Simultaneous polls likely
in UP, Punjab, Goa, Uttarakhand & Manipur in Feb- March: PTI
New Delhi: UP, which is set
to witness game-changer elections, and four other states will go to polls simultaneously,
most likely in Feb-March next, commencing shortly after the presentation of the
Union Budget on Feb.1.While it will be a single-day polling in Punjab, Goa,
Uttarakhand and Manipur, UP is likely to have as many as 7 phases, sources in
the Election Commission said.As a matter of abundant precaution, the government
approached the Commission for clearing its proposal to present the Union Budget
in Lok Sabha on Feb.1 and avoid criticism of violating the model code of
conduct that will come into force the day elections are announced.Sources said
that Commission had no objection to the budget exercise being carried on
because of the fact that it would cover the entire country and was not specific
to the poll-bound states.It has also been conveyed to the government that
caution should be exercised so that overtly populist measures are not included
in the budget aimed at voters in these states. The Commission is working on a
schedule for the polls which should be completed by the middle of March so that
new assemblies in these states could be constituted well in time before the
expiry of their tenure. While the term of the Uttar Pradesh assembly ends on
May 27, 2017, those of Goa, Manipur and Punjab end on March 18.Uttarakhand

others. The news came after Akhilesh called a meeting of legislators at party

attending the meeting saying:“CM said that whoever is close to Amar Singh

Muslim women go
door-to-door to collect signatures against Uniform Civil Code
Mumbai: A signature
campaign by the All India Muslim Personal Law Board (AIMPLB) against the
Uniform Civil Code is finding good response from Muslim women who have
themselves taken it as a responsibility of collecting signature from fellow
women and thereby displaying strong opposition for any changes in Muslim
Personal laws. AIMPB, apex body of Indian Muslims comprising organisations
representing all schools of Islamic thought, has taken up the signature
campaign while boycotting the questionnaire sent by the Law Commission. It has
prepared a form that states Muslim women are satisfied with existing personal
laws and do not want Uniform civil code, and is signed by Muslim women.form
provides AIMPLB’s address in the end and ask for posting the filled form there
or to send scanned copy of the filled form to its email address. AIMPLB
proposes to submit these filled-in forms to the President and the Law
Commission. Each form can be signed by women along with their names and
addresses. Form was distributed after Friday prayer at different mosques and
Muslim women have decided to get it filled by local residents in the respective
towns and cities, who are otherwise not worried or not aware of the
happenings.The form reads, “We the undersigned, Muslim women do hereby declare
that we are fully satisfied with all the rulings of Islam Shariah, particularly
Nikah, inheritance, divorce, khula and Faskh (dissolution of marriage). We deny
that these need any reform or there is any scope for change therein. We fully
support All India Muslim Personal Law Board and firmly stand with it in its
endeavours to safeguard shariah law. We wish to make it absolutely clear that
shariah law does not need any change, rather what really required is
eradication of social evils, cultivation of good habits and overcoming
weaknesses and honestly following the shariah.”TCN

applicable and acceptable in Nagaland.NPCC Working President, P Ayang Aonok,
the Executive Committee of NPCC has resolved that UCC was not applicable and
acceptable in Nagaland.“This was resolved in a meeting on Friday to examine and
deliberate on questionnaires put forward by Justice BS Chauhan, Chairman Law
Commission of India to all concerned to engage with them on the comprehensive
exercise of the revision and reform of the family laws, as Article 44 of the
Indian Constitution provides that ‘the state shall endeavour to provide for its
citizen Uniform Civil Code throughout the territory of India’.NPCC meeting
resolved that Nagaland was “part of the Union of India with special provision
under Article 371A of the Indian Constitution, which quotes that
“notwithstanding anything in the Constitution. No Act of Parliament in respect
of (i) Religious or social practices of the Nagas; (ii) Naga customary law and
procedure; (iii) administration of civil and criminal justice involving
decision according to Naga customary law and procedures; and (iv) ownership and
transfer of land and its resources shall apply to the State of Nagaland unless

