Converting LoC into
International Border 'only option' with India, Pakistan: Natwar Singh

the lives of 18 soldiers, former foreign minister and seasoned diplomat K. Natwar
Singh on Sunday said converting the Line of Control (LoC) into the
International Border (IB) is the only solution in sight to end the bitter
rivalry between India and Pakistan over J&K."There is no solution, as
every method has been tried. Eventually, I am not saying today or tomorrow, we
can take 10 years, 15 years or 20 years, but in my judgment as a private
citizen, and (ex-J&K CM) Farooq Abdullah has also said, eventually the LoC

Bhopal: Muslim leaders and
clerics have launched a signature campaign against the Draft National Education
Policy 2016, alleging the minorities will be further marginalized if the policy
is implemented “forcibly”.A letter addressed to the HRD minister demands the govt
to review and redraft the new policy keeping “the spirit of inclusiveness of
all sections of the society and acknowledging varied heritage of the country”.“It
(draft policy) will be detrimental to the interest of not only minorities but
also an effort to contravene in the Constitution, disturb secular fabric and
federal structure of the country,” the one-page letter says.“We would also like
to bring to your notice that replacing Indian history with mythology and the
Indian philosophy with Hindu theology, Sanskritization by promoting Vedic
culture and Gurkula traditions and making yoga mandatory in schools are totally
unaccepted to minorities in general and Muslims in particular,” it adds.The
letter demands minority institutions remain outside the purview of the Right to
Education Act which mandates 25% seats be reserved for poor students. One of
the inputs for Draft National Education Policy says the issue of extension of
Clause 12 (1) (c) of RTE Act to govt -aided minority institutions will be
examined in view of larger national commitments towards the economically weaker

Banaskantha district’s Amirgadh on Saturday arrested 6 people for allegedly
assaulting a Dalit family, including a pregnant woman, over their refusal to
remove the carcass of a cow.Police said that the victims were abused and
assaulted by the accused belonging to the dominant upper caste community in
Mota Karja village. Banaskantha SP Niraj Badgujar, who visited the village, said
the victims have been admitted to the civil hospital and provided police
protection.According to FIR registered by local police, the accused asked the
family to take away the carcass on Friday night, but the victims said they
would dispose it the next morning. Following the refusal, the accused entered
the house of the Dalits and assaulted them, the FIR stated, adding that the

Valley returns to normalcy with busy markets, traffic jams
It was for the first time
in last over two-and-half months that the Sunday market stayed open at Lal
Chowk, Kashmir’s main market, which had usually seen deserted roads and closed
shops. The curfew, which was imposed in the Valley for the last 79 days, was
lifted from all parts of Kashmir on Sunday but restrictions on an assembly of
people remained in force in most areas as a precautionary measure.The footpath
vendors had laid out the used clothes, shoes, and handicraft products on the
charpoys as people thronged the market. People had lined up outside petrol
pumps and heavy movement of vehicles during the day caused traffic jams at many
places.In the new protest calendar that was issued by the separatists in
Srinagar, it was for the first time that the relaxation was given from 2 pm to
6 am on Sunday. In the previous week, there was no relaxation in the strike
even during Eid. Even during those two days of the Muslim festival, three
people were killed as youth clashed with the forces.However, Sunday was unusual
as would be the evenings when according to Hurriyat calendar, shops, and other
business establishments stay open between 6 pm to 6 am. Protest calendar has
changed the routines of the people who work in Kashmir. Working hours for many

Srinagar: Khurram Parvez
has been the most prominent face of human rights movement in Kashmir in recent
times and his arrest under the controversial PSA has attracted condemnation and
raised questions on the state’s procedures to tackle unrests. He was picked up
by the police on September 15 in Srinagar a day after he was stopped from
travelling to Geneva to participate in a UNHRC session. The condemnation of his
arrest hasn’t only been domestic. NYT in its Friday editorial wrote that Parvez
should be “released and allowed to travel”. Parvez and his organisation JKCCS,
has played a key role in documenting and reporting the violations of human
rights in troubled Kashmir. During the current unrest, Parvez constantly
criticised the killings and blindings of civilians and raised his voice about
several allegations of rights violations by security forces.While some fear
that his arrest is to scare the civil society and clamp down the human rights
movement in the Valley, others say that it has focussed international spotlight

