Maharashtra - one from Devendra Fadnavis claiming majority, other from Governor
inviting him to form government - has to be submitted in the Supreme Court by
10.30 am tomorrow. For now, Fadnavis is safe from the Shiv Sena, Congress and
Sharad Pawar's NCP's demand that he prove majority by tomorrow. 3 parties had
gone to court after BJP, with some deft political manoeuvring, formed
government in Maharashtra yesterday. As the country woke to the news of
Fadnavis taking oath with Ajit Pawar, Sharad Pawar said his nephew had misled
the Governor and did not have the numbers. A 3-judge bench of Justices NV
Ramana, Ashok Bhushan and Sanjiv Khanna said Centre must produce the two
letters by 10.30 am tomorrow. Sena, Congress and NCP have said the Governor was
"duty bound" to study the claim of Devendra Fadnavis before inviting
him to form government. They also claimed that BJP claim of having support of
54 NCP MLAs is wrong. 3 parties accused Governor Bhagat Singh Koshiyari of
partisanship, saying he made a "mockery of the high office of
Governor". "Governor's actions between the intervening night of
22.11.2019 and 23.11.2019 culminating to the swearing in on 23.11.2019 are a
text book example of the Governor acting at the behest of a political party in
power at the Centre," the petition read.Countering the need for hurry, the
BJP claimed that the Governor's decision cannot be subject to a judicial

immediate denial came from Pawar Senior, who called Ajit Pawar's statement
"false and misleading in order to create confusion". "There is
no question of forming an alliance with @BJP4Maharashtra. NCP has unanimously
decided to ally with @ShivSena & @INCMaharashtra to form the government.

NCP and shall always be in NCP and @PawarSpeaks Saheb is our leader. Our

five years which will work sincerely for the welfare of the State and its

NCP leader Ajit Pawar has offered party MLAs ministerial posts if they switch
sides and support the BJP, a group of them said at a meeting in a Mumbai hotel
this evening. Around 50 NCP MLAs, stashed away at the Renaissance Hotel in the
city to guard them from poaching attempts, told party chief Sharad Pawar and
Shiv Sena leader Uddhav Thackeray that Ajit Pawar had made these offers via
phone calls. Sharad Pawar and Thackeray had called for the meeting to boost the
MLAs morale amid chaos and confusion created by Saturday morning's events, when
Ajit Pawar led a breakaway faction of 10-11 NCP MLAs to back the BJP in
government formation. Sources within NCP told ANI that Thackeray, on being told
of Ajit Pawar's approaches, reassured the MLAs that the Sena-NCP alliance would

use of a special Section in the Union government’s transaction of business
rules. The rule allows for revocation of President’s Rule without Cabinet
approval if Prime Minister “deems it necessary”.Rule 12 of Government of India
(Transaction of Business) Rules, 1961, allows the PM to depart from laid down
norms at his discretion. Titled “Departure from Rules”, Rule 12 says, “Prime
Minister may, in case or classes of cases permit or condone a departure from
these rules, to the extent he deems necessary.”Cabinet can later give
post-facto approval for any decision taken under Rule 12.Rule 12 is not ideally
used to arrive at very key decisions by the government. However, it has been
used in matters such as withdrawal of an office memorandum or signing of MoUs
in the past. The last key decision taken through invocation of Rule 12 was
re-organisation of the state of Jammu and Kashmir into Union Territories of

Detained J&K leader’s son frisked, alleges kin

son of a National Conference leader, who is currently under detention at
Srinagar’s MLA hostel, was allegedly frisked by security forces at the
detention centre — a charge denied by the police.The police said a raid was
conducted in the hostel where they recovered mobile phones from detained
leaders. According to a relative of the NC leader, the forces also frisked the
toddler while he was in his mother’s lap during a visit to the hostel.“The
police unzipped the top of the boy and frisked him while he was in his mother’s
lap. They also frisked a few other toddlers and an elderly woman who was
visiting her son.This enraged the political leaders who launched a protest,”
said relative. “Leaders approached the police and were assured that this won’t

accounts and “inadvertently” sent to journalists and media houses in Valley
suggests so.At 6:29 pm on Friday, police sent an email to journalists about the
day’s updates.The mail contained a press release about the arrest of three drug
peddlers from two different areas of central Kashmir’s Budgam district and the
seizure of contraband substances from their possession. There were also two
separate pictures of two private vehicles which, according to the police, were
caught transporting charas and fuki in Bonpora and Kilkadal villages of the

