It’s official: Rahul Gandhi quits as Congress
chief
Ending speculations about his continuance as
Congress president, Rahul Gandhi todqay made his resignation letter public, in
which he held himself accountable for the 2019 Lok Sabha loss.On May 25, he
informed the Congress Working Committee (CWC) that he would step down as the
party chief but would continue to work for the organisation as a 'disciplined
soldier'. Though the CWC unanimously turned it down, Mr Gandhi has been firm
about his position and called it 'non-negotiable'.“Rebuilding the party
requires hard decisions and numerous people will have to be made accountable
for the failure of 2019. It would be unjust to hold others accountable but
ignore my own responsibility as President of the party,” he said in the letter.
Gandhi also rejected demands from his party colleagues that he should decide
his successor and stated that the CWC was empowered to do so.“While it is
important for someone new to lead our party, it would not be correct for me to
select that person. Ours is a party with a profound history and heritage, one
of struggle and dignity that I deeply respect. It is woven into the fabric of
India and I trust the party will make the best decision regarding who can lead

No plans to scrap sedition law, need provision
to fight anti-national elements: Govt
New Delhi :Union Home Ministry today said
there was no proposal to scrap the sedition law under IPC. Minister of State
for Home Affairs Nityanand Rai told Rajya Sabha that the provision was required
“to effectively combat anti-national, secessionist and terrorist elements”. In
reply to a written question by TRS MP Banda Prakash who had asked if the Govt
was mulling to scrap the colonial-era law, Rai said, “There is no proposal to
scrap the provision under IPC dealing with the offence of sedition. There is a
need to effectively combat anti-national, secessionist and terrorist elements.”
Section 124A, which defines sedition, says, “Whoever, by words, either spoken
or written, or by signs, or by visible representation, or otherwise, brings or
attempts to bring into hatred or contempt, or excites or attempts to excite
disaffection towards the Govt shall be punishable with life Imprisonment”.The
sedition law, which provides for a minimum three-years jail and a maximum life
term, has been invoked several times. Congress, in its manifesto released
before the Lok Sabha elections, had promised to remove the sedition law from
the statute if the party was voted to power. “Omit Section 124A of IPC(that
defines the offence of ‘sedition’) that has been misused and, in any event, has
become redundant because of subsequent laws,” the manifesto had said. The BJP

New Delhi:Union Home Minister Amit Shah has
said Bangladeshi Terror Outfit Jamaat-Ul-Mujahideen is using West Bengal
madrasas to recruit and radicalise the locals.Shah said this in his reply in
Parliament on whether there are reports that madrasas in West Bengal are
preaching religious extremism and helping the terrorist organisations. He said
there are some inputs on Jamaat-ul-Mujahideen using some madrasas in the state
for "radicalisation and recruitment activities".As per Ministry's
reply to questions put up by BJP MPs — Khagen Murmu and Sukanta Majumdar of
Maldaha Uttar and Balurghat Parliamentary constituencies respectively — several
madrasas in Burdwan and Murshidabad are being used for terror-related

Kolkata: West Bengal minorities affairs and
madrasa education ministry has called for a meeting to examine the educational
details and backgrounds of madrasa heads, a day after ministry of home affairs
revealed that some madrasas in the state are preaching religious extremism and
helping the terrorist organisations.The meeting will take place on July 9 and
10.Giasuddin Molla, minister of state for minority affairs and madrasa
education, said: “On the coming Wednesday, I will have a review meeting with
the heads or representatives of all the madrasas in West Bengal. We will
reexamine the biodata of those heading the madrasas, both govt and private.” Molla
said that the state Govt is on alert and working on the issue. “There were some
incidents related to Madrasas during Khagragarh blast (Burdwan). But there is
no new information over the involvement of madrasas in terror related
activities in Bengal. But I would like to stress that Govt is very active and
serious about this issue and we will once again have a review based on MHA
inputs.”He also blamed Modi Govt of indulging in divisive politics. “Central Govt
and Amit Shah are intentionally trying to malign the image of Bengal by
claiming such reports. This is not true. They are trying to insult the Muslims
in Bengal and demeaning the madrasa education. People are aware that nearly 25%
students studying in Govt-run madrasas are non-Muslims. Madrasa education in
Bengal is the best in the country and students are scoring good marks,
especially those living in the bordering areas.”“Our state became first in

