazrat of Bareilly has ruled. The
seminary, which has issued the clarification two years after receiving a query
from England, said in a fatwa yesterday that men and women are equal in Islam.Mufti
Salim Noori of the Daruf Ifta, the fatwa department of the dargah associated
with Markaz-e-Ahle Sunnat Bareilly Sharif, a noted Islamic institution of the
Barelvi sect, said women should be treated on a par with men in every respect,
including talaq (divorce)."The woman can give talaq to her husband if he
is a drunkard or is immoral, unwell or unable to lead a normal married life.
For convenience, the woman should secure this right at the time of nikah,"
Noori said in his latest fatwa, which was sought in 2014 by Maulana Asad
Masood, a religious leader from Manchester, England."It is called the
talaq-e-tafweez. The parents of a woman can secure this right for their
daughter at the time of her marriage if they fear she would be unsafe or mistreated
in her in-laws' house in future.... The woman can tell her husband any time in
her life that she wants to divorce him for certain reasons. The husband is
bound to agree if she wants separation. But the elders of both families are
expected to see whether she is of a balanced mind and is not misusing her rights,"
Noori said from Bareilly. The ruling is based upon the little-known provision of
the talaq-e-tafweez, where a husband may delegate to the wife the authority to
pronounce talaq. In practical terms, it can work if a prenuptial clause is
inserted in the nikahnama or marriage contract.Tafweez agreement, made either
before or after the marriage, gives the wife the liberty to divorce herself
from her husband under certain specified conditions, such as the husband taking
a second wife. Clerics of the Darul Uloom, Deoband (Saharanpur), have also
supported the fatwa issued by the Barelvi school. "A Muslim woman has as
much right to pronounce divorce as a man provided she has taken
'talaq-e-tafveez' at the time of 'nikah'," says Mufti Arif Usmani, 'mohtamim'
of Deoband. telegraphindia

India failing to protect

pattern of resistance in investigating crimes targeting reporters. The
Committee to Protect Journalists counted 27 journalists killed for their work

to determine whether those journalists’ deaths were also work-related. Most at
risk are small-town journalists investigating corruption, rather than
journalists in big cities like New Delhi or Mumbai.AP