‘Direct attack on forests’: J&K Advisory
Committee approves 125 forest clearances
Since the abrogation of Article 370 in Jammu
and Kashmir on August 5, Forest Advisory Committee (FAC) of the state approved
forest clearances for 125 projects in just three meetings, between August and
Oct. The number of clearances given by FAC in its last 3 meetings are said to
be higher than the total clearances approved in 2018 (97 projects over 8
meetings). “Obviously, these seem to have been done in a hurry. The motive was
ulterior, forest conservation was clearly not a concern here,” said Rtd.
Principal Chief Conservator Forests, Vinay Tandon. Diversion of forest land in
India is governed by the provisions under Forest (Conservation) Act, 1980
(FCA). However, FCA does not apply to the state of Jammu and Kashmir. Instead,
forest clearances in the state are governed by J&K Forest (Conservation)
Act, 1997 and diversion takes place based on the state cabinet’s resolution and
the state FAC’s recommendation. To recognise the rights of local communities
whose livelihoods are inextricably linked to the forest lands they inhabit, the
central government enacted the Scheduled Tribes and Other Traditional Forest
Dwellers (Recognition of Forest Rights) Act, 2006, more commonly known as FRA.
In addition to the Forest Conservation Act, Forest Rights Act does not apply to
Jammu and Kashmir either. The recent forest clearances approved in Jammu and
Kashmir have been for infrastructural development projects such as laying of
transmission lines and drilling of tube wells. However, the pursuit of
development, both infrastructural and otherwise, has been threatening the

4 students were arrested after they thrashed 4 students from Kashmir over a
petty issue at Mewar University, Chittorgarh. The incident happened inside the
campus on Friday evening.The additional SP Chittorgarh Sarita Singh removed
Gangrar SHO Labhu Ram Bishnoi from his post for negligence in handling the
dispute. Bishnoi was found to have failed to act promptly on the complaint
received from the university administration. IG Udaipur range Binita Thakur said
that detained students were booked under Section 151 and ruled out involvement
of any locals in the incident. All arrested ones were regular students at the
university and were natives of Bihar.Late in the evening, all arrested students
were released on bail. Sources at the university said that both the groups had
a tiff over multiple issues from the last few months. The non-Kashmiri students
repeatedly alleged that university administration favours Kashmiri students has

Defence Minister Rajnath Singh on Sunday said no power on Earth could get in
the way of construction of a “grand” Ram temple in Ayodhya. Addressing a poll
meeting in Jharkhand’s Bishrampur, Rajnath also sent a stern warning to
Naxalites and asked them to shun violence, a day after the ultras killed six
people in two separate ambush attacks over a period of 24 hours.“A grand Ram

will not be in the interest of Muslims and will “harm” unity between two
communities, National Commission for Minorities chairperson Ghayorul Hasan
Rizvi said today.The minority panel chief said filing the review petition would
send a message to the Hindus that they were trying to put roadblocks in the way
of building the Ram temple.He also urged the Muslim side to accept 5-acre
alternative land to be given for a mosque, saying they would be respecting the
judiciary by doing so. Rizvi said NCM
had held a meeting after the Supreme Court verdict and all its members in one
voice had said the verdict should be accepted.NCM chairperson said Muslims
should help in building the temple in Ayodhya, while Hindus should help in the
construction of the mosque. He said it would prove to be a milestone in
strengthening the social harmony between two communities.According to Rizvi,
filing of the review petition would send a message to the Hindus that Muslim

