PM Modi asks ministers to

New Delhi: PM Narendra Modi
has told his ministers and senior BJP leaders that only those authorised to
make public statements must speak on the surgical strikes that the Army carried
out across the LoC last week, sources said. No "chest thumping" and
no speaking out of turn, is the clear message, sources said, as the govt attempts to put the lid on a war of words with
opposition parties.In the last two days, a fragile political unity that was
built in the first few hours after the Army announced the surgical strike at
terror launch pads across the Line of Control in Paksitan Occupied Kashmir, has
unraveled. Most opposition parties, including the Congress, had then issued
messages of support for the govt .But after Delhi CM Arvind Kejriwal broke
ranks to seek evidence of the strikes, which have been denied by Pakistan,Congress
leaders like Digvijaya Singh and Sanjay Nirupam raised questions too. The Congress has also accused the ruling BJP
of trying to get political mileage from a matter of national security, with
spokesperson Randeep Singh Surjewala claiming that surgical strikes were
conducted thrice when their party led the central govt , but "in its

Sharif on Wednesday said that he wants and peace and aims to resolve all issues
including Kashmir peacefully. Addressing a joint session of the Parliament
convened to discuss the security situation in the wake of increasing Indo-Pak
tensions, Sharif accused India of running away from dialogue and instead
creating a war-like environment by blaming Pakistan for the Uri terror attack. “Within
hours of Uri Attack and without any investigation, India blamed Pakistan for
it. We are against war, we want peace and want to resolve all issues including
Kashmir peacefully,” said Sharif.Responding to Modi’s speech last month
challenging Pakistan to a contest over eradicating poverty and other social
ills, Sharif said, “If they (Indian leaders) want us to fight them to end poverty,
then they should realise that poverty cannot be eradicated by driving tanks on
farmlands.”The Pakistan PM also accused India of violating the LoC ceasefire
agreement and launching “aggression” against Pakistan. “India’s ceasefire
violation resulted in the death of our two soldiers, when it attacked Pakistan.
It was befittingly responded and was conveyed that Pakistan Army is fully
capable to respond to any aggression,” he said.Sharif also expressed support
for Kashmiris and said the issue should be resolved according to the wishes of

Modi, that said around 100 militants are gearing up to cross the Line of
Control and launch attacks in India, reported NDTV. Report also mentioned that
the Pakistani infantry is protecting launch pads, a dozen of which have been
identified, near LoC. This was the 2nd meeting of the CCS after India announced
that the Army had carried out surgical strikes along LoC. Doval cited inputs
from intelligence agencies and the military to say that Pakistan will try to
send across a large number of militants before winter sets in and the passes
become inaccessible. According to Doval, the militants will launch attacks on
security forces and try to rekindle violence in the Kashmir Valley, which
entered its 89th day of the ongoing crisis.According to reports, Modi called

Questions mount over Punjab govt’s decision to evacuate around 8 lakh people
along the Pakistan border, with intelligence sources telling The Hindu that it
was not based on any security assessment from the central agencies. The
evacuation of around 800 villages situated within 10 km distance of the
International Border has become a political issue, with the Opposition
questioning the rationale behind the move.Though there has been no record of
cross-border firing along the Punjab border since 2001 when the multi-layered
fencing was completed, the district administration said it had issued orders on
the directions of the Home Ministry. “We didn’t generate any report suggesting
retaliation from across the border in Punjab. We expected some action in the
border areas in J&K, which are prone to ceasefire violations,” an

It had been just another
day at Srinagar’s daily paper Kashmir Reader’s office on Sunday. But then
policemen arrived late in the evening, with an order from the Srinagar District
Magistrate, directing the printer, publisher, and the owner of the newspaper to
discontinue publishing till further orders. “On the basis of credible inputs it
has been observed that the daily newspaper namely Kashmir Reader published
within the jurisdiction of district Srinagar contains such material and content
which tends to incite acts of violence and disturb public peace and
tranquility,” read the order, a copy of which was provided by the newspaper.On
Monday, editors of valley based newspapers held a meeting and condemned the govt
’s order, which they said was “vague and unclear about the charges for which
such a harsh step has been taken.”Meanwhile, dozens of journalists came on the
road in solidarity with the newspaper. The journalists, holding placards,
marched along with the staff of the newspaper towards the office of the
Director of Information.But they were not allowed in, following which they held

