CJI Gogoi: NRC a base for future, not a document of
the moment

Delhi :CJI Ranjan Gogoi Sunday said the final draft of NRC in Assam was not the
document of the moment but a base for the future.Speaking at the launch of book
‘Post Colonial Assam’, Gogoi said NRC exercise only attempted to ascertain with
some degree of certainty the number of illegal migrants.“This is an occasion to
put things in proper perspective, NRC, as it may finally emerge, is not a
document of the moment. 19 lakh or 40 lakh is not the point. It’s base document
for future,” ANI quoted Gogoi as saying.Gogoi also lashed out at few media
outlets over irresponsible reporting, saying it only worsened the
situation.“Irresponsible reporting by a few media outlets only worsened the
situation. There was an urgent need to ascertain with some degree of certainty
the number of illegal migrants, which is what the current exercise of NRC had

Congress delegation led by former union minister and Rajya Sabha member Jairam
Ramesh on Sunday begins their visit to four northeast states - Assam, Manipur,
Meghalaya and Tripura - to gather opinions of people and party leaders on NRC

In name of NRC, people are being kept in fear for
electoral gains: WPI's national convention

Delhi:Community leaders, legalists and human rights activists have expressed
deep concern on the proposed updation of NRC at national level, saying this is
just a ploy to keep a section of the society in fear for electoral gains. They
were speaking at a national convention on “NRC – Myth and Catastrophe”
organized by WPI at the Constitution Club here on Saturday.When they began process
of NRC updation they had planned and had belief that they would be able to
identify lakhs of Muslims as infiltrators and throw them out of the country but
they failed to do so. Later, BJP leaders including Home Minister Amit Shah
clearly said that Hindus and all religious minorities except Muslims need not
fear NRC or Citizenship Bill, said eminent human rights activist and Christian leader
Dr. John Dayal. “There is deep fear in people in Assam about missing of even a
single document because they fear about the future of their family members.
Fear is so palpable that it is difficult to find a human rights activist to go
with you for a fact-finding work,” said Dr. Dayal who has visited Assam several
times to document human rights issues. Supreme Court lawyer Sanjay Hegde said
“NRC process is a bad idea. It was started to resolve a local problem but now
it is threatening to go out of hand.”Maulana Arshad Madani, President Jamiat
Ulama-I-Hind called upon the Muslim community across the country to correct
their documents and keep them intact.“Whether NRC is done across India or not,
everyone should correct their documents of citizenship. NRC issue has been for
long in Assam and this pushed the Muslims in the state to keep their documents
intact. I ask people to keep documents free from spelling errors,” said Maulana
Madani.“Foreigners Tribunals do not have judges, they are people hired by BJP
government, so fear is still hanging over head,” said Maulana Madani. Giving an
example of how some officials have communal attitude, he said: “A Muslim man
was standing in the queue with all documents. When the time for Juma prayers
approached, he requested the officer to allow him to go to offer namaz and he
will join the queue after that. The officer became so irritated that he
declared him D-voter and got him arrested and sent him to jail.” Condemning the
Kolkata statement of Home Minister Amit Shah about citizenship and NRC, Madani
said Muslims have not come from outside, they are original residents of the
country.“NRC has 3 basic aspects – political, social and communal – and the
last one has assumed dangerous proportion,” said Mohammad Salim Engineer, Vice
President of Jamaat-e-Islami Hind.The central government and some states under
the rule of the same party are hiding their failure by pushing such things,” he