Even as the Supreme Court has delivered its verdict on the Ayodhya case, senior
Sunni Waqf Board lawyer Zafaryab Jilani is not satisfied with the decision and
is planning to file a review petition. He said that this decision of 5 judges
of the SC is not final. "The Supreme Court has already overruled more than
a dozen decisions of these five judges," Jilani told IANS."A bench of
13 judges has been formed. The SC never says that the decision of 5 judges is
final and has to be accepted. Those who do not know the history of the law must
be surprised to file a review petition."In response to a question, he
said: "My written statement is we will accept the final decision of the SC.
Whatever has come, is not the final decision. Article 137 allows that one who
is not satisfied with the verdict can file a review petition."Jilani,
referring to the two responsibilities of the case -- Sunni Waqf Board and
Muslim Personal Board and Muslims of Ayodhya, said: "Others do not need to
give their opinion on the matter. The proposal to replace 5 acres of land for
the mosque is against the Sharia... Islamic Sharia does not allow this. The
Waqf Act also says the same. The SC cannot change the mosque land. According to
Article 142, it cannot go against any institution."Referring to Sunni Waqf
Board not filing a reconsideration petition, Jilani said: "Whether or not
it can file a reconsideration petition, doesn't matter in our case. Muslim
community does not approve of this decision. If Sunni Waqf Board has to go
against the reconsideration petition, go. A party cannot do anything in

Salman Nadwi ‘retired’ from Nadwa, smells plot

member of AIMPLB Maulana Salman Nadwi, who was at loggerheads with the board
over his stand to give up claim on Babri Masjid, has finally been asked to
leave Nadwatul Ulama for attaining retirement age. Nadwi, a faculty member of
the seminary, claimed there were many teachers several years elder to him who
were still on the rolls of Nadwa. A day before Supreme Court delivered its
verdict on the Ayodhya title suit, Nadwi was stopped from entering Ayodhya.
Again on Nov.8, Nadwi tried to meet Muslim litigants in Ayodhya, but was asked
to return to Lucknow from a dhaba, 16km from temple town, where he met Muslim
litigant Haji Mehboob. 125-year-old seminary in its letter to Maulana Nadwi
raised the issue of cleric turning 65 in Sept.and not applying for extension
post-retirement.“You joined Nadwa on May 12, 1981, and on Sept.1, 2019,
attained the age of 65. As per Nadwa’s rules, this is the age of retirement.
You did not write to the college for an extension, which the management could
have taken up. On Oct. 13, 2019, management committee of Nadwa met and decided
not to extend your services,” the letter said. In his official reply to the
retirement letter, Nadwi questioned why he was not intimated on Sept.1 about
his retirement or he would have followed up on his tenure. He also questioned
how teachers elder to him were continuing in the faculty. Sources close to
Nadwi, however, claimed the college had been targeting him for speaking up

which it will translate into a campaign as intense as the one seeking the
building of a Ram temple in Ayodhya, senior party functionaries said on condition
of anonymity. The Supreme Court, on 9 November, ruled in favour of a Ram temple
in Ayodhya, helping BJP check one of the long-pending issues in its
manifesto.In August, BJP-led NDA scrapped Article 370 of the Constitution that
gave special status to Jammu & Kashmir, another manifesto-item of long
standing.And the government has already taken the first step towards a Uniform
Civil Code, another recurring theme, by making unlawful the practice of instant
Triple Talaq. BJP believes that like Article 370 and Ramjanmabhoomi, NRC is a
national and nationalistic issue. It also believes that a nationwide NRC is
necessary for stepping up national security and rejects the Opposition’s charge
that the exercise is aimed at singling out minorities.“There are issues that

had been picked up during raids in Oct in Bangalore by city police. When The

180 Bangladeshis arrested while fleeing India, NRC

NRC and police crackdown on Bangladeshis living illegally in India, may have
led to a surge in reverse migration, evidenced in the arrest of 180
Bangladeshis, caught while fleeing India in the last twenty days, said
police.Some of the arrested men had been living in India for 5 to 12 years and 2
of them were even carrying Indian citizenship documents. A Bangladesh police
officer said while reverse migration was not at all rare, the number was unusually
high. Bangladesh border guards, who made the arrests between Nov.1 and 19,
initially suspected it to be a case of infiltration from India but were
surprised to find that most had families and properties in Bangladesh.A senior

