India's 1st mass illegal immigrant detention camp size of 7 football
fields
Goalpara:About 150 kms west of Guwahati, construction is on in full
swing to build India's first detention centre for those declared foreigners
after the publication of the contentious Assam NRC last month.The mass
detention centre in Goalpara district's Matia can house 3,000 people and is
being built over an area of 2.5 hectares, about the size of seven soccer
fields. It will have 15 four-storey buildings to keep the detainees. The Govt
expects the massive complex to be ready by Dec.this year though rain had
delayed the construction. It will also have a hospital, an auditorium, a common
kitchen and 180 toilets and washrooms. There will also be a primary school just
outside the detention centre.A red-painted boundary wall encircles the upcoming
camp, with the outer wall at 20 feet and the inner wall at 6 feet. The
detention centre will also have watchtowers. But officials are quick to point
out that the Goalpara detention centre will not be as rigid as a regular jail.
A senior police officer in Assam said there will be hostel-type rooms, each of
which can accommodate 4 to 5 detainees. Rooms, the officer said, will have
regular doors, proper lighting and ventilation. Women with children and nursing
mothers and will get a special care facility within the detention centre. The
construction project for the mega detention centre, that costs Rs.46 crore,
began last year and is being done by Assam Police Housing Corporation Limited.
If those who have been left out of the crucial list are not able to prove their
citizenship before the deadline ends, they will be taken to the detention
centre which is India's first fully-fledged detention centre. 10 such centres

New Delhi: A senior leader of Jamiat Ulema-e-Hind (JUH) today batted
for the implementation of the controversial NRC across the country.Mahmood
Madani, general secretary of the leading Muslim group JUH, said the exercise
would help find out the number of intruders in the country.Madani, who was
asked about ‘what if the Govt decides to implement NRC in the entire country’,
said he would not have any problem if such a step is taken as these days even "genuine
citizens" are also looked down upon as intruders.“I feel that I should
demand the NRC exercise should be conducted across the country, then we will
find out how many intruders are there. Today, even the genuine citizens are
accused. I have no problem with the exercise being conducted across the
nation,” Madani said.Madani had recently called on the Muslim community to look
at "correction" and "inclusion" of names in the voter list

NALSAR University V-C Faizan Mustafa says NRC violates Citizenship Act, calls
Foreigners Tribunals Kangaroo courts
New Delhi:The basis on which NRC was created in Assam is a violation
of Citizenship Act of 1955, the prevailing law of the land, according to Prof
Faizan Mustafa, V-C of NALSAR University of Law, and a leading authority on the
Indian Constitution. In an interview to The Wire, Prof Mustafa said, “NRC is a
clear violation of Section 3 of the Citizenship Act. I am clear about it.” He
said NRC has 24 March 1971, as the cut-off date to determine citizenship of
India. However, Section 3 (1) (a) of the Citizenship Act says that “every
person born in India on or after the 26th day of January, 1950 but before the
1st day of July 1987 shall be a citizen of India by birth”.Prof Mustafa said
NRC coordinator Prateek Hajela had told the Supreme Court that “Citizenship
purely by birth and not by descendance is not eligible for inclusion in NRC.”
His grounds were that one parent of such persons could be a ‘doubtful voter’, a
‘declared foreigner’ or someone ‘whose claim for citizenship is pending before
a Foreigner’s Tribunal’, the professor said. He dismissed Hajela’s arguments as
“laughable”.Prof Mustafa said the refusal to include in NRC those born in India
between Republic Day 1950 and 30 June 1987 was “a self-inflicted wound in which
the SC is also a party…I would say that in this matter what was expected from
the Court has not been delivered. Our expectation from the Court was that they
would ensure that people are not denied citizenship if they have genuine
documents. Instead people are becoming stateless because of this strict timeline
set by the Court”.Criticising the Foreigner’s Tribunals, Mustafa called them
“kangaroo courts”. Mustafa claimed that they were not independent of the
govt.He pointed out that their members served at the govt's pleasure and those
tribunal members who did not declare enough people as foreigners are often
dispensed with. He called the Foreigners Tribunals "citizenship exclusion
entities".He also said that keeping people in detention centres for a long
time “violates international conventions”. Citing nuances of the Citizenship
Act, he argued, "We cannot be denying citizenship to anybody or deny

Face-off between India, China soldiers in Ladakh ends after meeting:

