SC refuses to stay Centre’s decision to grant
reservation to economically- weaker, next hearing on July 16
The Supreme Court has refused to stay the
Centre's decision to grant 10% quota in jobs and education to
economically-weaker sections (EWS) of the society, saying the matter requires
hearing at length and posted the matter for hearing on July 16.A bench of
Justices S.A. Bobde and B.R. Gavai was hearing a bunch of applications seeking
to put on hold the appointments being made under 10% quota for EWS in the
unreserved category. The petitions contended that 10% quota for EWS was in
breach of 50% ceiling declared by the SC
by its earlier Constitution Bench judgments. On April 15, the Union cabinet
approved provision of reservations in admission for economically weaker section
students in Central Educational Institution.IANS
SC judge recuses herself from hearing pleas
against Bombay HC order on beef
Supreme Court judge Justice Indu Malhotra
Monday recused herself from hearing a batch of appeals and cross-appeals
challenging a Bombay High Court verdict which held that mere possession of beef
of animals slaughtered outside the state cannot invite criminal action.A bench
headed by Justice A M Sapre said that Justice Malhotra was recusing herself
from the hearing as she had earlier appeared as a lawyer in the case.Now the
petitions would be listed before an “appropriate bench” by Chief Justice Ranjan
Gogoi.The apex court, on August 17, 2016, had sought the response of the
Maharashtra Govt on the plea of ‘Akhil Bharat Krishi Goseva Sangh’ against the
high court order. Later, as many as 33 petitions were filed in the apex court
by different individuals and organisations.The high court, on May 6, 2016, had
said that the provisions of the Maharashtra Animal Preservation (Amendment)
Act, which criminalised possession of beef, was an infringement on the right to
privacy of citizens and unconstitutional. The high court had also upheld the
ban on slaughter of bulls and bullocks in Maharashtra while striking down 2
sections of the state act which criminalised possession of beef.PTI

Gujarat High Court Advocates Association has
decided to move the Supreme Court under Article 32 of the Constitution of India
against the Union Law Ministry’s sitting over the proposal of the SC Collegium
to make Justice Akil Kureshi Chief Justice of MP High Court.In a novel protest,
the association has resolved to request the Acting Chief Justice of Gujarat to
extend the sitting of all courts for five minutes beyond the official working
hours instead of striking work.The decision to move the SC and lodge a protest
was taken following refusal of Union Law Minister Ravi Shankar Prasad to meet a

SC dismisses PIL to earmark PoK and Gilgit as
Lok Sabha seats
New Delhi:The Supreme Court Monday dismissed a
PIL seeking a direction to the Centre to earmark and declare PoK and Gilgit as
parliamentary seats.A bench headed by Chief Justice Ranjan Gogoi also imposed a
fine of Rs 50,000 on former RAW official Ram Kumar Yadav for filing the
petition and termed it “legally untenable”.The plea said as many as 24 Assembly
seats have been carved out by the Govt from PoK and Gilgit as these territories are
Indian territories which are under the occupation of Pakistan.The petition said
on the lines of Assembly seats, the central Govt be directed to earmark 2 Lok Sabha seats in

approved by Rajya Sabha on Monday.Jammu and Kashmir Reservation (Amendment)

benefits in jobs and educational institutions to people living near the state’s
International Border.On extending the President’s rule in Kashmir, Union Home Minister
Amit Shah said that the Centre has no option but to extend the rule for six
months as the Election Commission intends to hold assembly polls there towards

Parliament discusses water crisis as cities
including Delhi may run out of groundwater by next year
The parliament today discussed the ongoing
water crisis plaguing a large swathe of the country amidst a chilling warning
that 21 Indian cities including the national capital Delhi will run out of
groundwater by next year. Gajendra Singh Shekhawat, in-charge of the newly created
Jal Shakti Ministry, answered a question on the linking of rivers to address
the water scarcity problem in the country.A member, then asked him about
recharging groundwater, to which the minister replied that Govt was mapping all aquifers.This has come after a
report by Govt’s own thin-thank NITI Aayog predicted that as many as 21 major
cities are expected to run out of groundwater as soon as 2020, affecting 100
million people. The cities likely to run out of groundwater are Delhi, Gurgaon,
Agra, Jaipur, Ghaziabad, Ratlam, Indore, Patiala, Gandhinagar, Ajmer, Jodhpur,
Bikaner, Ludhiana, Amritsar, Jalandhar and Yamuna Nagar in the north and
Chennai, Hyderabad, Bengaluru and Vellore in the southern part of the
country.The monsoon has been late to arrive in some parts of the country,
leaving over 125 people dead in the unbearable heatwave. A large swathe of the
country continues to wait for the monsoon to arrive. Schools in and around the