JNU forms panel to resolve hostel issues, students’

at New Delhi’s JNU today announced the formation of an internal high-level
committee to look into the issue of a raise in hostel fee and asked for
suggestions from students’ representatives, a move slammed by students’
union.The development comes as the 3-member panel, appointed by the Union
ministry of human resource development (MHRD) to look into the same matter, is
expected to submit its report by Monday.“This is for the information of all
concerned that a high-level committee has been constituted by the competent
authority to get suggestions from the student representatives on finding a
solution to the hostel issues,” registrar Pramod Kumar said in a
circular.7-member JNU committee includes dean of students Umesh Kadam,
associate dean of students Vandana Mishra, and provost Neerja Samajdar.JNU

:With the winter setting in and BJP government in Uttar Pradesh making
preservation of cows its priority, Ayodhya Municipal Corporation is getting
jute coats stitched for 1,200 cattle at its cow shelter.Mayor Rishikesh
Upadhyay, a BJP leader, said: “Generally, cows are given jute bags to save them
from cold. But they keep falling off. So we thought of getting coats stitched
for the cows. We are first going to get a few samples made of such coats. If
they work, we will order more. A farmer, Rajju Pandey, has been given the
contract to get these coats stitched.”Upadhyay said that if the initiative
works well, “we will suggest it to the state government. If they like it, they
can emulate the initiative at other cow shelters in the state”.The
Corporation’s cow shelter is located at Baishingpur village, 16 km from Ayodhya
town, and currently houses around 1,200 cattle — 700-800 bulls and the rest

UP BJP Leader Booked for Abducting Minor Girl

BJP leader has been booked for allegedly kidnapping a 17-year-old
girl.Kaushlendra Rajput, 26, block pramukh of Bidhuna, had gone missing with
the minor girl on Thursday. Kaushlendra was in a relationship with the girl but
his family had fixed his marriage elsewhere because they disapproved of
inter-caste relationship. Kaushlendra’s family members and four other members
of Bidhuna Block were also booked for allegedly assaulting the girl’s father
and brother.The girl’s family has lodged a complaint with the police, alleging
assault by Kaushlendra’s family and block members when they went to his home to
enquire about the girl. Kaushlendra’s family has also filed a cross-complaint,
accusing the girl’s father and brother of molesting a woman member of their

was subjected to inhumane assault and forced to drink urine at a Sangrur
village, lies on Punjab Police and health departments, National Commission of
Scheduled Caste (SC) Saturday said. “Jagmale Singh was brutally assaulted. It
was a horrifying incident. More horrible (is the fact) that his life could not
be saved due to negligence of health department at various levels. The skin on
his leg was plucked with a screwdriver…He was not given proper treatment in
time…he could have been saved…a complete failure and negligent approach of
health department and police,” said Commission chairman Ram Shankar Katheria. A
panel of the Commission, led by Katheria met victim’s family at their native

Around 17,000 Waqf Board properties encroached in
country, highest in Punjab: Govt
Punjab
has highest number of Waqf Board properties under encroachment with such
properties numbering around 17,000 across the country, government told
Parliament on Nov. 22.In a written reply to BJP MP Ajay Nishad's question,
Minorities Affairs minister Mukhtar Abbas Naqvi told Lok Sabha that a total of
16,937 Waqf Board properties were under encroachment in the country, including
5,610 in Punjab. Punjab is followed by MP (3240), West Bengal (3082), Tamil
Nadu(1335) and Karnataka (862), showed the data on 24 state Waqf Board
properties furnished by the ministry. In the national capita, the Delhi Waqf
Board has 373 properties under encroachment.To protect Waqf Board properties
and to prevent their encroachment, a dedicated online portal-WAMSI (Waqf Assets
Management System of India)- has been developed, Naqvi said.PTI

of the camp said Yoga is a spiritual practice that has nothing to do with any

Deoband said: "Yoga is an exercise, practice and a ritual encompassing
well being of a person mentally, spiritually and physically. Yoga cannot be
prescribed to any specific religion. It's a religionless inclusive

era and veteran BJP leader Kailash Chandra Joshi died today at a private hospital