Srinagar:Police has
arrested at least 3576 people including separatist leaders and youth and booked
345 of them under stringent PSA to quell the ongoing uprising in the Valley.“At
least 3576 persons were arrested since early July across the Valley to get rid
of protests and quell the over 2 month long uprising,” a police official said on
condition of anonymity. Among the arrested persons include separatist leaders,
activists, youth and some govt employees. All the senior separatist leaders
including Mirwaiz Umar Farooq, Yasin Malik, Shabir Shah, Mohammad Ashraf
Sehrai, Showkat Bakhshi and Noor Mohammad Kalwal have been arrested while Syed
Ali Geelani has been placed under house arrest at his Hyderpora residence. Police have also detained many Jamaat-e-Islami
leaders and activists including its spokesperson Advocate Zahid Ali and scholar

he has already been sentenced to life.The woman, whose two sons were killed and
her third son, who was an eye witness to the incident, later on murdered
allegedly at the instance of Shahabuddin, has challenged the Patna High Court’s
March 2 this year order granting regular bail to him during pendency of his
appeal.While a sessions court in Siwan had convicted Shahabuddin for the
offence of murder and kidnapping for ransom in the twin murder case and had
awarded life imprisonment to him, the trial in the murder case of the eye

area revealed the involvement of BJP worker Aishwarya Choudhary, his close
associate Arun Kawadi and the latter’s private gunner Sonu.“It has been

New Delhi: From time to time, the Indian govt has warned
of the dangers of the rise of puritanical, Saudi-style Islam in India, most
recently, during the unrest in Kashmir, when it warned it will not allow a
'Wahhabi theocracy' to take root in the Valley. But such statements are not
backed up with facts about the funding and growth of this strain of Islam,
known interchangeably as Wahhabism or Salafism, with its roots in Saudi Arabia.NDTV
scrutinised records of the past three years of the govt's FCRA website, where
Indian NGOs have to log overseas funds received.Among states receiving funds
from Islamic charities, UP had the highest number: Rs. 55 crore. Of that
amount, the most seemed to be concentrated in a cluster of NGOs on the state's
eastern border with Nepal.In the town of Itwa, we visited one of those
institutions, the Al Farooq group.Set up, according to its promotional video,
25 years ago by a Qatar-based Salafi preacher and a local Maulana, the
institution received Rs. 2.34 crore in the last 3 years from a trust run by the
royal family of Qatar. Shaikh Shabbir Ahmed Madani, the founder of Al Farooq
group established in UP.The money to this institution is shown as coming for
construction and expansion of buildings - schools orphanage, and a madrassa.
But it is run on core Salafist beliefs, which are dismissive of Sufi Islam
practiced in the Indian subcontinent. According to the FCRA records 3 of the
top 5 NGOs in Karnataka which received funding from Islamic charities are in
Shimoga:Madeenath Ul-Uloom Education Trust, Rabiya Basri Rahamat-Ulla-Hi-Allayha
Charitable Trust, and Sadiya Educational and Charitable Trust, all 3 of which
received a total of Rs. 36.5 crores.All 3 NGOs are running schools and
madrassas and all are Salafist in nature.They also share a common thread of
foreign funding, from International Islamic Charitable Organisation,based in
UAE and Kuwait.
Surya Namaskar opposed to
fundamental concept of Islam: PIL in
Bombay high court
Mumbai: Surya Namaskar — a
yoga routine known as ‘sun salutation’ — is opposed to the fundamental concept
of Islam and is therefore a violation of the fundamental religious rights of
students studying in Urdu medium schools run by Mumbai Municipal Corporation
(BMC), municipal councillor has contended in his PIL filed in the Bombay high
court. Rais Kasam Shaikh, councillor, challenged the civic body’s Aug.23
decision making Surya Namaskar and yoga mandatory for students studying in
1,285 civic schools during their morning prayers. Shaikh said that of these
1,285 schools, 400 schools are Urdu medium institutions, in which about one
lakh students study. A majority of these are followers of Islam, he added.By
making yoga mandatory, the BMC is attempting to impose upon these students “a
system and practice completely foreign to the followers of religions such as
Christianity and Islam,” read the PIL.“Articles 25 to 28 of the Constitution of
India guarantee a fundamental right to every citizen to preach, practice and
propagate the religion of their choice including the practices and systems
adopted by such religions,” it stated. “The resolution — so far as it makes it
compulsory to follow a particular system or practice — is therefore in
violation of the fundamental rights guaranteed under the Constitution,” it
added.“The fundamental concept of Islam affirms that God is one and
incomparable,” Shaikh has asserted in his PIL. “It disowns any other God except
the one God (Allah),” it stated. The sun is considered to be a god in Vedic
literature and thus, a sun salutation is in opposition to Islam under Article

