for 3rd time; Describes Modi's comments on Pak at Houston event as very aggressive;
New York:US President Donald Trump renewed his offer of arbitration
between India and Pakistan on Monday ahead of a meeting with Pakistani PM Imran
Khan. The offer - his third - came barely 24 hours after he shared stage with PM
Narendra Modi at a huge public meeting in Houston and emphasised the US stand
to "free the world of radical Islamic terrorism". At the beginning of
Monday's meeting with Imran Khan, President Trump said if both Khan and PM Modi
wanted him to mediate an agreement between them on Kashmir, he was "ready,
willing and able"."If I can help, I will certainly help... If both
(India and Pakistan) want, I am ready to do it...I have very good relationship
with PM Modi. I have very good relationship with PM Khan... I would be an
extremely good arbitrator. I have never failed as an arbitrator,"he told
reporters, Imran at his side. Earlier too, during meetings with Imran in which Pakistan
President had raised the Kashmir issue, President Trump had talked of mediation
between Islamabad and New Delhi. But India had said a firm "no",
reiterating that Kashmir was a bilateral issue.In his address on Sunday, PM
Modi launched into a strong attack on Pakistan, which is also attending the UN General
Assembly and is expected to raise Kashmir. Without naming the country, he said
they have "made hatred towards India the centre of their agenda. They
support terror, they harbour terrorists".But asked if he agreed with
India's stand that Pakistan is a base for terrorists, President Trump said,
"I have been pointing much more to Iran". Describing PM Modi's
comments on Pakistan at the Houston event on Sunday as "very
aggressive", Trump, however, added that it was "well received"
by 50,000-strong Indian-Americans who were attending the programme. On
US-Pakistan ties, Trump said: "People in my position have treated Pakistan
very badly... I trust Pakistan but people before me didn't, but they didn't

of himself outside the rally's venue. However, when he tried to enter NRG
Stadium with his camera crew, he was allegedly denied entry with authorities
citing lack of press credentials and limited accommodation for crews as the
reason. Minhaj, who is popular as the host of his weekly Netflix show Patriot
Act, was told that no press credentials were available for him or his team,

Azad Tuesday said the situation in the Valley is “very bad.” Azad, who is on
his maiden 6-day tour of J&K after the revocation of J&K’s special
status on August 5, said, “I do not have to say anything to media right now. I
spent 4 days in Kashmir and arrived Jammu to 2 more days. After the end of the
six-day tour, I will say whatever I have to say.” His three earlier bids to
visit J&K, his home state, had failed as he was sent back from the airport by
the authorities. Azad’s visit became possible after the Supreme Court on
Sept.16 allowed him to tour the state. Talking about his current visit and
submitting of an assessment report of the situation in the state to the Supreme
Court, he said, “I was not even allowed by the administration to visit 10 % of
the places where I had planned to go in the Valley during my stay there.”
Referring to the detention of the political leaders in the state, he further

A team of women's rights activists today raised
concerns over alleged human rights violations in Kashmir after a visit to the
Valley, and demanded that Article 370 be restored and Army as well as paramilitary
forces be withdrawn with immediate effect.Presenting a fact-finding report, the
five-member team also called for the immediate restoration of all communication
lines, including internet and mobile networks.The group, comprising Annie Raja,
Kawaljit Kaur and Pankhuri Zaheer from National
Federation of Indian Women, Poonam Kaushik from the Pragatisheel Mahila
Sangathan and Syeda Hameed from the Muslim Women's Forum, visited Kashmir from
Sept.17-21.The group, which addressed a press conference here on their
findings, visited several villages in the districts of Shopian, Pulwama and
Bandipora."We wanted to see with our own eyes how this 43-day lockdown had
affected people, particularly women and children," the report stated.The
team demanded that the Army and paramilitary forces be withdrawn with immediate

journalists working for the international press that the move to revoke J&K’s
special constitutional status would help integrate the state with the rest of
India, HT reported. The leader of the right-wing nationalist outfit, which is
the ideological parent of the ruling Bharatiya Janata Party, said Kashmiris do
not need to worry about losing their jobs or land.RSS organised the meeting,
which was restricted to 80 journalists from 50 media organisations, to
articulate its position on matters such as the construction of a Ram temple in
Ayodhya to a nationwide ban on cow slaughter. It was an off-camera and off-the-record
briefing, and went on for almost two-and-a-half hours.“We have been requested
to keep the contents of the discussion under wraps,” an unidentified journalist
from an international radio network told IANS. “But all I can say is he
[Bhagwat] projected what he believes RSS is for and took questions
liberally.”RSS leaders such as Manmohan Vaidya, Krishna Gopal, and Bajran Lal
Gupta, who heads the North India division, were present at meeting. Bhagwat
reportedly explained Sangh’s version of Hindutva and emphasised that Hinduism

