Anti-terror law to protect
undercover operations? to strengthen UAPA, NIA Act
New Delhi: Modi govt is working on strengthening the anti-terror
law to provide legal protection for undercover operations, Union home minister
Rajnath Singh said here on Friday. The statement assumes significance given
that some key intelligence-based counter-terror operations in the past,
including neutralisation of a Lashker e Toiba module in 2004 that left Mumbra
girl Ishrat Jahan dead, have seen intelligence officers face criminal
investigation. Addressing the 'national conference on investigating agencies' organised
by the Bureau of Police Research & Development (BPR&D) here, Singh
said: "Our govt is committed to
punish terrorists. We are working to strengthen the UAPA and the NIA Act.We are
considering legal protection for undercover operation, use of intelligence
collected as evidence and entire gamut of issues relevant to combating
terrorism".Incidentally, experts feel that though legal protection for
undercover operations may be a welcome respite for intelligence operatives who
may not always be able to play by the rules while pursuing pro-active,
counter-terror action, and would be in line with the practice in many other
countries, it will run into criticism from the civil society and human rights
groups who may see legal immunity as an "excuse for counter-terror forces
to commit excesses".Singh said the govt was also examining enactment of Mutual Legal
Assistance in Criminal Matters Act to provide legal sanction for evidence
obtained through Mutual Legal Assistance Treaties and remove doubts about
admissibility of such evidence.Referring to the widespread use of social media
by terrorists, the home minister said the present capabilities of
cyber-monitoring organisations like CERT-IN may need to be strengthened. He
also pointed to efforts to establish the Indian Cyber Crime Coordination Centre

New Delhi: The entire
political spectrum which met here under PM Narendra Modi to discuss the
prevailing situation in J&K, rejected the idea of involving the UN or any 3rd-party
in India's internal affairs. Earlier, External Affairs Minister Sushma Swaraj
elicited views of representatives of political parties, informing them that the
United Nations HRC in a letter dated July 29 had asked permission to visit
Kashmir. On July 22, Pakistan had approached the UNHRC over the Kashmir
situation and requested it to send a fact-finding mission, after PM Nawaz
Sharif chaired a high-level meeting.Swaraj said that it is a consistent policy
of past govts that the UN cannot interfere in India's internal affairs. But,
she threw the question open in order for all political parties to evolve a
consensus ahead of rejecting the UN request.But, political parties missed the
point that India had issued a standing invitation to UN Special Rapporteurs on
Sept.14, 2011. Last 2 UN Special Rapporteurs who visited India were the Special
Rapporteur on Extra Judicial Summary or Arbitrary Executions, in March 2012
followed by the UN Special Rapporteur on Violence against Women in April,
2013.Also, last year in November, India took a stand against Nepal for the
first time at UNHRC, complaining that it was "concerned" over
"lack of political progress" and incidents of "violence,
extra-judicial killings and ethnic discrimination" in the Himalayan
country. Noted human rights activist Ravi Nayar said,that contrary to what
Swaraj called the consistent position of past govt s, India has not always
denied UN teams the privilege of visiting and probing different issues.
"We have taken up issues related to Madhesis in Nepal and Tamils in Sri
Lanka to UN forums," he said, rejecting the idea that India has always
adhered the policy of non-intervention in affairs of other countries or a
belief in keeping things strictly in the bilateral closet. Nayar, who heads

New Delhi: Warning of the
threat of younger generation in Kashmir+ increasingly getting influenced by IS
(Islamic State), PDP, a coalition partner of BJP in the state, has told the
Centre that there is need to address the situation by creating a
"counter-narrative of nationalism and democracy" for school goers,
since the trouble in the valley is a "battle of minds". Speaking at
the all-party meeting called by PM Narendra Modi on Friday, PDP's Lok Sabha MP
Muzaffar Beg is learnt to have said that the current unrest in the valley is
"different from earlier protests" in several respects, the first
being it is more influenced by "religious extremism" and hence any
patchwork solution will not work to resolve the situation. It is like a
"subterranean volcano" that could erupt any time, with the
involvement of a "foreign country".Asked how the Kashmir situation is
different this round from earlier ones in 2008, 2010 and 2013, finance minister
Arun Jaitley said at a press conference after the meeting that "new trends
that emerged after analysing the situation is that the change taking place in
the world over also ideologically has a role to play in the valley". It

have said that unlike earlier protests, it has entered the rural areas, down to

Doda:At least 12 persons
including some police officials and a Magistrate were injured in clashes in
Doda town of Jammu province on Friday afternoon, witnesses and reports said.
The clashes took place when police tried to arrest some youths after Friday
congregational prayers, sources said. According to reports, the situation
turned tense when a group of youth started shouting pro-freedom and anti-govt slogans
while marching towards Markaz-i-Jamia Masjid (Central Mosque) after offering
Friday prayers at Masjid-e-Noor. Witnesses said police used brutal force
without any provocation. “There was no call for Bandh or a protest and people
were going to home peacefully after offering the Friday prayers. But SHO Doda
without any provocation started abusing people and using foul language. This
instigated youth and the clashes erupted,” said ex-Minister of State (Home) and
President of Markazi Seerat Committee Doda, Khalid Najeeb Suharwardy.“The
attitude of SHO clearly indicates that he has a communal bent of mind which is
a very dangerous sign in the given circumstances. The SHO should be transferred
immediately and an inquiry be initiated into the entire incident.”He also
demanded that the arrested youths should be released immediately as all of them

Court has ordered exhumation and autopsy of the body of a youth who was
allegedly shot dead by a DSP after he was seen leading a rally to protest the
killing of Burhan Wani.A bench led by Justice PC Ghose said the exhumation and
autopsy shall be carried out under supervision of the district and sessions
judge, Srinagar, and that the exercise should be completed within three weeks. SC
passed the order after perusing a report submitted by state police on the
circumstances leading to the killing of Shabir Ahmad Mir. The report also
contained the order of the district magistrate who had directed exhumation and
autopsy of the victim’s body.