New Delhi:Soldiers of India and China were engaged in a face-off near
Pangong Tso lake in eastern Ladakh on Wednesday, which ended after a local
delegation-level meeting, Army sources said.“An Indian Army team that was on patrol
near Pangong Tso was objected to by the Chinese side. Our soldiers held ground
as they were on our territory,” an Army source said.A delegation-level meeting
was immediately called at Border Personnel Meeting (BPM) point in Chusul, after
which the issue was resolved, the source explained.Bilateral relations between
India and China have been tense after New Delhi revoked special privileges to
J&K under Article 370 last month. Beijing had specifically objected to the
conversion of Ladakh into a Union Territory and also supported Pakistan’s

US Lawmakers including Indian origin Jayapal urges Pompeo to press India
into ending J&K blockade
Indian-American Congresswoman Pramila Jayapal along with another
American lawmaker has asked US Secretary of State Mike Pompeo to press India to
immediately end the communications blockade in Kashmir and release those who
have been detained.In a letter to Pompeo, Jayapal, the first and the only
Indian-American Congresswoman in House of Representatives, and Congressman
James P. McGovern said international media and human rights observers must
immediately be allowed into J&K to investigate reports of abuse. “We urge
you to work across the Administration to press the Indian Govt to immediately
end its communications blackout of Kashmir, expedite the process of reviewing
and releasing individuals ‘preventatively’ detained, ensure hospitals have
access to life-saving medicines and protect the rights of the Kashmiri people
to freedom of assembly and worship,” reads the letter. The two lawmakers told
Pompeo that they have significant concerns about the humanitarian and human
rights “crisis” in Kashmir. “In particular, we are concerned about credible

Agra:Last Friday, Pulwama resident Ghulam reached Agra to meet his
son, a 35-year-old preacher who has been lodged in the Central Jail since the
first week of Aug. But the long journey via Srinagar and New Delhi ended in
disappointment for Ghulam, who says he did not have a verification letter from
J&K Police that jail officials wanted.Ghulam’s son is among 285 persons who
have been arrested from the Kashmir Valley and detained in UP — 85 in Agra
alone — after the central Govt scrapped J&K’s special status under Article
370 on Aug.5. The latest batch of 29 persons was shifted to the Agra jail
Friday.According to jail officials, most of the prisoners are aged between 18
and 45, while a few are over 50. Sources said they hail from diverse
backgrounds, and include NC and PDP politicians, college students, PhD
aspirants, preachers, teachers, top businessmen and even a Supreme Court lawyer
known for representing Kashmiri youth. Sanjeev Tripathi, DIG (Prisons), Agra
Zone, said: “Prisoners have been brought to various jails from Kashmir.
Currently, 85 prisoners are lodged in the Agra Central Jail. They were
transferred under high-security observation, and traffic route diversions were

now ratified the Centre's decision to abrogate Article 370, which gave special
status to the state of J&K. A resolution adopted by the body said that
Kashmir is "an integral part of India".The body also condemned
separatists who have repeatedly accused India of illegally annexing
Kashmir."As such it [Jamiat] can never support any separatist movement,
rather it considers such movements harmful not only for India but for the
people of Kashmir as well," the resolution added. While supporting the
Modi govt's Kashmir policy, the body also noted that the wishes of the Kashmiri
people can't be ignored. The body added that "the welfare of the people of
Kashmir lies in getting integrated with India." Jamiat also condemned
Pakistan and said that "the enemy has made Kashmir a battlefield using
Kashmiris as a shield which makes it the biggest huddle in rescuing the people

Former PM and economist Manmohan Singh has pitched for structural
reforms to tackle the economic challenges the country is facing. In an
interview to The Hindu BusinessLine, Singh said the Govt first had to
acknowledge the crisis.“Already, a lot of time has been lost,” he said.
“Instead of wasting its political capital by adopting a sector-wise piecemeal
approach, or on monumental blunders like demonetisation, the time has now come
for the Govt to carry out the next generation of structural reforms.”Singh said
the crisis was of a different kind. “…a prolonged economic slowdown that is
both structural and cyclical,” he added. “Govt must instil confidence in the

Goyal has said that we should not be concerned with GDP maths, since “maths

a meeting with the Board of Trade and sought to instil confidence that the

Industrial output growth drops to 4.3% in July
India’s industrial production growth slowed to 4.3% in July, dragged
mainly by manufacturing sector’s poor show, according to a Govt data released today.
Factory output, as measured by Index of Industrial Production (IIP), had
expanded 6.5% in July 2018.The industrial output growth was recorded at 1.2% in
June and 4.6% in May this year.According to the data released by Ministry of
Statistics and Programme Implementation, industrial output grew at 3.3% in
April-July period this fiscal, down from 5.4% growth in the same period a year