12 English medium madrasas and the education here is at par with all other

supply to ISIS-inspired group gets bail
New Delhi : A Delhi court Tuesday granted bail
to 4 persons arrested for allegedly providing weapons to members of a suspected
ISIS-inspired terrorist group busted after a multi-city swoop.Special Judge
Rakesh Syal enlarged Zaid Malik, Mohammed Azam, Raees Ahmad and Mohammed Irshad
on bail on a personal bond of Rs 70,000 with two sureties of like amount. Advocate
MS Khan, appearing for the accused, argued that no charge sheet has been filed
against his clients despite passage of mandatory period of 90 days and hence
they are liable to be released on bail. The accused were arrested after raids
in Delhi and Uttar Pradesh at six places in Amroha, two in Lucknow, two in
Hapur and two in Meerut.The agency said it had recovered 25kg explosive
materials potassium nitrate, ammonium nitrate and sulphur after the

NIA summons, English daily editor, Geelani's
grandson in terror funding case
New Delhi:NIA questioned the editor-in-chief
of a prominent English daily from Kashmir for the second consecutive day on
Tuesday in connection with a case related to funding of terror groups and
separatist organisations in J&K, officials said here Tuesday.NIA has also
summoned Anees-ul-Islam,grandson of firebrand separatist leader Syed Ali Shah
Geelani, to appear before it on July 9. The questioning of the journalist is
expected to continue, the officials said. Journalist was issued summons last
week.Earlier, the general manager of the newspaper was summoned and questioned
by the agency, which has registered a case to probe funding of separatist and
terror groups in 2018 and carried out raids and arrested 14 people.The
editor-in-chief of the daily was being questioned about certain articles that
had appeared in the newspaper during the agitation in 2016 after the poster-boy
of Hizbul Mujahideen Burhan Wani was killed in an encounter, they said. Besides
funding, the scribe was being quizzed about his visits abroad, including those
made to Dubai, they said.In a related development, Anees-ul-Islam, grandson of
Geelani, who heads hardline faction of Hurriyat Conference, has been asked to

New Delhi :Uttar Pradesh politician Mukhtar
Ansari, his MP brother Afzal Ansari and 5 others were acquitted by a special
CBI court on Wednesday in connection with murder of BJP MLA Krishnanand Rai.
Mukhtar Ansari, who has over 50 criminal cases registered against him, has been
lodged in jail since 2005.BJP MLA Krishnanand Rai was murdered along with six
others in Ghazipur in Nov. 2005. CBI later charged gangster-turned-politician
Mukhtar Ansari with planning the murder.Ansari has been elected five times from
the Mau Assembly constituency. His first victory came in 1996 when he fought on
a BSP ticket. In 2010, Ansari was expelled by BSP for criminal

Cattle traders move Supreme Court against
rules that allow seizure, forfeiture of livestock
New Delhi:An association of cattle traders and
transporters has approached the Supreme Court against rules notified in 2017,
which is being used as a tool to seize and forfeit their cattle.A Bench led by
Justice S.A. Bobde ordered the Govt to respond to a petition by the Buffalo
Traders Welfare Association, represented by advocate Sanobar Ali Qureshi, on
threats faced by them. They said they were being forcibly deprived of their
cattle, which are then sent to gaushalas.The traders told the court on Tuesday
that the seizure and forfeiture of their livestock, a means of livelihood for
many families, was happening on the strength of the 2017 rules against animal
cruelty and cattle slaughter. 2 years
ago, the Centre had promised the top court that it would amend and re-notify
these rules. Its notification had led to public furore. But nothing had been
done so far, and the rules were being employed to seize and forfeit cattle from
their rightful owners, the association said.The rules' existence had emboldened
“anti-social elements” to take matters into their own hands and loot cattle
traders. It had become a cause for polarisation of society.“It is pertinent to
mention that these frequent lootings are also threatening the rule of law and
generally emboldening groups of persons to take the law into their own hands.
Moreover, these incidents are acting as triggers for communal polarisation of
society, and if not halted effectively and immediately, will have disastrous
consequences on the social fabric of the country,” the association said.2017

the Prevention of Cruelty to Animals Act. The animals are then sent to
infirmaries, gaushalas, pinjarapole, etc. Authorities can further give such
animals for “adoption”. In short, a farmer or a traders loses his cattle even

New Delhi :The Supreme Court Wednesday refused
to entertain a Muslim woman’s plea challenging two notices of Talaq given by
her husband saying it cannot entertain a writ petition on the issue.A bench of
Justices R Banumathi and AS Bopana disposed of the plea saying that it is not a
court where Talaq notices could be challenged, granting her liberty to move an
appropriate forum for relief. Advocate MM Kashyap, appearing for the woman said
the process of Talaq-e-hasan under the personal law was not followed.The bench
said it cannot go into the merits of the plea and the petitioner should
approach the appropriate forum. The woman, who claimed to have been married to
the man for 9 years, has also sought registration of FIR against husband for giving
her the notices — the first on March 25 and the second on May 7.The woman, a
Delhi resident in her plea has said that her husband and in-laws started
harassing and assaulting her after the marriage for want of additional dowry