government on Sunday rejected the latest political maps issued by India, which
showed the entire Kashmir region as its part, calling them “incorrect and
legally untenable”.India on Saturday released fresh maps of newly created Union
Territories (UTs) of Jammu and Kashmir, and Ladakh and the map of India
depicting these UTs.In the maps, Pok is part of the newly created Union
Territory of Jammu and Kashmir, while Gilgit-Baltistan is in the UT of
Ladakh.In a statement on Sunday, the Pakistan Foreign Office said, “(political
maps) displaying Jammu and Kashmir region and seeking to depict parts of
Gilgit-Baltistan and Azad Jammu and Kashmir within the territorial jurisdiction
of India, are incorrect, legally untenable, void and in complete violation of
the relevant UNSC Resolutions”. “Pakistan rejects these political maps, which
are incompatible with the United Nations’ maps,” the Foreign Office
said.Pakistan said that no step by India can change the “disputed” status of
Jammu and Kashmir, which has been “recognised by the United Nations”.It said
such measures by the Government of India cannot prejudice the inalienable right
to self-determination of the people of Indian-occupied Jammu and Kashmir.
Foreign Office said Pakistan would continue supporting the legitimate struggle
of the people of Indian-occupied J&K for exercising their right to
self-determination in accordance with the relevant UNSC Resolutions. The fresh
maps were released after Indian government bifurcated Jammu and Kashmir on

:As Leh celebrates Union Territory status given to Ladakh, Kargil observed a 3-day
shutdown ahead of the official bifurcation of the state of Jammu and Kashmir
into two UTs.Following the government’s decision, there have been protests in
Kargil —Muslim-majority district of Ladakh region — alleging discrimination. 2

several religious and political parties have also formed a joint action
committee (JAC) on the issue.“We want equal distribution between Leh and
Kargil, whether it is in finance, administration or employment or setup. We
also want land protection. There should be a separate public service commission
in Ladakh. Ladakh UT should be renamed UT of Leh and Kargil,” Congress leader
and secretary of JAC Nasir Munshi said .“Office of L-G is now in Leh. The IG
office is in Leh. The administrative secretary’s office too is in Leh. What is
there for us? Nothing.” Kargil district observed a shutdown from Oct.29 to 31.
While there has been no shutdown since, JAC said protests would continue until
their demands are met.Political activist Sajad Kargili said,“We have always
faced discrimination. We are against scrapping of special status of the state
and bifurcation. In the new UT, Kargil has been again discriminated
against…”One of the main reasons for their resentment, according to Kargili, is
lack of political representation that comes with the change in status for
Ladakh.“Until now, even if we were a small region, we were stakeholders in
J&K state. Our MLAs could question the CM in the Assembly. Now, we will be
under one man’s rule and have no political representation,” he said.“Kargil is
facing injustice and discrimination, and if it continues, the anger and sadness

(October 29), Hashim and the other truckers had been told the good news — after
days of waiting on the road leading to Shopian, they would finally get to go to

Massive anti-encroachment drive on cards in

massive anti-encroachment drive is on cards in Srinagar as over 200 identified
encroachments have been finalised for land retrieval proceedings, officials
said today.The district’s Revenue Department has also identified more than
1,000 hectares of encroached land and is initiating relevant action as part of
the first-phase of the drive, they said. According to officials, Srinagar
administration has issued instructions to concerned departments to take
“serious and definite” action involving initiation of criminal proceedings and
eviction of encroachments and illegal constructions on government land and in

:Shiv Sena chief Uddhav Thackeray Sunday said people of Maharashtra will come
to know in the coming days whether his party will be in power or not. “You will come to know in the coming days if
the Shiv Sena will be in power,” PTI quoted Thackeray as saying in reply to a
reporter’s query at a press conference in Maharashtra’s Aurangabad.Thackeray,
who was in the district to take stock of crop losses due to unseasonal rain in
last month, also said that Rs 10,000 relief package announced by the state
government for the damages to the crops was not enough. Taking a dig at the
relief at the current state leadership,he said, “Review of damages cannot be
done from helicopter. Rs 10,000 crore for crop losses due to unseasonal rains
is very less.” Thackeray said the affected farmers should get a compensation of
Rs 25,000.He also demanded that the central government should explain benefits
of Regional Comprehensive Economic Partnership (RCEP). “What are the terms and
conditions we are agreeing before signing the agreement tomorrow and how it
will benefit the country. I think the issue hasn’t been discussed in
Parliament,” he remarked. RCEP consisting of 10-member ASEAN bloc and six other
countries — India, China, Japan, South Korea, Australia and New Zealand, is
engaged in negotiations for a free trade pact.Even as the BJP continues to
adopt a “wait and watch” approach before making any moves for government
formation, the Shiv Sena has come up with what it said was the best option and