Retail inflation inches up to 10-month high of 3.21% in Aug
Retail inflation inched up to a 10-month high of 3.21% in August
mainly due to higher prices of food items like meat and fish, vegetables and
pulses, Govt data showed on Sept.12.However, retail inflation is still within
Reserve Bank’s target range, thus keeping hopes of another rate cut
alive.Inflation based on Consumer Price Index (CPI) stood at 3.15% in July and
3.69% in August 2018. The previous high was 3.38% in Oct 2018. Inflation in the
food basket was 2.99%, up from 2.36% in July.The retail inflation in health was
7.84%, recreation and amusement 5.54% and personal care and effects 6.38%.Price
rise in the ‘education’ segment was recorded at 6.10% in Aug. According to the
Index of Industrial Production data, the expansion in the power generation
sector stood at 4.8% in July 2019, compared to 6.6% a year earlier.Inflation in
meat and fish basket was 8.51%, pulses and products 6.94% and vegetables

Sunni Waqf Board on Wednesday told the Supreme Court that Nirmohi Akhara had
been worshiping on the Ram Chabutra in outer courtyard and was never possessed
the inner courtyard."Nirmohi Akhara had been worshiping on Ram Chabutra in
the outer courtyard. They were never in the inner courtyard," senior
advocate Rajeev Dhavan said while arguing for the board.Raising a question on
how Nirmohi Akhara had come there into the inner courtyard, he said that it was
done by an illegal act in 1949. He said that when the idols were
"illegally" placed under the central dome, then Faizabad DM placed
the site under the custody of the state."Can we go to the magistrate and

minister Mukut Bihari Verma, who said temple will be constructed in Ayodhya
since "Supreme Court is ours".A Constitution Bench, headed by CJI
Ranjan Gogoi, said: "We deprecate such statements". The judge added:
"This should not be happening in the country. Both sides are free to put
their arguments before court without any fear."The Bench took a grim view
of such statements and issued a caution against irresponsible conduct. Senior
advocate Rajeev Dhavan, arguing for Muslim side, today raised the issue before
the Bench, and rued atmosphere of fear and threat being developed around the
proceedings in the SC on the bunch of civil suits relating to the disputed land
in Ayodhya. Dhavan complained that his clerk was now at the receiving end and
was assaulted in the court premises. He also alleged that he has received
another threat message on Facebook. The lawyer referred to the statement by the
minister in the Yogi Adityanath govt, and added that even his law clerk has
been issued a threat by some others since their "boss" — Dhavan,
appears for Muslim side. "I can't go on filing contempt after contempt. I
have already filed a contempt against an 88-year-old man for cursing me,"
said he.At this, CJI offered personal security to Dhavan but the lawyer replied
words of the court are good enough at this stage to assuage his feelings.

Dara Shikoh Chair to encourage studies around the topic of peace as was

V-C Tariq Mansoor talked about the move in New Delhi during a symposium on
Shikoh that had been organised by “Academics for Nation”. The event also saw

can be used to project as an example of composite culture. With this a new
beginning can be made. AMU gives assurance of taking this message forward

also concurred with Masoor's view and further called Dara a "true Muslim

Gujarat Riot Victims
Ahmedabad:Islamic Relief Committee (IRC), Gujarat, an organization
that provided relief to the victims of 2002 riots, on Wednesday, handed over
the title suit of the houses to 70 displaced people living in Ahmedabad’s Batwa
colony. IRC bought land in various parts of the state and established several
small colonies with houses built for the settlement of the displaced people.
Though the riot victims were living in these colonies for the last 17 years,
they were not in possession of the title suit of the houses.Now that they have
got the title suits they can retain or sell these houses according to their
needs. Demands were being made in the past to hand over the title
suits.Mohammed Umar, secretary of the IRC, told the Caravan Daily that they
have given tile suit of the houses to 70 of the 90 people whose documents were
found in intact. He said though there was no bar on living in the houses even
without title suits, they decided to hand these to the residents as it was
creating some hurdles in their jobs and other requirements.The IRC, which is
being run by Jamaat-e-Islami Hind, Gujarat, has provided all basic amenities
including water, electricity and sanitation to households in the colony

A group of AMU students have complained to the local administration
after some right-wing leaders allegedly asked a college here to ban burqas and
skull caps.In a memorandum handed over to the chief proctor of Dharm Samaj
Degree College on Wednesday, right wing student leader Amit Goswami and others
warned that if the college authorities failed to take steps in this regard
within next 72 hours, they would launch a drive among students for wearing
saffron outfits while attending classes.They said the practice encouraged
divisiveness and was a gross violation of the official dress code of the
college.Meanwhile reacting to it, a group of students at AMU today handed over
a memorandum to the additional city magistrate, seeking action against the