New Delhi :The rulings of the Supreme Court
will soon be available in 6 regional languages. The apex court’s website will
provide translations of judgments in Hindi, Telugu, Assamese, Kannada, Marathi
and Odia by July-end. CJI Ranjan Gogoi has given formal clearance to an
indigenously developed software for this purpose. The software was developed by
Court’s “in-house” electronic software wing.Initial phase of multi-lingual
judgments will come in the above 6 regional languages. These languages have
been chosen on the basis of the volume of appeals that comes in from the High
Courts of the states where these languages are spoken.A similar exercise will

New Delhi :The Supreme Court Wednesday fixed
for final disposal a plea challenging the election of Maharashtra Chief

pending criminal cases against him in the nomination papers.A bench comprising
CJI Ranjan Gogoi and Justices Deepak Gupta and Aniruddha Bose said that it will
list the plea for final disposal on July 23.The bench was hearing a petition
filed by one Satish Ukey seeking annulment of Fadnavis’s election to the
Maharashtra Assembly on the ground of alleged non-disclosure of all pending
criminal cases against him.Earlier, the apex court had issued a notice to the
chief minister on an appeal by Ukey against a Bombay High Court order which had

NEW DELHI: The Supreme Court has issued
notices to the central Govt and half a dozen states on a petition that sought
to ban any direct cash transfers to voters just ahead of polls. Rolling out of
any such scheme, the public interest litigation argued, should happen at least
six months before elections.A bench led by Chief Justice Ranjan Gogoi issued
the notices on a plea by a contestant in the recent elections, from the Eluru
parliamentary constituency in Andhra Pradesh. Pentapati Pulla Rao claimed that
he had witnessed first-hand misuse of public money to bribe voters under the
guise of welfare schemes.He cited Pradhan Mantri Kisan Samman Nidhi, which
offers Rs 6,000 a year to farmers, and the cash-transfer schemes of 6 state Govts

CCTV footage showing a 7-year-old girl being
taken away on a motorbike has emerged in Jaipur days after the rape of the girl
heightened tensions in the city.The seven-year-old girl was allegedly abducted
and raped by an unknown person in Jaipur's Shastri Nagar area on Monday. According
to the police, the girl was abducted by a motorcycle-borne man and taken to a
nearby place where she was raped.The suspect pretended to be the girl's
father's friend and picked her up from her home in Shastri Nagar. He took her
to the nearby Amanishah ka Nullah where he raped the girl before abandoning her
near her house in a bloody state.Now, CCTV footage has emerged showing the
child being taken away on a motorbike by the accused.Also adding a twist to the
case are new details that suggest that the rape may have been a part of a
series of sexual crimes against children in the area, all of which may have
been committed by the same person.Three cases of rapes of minors have been
reported from the Bhatta Basti area of Shastri Nagar in Jaipur in the past fortnight.The
incidents took place on June 21, June 22 and July 1.All three crimes were
carried out in the exact same manner. A bike-borne man would approach children
in the evening, claiming to be their father's or grandfather's friend, take
them away and rape them. He would then abandon the children and flee. Police
has not yet officially confirmed if the suspect in all the three cases is the

New Delhi: "Rape is the key reason
emerging for school dropouts," reveals a study conducted on 100 child rape
victims by Delhi Commission for Protection of Child Rights (DCPCR). According
to child rights body, the study found that 52 per cent of the total child
victims are currently studying in schools and the corresponding shares of school
goers among girls and boys are 51 per cent and 67 per cent respectively.
"There is, however, a huge gap in educational attainment, as could be
noticed in the share of dropped out children, who form 42 per cent of the total