Personal Law and Current Issues' seminar organised by Tafheem-e-Shariat
Committee, an AIMPLB affiliate, at Madina Education Centre in Nampally. While
Maulana Rahmani continued to maintain that oral triple talaq is considered
valid by all schools of thought, except Salafis and the Shiites, he said,
"Society should punish the men who pronounce oral triple talaq in one
sitting. Perhaps they should be made to pay a hefty fine to women they have
divorced so that they are able to remarry."He buttressed his point by stating
that Hazrat Omar ibn al Khattab, 2nd Caliph of Islam, considered
oral triple talaq as valid, but as punishment, administered lashes to the man
who pronounced it.The scholar, who is also the general secretary of Fiqh
Academy, said that Sharia considers the pronouncement of triple talaq in one
sitting as "sin"."It would be better that men stop this. Oral

against beef-eating in Kerala. Maintaining that food and dress of people vary
from state to state depending on climatic and cultural conditions, he asserted
that his party's constitution does not have any provision to regulate the
eating and dressing habits of people. "BJP does not interfere with what
kind of food people should eat and what dresses they wear. Our party
constitution does not speak about regulating the food habit of the people or
about imposing any dress code," Muraleedharan said. When asked if BJP will
object to beef-eating in Kerala, he said, "in India, food and dressing
habits vary from state to state, depending on respective climatic/geographical
conditions and cultural and traditional backgrounds. In Kerala, people are
predominately non-vegetarian and in some others states such as Gujarat people
are mostly vegetarian. As I said earlier, BJP has no intentions to regulate the
food habit of people, and therefore, we have no intention to protest against

sexual abuse of elderly women presented by Kozhikode South MLA MK Muneer on
Wednesday in the Kerala Assembly is the result of a painstakingly prepared report
by a handful of human right activists, after a secret investigation that lasted
5 years. The said report -a copy of which has been obtained by the News Minute-
also sheds light on specific cases of elderly women, some more than 75 years
old- being sexually abused by relatives as well as strangers in various
districts of Kerala.“An 85-year old woman was sexually abused by her son-in-law
in Murikkumpuzha village. Nobody at home was ready to believe her, as the
accused was deemed a gentleman in society. This woman later lost her mental
stability,” the report reads.According to the report, such incidents of sexual
abuse within the family rarely make it to the news. Talking about another
incident in Chirayankeezhu, the report says that most victims do not speak out
for fear of spoiling the reputation of their children and grandchildren.“An
87-year old woman was continuously abused by her 19-year old grandson, leaving
her depressed and mentally unstable. We found her wandering along corridors of
the Thiruvananthapuram Medical College. We found bite wounds on her body. Later
it was found that her grandson used to sexually abuse her on a regular basis,”
the report reveals.The report also mentions in detail about seven other old
women whom they rescued from the streets and who were sexually abused by
strangers.“Saina* (80) who was abandoned by her children on streets of Veli was
raped by a young man one night.”All the accused in these cases appeared
‘normal’, and were neither alcoholics nor substance-abusers, report says.The

Kurdish Peshmerga have
taken the town of Bashiqa near Mosul from ISIL as coalition forces pressed
their offensive against the armed group's last urban stronghold in Iraq.A US
official said Masoud Barzani, President of Iraqi Kurdish Region, had informed US
Defense Secretary Ash Carter that the Kurds had succeeded in recapturing
Bashiqa from ISIL.Kurdish fighters told reporters at the scene they had entered

in Afghanistan has risen by 43 percent to 4,800 metric tonnes in 2016 compared
with 2015 levels, according to the latest
Afghanistan Opium Survey figures released by the Afghan Ministry of
Counter Narcotics and the UNO on Drugs and Crime (UNODC).The survey, released
on Sunday, showed that the total area under cultivation in Afghanistan at an
estimated 201,000 hectares in 2016, a 10%increase from the 183,000 hectares in

HUMAN Rights Watch has
urged the Burmese (Myanmar) government to lift its blockade on humanitarian aid
for ethnic Rohingyans in the northern Rakhine State.The rights group on Friday
said government security operations have cut off assistance to tens of
thousands of people and forced many to flee their homes.Brad Adams, HRW’s Asia
director had also urged the United Nations and donor governments to publicly
call on the Burmese government to ensure aid organisations can reach those in
need.“Recent violence in northern Rakhine State has led the army to deny access
to aid agencies that provide essential health care and food to people at grave
risk,” he said in a statement.“Rohingya and others have been especially
vulnerable since the ethnic cleansing campaign in 2012, and many rely on
