Centre all set to abrogate Article 35A in
J&K, will move 10,000 additional troops: Sources
The countdown for the removal of Article 35A
in J&K has started, according to top sources in the govt. 2 days after NSA
Ajit Doval returned from a visit to the Valley, the Centre has decided to move
10,000 additional paramilitary troops there to address the likely fallout of
the move on the ground, sources said.During his 3-day tour, Doval had held
detailed discussions with senior officers of state administration, police,
paramilitary forces, army, state and Central intelligence agencies, they
said."An elaborate contingency plan has been worked out to take care of
even the minutest details. How the law and order situation would behave, the
response of the overground and underground separatist cadres and also the
response of the mainstream political leadership."It is clear that nothing
is being left to chance. The orders seem to be clear, violence and attempts to
disrupt peace by anti-national elements, in the garb of a public outcry to
oppose the abrogation of Article 35A, has to be contained and controlled so
that the common man is put to least inconvenience."The entire operation to
deal with the law and order fallout in aftermath of the abrogation of Article
35A has even been code-named," these sources said. The arrival of
additional companies of Central Armed Police Forces (CAPFs) has started in
Valley over past 3 days.Special flights carrying CAPFs have landed at the
Srinagar airport during the last three days, while convoys carrying additional
companies of these forces are reaching the Valley through Jammu-Srinagar
national highway. This is reportedly intended to augment an already overwhelming
component of these forces in Kashmir. Over 450 companies of CAPFs (40,000
troops) are already deployed for security of the ongoing Amarnath Yatra and
other security related duties in the Valley at present."This number does
not include strength of counter insurgency Rashtriya Rifles, which carries out
anti-militancy operations in hinterland, and also provides peripheral
assistance to the state police and CAPF in difficult situations.J&K Police said
the troops will be deployed in north Kashmir where security situation is still
seen as a challenge."All sensitive installations, including airport, radio
station, DD Kendra and essential services are getting additional paramilitary
deployments for security cover. Sources say lists of elements who might try to
stoke public outcry have already been prepared. Interestingly, lists of
anti-national and anti-social elements prepared by the state and Central
intelligence agencies are not restricted to the separatist cadres."Some
local politicians who see the ground slipping from under their feet are also on
the radar so that they are not able to take political mileage out of the likely
situation," sources said.IANS

'Creating Fear': Mehbooba Mufti Lambasts
Centre Over Decision to Send More Troops to Kashmir
Former J&K CM Mehbooba Mufti claimed that
"Centre's decision to deploy additional 10,000 troops to Valley" has
created "fear" among residents."Centre's decision to deploy
additional 10,000 troops to the valley has created fear psychosis amongst

‘Chinese official’s Masood Azhar dig firmed up
resolve to amend UAPA’
A Chinese official’s comment during diplomatic
negotiations over listing Masood Azhar as a UN-designated terrorist had firmed
up Govt’s resolve to usher in amendments to UAPA, Home Ministry sources said.In
the past, when India was pushing hard for Azhar’s listing with China, a Chinese
official pointed out that Azhar had not been banned by India. “Chinese told us
point blank that when you have yourself not banned Azhar, why are you pushing
us to help you,” a Home Ministry official said even as he argued why adding
“individuals” to provision of Act banning and declaring an organisation as
“terrorist” was necessary. Lok Sabha passed UAPA amendment Bill this week, further
enhancing powers of NIA.A key amendment in the Bill, which gives powers to Govt
to designate individuals as terrorist, has led opposition parties to express
concern that it could be misused.“It’s not that people will be randomly branded
as terrorists. It is meant for people like Saeed and Azhar. In fact, they are
the first people we plan to proscribe once the amendments become part of the
Act,” official said. indianexpress
India ready to help Pak fight terror: Defence
Minister
India has offered to help Pakistan eliminate
terror on its soil following PM Imran Khan's glaring admission that his country
housed "30,000 to 40,000" jehadists. Defence Minister, Rajnath Singh
maintained that any future talks with Islamabad would focus solely on PoK.Singh,
however, regretted that Imran Khan Govt has displayed no sincerity in taking
action against Hafiz Saeed and other terrorists."Khan has accepted this.
If you are sincere about controlling terror but are unable to do it, you can