Friday filed a petition in the Lahore High Court seeking direction to the Nawaz
Sharif govt to take up Kashmir issue at UN Security Council. Filed through his
counsel A K Dogar, Saeed in his petition said the PML-N govt is practically doing nothing to take up the
matter of Indian ‘atrocities’ in Kashmir at different international forums
except issuing statements. He said the Indian claim to Kashmir is based on
‘very controversial and forced accession’ to India made by Maharaja Hari Singh
on Oct.26, 1947 when he was fleeing from his capital Srinagar. He said
accession of J&K by both India and Pakistan should be decided through the
democratic method of free and impartial plebiscite to promote international

‘reasonable restrictions’ on Zakir Naik’s speeches
Mumbai:5 days after the
Mumbai Police submitted its 71-page report against Dr Zakir Naik, indicting him
for making ‘pro-terror’ speeches that ‘influenced vulnerable minds’, the state govt
is considering imposing ‘reasonable
restrictions’ on his speeches. This effectively means that the next time Naik
conducts a public gathering in Maharashtra, he will have to seek a NOC from the
police. Also, most of his ‘objectionable’ speeches, sermons and literature
mentioned in the report would be pulled down from websites.“Since the report
incriminates Naik, we are contemplating reasonable restrictions on his
speeches. We are waiting for the Law and Judiciary Department’s opinion on
this, after which action will be taken,” a senior official from the State Home

Katju blasted all those Muslims who have demanded the exclusion of Ahmadiyyas

where Ahmadiyyas are officially considered non-Muslims, and unofficially

Christians in the list of Scheduled Castes has evoked disapproval from Muslim
leaders, who pointed out that “Islam does not recognise caste divisions.”“When
someone becomes a Muslim they are part of an ocean. Islam does not
differentiate people based on their caste,” said former MP and Indian Union
Muslim League leader Kader Mohideen.He said the demand of the Muslims in the
country was 10% exclusive reservation as recommended by the Justice Ranganath
Mishra Commission. “Economically, educationally and socially, Muslims across
the country are identified as a backward community. Including Muslims in list
of SCs is not acceptable to us since it will amount to acknowledging casteism
in Islam,” Kader Mohideen said. Muslims are placed under Backward Classes in
the country, and in Tamil Nadu Muslims enjoy 3.5% exclusive reservation. Although

100.Villagers claim they visited relief camps and tried to bring back the

represent the anger of Hindus at the time of post-Godhra riots. Interestingly,
Parmar, who was a Bajrang Dal worker when he took to streets during the
communal frenzy, has joined a group of Muslim youths and left for Savarkundla
town to join the Dalit Asmita Yatra, which is on its way to Una.A cobbler by
profession, Parmar lives on a footpath in Shahpur area since 2001. "It is
my responsibility to show solidarity with the community and register protest

Jaipur: Officials conducted
a probe on Friday following reports that a private school in Rajasthan's Barmer
district called the national anthem anti-Islam and banned its recital by
students. Media reports also alleged that the school, Maulana Vali Mohammad
Registan, in Pandi Ki Paar village also forced Hindu students to read the
Quran. On the orders of district collector Sudhir Kumar Sharma, a team of
officials reached the school and spoke to students preparing for Independence
Day events. The team later submitted its report to the collector. The school
administration denied the allegations. "I have submitted pictures of our
previous Independence Day celebrations to the probe team," said headmaster

Afghan Taliban have
released the crew members of a Pakistani helicopter which crash landed in
Afghanistan last week, officials said on Saturday.An MI-17 transport helicopter
was on its way to Russia for maintenance when it crash landed on August 4 in a
Taliban controlled area of Logar province. The rebels made the crew members as
hostages.An official said that local tribal elders were tasked to release the

Syria: Govt, Russia blamed
for 90 civilian deaths
At least 90 people have
been killed in overnight air strikes by the Syrian govt and Russian forces
across Syria, according to monitors and opposition activists. Most people were
killed around Aleppo province, where more than 300,000 civilians are trapped in
rebel held territories. The air raids hit the only hospital for women and
children in the town of Kafr Hamra, killing two staffers, including a nurse,
while 10 people were rescued from the rubble, the Syrian Civil Defence said.
Air strikes also hit a market in the nearby town of Urem al-Kubra, killing at least
six people, according to the UK-based Syrian Observatory for Human Rights
(SOHR).Urem al-Kubra lies on the road linking Aleppo to the northern
rebel-controlled province of Idlib, which has also seen intense
bombing."This is one of the highest death tolls we have seen in the recent

in northern Syria, US-backed forces and a monitor said on Saturday. A source