by jail staff. Ravi Sisodia, the Dadri lynching case accused who died on
Tuesday, was suffering from Chikungunya. According to Sisosdia’s application to
a Gautam Buddh Nagar court, he was suffering from Chikungunya and on Sept.30,
2016 requested the court to allow him to be shifted to the Noida district
hospital. The Hindu is in possession of a copy of his application to the
Additional District Judge court in Gautam Buddh Nagar. The document contradicts
the claims of Sisodia’s family members and some Hindutva groups that he was
murdered by jail staff. “It is to be brought under your kind attention that the
accused/pleader is suffering from Chikungunya and he gets unbearable pain near
the spinal cord and in different other parts of body. Accused is in a serious
condition but he is unable to get proper treatment in the prison clinic,” the
application to ADJ said.“In such a situation it is important to shift the
accused/pleader to the district hospital in Gautam Buddh Nagar. It is requested
that the accused/pleader be allowed to be shifted/transferred to the district
hospital in Gautam Buddh Nagar,” application concluded. Meanwhile, UP govt today
ordered two inquiries into the issue.The district administration has invoked

Ahmedabad: On a day the
Gujarat High Court admitted a set of 12 appeal petitions filed by 16 people
convicted in the 2002 Gulberg Society massacre, an officer of the Supreme
Court-appointed SIT said they are still awaiting the state govt’s nod to move High
Court with their contention that life imprisonment awarded to 11 convicts
should be enhanced to death penalty. The appeal petitions challenge the special
court’s order in June, convicting 24 people. The division bench of Justices
Anant S Dave and BN Karia admitted the petitions and kept it for final hearing.
Given the legal arrangements, SIT, the prosecuting agency in the case, has to
take permission of the state govt to
move higher courts before filing pleas for enhancement of sentences.“We sent
our opinion to the state govt and sought
their permission to move the High Court much in advance,” an SIT officer said,
requesting anonymity. “There is a 90-day limitation for challenging the
judgment in higher courts —90-day (period) since the special court pronounced
the sentencing (on June 17) passed on Sept.17.We sent a reminder to the govt and
said that the limitation period was nearing, but we didn’t hear anything (from
the govt ).”After the 90-day deadline got over, the officer said, the SIT sent
another reminder. “Govt is yet to
respond,” the officer added. The SIT has recommended death sentence for the 11
convicts. In its opinion given to the state govt , while seeking permission to
file appeal petition in high court the probe team has also sought to challenge

Bunts Sangha Anna Leela College in Kurla (East) allegedly banned its Muslim
students from wearing burqas and skullcaps, leaders across communities have
condemned the act of Islamophobia, and warned that it could take a toll on the
democratic fabric of the nation.“If college students are allowed to wear
clothes of their choice, a particular lot shouldn’t be singled out,” said Zakia
Soman, founder, Muslim Mahila Andolan. “This is not the kind of the secularism
that our Constitution upholds. Indian Constitution supports all kinds of
diversity and any kind of imposition that goes against this is
unconstitutional.”According to Soman, the fact that such incidents are taking
place in educational institutions is shocking. “Those who teach in colleges and
schools are supposed to be the torch-bearers of all the values propagated in Constitution.
People from different communities should be taught to stop looking at each
other with suspicion simply because of the way they dress. Such things make us
less human.”Maulana Zahir Abbas Rizvi, national secretary of All India Shia
Personal Law Board, which is located in Bhindi Bazaar, said that educational
institutions are places of learning, where you teach students to become
disciplined individuals, and not bigots.“If someone is hiding their body, what
is the harm? Naqaab pehna is part of our culture…it is mazahabi. If you think
someone is dangerous simply because they are wearing a burqa, you should hire a
female assistant to check these students. It is these issues that are ruining