Minister offered. "Why not act against terrorists together?"indiatoday
US clears $670 million arms-related sales to
support India’s C-17 aircraft, sop for Pakistan
US has announced it had cleared the sale of
support equipment and services related to C-17 heavy-lift transport planes to
India worth $670 million and $125 million for Pakistan to pay a technical
support staff of American personnel based on its soil for end-use monitoring of
its F-16s.The twin announcements, made three minutes apart Friday afternoon
(C-17 at 1:13 pm and about F-16s at 1:10 pm), were not a coincidence, but there
was no clarity on their links to Pakistani PM Imran Khan’s recent meeting with
President Donald Trump during his 3-day tour during which he tried to reset
Islamabad’s relationship with Washington.“Govt of India has requested to buy
equipment for C-17 follow-on support, to include spares and repair parts;
support equipment; personnel training and training equipment; publications and
technical documentation; support and test equipment; US Govt and contractor
engineering, technical and logistical support services; and other related
elements of logistics and program support,” the Defense Security Cooperation
Agency (DSCA) said in a statement.“The total estimated program cost is $670
million.”India will pay that money while the US will pay Pakistan, a diplomatic
source said, to pay Americans — Govt officials and representatives of F-16 manufacturer
Lockheed Martin — stationed at Pakistan Air Force Air Bases Mushaf and Shahbaz
to support and monitor Pakistan’s F-16s. hindustantimes
Whats App assures India of 'prompt action' on
tracing of 'rogue' messages
New Delhi:IT Minister Ravi Shankar Prasad
has said the gvot will insist on
WhatsApp developing a mechanism to trace origin of messages in cases where the
platform is misused by terrorists and 'rogue' elements. The minister, who met
WhatsApp Global Head Will Cathcart, said the top official had assured him of
prompt action in these issues of "concern"."On the issue of
traceability, I have conveyed to them traceability shall be their job. But in
the event WhatsApp platform is sought to be abused by rogue, terrorists and
extremist elements by repeating, recirculation of messages, then there must be
a mechanism where those could be traced to enforce law and order, safety and
security of the country," Prasad said after the meeting.Cathcart said that
WhatsApp had reiterated its support for encryption and how important it is for
its product.Facebook-owned company, which has over 400 million users in India,
has so far resisted demands from Indian Govt for identifying message
originators stating that doing so will undermine end-to-end encryption and
affect privacy protection for users."This I have told them clearly the
mechanism shall be developed by them. And request for that will also come from
appropriately high level, so that there is no tinkering in between. I am happy to
note that CEO has assured me that he will take prompt action in these matters
and address it," Prasad said.PTI
Bhima Koregaon case: HC reserves order on activist
Gautam Navlakha plea to quash FIR
Bombay High Court has reserved its orders on a
petition filed by activist Gautam Navlakha, seeking to quash the FIR lodged
against him by the Pune Police last year in connection with a public meeting
held in Pune on the eve of 200th anniversary of Battle of Bhima Koregaon. Navlakha
was among several prominent activists charged by Pune police in the case, and
accused of having links with the banned naxalite group, CPI-Maoist, which, police
claim, had organised the public meeting, named Elgaar Parishad, in Pune on
Dec.31, 2017. It’s almost been a year since Pune Police tried to arrest
Navlakha from his New Delhi home along with 6 other prominent activists. Navlakha
is the only one who has not been arrested till now, thanks to intervention of
the courts. A division bench of Justice Ranjit More and Justice Bharati Dangre
refused to quash FIR but continued the interim protection order from arrest
given to Navlakha till the final order was pronounced. “We’ll apply our mind
and pass an order,”the bench said. Advocate Yug Chaudhry, appearing for
Navlakha, argued that his client could not be booked under UAPA based on the
evidence produced by the Pune Police in the form of letters allegedly recovered
from laptops of Navlakha and other co-accused.The bench, however, questioned
this premise. Referring to Section 13 of UAPA, which penalises the advocating,
abetting and advising of unlawful activities, Justice Dangre said: “Is it
necessary that when someone drops a bomb only then you’re liable for such
charges? There are abettors and conspirators too.”Justice Dangre added that Pune
Police had produced additional material as part of evidence, and under such
circumstances, it was difficult to conclude that there was no case to be made
out and FIR quashed. Justice More said that documents presented by the police
show material against Navlakha. “How do we pretend that prima facie no offence
has been committed at all?” he asked.indianexpress

