Police indicting Zakir Naik after finding him to be allegedly involved in
unlawful activities with possible terror links, ex-IPS officer YP Singh today
alleged this report by the men in uniform is extraneous to the provisions of
law and deviates from the prescribed procedure of filing FIR in such matters. Singh
said if such conspicuous deviations are happening then obviously this is being
governed by some invisible hand, which could be very much political in nature. Pointing
out that nothing of such legal procedures are complied with, ex IPS officer
said these things clearly indicate that there are inherent contradictions in
the entire matter, adding the police should not deviate from such legal
procedures unless and until there is an invisible political hand."153A,

Mumbai:In a 71-page report
on Dr Zakir Naik, Mumbai Police have said his IRF paid anything between Rs
25,000 and Rs 50,000 to lure a youth to convert to Islam. On Monday evening,
the Mumbai Police commissioner submitted a report prepared by Special Branch,
the intelligence wing of the Mumbai Police, to the state home department. In
response to reports, a statement released on behalf of Dr Naik called the
allegations false and baseless. “Dr Zakir Naik or IRF has not received any
notice from the MHA or any govt al agency as of now, and hence we’re unable to
comment on it. IRF is a research body that promotes greater awareness of Islam
and its tenets…Dr Zakir Naik emphasises on teachings of Islam, which is not
unconstitutional, and preaching and propagating one’s religion is allowed by
Article 25 of the Indian Constitution.” Sources said the SB studied speeches,
sermons and literature prepared by the IRF and the report found these to be
“pro-terror” and “influencing vulnerable minds”. An officer said the SB’s
inquiry concentrated on speeches made by Naik, as available on the Internet. No
member of the IRF or any other NGO run by Naik was questioned. “As the mandate
of the probe was to find out if the speeches were influencing the youth to join
terror, we only concentrated on the speeches,” said a source.“It will not be
wrong to say that Muslim youths are being attracted towards the ideology
promoted by Dr Zakir Naik, or his religious teaching have fanned religious sentiments
of Muslim youths,” says the report in Marathi. “Prima facie certain comments by
Dr Naik justifies terrorists and terrorist activities of some organisations,”
it adds.The report also observes that Naik “promoted religious conversions”
through his oratory on the supremacy of Islam. “By way of his oratory skills,
Dr Naik creates prejudices in the mind of people by asserting how other holy
books of the other religions and their beliefs are wrong… His statements are
against religious harmony and peaceful coexistence…His focus is on to prove how
Islam is the only supreme religion…He spreads religious animosity. Once
listeners are attracted towards him, he justifies terrorism and fans religious
sentiments of Muslim youths with the help of his oratory skills,” the report
reads. It also states that the law and judiciary department should be consulted
to find out if his speeches could be banned.“Some statements are certainly
against religious tolerance and promote chauvinism and Islamic supremacy.Hence,prima

Gujarat’s Surat district has hit the spotlight for being the birthplace of late
Sheikh Ahmed Deedat, the mentor of Zakir Naik. Tadkeshwar in Surat district is
home to a famous Mahadev temple and has one of the oldest madrasas, Darul Uloom
Falah-e-Darain. It is here that Deedat was born in 1918, before he migrated to
South Africa at the age of 9. Naik has acknowledged the role of Deedat in his
life and has admitted in interviews that he was “trained by him”. Naik’s
official website lists the deceased Deedat as an “international orator” at IRF
in India.About 40 km from Tadkeshwar, seated in their luxurious bungalow at
Ankleshwar in Bharuch, Deedat’s extended family — grandnephew Ghulam Ali, 68,
and his son Mohammed, 42, who is a local BJP functionary — are discreet about
their association with the preacher, but speak with pride about their family
patriarch’s brush with fame in the Middle East and US.They say they are not in

Vijayawada: 2 Dalit brothers were allegedly tied to a
coconut tree, stripped and thrashed for skinning a dead cow in Andhra Pradesh,
in a redux of the outrageous attack last month in Gujarat that has pivoted
protests and a huge political controversy for the central govt. On Monday in
Amalapuram, Mokati Elisa and his brother Lazar were hired to skin a cow that
had died of electrocution, the police said. While they were on the job, the
brothers were attacked by around 100 "gau-rakshaks" or cow vigilantes
who arrived at the spot accusing them of stealing and killing the animal. Cow was
electrocuted while grazing, said a senior police officer. Its owner, a
vegetable vendor, had hired the brothers to skin it.The brothers are in

attacked with a trident. A few followers of the priest also joined in the
attack against the family. The police have launched an investigation and also
arrested the accused. A case was registered against the priest under SC and ST
Act after family protested. This is the 2nd incident against Dalits
since PM Modi's speech when he first broke his silence against the self-styled

it meant business by issuing an advisory to all states following PM's Narendra
Modi call for action against cow vigilantism. The advisory emphasizes that
though cow slaughter+ is a crime in most states, no person or group can take
law into their own hands in the name of protecting cows as Section 39 of CrPC
makes them liable to report such offences to the police or nearest magistrate.