Amidst reports that Muslim groups actively supported the massive Maratha
rallies, some Maratha leaders now back the former's demand for quota. Sharing
stage with leaders of Muslim groups at a meeting called by Maulana Azad Vichar
Manch at Haj House on Monday, Maratha Seva Sangh's state spokesperson Shrimant
Kokate said, "Muslims' representation in jobs and businesses is abysmally
low. Reservation can help the community shake off poverty which bedevils most
of the community members." When asked if the support was reciprocal,
Kokate told TOI: "Wherever we held a rally, Muslims supported us. Some
vested interests have created an impression that we are enemies because Shivaji
fought against the Mughals. Shivaji's fight was against some rulers not the
Muslim masses."Manch's head and Congress MP Hussain Dalwai said that the
two 'Ms' (Muslims and Marathas) would soon create a formidable force in the

leanings.But the organization itself has decided not to take any stand on the
demands raised by the community even though it allowed its Maratha cadre to
participate in the silent marches. Marathas hold key posts in the RSS set up in
western Maharashtra.RSS veteran Aniruddha Deshpande insisted that the Sangh had
no role in the disciplined and silent Maratha marches as claimed by some Sangh
sympathizers. "It is impossible for the RSS to play any role in the
Maratha marches considering the ideology and line of thinking of the
organizers. A majority of them are openly against the Sangh," he said.
However, a section of RSS sympathizers have claimed that the cadre
participating in the Maratha marches was responsible for making the marches
disciplined."RSS cadre has a role to play in the discipline of these
marches. One cannot deny this fact. At an individual level, RSS cadre has
helped organizers," an RSS sympathizer working with Sangh-affiliated
organizations said.Rajendra Kondhare, a prominent leader in Maratha marches, is
livid with such sympathizers."Some RSS cadre did participate in some
marches. But they were very few in number. RSS has absolutely no role in
planning and disciplining our marches. Maratha community organized these marches
successfully. It is not their(RSS's) prerogative to organize disciplined
marches. If they are claiming that they have a role in our marches, it is clear
that they have realized there are others who are better than them."Another
organizer of the marches claimed RSS and its affiliated organizations had tried
to distribute pamphlets demanding a uniform civil code during marches. "We
seized these pamphlets as the Maratha community is not demanding a uniform
civil code.This move was an effort to turn the Maratha masses into a Hindu mob
and target a minority community. We have ensured that no organization,
including the RSS, succeeds in deviating the movement," he said.

'Shoot us all': Hazaribagh

Days after Jharkhand police
opened fire on farmers protesting land acquisition for coal mines by National
Thermal Power Corporation in Badkagaon, Hazaribagh, on Oct.1 resulting in
several deaths, the demonstrators are still shocked at what they claim was the
excessive use of force by the administration. Residents say 5 persons have died
in police firing, including three students in their late teens, and more than
40 have been injured. On Tuesday evening, the district administration put the
number of deaths at four. It was the third time since 2013 that the police have
fired on farmers in Badkagaon.“We want to ask [Chief Minister] Raghuvar Das to
ask officials why they shot us all,” said Badkagaon resident Kumar Divakar.
“Why should we live in suffocation like this, where the officials are shooting
us one by one? Raghuvar Das can live here with the company officials. Should we
line up in a queue so they can shoot us all?”Farmers have been opposing land
acquisition of their multi-crop farmland for coal mines allotted to NTPC since
2004. They had been on a sit-in protest near a mining site in Chiru Barwadih
village for 2 weeks when the police tried to break their protest at 5 am on
Oct.1. When farmers, including several women, tried to stop the police from
detaining Nirmala Devi, the member of legislative assembly from Badkagaon who
was supporting the protest, the police fired 60 rounds of bullets into the
crowd. Families of the other deceased said they were threatened by the police.
On Tuesday, ex-CM Babulal Marandi, ex-MP Bhuneshwar Mehta of CPI, RJD state
president Gautam Sagar Rana and JD (U) leader Bateshwar Mehta were stopped by the
administration from visiting the area. Several hundred families in 36 villages

talaq, punish men who give divorce arbitrarily and allow women to seek
divorce-- these are some of the demands over which a women group AIMWPLB has
decided to petition the Supreme Court.Underlining that instantaneous talaq is
in contravention of tenets of Quran, head of AIMWPLB Shaista Amber has sought
punishment for those men who give triple talaq so it could act as a deterrent.
"Quran says there must be time for reconciliation between partners. It
says when a man gives talaq he must pause and consult his wife. Otherwise,
triple talaq is like a hanging dagger for muslim women," Shaista said.
Shaista said her organisation was opposed to a Uniform Civil Code. "When