drones delivering weapons and communication devices into the state, Punjab CM
Amarinder Singh today requested Home Minister Amit Shah to look into the issue
first hand. Singh further said the drone incidents were just one of Pakistan’s
“sinister designs” following the scrapping of J&K special status. “Recent
incidents of Pakistan-origin drones dropping consignments of arms and
ammunition is a new and serious dimension on Pakistan’s sinister designs in
aftermath of the abrogation of Article 370. Request Amit Shah ji to ensure that

RBI puts curbs on PMC Bank, restricts withdrawal
to Rs 1,000 per account; chaos at branches
Mumbai :In a move that created panic among
thousands of customers, RBI today slapped restrictions on Punjab and
Maharashtra Cooperative Bank Ltd (PMC Bank), a leading co-operative bank headquartered
in Mumbai, for violation of various regulations.In its directions to the bank,
with a deposit base of Rs 11,617 crore, the central bank said depositors will
be allowed to withdraw only Rs 1,000 of the total balance in every savings bank
account or current account or any other deposit account. Hundreds of customers
rushed to PMC Bank branches across the state as soon as RBI announcement came
out. Chaos prevailed around the branches as customers were unable to withdraw
more than Rs 1,000 from the bank. RBI said the bank will also not be able to
grant or renew any loans and advances, make any investment, incur any liability
including borrowal of funds and acceptance of fresh deposits, disburse or agree
to disburse any payment whether in discharge of its liabilities and obligations
without prior approval in writing from RBI. RBI has told the bank not to enter
into any compromise or arrangement and sell, transfer or otherwise dispose of
any of its properties or assets except as notified in the RBI directions dated
Sept. 23.

over implementation of reforms including allowing 100% FDI in coal mining
paralysed operations and hit production, company officials and union leaders
said. The company, which accounts for over 4-fifths of coal output and employs
about 300,000 people, registered a 30% attendance due to the strike, which
included about 17,000 executives, a Coal India official said. World’s largest
coal miner declined to comment on the total output loss due to the strike. India
depends on coal-based utilities for 3-quarters of its electricity generation.
India turns to UAE for extra LPG imports as Saudi
cuts supplies
India will
get two additional cargoes of LPG from UAE’s Abu Dhabi National Oil Co (ADNOC)
to make up for a shortfall from Saudi Arabia, two Govt officials said.India’s
oil minister Dharmendra Pradhan earlier in the day tweeted that ADNOC had
agreed to give two additional cargos of LPG on an urgent basis to meet higher
demand in the upcoming festive season. He said the cargoes will reach India in
the next two months.The sources said additional supplies from ADNOC would
compensate for lower imports from Saudi, which has lowered refinery runs to
meet its oil exports commitment after attacks on its oil facilities.Reuters

actually made rigging easier.Gopinathan, who recently quit the prestigious IAS
over the Modi Govt’s handling of Kashmir issue, has argued how VVPAT has
disconnected Ballot Unit (on which a voter casts his/her vote) of the
electronic voting machine from the Control Unit (in which votes are stored in
electronic form).A VVPAT prints a slip showing the symbol and candidate’s name
for which a voter has voted. This slip is visible to the voter for 7 seconds
before it falls down into a box where it is stored for counting if need be. As DM,

experience of handling EVMs and VVPAT and is well aware of how the machines function.“So,
by introducing VVPATs, we have created so much vulnerability to an otherwise
fool-proof process, while not adding adequate checks, either in the process or

invalid.A bench headed by Justice NV Ramana said it will interact with minor
girl, her father, and husband over the matter. The court asked its Registry to
arrange a psychiatrist, preferably female, from AIIMS who will also interact

accepted the anticipatory bail plea of a law student, who had accused former
Union Minister Swami Chinmayanand of rape, and granted her temporary relief

the day, Shahjahanpur law student was allegedly detained for questioning in an
extortion case alleged by Chinmayanand.The law student had approached the court
seeking anticipatory bail against her arrest, after the Allahabad High Court
declined to grant her relief.The law student had earlier approached the HC
seeking protection against her arrest and also prayed that she be allowed to
record a fresh statement under Section 164 of CrPC.However, a Division Bench of
Justices Manoj Misra and Manju Rani Chauhan said the court had no jurisdiction
to entertain a petition or an application for stay of arrest of the accused or
the victim in the case, and asked her to move an appropriate application in an