have any concern for the thousands of NRI abandoned brides who have been

fraudulent marriages done by NRIs/Foreign nationals with Indian girls is a
burning issue as till date lacs of cases of abandoning wives have been
registered and over 50,000 cases were registered in Punjab alone.They also
slammed Govt for its double standard on
women’s issue. “It is an irony of sort that the Central Govt led by PM Narendra Modi has reintroduced
Triple Talaq Bill with much alacrity in the very first session of the new Lok
Sabha but it has failed to do anything in the last five years of its previous

Ahmedabad: Union Govt is exploring a new
tourism opportunity — a cow circuit. To promote cow-based tourism economy, newly
formed Rashtriya Kamdhenu Aayog has decided to carve out a route that will wind
through places in the country which breed indigenous cows. The board has
identified states like Haryana, UP, Rajasthan, Gujarat, Maharashtra, Karnataka,
Kerala and Goa for this circuit. Tourists, especially from foreign countries,
students and researchers will be told about Indian cows, which will also help
them in research, said Kamdhenu Board chairman Vallabh Kathiria. “We have so
far focussed on religious, recreational and adventurous tourism, but if we can
link our cow tourism with tourist hotspots, we will be able to promote our
indigenous breeds like Gir from Gujarat, Gangatiri from UP or Ongole from

Khatiwada along with the family members of Baijyanti Devi, the first woman

Over 35 journalists detained in hospital

Moradabad DM Rakesh Kumar Singh on Monday
issued a clarification after reports alleged that he had locked up a dozen
media personnel in the emergency ward of the district hospital during UP CM Adityanath’s visit on Sunday, PTI reported.
Kumar said that some people had been stopped from entering the ward, but were
not held captive by the authorities.Singh said there was no rule to stop the
media from covering any programme but that they were bound to follow the rules.
He further said over 35 people were detained in the hospital due to safety
measures and security concerns while a few of the journalists were allowed to

Kolkata:Tension was reported in Kaliachak and
Baishnabhnagar areas of West Bengal’s Malda district on Sunday after the death
of a youth, who was allegedly beaten up by a group of people on June 26 on
suspicion of involvement in a motorbike theft.The protests began after the body
of Shanaul Sheikh, 24, was brought to his hometown, Baishnabhnagar, in malda, on
Sunday. Sources said Sheikh, who had suffered injuries in his private parts,
eyes and ears, died in Kolkata after his condition deteriorated. He was
referred to Kolkata’s Hospital by doctors at Malda Medical College and
Hospital. Sheikh is survived by his wife and a 6-month-old daughter.“He was the
family’s only earning member,” his mother Sufiya said. “He worked in a brick
kiln. On Wednesday, some people called him outside and we heard later that he
was being beaten up.”Protests began on Sunday after the video of Sheikh getting
beaten up became viral on social media. Sources in the police said protesters
blocked NH 34 and ransacked shops and other establishments in Kaliachak.It was

controversial AFSPA which empowers security forces to conduct operations

Extending $28 billion in loans, India reaches

New Delhi: While lacking the scale, or even ambition,
of China’s BRI, India’s development cooperation partnership based on
concessional Lines of Credit (LOC) has been carrying out economic projects in
63 countries around the world. There are currently 279 LOCs, worth $28 billion,
extended to these countries located in Asia, Africa, Latin America, Caribbean
and Oceania, the Govt informed
Parliament last week in response to a question on what India was doing to
counter BRI’s economic and foreign policy issue. “Of this, 254 projects
aggregating nearly $4.70 billion have been completed, while 194 projects worth
nearly $19 billion are under implementation. These include 94 connectivity

Top 30 Defaulters Account for One-Third of
Gross NPAs, Reveals RTI
New Delhi: India’s top 30 defaulters account
for a third of the gross non-performing assets (NPAs) in the banking sector,
according to data obtained from RBI through a RTI request.As of March 31,
India’s scheduled commercial banks had gross NPAs worth Rs 9.49 lakh crore. According
to data furnished by the RBI in response to an RTI filed by The Wire, top 30
NPA borrowers account for Rs 2.86 lakh crore.The central bank has, however,
refused to divulge information on who these 30 accounts belong to, saying “the
account-wise information is not available with us.”RBI’s refusal may run
against the grain of a Supreme Court order earlier this year that demanded that
banking regulator be more forthcoming in disclosing the details of defaulters,
among other issues.Setting aside the legal issue though, RBI’s reasons for not
disclosing the identity of the top 30 NPA borrowers raise their own set of