general secretary Bhaiyyaji Joshi echoed PM Narendra Modi in condemning
activities of “a handful of opportunistic people who in the name of cow
protection” are trying to “poison social harmony”, RSS said Modi should have
avoided the remark that such people constitute 80% of gau rakshaks in the
country.It also said the “RSS has always espoused the cause of gau raksha”. PM had
asked state govts to prepare a dossier on “those who consider themselves great
gau rakshaks” and then said that “70-80% are involved in activities which have
no place in society and they, therefore, don the mantle of gau rakshaks to hide
their ills”. A day later, speaking in Telangana, Modi again referred to “fake
cow protectors” but this time he called them a “handful”. RSS spokesperson
Manmohan Vaidya said:“80% remark should have been avoided but the PM later made
amends at Hyderabad, saying only a handful of so-called gau rakshaks were fake.
And as regards why issue a statement after the Dalit flogging, it should not be

raksha.”Asked about the angry response of the VHP to the PM’s remark, Vaidya

named in the FIR for the alleged murder of a head constable named Pankaj
Amreliya, seven have been arrested. Kanti Vala, the main accused in the case
according to police, was sent to judicial custody by a local court as his
two-day police custody ended Tuesday. As police did not seek his further
remand, he was sent to judicial custody by the court.Vala was arrested by
Amreli police from outside PDU General Hospital on Saturday. He was also
injured in the violence on July 19 and had been undergoing treatment since. Six

New Delhi: NIA said on
Wednesday that Lashkar-e-Taiba and the Pakistan army are fuelling large scale
protests in Kashmir in the wake of killing of Burhan Wani. "LeT is being
helped by Pakistan army in spreading unrest in the Kashmir valley," NIA IG
Sanjeev Kumar said in a press briefing in Delhi. "Pakistan army officers
in civilian clothes visit LeT facilities and are referred to as Major Saheb and
Capt Saheb," Kumar added. NIA said this was one of many revelations made
by Bahadur Ali, a LeT terrorist who was caught by security officers on July 25.
NIA also released a video of Ali's confession. Ali, aka Abu Saifullah, was
captured in Kashmir. NIA said he was recruited by Jamaat-ud-Dawa and was
subsequently radicalised by the LeT. After that, Ali underwent 3 rounds of

Kashmir: Cops launch
crackdown against stone pelters; arresting over 1,000 youths
Srinagar: In a bid to end
over a month-long unrest in Kashmir, security forces have started a major
crackdown against stone pelters and separatists by arresting more than 1,000
youths. Sources said most of the arrests have been made in the worst hit
districts of south Kashmir’s Anantnag, Kulgam, Pulwama and Shopian. “Over 500
youths have been arrested from these districts in the past one month,” they
said, adding the police raids have forced hundreds of youths to go into hiding,
while people across Kashmir stay awake during the night to foil the arrests. On
Sunday, Kashmir’s Inspector General of Police Syed Javed Gillani admitted in an
official handout that more than 1,000 youths have been arrested in a month.
Independent sources, however, said over 1,300 youths have been lodged in police
stations so far. At least 60 people were injured in fresh clashes in Kashmir as
protests continued across the Valley on Tuesday, DHNS reports from Srinagar.
Curfew and restrictions continued for the 32nd day in a row. Reports said in
the evening that men and women were simultaneously holding protest
demonstrations in Vesu and Qazigund in Anantnag district when security forces

border Poonch town on Tuesday afternoon with majority Muslims closing their
business establishments in protest over alleged scuffle between 2 persons
including a shopkeeper belonging to different communities. Both of them have
been identified as Molvi Anwar Hussain Shah, 45, and Ankur Bali, 30. While the
former was a teacher at the Jamia Zia-ul-Uloom, Poonch, and the other was
dealing in the sale of watches and mobile phones. Trouble erupted when Molvi
visited him for replacement of a watch purchased from him a few days ago saying
it was not working properly and the latter refused to oblige him saying that it
had been broken. After heated arguments, both came to blows. During scuffle,
the glass at the counter of the shop also got broken.Local people intervened
and rushed Molvi to the hospital after he complained of pain in the stomach and
the head. From there, he was rushed to Govt Medical College Hospital at Jammu

society. According to a report, Ahmed was at the receiving end of anti-Muslim
hatred when he interacted with a few people at a hotel on Tumkur Road in
Karnataka.On his way back from Hampi, Ahmed stopped at the hotel to relieve
himself, and was joined in the loo by 3 men. One of the men looked at him with
‘utter disdain’ and asked him about the style of his beard. “No style, and all
guru..i simply let it grow,” he responded. The guy didn’t stop at that and
questioned him further about his beard. Ahmed still tried to continue in his

refused to respond to a petition regarding the Bhopal gas tragedy filed by
civil rights activists from India and across the world. Petition demanded that
the US govt take action against Dow Chemicals, arguing that US Department of
Justice had not summoned company to explain the present state of Union Carbide
Corporation, the company responsible for the gas tragedy. Dow Chemical bought
UCC in 2001.The petition, which surpassed the required signature count of

New Delhi:Days after it
sought to assert that AMU was not a minority institution but a central
university, HRD Ministry has decided not to support the UGC in holding that the
AMU was bound by its regulations like other central universities.An affidavit
filed by the ministry in the Supreme Court has countered the submission by UGC
on whether AMU was obligated under law to abide by UGC Regulations, 2010, which
prescribed minimum qualifications for appointment of teachers and academic
staff.UGC had told the court that its regulations, once notified in the
gazette, had the force of law and were “statutorily mandatory” for all central
universities irrespective of whether state govt s or universities had formally
adopted them or not.But HRD ministry, in
its affidavit filed last week, has stated that state govt s and central
universities were required to formally adopt the regulations and that there
could not be an automatic amendment because UGC had come up with new rules. The
differences between the ministry and UGC came to the fore as they responded to