Mission 2024? RSS Muslim wing opens units
across Telangana
Hyderabad: At a time when BJP is trying to
consolidate its presence in Telangana, RSS’s Muslim arm – the Muslim Rashtriya
Manch – has for the first time opened district units across the state. The
Manch had opened its office in Hyderabad about four years ago with just two
members. Today, its office-bearers claim that they have about 3,000 members in
Hyderabad. They are now targeting 10,000 members across the state by the end of
this year. The Manch will also be opening offices in Andhra Pradesh next month.
Unfolding its Mission 2024 plan, RSS has lined up a series of programmes to
connect with Muslims in the two Telugu states. Senior RSS leader and MRM patron
Indresh Kumar even addressed a meeting in the city on Sunday. He is expected to
visit Telangana again later this month while Andhra Pradesh is on his itinerary
for next month. In 2010, Kumar had been questioned by CBI in the Mecca Masjid
blast of 2007. RSS leader had consistently maintained that he was being falsely
implicated in the case as part of a political controversy. Though RSS has been
holding interactive sessions with Muslims through MRM in north India, it is the
first time that it has focused its attention on minorities in the two Telugu
states. The MRM headquarters for Telangana and AP is located in Afzalgunj in
Hyderabad and its area of operation is mainly in Hyderabad Lok Sabha
constituency, which has been represented by Asaduddin Owaisi’s AIMIM for over
three decades. At Sunday’s meeting held in Old City, considered an MIM citadel,
a couple of Muslim religious scholars, including Moulana Shaik Moinuddin Shah
Qadri rubbed shoulders with Kumar. Though the meeting raised many an eyebrow
and invited criticism from local Muslim leaders, MRM state convener MA Sattar
told TOI that the response to the meeting addressed by ‘bhai saheb’ (Indresh

In order to consolidate its footprints on a
pan-India basis, RSS has decided to set up more ‘shakhas in the southern states
and, most importantly, in Jammu and Kashmir.The ongoing meeting of RSS in
Jhansi has decided to penetrate into the territories where it does not have a
strong presence.Apparently preparing for the upcoming Assembly elections as
well as the 2024 Lok Sabha polls, the RSS will increase its activities in

they called “anti-national” and claim they got them arrested, suspended and, in
one case, fired from a job won an RSS affiliate’s badge of honour — for social
media journalism.Indeed, the proof of the achievement they flaunt is telling.
These include a letter from a Guwahati college suspending an assistant
professor; a letter from a Rajasthan university suspending four Kashmiri
students, all girls; a Twitter post that led to an arrest in Jaipur; a letter
from a Greater Noida engineering college suspending a Kashmiri student; and a
Facebook post that led to the arrest of an undergraduate student in Katihar,
Bihar.When contacted authorities and officials, some said they had withdrawn
their action since no criminal case was made out.These men and women were
singled out for social media comments in the wake of the Pulwama terror attack
and the air duel between Indian and Pakistani warjets after the Balakot air

New Delhi :A dilapidated house about 200
metres away from the building at the centre of the Akash Vijayvargiya
controversy collapsed on Tuesday night in Indore. The house, which did not have
any occupants, was not in the list of buildings to be demolished by the Indore
Municipal Corporation (IMC).The development comes a day after the Indore bench
of MP High Court allowed the municipal corporation to demolish the building in
the Ganji compound area that had been declared a public safety hazard.The HC,
in its direction, asked the IMC to make temporary arrangements for the only
family still living in the building, within two days for a period of three days
to “tide over rain” — the family had moved court against the demolition.On June
26, Akash, BJP MLA and son of party general secretary Kailash Vijayvargiya, was
sent to jail after assaulting an IMC official with a bat who came to demolish
the building. 34-year-old was released on bail Sunday and garlanded by BJP

Tripura man beaten to death on suspicion of
cattle lifting
Agartala:A 36-year-old man was killed in Tripura’s
Dhalai district by a mob that suspected him of stealing cattle late on Tuesday,
police said on Wednesday.The man identified as Budhi Kumar Tripura was lynched
in Noarampara of Raishyabari, on Tuesday night.“ Incident occurred at nearly
11:30pm. He died in the hospital early this morning . Post mortem will be done.
After that, we will take a case,” Suleman Reang, officer-in-charge of
Raishyabari police station, said.Quoting local residents, police said Budhi

Jamtara district of Jharkhand was asked by car-borne youths to chant ‘Jai Shri
Ram’. He chanted. But assuming him a Muslim as he was wearing kurta-lungi and
standing near a mosque, the miscreants again and again asked the elderly man to
chant the slogan. As he refused and instead recited a part of Ram Charitra
Manas that teaches love and harmony the goons fled the scene.According to a
report in Hindi daily Bhaskar, the incident took place on Sunday.The youths
were in a black car and crossing Masjid Mod locality where street vendors were