‘Smart’ classes proposed at 4 govt-aided madrassas in Bareilly
Bareilly: A state-level committee has sent a proposal to the Centre to
launch smart classes at four Govt-aided madrassas in Bareilly under PM Jan
Vikas Karyakaram (PMJVK).PMJVK is a centrally-sponsored scheme which seeks to
provide better infrastructure to minority communities to address development
deficiencies in minority areas. Under it, 517 primary and upper primary schools
in minority dominant areas of the district have already started ‘smart’ classes
this year. Now, even madrassas will start getting projectors, laptops, cameras,
speakers and voice boards to impart education using AV means, at a budget of Rs
2.54 lakh.District minorities welfare officer Jagmohan Singh said, “The
state-level committee has approved the proposal for ‘smart’ classes at 4
state-aided madrassas in Bareilly. The proposal has now been sent to the Centre
for approval and funding under PMJVK. As Bareilly has over 400 madrassas,
including aided and non-aided ones, we’re conducting a survey to identify more
madrassas that can be adopted under this project.”TOI
Nagaland: NSCN(IM) says Nagas will not merge with India, but will
coexist as two entities
National Socialist Council of Nagaland (Isaak-Muivah) said on
Wednesday that the Naga community will not merge with the Union of India, but
will coexist with India as two entities. It also called upon the Nagas to
“seize the opportunity” for a solution to the Indo-Naga political problem, and
said every possible way must be explored for such a solution,Morung Express
reported.“The Nagas will not merge into Union of India, but they will co-exist
with Union of India as two entities,” a press release from NSCN (IM) said.
“Nagas are a recognized entity. Nagas do not accept Indian Constitution, but
Nagas and Indians will share sovereign powers based on competencies.” The
Indian Govt had signed a ceasefire agreement with NSCN (IM) in 1997. In 2015,
the Centre and the rebel group began negotiations for a solution. However, a

FIR against Muslim man quashed in Pak-Sikh girl case

province have quashed FIR against a Muslim man and others for allegedly
abducting a Sikh teenage girl and converting her to Islam after both families
signed a written agreement, a senior official said on Wednesday. Jagjit Kaur,
19-year-old daughter of a Sikh priest of Nankana Sahib, was allegedly abducted
by Mohammad Hasaan of her locality in Nankana Sahib, some 80kms from Lahore in
August. He allegedly married her later."Families of Kaur and Hassan have
signed a written document agreeing to resolve the matter between them. Kaur's
family has withdrawn all charges against Hassan and his family members and friends,
thereby, FIR against them stands quashed," a senior police officer said.He
said Hassan and a couple of his other family members have also withdrawn their

Gujarat to Karnataka, BJP states lead charge against new traffic fines
Days after the Govt prescribed steep penalties for traffic offenders
under an amended law, a number of states have decided to slash them in their
respective jurisdictions on "humanitarian" grounds. Ironically, leading
the charge are BJP-ruled states.Gujarat's Vijay Rupani Govt was the first to
reduce the fines prescribed under the amended Motor Vehicles Act, bringing it
down to as low as 10% of the actual amount for some offences. Other BJP-ruled
states such as Maharashtra, Goa and Karnataka came up with similar
announcements soon afterwards, indicating that they may also consider making
drastic changes at their end if the Govt did not reconsider - or at least scale
down - the newly prescribed penalties that they say could become a burden on
the people. While opposition-ruled states such as MP, Kerala and Delhi have
also hinted at taking similar steps, West Bengal CM Mamata Banerjee has flatly
rejected any possibility of the people in her state being forced to cough up

inputs were received that 6 Lashkar-e-Taiba militants had entered Coimbatore,
Commissioner of Police Sumit Sharan has said that the law enforcement officials
had not found any terrorists in the city so far. Sharan said the police took
preventive steps following the alert. “What they [intelligence agencies] are
following up [on], I am not aware. We are doing our part,” he said.The city
police are currently maintaining a “normal level of alertness”, Sharan said. On
Aug.22, intelligence inputs from a Central agency stated that six LeT militants
had intruded into Tamil Nadu via Sri Lanka for setting up a base in Coimbatore.
For the subsequent few days, the police were on high alert, with nearly 1,500

Middle East peace plan is resigning and one of the individuals set to take his
place is a 30-year-old aide with little to no major foreign policy

envoy to the Middle East, will leave the Trump administration after US peace
plan for the Israelis and Palestinians is released, which is expected after the

little-known young aide of Jared Kushner who, until his promotion, reportedly
handled everything from ushering foreign officials around to attending to his