exodus,' riots refugees condemn NHRC Kairana report
Meerut: Liaqat Ali, who now
lives in Kairana, remembers how he barely made it out of his village alive. 3
years ago, a mob made its way into Shamli district's Bawri village and chopped
off his foot. He later limped to Kairana because he thought of it as an
"oasis of communal harmony" during a time of conflict.Ali these days
tackles his disability while trying to earn a living for his family, but the NHRC
report on an alleged "Hindu exodus" has him worried. Days after NHRC
blamed worsening law and order on riot-displaced families who settled in
Kairana in 2013, Ali said the uprooted lot were "victims of their own
exodus". Liaqat is not alone in all this.Other families told TOI that far
from being "criminals", they were only trying to rebuild their lives.
NGOs working for the rehabilitation of riot-refugees in Muzaffarnagar and
Shamli also hit back at NHRC and said there were no gangs being operated by riot-refugees."I
live with my wife and 5 children in Kairana now. Only we know how we survived
the massacre. They (the mob) entered our house and hacked my right foot off. We
managed to get out of the village alive but that incident changed my life
forever. I now ride a rickshaw in Kairana for a living but I don't get that

riot-refugees are criminals. It is far from the truth. What crime will we

New Delhi: 2 Muslim youths
have alleged that they were asked to “go to Pakistan” when they requested
faster service at a prominent dhaba in Delhi’s Connaught Place on Saturday
afternoon.The alleged remark resulted in a scuffle between the two youths and
the dhaba staff. 2 parties, however, reached a “compromise” after police
intervention. dhaba manager, meanwhile, accused the two youths of creating a
ruckus at the eatery and getting out of the mess by using the hostile situation
between India and Pakistan to further their argument. Identified as Salman and
Harris, the two are residents of Old Delhi and work for a pharmaceutical
company. They were in Connaught Place on Saturday to attend a meeting. The duo
visited the dhaba around 3 pm to have lunch when the incident occurred. “When I

Khaled Meshaal said he will not run for re-election as the head of the
Palestinian group next year.“Khaled Meshaal will be the former head of Hamas’
political bureau next year,” he said during a speech in the Qatari capital Doha
on Saturday. Meshaal, 60, was elected the head of Hamas’ political bureau in
1996.Originally based in Jordan, Meshaal relocated to Syria in 1999.Media
reports earlier said that Hamas deputy leader Ismail Haniyeh plans to vie for
the presidency of Hamas political bureau in upcoming internal polls to succeed
Meshaal.“Hamas’ internal elections will be held next year and a new head of
Hamas’ political bureau will be elected,” Meshaal said.Meanwhile, Meshaal said
that Hamas has made a mistake by ruling the Gaza Strip by itself.“We were