Qureshi alias Anni, a local butcher, from Bareilly’s Faridapur Chaudhary
village on charges of alleged cow slaughter on Monday. The arrest in the Muslim
dominated Bareilly village led to a brawl between some local villagers, who
were opposing Qureshi’s arrest, and the visiting police team. Corporator of
ward 28, Faridapur Chaudhary, Aqeel Guddu, also a resident of the village,
said, “police during a random raid on Monday arrested Qureshi from his
residence. Though I was not present at the place, I later enquired about the
development and learnt from some villagers that few of Qureshi’s relatives and
family members were engaged in an argument and then a brief brawl with the
police team who had arrived on the spot with SHO Izzatnagar, KK Verma. Qureshi
has been booked under several cases earlier as well and is known for his

Jaipur:After a drubbing in the Lok Sabha
elections, ruling Congress in Rajasthan bagged a majority of seats in the
panchayat samiti and zila parishad bypolls, held in 26 of 33 districts in the
state.Of the 74 panchayat samiti seats, Congress won 39. BJP was pushed to the
second spot with 29 seats.6 independents also emerged victorious. 15 candidates
-- eight from the Congress, two from BJP and 5 independents -- were elected
unopposed.In the zila parishad bypolls, Congress won 7 of 9 seats. BJP could
win only one seat. The remaining one seat was bagged by an independent
candidate.No nomination was filed for Udaipur's Jhadol panchayat samiti due to

40 Killed, 70 Injured In Strike On Libya

TRIPOLI: Nearly 40 migrants were killed in an
air strike Tuesday night on their detention centre in a Tripoli suburb blamed
on Libyan strongman Khalifa Haftar, who has been trying for three months to
seize the capital.At least 70 were also wounded in the raid on Tajoura, an
emergency services spokesman said."This is a preliminary assessment and
the toll could rise," said spokesman Osama Ali.He said 120 migrants were
detained in the hangar which was directly hit by the strike.Bodies were strewn
on the floor of the hangar, mixed with the belongings and blood-soaked clothes
of migrants, an AFP photographer said.Rescuers were searching for survivors under
the rubble, while dozens of ambulances rushed to the scene. Internationally recognised
GNA based in Tripoli denounced the attack as a "heinous crime" and
blamed it on the "war criminal Khalifar Haftar".Haftar, who controls
much of eastern and southern Libya, in early April launched an offensive to
take the capital.GNA accused pro-Haftar forces of having carried out a
"premeditated" and "precise" attack on the migrant
centre.No one has so far claimed responsibility but pro-Haftar media reported

Balochistan Liberation Army (BLA) to its Specially Designated Global Terrorist
(SDGT) list.US Department of State accused Balochistan Liberation Army of
"targetting Chinese engineers in Balochistan" and Gwadar terrorist
attack.The Department of State has designated the Balochistan Liberation Army
(BLA) and Hizballah operative Husain Ali Hazzima as Specially Designated Global
Terrorists (SDGTs) under Executive Order (E.O.) 13224, according to a State
Department notification issues on Tuesday.BLA is an armed separatist group that
targets security forces and civilians, mainly in ethnic Baloch areas of
Pakistan. Pakistan has welcomed the move and hoped that "designation will

Pakistan: Hindu temple reopens in Sialkot for
worshippers after 72 yrs
Lahore: An ancient Hindu temple has once again
opened its doors to worshippers after a long gap of 72 years. Shawala Teeja
Singh Temple, located on Circular Road in Sialkot, has now been opened for
worship. Reportedly, the temple, which covers an area of one kanal, has not
been opened since Pakistan’s independence. On directives of Evacuee Trust
Property Board (EPTB) Chairman Dr Amir Ahmed, Shrines Deputy Secretary Syed
Faraz Abbas met the Sialkot deputy commissioner in this connection.Following
this meeting, the temple was opened and inaugurated according to Hindu

'Spectacular progress', says Taliban as US
talks enter fifth day
The ongoing seventh round of negotiations
between Taliban representatives and US officials in Qatar has made
"spectacular progress" on a draft agreement aimed at ending the
18-year-long conflict in Afghanistan, a spokesperson for the armed group has
said.Speaking to Al Jazeera on Wednesday, Suhail Shaheen, the Taliban's
political spokesman in Doha, said that "80-90 percent work on peace
agreement is finished". "Spectacular progress made in this round. The
meeting will continue today as well," he added, without giving further
details. The talks in Doha, which began on June 29, are aimed at finalising a
draft agreement on the potential withdrawal of foreign troops from Afghanistan.
US has said it will not agree to the withdrawal of troops until the Taliban put
in place security guarantees, implement a ceasefire across the country and
commit to an "intra-Afghan" dialogue with the Kabul Govt.But the
Taliban insists that the precondition of any agreement is the timeline for the