Minorities panel calls for
're-drafting' of new education policy to make it more 'secular and inclusive'

Commission expressed apprehensions over the draft new education policy (DNEP)
and called for its "re-drafting" claiming that the document should be
"secular and inclusive in nature".In a letter sent to the Ministry of
HRD recently, minorities panel expressed alarm at Article 29,which provides for
the protection of minorities, and Article 30, which gives minorities the right
to establish and administer educational institutions -- of the Constitution
being threatened in the document. "Constitutional guarantee given to
minorities under Article 29 and 30 are at stake as the DNEP suggests inclusion
of aided institutions into the purview of RTE Act 2009, whereas the full bench
of the Supreme Court already delivered its judgement barring the govt from doing so (sic)", an excerpt from the
letter reads. The commission urged the Centre to "honour" these constitutional

Bombay High Court on Tuesday issued a notice to Matunga-based child care
centre, which took away the girl child.It may be recalled that the merely
17-year-old mother – an Antop Hill resident – has filed a writ of habeas corpus
seeking the custody of her infant daughter, who was taken away by a Hindu
Mahila Ashram, in Matunga, Mumbai, earlier this year.Advocate Asif Naqvi,
appearing for the petitioner (minor mother), informed the bench that the
petitioner, who is Hindu by religion had married a Muslim man of major age (ie
above 18 years), a last year.He told the bench that the petitioner married her

residents staged a flash protest in front of the Doddaballapur town police
station on Tuesday, seeking action against a govt PU college lecturer for reportedly making
objectionable remarks against Prophet Muhammad. TR Rame Gowda, the sociology
lecturer, had made the remarks during a class on Hindu, Muslim Marriage Acts

Muslim Engineering Graduates from Jaipur in 2014 alleging that they have
contacts with Indian Mujahideen and they were planning to perform terrorist
activities in Rajasthan.Jamiatul Ulema is negotiating with the local lawyers to
pursue these cases. These Muslim youths are in prison for the past 2 years.
They have not been granted bail so far. The family members of these accused
Muslim youths had met Maulana Syed Arshad Madani, President of Jamiat and
Gulzar Azmi, Secretary, Legal Aid Committee, requesting the organizing to

'PFI men were warned of IS

P Safwan, PFI activist from Malappuram, in connection with his alleged links
with the Islamic State has shocked the PFI leadership but such an eventuality
was not entirely unanticipated.Around one year ago the organisation had warned
its cadres about the threat from the Islamic State, which has been attracting a
section of the Muslim youth. In a circular issued on Sep, 2, 2015, PFI
leadership cautioned the cadres against infiltration bids and indoctrination
attempts from such group."Utmost care should be exercised while inviting
new members to the organisation. The person's family, job, connections,
personality and character should be scrutinised. If there is any suspicion
about a person's connections he should not be entertained even if he possesses

Syria aid convoy was hit by
an air strike: UN
Analysis of satellite
imagery of a deadly attack on an aid convoy in Syria last month showed that it
was an air strike, a UN expert said on Wednesday.At least 20 people were killed
in the attack on the UN and Syrian Arab Red Crescent convoy at Urm al-Kubra
near the northern city of Aleppo which destroyed 18 of 31 lorries, a warehouse
and clinic.US blamed 2 Russian fighter jets that it said were in the skies
above the area at the time of the incident. Moscow denies the charge and says
the convoy caught fire. "With our
analysis we determined it was an air strike and I think multiple other sources
have said that as well," Lars Bromley, research adviser at UNOSAT, told said.
"For air strikes, what you are usually looking out for is the size of the
crater that is visible and the type of crater," he said. A giant crater on
the ground was caused "almost certainly [by] air dropped munitions"
as opposed to artillery or mortars, he said.US has so far referred only to an
"attack", which led to a brief suspension of its land convoys in Syria,
while International Federation of Red Cross and Red Crescent Societies