Supreme Court asks Centre to frame regulations to
curb social media misuse
The Supreme Court has asked the Centre to strike
a balance between privacy and reputation of individuals and sovereignty of the
state while drafting regulations to check the misuse of social media. The court
has been asked to inform within three weeks the time needed to frame the
regulations. Donald Trump on Monday said his offer to mediate in the Kashmir
dispute between India and Pakistan was still in place if both countries agreed
to it. He made the remark in a press meeting with Pakistan PM Imran Khan on the

Gorkhas up in arms against omissions from NRC
list

When updated NRC was published on August 31,over 1.9 million applicants
whose names were missing, were told they would have to file appeals at the more
than 200 Foreigners’ Tribunals (FTs) established for the purpose across Assam.
But 60,0000-100,000 of those left out of the NRC are angry and refusing to do
so. These are the Gorkha, a community from an ancient kingdom in western Nepal,
who were first brought to the northeastern state as workers and soldiers by
British colonizers, when the latter annexed Assam in the early 19th
century.“Assam’s Gorkhas won’t go to the Foreigners’ Tribunals to prove their
citizenship. Being tried thus is an insult for an Indian,” Sukhman Moktan,

indication that a decision on exempting the Gorkhas is yet to be made, has

Jaipur :A man who was allegedly transporting cows
illegally was assaulted by a mob in Rajasthan’s Alwar district in the early
hours of Monday, police said, adding that he is a suspected cow smuggler.An FIR
against around 50-60 unidentified persons has been lodged for the assault,
police said.According to the police, the incident happened near Fusa Ki Dhani
village under Shahjahanpur police station around 3-4 am on Monday. They said
the man, identified as Munfed Khan, was caught and beaten up by local
residents.“Cow smugglers were transporting bovines in two pickup trucks. After
receiving information from local villagers… police had set up a barricade,”
said ASP, Neemrana, Siddhant Sharma. He said one of the trucks managed to get
away, but the other vehicle was confiscated by the police. Khan, who was in the

Fagu Kachchap, who was beaten up on Sunday on the
suspicion of cow slaughter, has said that he had no clue why he was assaulted.On
Sunday, a tribal man Kalantus Barla, who is differently abled, was lynched to
death in Suari village in Khunti district. Two others Kachchap and Philip Horo
were severely injured.“I went to work on my fields in the morning at 8 am and a
mob came rushing into fields and beat me up. My wife was also there.
Thankfully, she was not attacked. I have no clue why I was attacked. I am just
a poor farmer,” said Fagu Kachchap to a team, which went to meet him at RIMS in
Ranchi. Fagu was saved because a village chowkidar and the police came soon
enough and rushed him to the hospital.Kachchap, who was visibly weak, has
several broken bones and could barely speak. He kept insisting he had no idea
why he was attacked. His wife who was in the hospital with him did not speak much.According
to news reports, Kalantus Barla, Philip Horo and Faagu Kachchap were attacked
under the suspicion of having slaughtered a cow. But, DIG Homkar Amol Venukant
has stated that there was no clarity on the issue. He said investigations were
on and that no one was arrested. However, villagers have stated that Bajrang
Dal members were behind the attack. The women in the village said that Barla
had come to his sister’s house in village to attend the annual puja.“I had gone
to visit the family of Kachchap and they have small children. They have land
and cattle for agricultural purposes. He was in the field in the morning to
take care of his field when the mob attacked. It was an attack that happened in
broad daylight and yet no arrests have been made,” said Brinda Karat, CPI(M) leader.She
added that RSS has organised a demonstration in the area to prevent the arrest
and investigation of into this case of lynching. There has been a rise in the
attacks on Adivasis, both Christian and Sarna by murderous mobs on the pretext

