Kashmir issue: UN says mediation only if both
India, Pak ask for it, urges them to resolve tensions via dialogue
A day after UNHRC secretary Michelle Bachelet
expressed concerns over the Kashmir crisis and urged BJP-led Centre to ease
restrictions in the erstwhile state of J&K, UN spokesperson Stéphane
Dujarric has asserted that the international body won’t be mediating between
India and Pakistan on Kashmir during UN General Assembly session due later this
month. When asked over mediation possibility between India and Pakistan by UN
Secretary-General Antonio Guterres, the spokesperson said Guterres has
reiterated that tensions between two nations can be resolved through dialogue
only. He added that UN’s position on mediation has always remained the same and
it would mediate only if both India and Pakistan asked for it.UN General
Secretary has also raised concerns over the escalating tensions between India
and Pakistan, added the spokesperson. He added that the Kashmir crisis should
be resolved in line with the protection of human rights. The comment has come
ahead of 74th UN General Assembly session that will perhaps see biggest
showdown between India and Pakistan with the premiers of the two countries
scheduled to speak on Sept.27. UN has maintained that it was concerned over the
mounting tensions between the two countries, however, it wanted both the sides
to resolve the issue through talks. The international body has made it clear
that its office was available only if both sides ask for it. NewsX

US media showing one-sided perspective on
Kashmir: Indian envoy
Washington:Harsh Vardhan Shringla said New
Delhi’s move to abrogate J&K’s special status last month was done for the
“benefit” of the people. Top Indian diplomat called Article 370, which gave
special status to the state, an “anachronistic provision” that was “stifling
the economy and encouraging inflow of Pakistani terrorism”. “Unfortunately,
some of the media in US— particularly the liberal media—have, for reasons of
their own, chosen not to provide this perspective, which is very important,”
Shringla said. “Instead (they have) focused on a perspective that has been
pushed forward by those who are inimical to our interest.” Shringla said he and
the Indian Embassy here had started a massive outreach to the members of the
Congress, senators and the think-tank community about the factual positions on

Ram Madhav: ‘Preventive arrest part of political
act… Sheikh Abdullah was in jail for decades’
New Delhi : Preventive arrest is a part of
political activity and political leaders in Kashmir cannot argue that standing
by the Indian Constitution or holding the Indian flag by themselves should be a
reason for not keeping them in preventive custody, according to BJP general
secretary Ram Madhav. He said, "political leaders are kept in preventive
detentions in certain situations. Preventive arrest is a part of political
activity. There is a particular situation in Kashmir Valley which needed, for
the sake of law and order, certain preventive measures to be taken by the law
and order machinery, which the state machinery has taken.Such measures had been
taken in the past too. I am not comparing, but let me remind you that Sheikh
Abdullah was arrested in 1953, was in jail for decades. Why was it done?

SC to study if under-18 Muslim girl can marry on
attaining puberty
New Delhi: The Supreme Court has agreed to
examine the plea of a "minor" Muslim girl, who has been ordered to
stay in a shelter home for women in UP, after her marriage was found to be void
by the Allahabad High Court. The SC was hearing an appeal filed by the girl,
who is 16-years-old as per a medical report, against the high court's July
order which dismissed her petition against a trial court directive sending her
to a shelter home at Ayodhya. The HC had rejected her plea against the trial
court's order observing that since she was a "minor" her case would
be dealt with in accordance with Juvenile Justice Act, and as she did not want
to join her parents, the order sending her to the shelter home was correct. The
girl, in her plea in the top court, has said that as per Mohammedan Law, once a
female attains the age of puberty, that is 15 years, she is independent to take
decisions for her life and is competent to marry any one of her own choice. A
bench comprising Justices N V Ramana, Indira Banerjee and Ajay Rastogi has
agreed to examine her plea and has issued a notice to UP Govt seeking its
response. The girl, through her lawyer Dushyant Parashar, has said that the HC
failed to appreciate the fact that her 'nikah' is in accordance with Mohammaden

contended that she is in love with a man and they performed 'Nikah' in

Hijab-clad Muslim girl students sent back from a

Lucknow:Muslim girl students at a college in
Firozabad town of UP are being prevented to enter the college premises if they

stood at the main entrance of the institution and drove away the
`hijab’-donning girls. He is also alleged to have used humiliating language
while asking the Muslim girl students not to enter college premises in `hijab’.
Principal and college administration is, however, defending its undignified
action behind the pretext of implementing the dress code. When confronted by
mediapersons, the principal said a drive to check dress was going on and only
those Muslim girls who were not wearing dress were sent back. However, he did
not say anything about why was he wielding stick in his hands and what was the
need to use crude language for the Muslim female students even if they were not
wearing dress.Even DM Chandra Vijay Singh tried to brush the matter under the
carpet and avoided to act on the matter, saying ``it is internal matter of the
college’’. However, he said that he would ensure that the management was
questioned on this issue.A city resident Qazi Ishaq Gora, expressing anger,

residing in illegal settlements live in that area, according to Israeli human
rights group B'Tselem. Main Palestinian city is Jericho, with about 28 villages
and smaller Bedouin communities. After Netanyahu's announcement, Arab foreign
ministers meeting in Cairo called his election promise a "dangerous
development and a new Israeli aggression by declaring the intention to violate
the international law.""Arab League regards these statements as
undermining the chances of any progress in the peace process and will torpedo
all its foundations." In a series of separate statements, Qatar criticised
"Israel's continued contempt of international law"; Turkey slammed
the annexation pledge as "racist"; Jordan called Netanyahu's plan a
"serious escalation"; and Saudi Arabia called for an emergency
meeting of OIC. UN, meanwhile, warned that Netanyahu's plan would have "no
international legal effect".During his televised announcement, Netanyahu
also reaffirmed a pledge to annex all of the Jewish-only settlements Israel has
established in the West Bank.Palestinians swiftly reacted to Netanyahu's
statements by saying he was destroying any hopes of peace. aljazeera