: Directorate of Revenue Intelligence (DRI) has informed a court that it will
move the Supreme Court against the Bombay High Court order that quashed all
Letters Rogatory (LRs) sent by it to foreign countries in connection with the
alleged overvaluation of Indonesian coal imports from 2011 to 2015 by 2 Adani
Group firms.In an affidavit filed on November 1, DRI said it “is considering to
take appropriate legal remedies available to it and therefore is likely that
SLP (special leave petition) would be filed with honorable Supreme Court to
claim appropriate reliefs”.A Letter Rogatory is a formal request between two
countries party to a Mutual Legal Assistance Treaty (MLAT), seeking judicial
assistance in accessing information on an offshore entity in connection with an
ongoing probe.The DRI, in its affidavit filed with the Delhi High Court, also
apprised the court on the status of its investigation into the overvaluation of
coal imports to India by several companies.Delhi High Court had directed DRI to
file an affidavit as it is hearing a PIL filed by senior advocate Prashant
Bhushan on the alleged over-valuation of Indonesian coal and power equipment
imports by about 40 firms in the country to the tune of Rs 29,000 crore.

WhatsApp had said 121 Indians were snooped on in 2nd
alert
121 Indians were targets of a massive snoop through an Israeli spyware
that broke into phones through WhatsApp, Facebook-owned company had informed
Indian authorities in the last week of Sept, as first reported by Indian
Express and confirmed by sources to NDTV. This was the second alert after May,
according to sources, which was sent by the messaging platform to Indian
authorities about the privacy breach.All 121 users were reportedly alerted
about the security breach.The centre on Thursday demanded an explanation from
the social networking app after it admitted that Indian journalists and human
rights activists were among those globally spied upon by unnamed entities using
an Israeli spyware Pegasus.The spyware Pegasus gets into the user's phone when
the person gets a video call. As the phone rings, the attacker transmits a
malicious code and the spyware is installed even if the user does not answer
the call at all. By taking over the phone's systems, the attacker gets access
to the user's WhatsApp messages and calls, regular voice calls, passwords,
contact lists, calendar events, phone's microphone and camera.It can even turn
on the camera and mic to track and hear what is happening around the user.

those notified by WhatsApp that their phones could have been compromised by
operators using Israeli spyware ‘Pegasus’.“I want to tell that Priyanka Gandhi
also received a similar message from WhatsApp around the same time,” Congress
chief spokesperson Randeep Singh Surjewala said while addressing the media in
the national capital.He also accused the BJP government of spying on several
people in the run-up to 2019 general elections. “Shocking facts in
#WhatsAppSpygate – Was BJP Government spying on citizens and political leaders
in the run-up to 2019 elections,” he tweeted.“Did Government know of the
illegal spyware since May 2019? Are those sitting in echelons of power guilty
of criminal offences,” Surjewala asked. He also alleged that the Israeli
spyware was sold only to the government and no one else.“A perusal of the
website of NSO Group reflects that ‘Pegasus’ spyware and all NSO products are
exclusively sold to Government only. In fact, NSO Group has written to ‘Citizen
Lab’ (Munk School of University of Toronto) stating clearly that, ‘Our product
is licenced to government and law enforcement agencies for the sole purpose of
investing and preventing crime and terror. It is, thus, clear that Government
of India and its agencies brought the spyware. It could neither be bought nor