New Delhi: Scores of people protested at
Jantar Mantar today against a Delhi-NCR based company named ‘Garvit Innovative
Promoters Limited’ and demanded their hard earned money back after they claimed
that the company ran away with their money. “The company had promised to
provide employment under self-employment scheme run by the central Govt. They
had issued severed bikes for commercial use and invited people to become
stakeholders by investing Rs. 62,000 per bike which would be run for commercial
purposes, with a fee of Rs. 4500 and EMI pegged at Rs. 5,175. The bikes were
registered by RTO and owners were earning money for the last one and a half
month by putting their bikes on road, which anyone could book for a ride using
certain Apps. But since 2019 January, the company stopped paying the returns to
the owners. Franchises were being rapidly distributed. By that time, it was
revealed that a huge number investors had put in their lifetime savings in the
scheme. I had invested 25 lakhs in this scheme, all gone. Mostly people
affected with this fraud are from army as Director. It could be a scam worth
42,000 cr,” said a retired Subedar Major in the army who came in from Rajasthan
to address the protest gathering. According to the All India Bike Boat Taxi
Union, which had organized the protest, around 90% people investing in the

Lucknow:BSP chief Mayawati Monday attacked the
UP Govt for including 17 OBC in the Scheduled Caste
list, terming the move a “big fraud” and demanded its immediate
withdrawal.Mayawati claimed that a similar “unconstitutional and illegal” move
was made by the previous SP Govt to
cheat these castes, but her party had opposed it even then.“This is a big fraud
with the members of these 17 castes. They will neither be able to receive
benefits under 27% quota of the OBC, nor
under the SC category as the state Govt cannot list or remove them from any of the
categories through its orders,” she said.She said that in 2007 her Govt had requested the Congress dispensation at the

Hyderabad: Muslim groups are critically
reviewing NEP 2019. Many groups have prepared their opinions and resolved to
submit their views to ministry.They welcomed most of the proposed initiatives
but expressed certain reservations on the inferences of the policy. Theologians
opposed the idea of encouraging learning music and dance in educational
institutions, while intellectuals felt there are many anomalies and
discrepancies in the draft. They defended the policy on the medium of
instruction as it stressed that the preferred medium of education should be the
students’ mother tongue. The general perception is that madarsas, maktabs and
other religious bodies of education will have to be registered as trusts or
societies and that the Govt will support the mainstreaming of homeschooling
modules, which seems to be a great stride forward. There is an apprehension
that the Govt could stress the
introduction of modern education in Madarsa in order to help them meet their
desired learning outcomes. Muslim educationists assert that the definition of
desired learning outcomes must be clarified to ensure that the outcomes set
forth by Govt do not infringe the religious tenants followed by the Madarsas.
Muslim groups are afraid that music and yoga will be made mandatory to learn in
school, primarily because it contradicts their religious beliefs.Moulana Mufti

Jammu: At least 35 killed, 17 injured as bus
falls into gorge in Kishtwar district
Jammu :At least 35 passengers were killed,
leaving 17 injured on Monday morning when a minibus fell into a deep gorge
along Keshwan-Thakrai road in J&K ’s Kishtwar district, police officials
said. The mini bus, according to initial reports, appeared to be carrying
excess passengers.Deputy Commissioner Angrez Singh confirmed the death toll
earlier. Of the 17 injured, 5 are in critical condition. Meanwhile, sources
said the bus was on its way to Kishtwar at that time when the driver lost

Bareilly: Suspecting human trafficking, Govt Railway Police (GRP) and Railway Protection
Force (RPF) on Saturday afternoon made 113 children, aged 8 to 12 years, who
were travelling in Malda-Anand Vihar Express (13429) without their guardians,
deboard at Bareilly junction. Police said that they got a tipoff that children
in a large number were being trafficked from Bihar to UP. However, 15 people
accompanying the children claimed that the kids were going to take admission at
different madrasas in west UP. “As soon as we learnt about the suspected human
trafficking, we joined RPF at the railway station before the train arrived. All
the children were travelling in 4 separate coaches on reserved berths.We made
all of them deboard to examine their papers as most of them were under age of
10,” GRP SHO said. Police said that the children were supposed to get down at