Gujarat High Court has suspended the 10-years
jail term awarded to a Rajkot resident Salim Kadar Makrani by a trial court
which had convicted him under the stringent Gujarat Animal Preservation Act.The
HC has also suspended Rs one-lakh fine imposed on him by the trial court and
ordered his immediate release on a personal bail bond of Rs.10,000/- and one
surety of like amount. The trial court had convicted and sentenced Makrani in
July this year in a case of alleged cow slaughter lodged against him in Jan.As
per a report in LiveLaw.in, FIR in this case was lodged in January on the basis
of a complaint by one Sattar Koliya who had accused Makrani of stealing his calf,
slaughtering it and serving it at the wedding feast of the latter’s daughter.
The case was lodged under the Gujarat Animal Preservation Act was made more
stringent with some amendments in 2017. The trial began in April and on July 6,
the trial court at Rajkot convicted and sentenced the accused for the offence
of cow slaughter – it was perhaps first conviction under the law after it was

of the lane on Road Number 12 in Jawaharnagar in Mango wears a deserted look
but till mid 2017 it was abuzz with visitors for its ground floor was a
madrassa owned by Md Kalimuddin Muzahari who was on the run for 3 years and
whom Jharkhand ATS arrested on Saturday from near Tatanagar railway
station.Kalimuddin lived on the top floor of the building, along with his
parents and his brothers.“It has been over two years since his father and
mother shifted to their native village in Rargaon near Chandil on Ranchi-Tata
highway while his brothers live elsewhere,” 88-year-old neighbour,

(SIO) launched a 10-day state-level campaign called ‘One God-One Human Family’
from Sept.23 to 30 in Maharashtra. SIO plans to target at least 60 lakh people,
especially students and youths, across 20 districts in Konkan, Western
Maharashtra and Marathwada regions, to spread its ideology.“With the growing
atrocities and discrimination based on language, caste and religion in the
state, the Students Islamic Organisation of India started this campaign to make
society more equitable and harmonious. We need to make people aware of their
position in the world and share a message of mutual love and brotherhood,” said
Kamran Khan, Pune district president, SIO.“Even though human population is
geographically divided in various areas and countries and this divide might
have created additional divisions of race and language, the entire human
population is from one god and we are equal before the almighty, therefore we

Don’t demolish mosque, Telangana Wakf Board to

Hyderabad: The Wakf Board has asked National
Highways Authority of India (NHAI) to refrain from demolishing a mosque for the
extension of Highway No 161 at Sultanpur village, Pulkal mandal, in Ranga Reddy
district.A meeting between the Wakf Board and NHAI and Revenue department was
held to discuss the matter. Chairman of the Wakf Board Mohammed Saleem
clarified that in Islam a mosque is a very sacred place where Muslims perform
their prayers and Muslims have very strong sentiments attached to mosques. He
said demolition of a Masjid will attract the rage of the community and it is
contrary to the Wakf Act. He asked the officials to explore alternative routes

Pakistan earthquake: 8 dead, over 100 injured in
PoK; mild tremors felt in Delhi-NCR
New Delhi :Mild tremors were felt in the
Delhi-NCR region Tuesday afternoon after a moderate 5.8 magnitude earthquake
struck parts of Pakistan, including capital Islamabad. At least 8 persons were
killed and over 100 people, including women and children, were injured in PoK,
PTI reported. According to US Geological Survey, epicentre of the earthquake
was 10 km south-east of New Mirpur, Pakistan. Several cities in the northern
parts of the country — including Islamabad, Peshawar, Rawalpindi and
Lahore—felt the tremors. However, Minister for Science Fawad Chaudhry said that
the intensity of the quake was 7.1.The quake jolted the entire Jammu province,
which came around 4.33 pm. At various places especially in Chenab Valley
region, people said that the earthquake was so intense that people came out of
their buildings in panic.The tremors lasted for 8-10 seconds but were felt

Boris Johnson acted unlawfully in suspending parliament in the run-up to
Brexit, in a stunning blow that sparked immediate calls for him to resign. 11
judges of the country's highest court were unanimous in their verdict, which
they said meant parliament could now immediately reconvene.Johnson had argued
that shutting down parliament until Oct.14 was a routine move to allow his new Govt
to set out a new legislative programme. But critics accused him of trying to
silence MPs ahead of Britain's scheduled exit from the European Union on Oct.31

Rights groups:650 detained in latest anti-Sisi
protests
Over 650 Egyptians were arrested from across