of the Muslim community who were called for a meeting with police commissioner
Anjani Kumar ahead of the Supreme Court judgment on Ayodhya that is expected
later this month. Over 20 leaders attended the meeting and they were very keen
that there must not be provocative videos circulated on Youtube channels and
vitriolic debates on television. The desire is to maintain peace and it is very
important that everyone participates in it.Kumar had met with the leaders of
the Hindu community a day before, stressing on the same issue of maintaining
peace after the verdict. “It is our city and we must ensure that there is no
untoward incident,” Kumar stressed at the meeting on Saturday.While all members
agreed that they are for peace and were willing to co-operate, Amjedullah Khan
of Majlis Bachao Tehreek said, “We are going to maintain peace but we also
conveyed that the government must allow us to have dharnas. Protest is the
right of democracy.” Abdul Allam Khan Ameen of Jamat-e-Ahle-Hadees mentioned
that those involved in communal issues earlier should be kept under watch. Mr
Syed Hamid Hussain Jaffery of Shia Youth Conference suggested that certain

judged by the fear he/she carries while going to other states.While speaking at
Sahitya AajTak 2019, Shahnaz Bashir said that he was scared of words like
"Are you a Muslim"."I am scared of words like 'Are you a
Muslim', Shahnaz Bashir said.He said, "People set up decrees as soon as
you start talking about it [being a Muslim]. It all boils down to the
Muslim-ness."When asked about who can be classified as a good Muslim,
Bashir said that Islam discourse has taught him that one can be a good Muslim

Minorities commission seeks report from AMU on
action against student union leaders
National
Commission for Minorities (NCM) has sought a detailed report from V-C of AMU
and the district administration, after the secretary of the outgoing students’
union blamed varsity administration of dictatorial and oppressive approach in
dealing with students. The commission has asked the authorities to submit their
report within ten days.Earlier, AMU administration had lodged an FIR against
its own students, rusticated one of them and suspended several others, after
they allegedly created a ruckus at the office of the VC and registrar some
three months ago. The ex-secretary of AMU students’ union, Huzaifa Amir,
alleged that attempts are being made to intimidate union leaders, and that the
situation on campus is dismal because of negative attitude of university
authorities, as well as because of uncalled for involvement of political parties.
He alleged that the university administration was being authoritarian with
students and suppressing the latter’s voice to impose a reign of fear and
surveillance. He said, “Both myself and Hamza Sufyan, the ex-vice president of students
union, are being vilified as hardcore criminals. 7 criminal cases have been
filed against us under serious sections of the IPC. We were lodged in jail for
52 days without any major fault of ours.”Narrating the sequence of incidents
that occurred in end-July and continued till August this year, he said that as
being elected representatives of the students union, they had approached the
registrar regarding a proposed police check post at university circle, which
was a cause of concern for students, as in the past, there never was any direct
presence of police on campus. But registrar Abdul Hamid refused to meet them,
instead threatening them of dire consequences. When contacted, registrar Abdul
Hamid said the university will send a detailed report to NMC to apprise them of
the action taken against students and circumstances behind it.TOI

Ulama-i-Hind has been trying for several years to build a strong social bond
with other communities. The organisation believes that the fate of Muslims in
India is intertwined with the fate of their fellow countrymen and that the
struggle against Hindutva forces has to be waged by all communities. Jamiat,
which has entered its 100th year, continues to believe in the power of
persuasion, prayer and petition. Its president Arshad Madani spoke to Frontline
about the organisation’s accomplishments in the past hundred years. Madani
said, "Before the Congress was formed in 1883, a fatwa was issued on the
formation of the Congress and Muslim participation in it. People asked if it
was proper for Muslims to join Congress. Hazrat Rashid Ahmed Gangohi remarked
that just as Muslims worked in partnership in business, Muslims and Hindus
could join hands as long as their faith was not affected. The fatwa, known as
Nasratul Abrar, was shared widely. Interestingly, ulama gave a fatwa for
participation in Congress, but did not join Congress. Ulama had fought against
the British earlier. On the other hand, Congress did not aspire for complete
Independence. It sought to bring about greater cooperation with the British in
the initial years. For Jamiat, nothing short of Independence was worth aspiring
for."When asked that in 20th century, we are told that when the Simon
Commission came, Congress opposed British but Jamiat is not mentioned anywhere,
Madani replyed,"it was part of a larger conspiracy to undermine the
contribution of Jamiat. It will not be fair to blame BJP alone for ignoring the
contribution of Muslims. Congress, too, has been guilty. In fact, for long,
Congress has had members with a Hindutva mindset. They kept striking at the
roots of Congress. From the inception of Congress to its burial—yes, Congress
is dead and buried for all practical purposes—the same mindset is at
work." Madani said, "after Independence, we were advised by Maulana
Azad to avoid politics. We feel that if the country had not been divided on
communal lines, we could have continued to be in politics, but after the
unfortunate Partition on the lines of religion, it was best to confine
ourselves to social work. If at that time the Jamiat had retained its political
character, it would have been finished. If the organisation is still alive, it
is because it is non-political." He further said, "those in power
today have done nothing for the nation. Their policy is similar to the policy
of the Muslim League. League made Muslims mad with the thought of an Islamic