Trump fires John Bolton as national security
adviser
US President Donald Trump has forced out John
Bolton, his hawkish national security adviser with whom he had significant
disagreements on Iran, Afghanistan and a cascade of other global challenges.2
men offered opposing accounts on Bolton's less than friendly departure, a
leave-taking example of what had been a fractious relationship almost from the
start."I informed Bolton that his services are no longer needed at White
House. I disagreed strongly with many of his suggestions, as did others in Admin,"
Trump tweeted.
US-Taliban deal would have been disastrous for
Afghanistan: Diplomats
New Delhi:Criticising US for having carried out
talks with Taliban without involving the Afghan Govt or regional players,
Iranian Ambassador to India said here that Tehran is “worried” about the
prospect of a Taliban-led Govt in Kabul. Iran’s worries matched Indian concerns
over the deal, which Indian diplomats said would have “thrown Afghanistan under
the bus.”“Taliban doesn’t recognise a Republic of the people; it wants to
establish an ‘Emirate’, where all orders will come from one centralised
non-elected power. We hope that will not happen,” said Iranian Envoy Ali
Chegeni at an interaction organised by Indian Association of Foreign Affairs
Correspondents (IAFAC). Reacting to Donald Trump’s decision to cancel the deal
with the Taliban that was reportedly in its final stages, Chegeni said the main
problem with the deal being negotiated between US special envoy Zalmay
Khalilzad and Taliban representatives in Doha was that Ashraf Ghani’s Govt was
not at the table for the talks.Iran was invited to regional talks on
Afghanistan peace process in Beijing, attended by China, Russia, US and
Pakistan, but had declined to attend because Ghani Govt was not represented. India
has yet to formally respond to the dramatic turn of events, which led to US
cancelling a planned meeting with Taliban leaders. Officials said they would
prefer to take a cautious approach, in the event Washington tried to salvage
talks with Taliban again.“I don’t think the deal has been completely jettisoned
yet,” said ex Ambassador to Afghanistan Amar Sinha, who is now a member of NSA
Board, and represented India in a “non-official capacity” at the Moscow talks
with the Taliban.“I think India should be happy that Afghanistan has been saved
from being thrown under a bus for the moment. The deal would have put a
question mark over everything from the Govt and constitution to the election
process in Afghanistan,” Sinha said. Ex-diplomat Rajiv Dogra warned that talks
had only been put on “pause” and not cancelled as yet. thehindu

Will Cooperate With US If It Ends its Destructive
Afghan Policy: Taliban Spokesperson
Even as US President Donald Trump abruptly called
off peace talks with the Taliban, its chief spokesperson said the dialogue had
been satisfactory for both parties. In an interview, chief spokesperson Suhail
Shaheen said discussions had concluded satisfactorily before Trump's
last-minute move, adding that there is no military solution to the Afghanistan
situation. He said, "the tweets by President Trump were very astonishing
for us. It was surprising, because we had already concluded the peace agreement
with the US negotiation team and it was initialed by the heads of both teams
and then the copy was handed over to their side to keep till the day of the
signing ceremony, where we would ink the peace agreement...Our delegation met
them and there was no sign of any kind that they were cancelling or cutting off
the negotiations, because they were happy. Everything was done. We were only
waiting for the signing ceremony to take place."He said,"Americans
and their domestic supporters, had started military operations on our territory
in different provinces of Afghanistan like Badakhshan, Kunduz, Farah and
Helmand. There were night raids in which they killed whole families and also
burnt down shops. So, that of course provoked retaliation. And operations took
place while negotiations were underway in Doha. So, because there was no
ceasefire, one cannot say “we have the right to attack you but you do not have
the right to defend yourself or to attack”. The actual ceasefire will start
after the signing of the peace agreement and that had not taken place. How can
he say that while they themselves are carrying out attacks against our
people?" CNN-News18

UK court rules Boris Johnson’s suspension of
Parliament unlawful
PM Boris Johnson’s decision to suspend Parliament
less than 2 months before Britain is due to leave the EU was unlawful, a
Scottish court ruled on Wednesday though it said Britain’s top court must make
the final decision. Judges at the Court of Session in Edinburgh said the Govt’s
action was illegal “because it had the purpose of stymieing Parliament”.The
judges said the suspension was “null and of no effect,” but referred the matter
to Britain’s Supreme Court for resolution. After the ruling, Opposition
politicians urged Govt to scrap the suspension and recall lawmakers to
Parliament.A group of about 70 Opposition lawmakers challenged the Govt’s
decision to prorogue, or formally shut down, Parliament, for 5 weeks until Oct.14
just over 2 weeks before Britain is due to leave the EU.AP