Why Muslims in Jharkhand are Up in Arms
Against Hindi Newspapers
Ranchi: Muslims, along with Adivasis, Dalits,
and other minorities have launched a campaign to boycott the popular Hindi
Newspapers – Dainik Jagran and Prabhat Khabar in Jharkhand. They have urged the
people to boycott the newspapers as well, burnt their own copies and held a
signature campaign against the Hindi dailies.
At the centre of this controversy against the aforementioned dailies is
a report on mob lynching that was published on the front page of Dainik
Jagran’s Jharkhand edition, on July 12. According to the report, there was an
attempt to lynch a child kidnapper, in Jamshedpur’s Azadnagar on July 11.The
accused, Ashish Mukhi alias Ramesh Mukhi, was apparently beaten up by a mob in
Muslim-concentrated area and stones were pelted on the police. But locals and
eyewitnesses said that the incident was misreported by the Dainik Jagran. A
child kidnapper was trying to kidnap a kid. But his uncle caught the culprit
red-handed and handed him over to the police without causing any harm on either
side. However, after the incident came to light, people gathered at the local
police station and raised slogans to punish the culprits. The only
objectionable thing that happened during the protest was that when the
protesters were going back, a person pelted a stone towards the police station. caravandaily

Israel unveils details of railway connection
to Saudi, UAE
Israeli Ministry of Foreign Affairs revealed
details of a proposed railway project that will connect the port of Haifa to
Saudi Arabia and UAE.Unveiled in UAE by Israeli Foreign Minister Yisrael Katz
the project was introduced as being a way to “promote regional peace” and link
the Mediterranean Sea to the Arabian Gulf to allow for increased trade and
improve local economies. The initiative relies on the use of Israel as a land
bridge, and Jordan as a regional transportation hub. A regional rail network
will eventually also be open to passengers. “In the future, the network will
also transport passengers between the UK, Europe and the Mediterranean to the
east, and between the Gulf states, Saudi Arabia and Iraq to the west,” the
ministry pointed out.The ministry claimed that this initiative “will create
shorter, faster, cheaper and safer regional trade routes and will contribute to
strengthening of the Jordanian, Palestinian, Saudi, Gulf and even the Iraqi
economies in the future.” It also pointed out that the currently existing
infrastructure in Israel, Saudi Arabia, and the Gulf states will enable the implementation
of “this initiative within a relatively short period”.middleeastmonitor

Over 100 killed in Syria air raids in past 10
days: UN
Air raids by the Syrian Govt and its allies in
the country's last rebel-held enclave have killed more than 100 civilians in
the past 10 days, according to the UN, which said the three-month campaign has
displaced more than 400,000 people. 103 dead from the recent air attacks on
schools, hospitals, markets and bakeries included at least 26 children, UN
human rights chief Michelle Bachelet said on Friday, adding that the rising
toll had been met with "apparent international indifference".The
targets of the attacks were "civilian objects, and it seems highly
unlikely, given the persistent pattern of such attacks, that they are all being
hit by accident," she said in a statement. Backed by its main ally,
Russia, Syrian Govt began its offensive against the rebel enclave in northwest
Syria - last area of active opposition to President Bashar al-Assad - at the
end of April, saying it was responding to violations of a ceasefire.Since then,
"more than 400,000 people have been displaced," David Swanson,
spokesman for UN office for the coordination of humanitarian affairs (OCHA),
said.aljazeera