triple talaq

Concerned with the number of triple talaq cases in Sambhal district, several
Muslim outfits have joined hands to educate the community on Muslim Women
(Protection of Rights on Marriage) Act, 2019. Despite the government’s efforts
to spread awareness, there is little respite in Sambhal since as many as seven
cases of instant talaq have been registered under the new Act within a month.
The minority outfits involved in the awareness effort are Muslim welfare
society, Ulema Mashaikh Board, Muslim Ekta Sangh, Tafule Sunnat and Jamiatul
Quresh. They held a panchayat meeting in Sambhal on Saturday, and chalked out a
plan on how to refrain married couples, especially married women, from taking
their family dispute to police station.Expressing his concern, Shahar Qazi of
Chandausi Mohammad Magrub said such incidents of booking Muslim men on charges
of giving triple talaq were nothing less than a blot on the community. “It
seems that highest number of triple talaq cases in UP has been registered in
Sambhal so far and there is no pause on that,” he said.TOI

Fatehpur district.Identified as Naseer Qureshi, 40, he was attacked by at least

worst levels in recent years - with flights diverted or delayed and schools in
most places being shut even as politicians blamed each other for failing to
tackle the crisis.The reading on the Air Quality Index in most places breached
the 999 mark far beyond the "hazardous" zone. Concentrations of
particles measuring less than 2.5 microns hit the highest level of this season,
exacerbated by light rains late Saturday, India's state-run System of Air
Quality Weather Forecasting and Research(SAFAR) said. According to government
air quality monitor, the air quality index(AQI) in Bawana was recorded at 999
in Jahangirpuri, Rohini, Sonia Vihar, Shahdara, Okhla, Major Dhyan Chand
Stadium, Anand Vihar, Punjabi Bagh, Pusa, Mandir Marg, Mundka, Sriniwaspuri and

Odd-even scheme in Delhi: Check dates, fines,
timings, rules, exemptions

odd-even rule: After almost three years of gap, the Odd-even scheme will be
back in Delhi from November 4 to Nov. 14. Under 'odd-even scheme', vehicles
with odd registration number (ending with 6781, 7863 etc) will be allowed on
odd days. And on even days, only vehicles with even number (eg 2238, 7400 etc)
would be allowed. It will be the third time that the odd-even scheme will come
into force in Delhi. Odd-even was first implemented for 15 days from January
1-15 and then from April 15-30 in 2016.If anyone violates odd-even rule then a
fine of Rs 4,000 would be charged.
Earlier, the penalty was Rs 2,000 for the violation. The hike in penalty has
been suggested by the Transport department as per the amended Motor Vehicle
Act.The odd-even scheme will be applicable in Delhi from 8 am to 8 pm, except
on Sundays. Exempted vehicles during odd-even scheme: Two Wheelers, Women
drivers alone or with child up to 12 years of age, Private vehicles with school
children in uniform (only during school timings), Vehicles with person/s with
physical disabilities. The following will not be exempted from the odd-even
scheme in Delhi: 4-wheeled vehicles driven by men, private CNG vehicles,

lawyers inside the Tis Hazari court premises allegedly over a vehicle parking
issue, the Delhi Police on Sunday registered a total of four FIRs in the case,