1998 and leader Opposition in the state assembly twice - 1972-1977 and 1985-90,

Scores of settlers defile Aqsa Mosque

of Jewish settlers on Sunday desecrated the Aqsa Mosque’s courtyards under
tight police protection.According to local sources, groups of settlers received
explanations about the alleged temple mount as they were touring the Mosque’s
courtyards. Aqsa Mosque is exposed to daily desecration by Jewish settlers in
the morning and the afternoon except on Fridays and Saturdays. Israeli police
close al-Maghariba Gate, which is used by Jews to enter the Mosque, at 10:30 am
after the settlers complete their morning tours at the holy site. Later in the
afternoon, the same gate is reopened for evening tours by settlers.During the
presence of settlers inside the Mosque compound, entry restrictions are imposed
on Muslim worshipers at the entrances leading to the Mosque and their IDs are
seized until they leave the holy place.

Hamas spokesman Fawzi Barhoum said the settlers’ break-ins at the Ibrahimi and
Aqsa Mosques are part of the religious war being waged by the Israeli
occupation state on the Palestinian people and their holy sites. Barhoum added
that such ongoing aggression against the Islamic holy sites entails action by

ICC prosecutor: Judges accept basis of Rohingya

prosecutor of the International Criminal Court (ICC) said the tribunal’s judges
were convinced by the reasonable basis to assess accusations of widespread
crimes perpetrated by Myanmar’s state forces against ethnic Rohingya community
in Rakhine state.Judges accepted that there was "reasonable basis" to
believe that since at least Oct. 9, 2016, "widespread and/or systematic
acts of violence" may have been committed against the Rohingya population,
including murder, imprisonment, torture, rape, sexual violence and other
coercive acts, said Fatou Bensouda on Friday.Bensouda added that these acts
resulted in the large-scale deportation of Muslim minority, and that there may
have been a "state policy to attack Rohingya population". She said
there were "many sources indicating the heavy involvement of several
Myanmar government forces and other state agents, and that members of the
Myanmar armed forces jointly with other Myanmar security forces and with some
participation of local civilians, may have committed these crimes" against
Rohingya.In the statement, Bensouda assured that ICC prosecution would also

Death toll rises as anti-gov't protests grip Iraq

southern Iraq, police and medical sources said, as weeks-long protests against

protesters who had gathered overnight on three bridges in the southern city,

Pakistan forms parliamentary committee to prevent
forced conversions of minorities
A22-member parliamentary committee has been
formed in Pakistan to work on a legislation to prevent the forced conversions
and protect the rights of minorities in the conservative Muslim-majority country,
according to a media report on Saturday.According to a notification by the
Senate Secretariat, dated Nov.21, Chairman Sadiq Sanjrani formed the committee,
Dawn News reported. It will decide its terms of reference in its first meeting,

Mufti Taqi Usmani urges Muslim nations to raise
issue of Holy Quran's desecration globally

religious scholar Mufti Taqi Usmani on Friday urged Muslim nations to raise at
international level the issue of the recent desecration of the Holy Quran in
Norway, and called for the release of the Muslim man who had tried to stop the
act in the Scandinavian country. Mufti Usmani, in a Twitter post, said that the
West, who lectures the Muslim fraternity on tolerance, has reached the nadir of
cowardice by holding rallies to desecrate the Holy Quran. The scholar praised
the Muslim man who stopped the desecration, but deplored that neither any media
nor any Muslim country — with the exception of Turkey — took notice.Usmani said
that that it is the duty of the Muslim countries to raise the issue globally
and work to ensure that Ilyas is freed. Meanwhile, Protesters in Peshawar have
asked the Pakistan govt to expel the Norwegian ambassador from the country
after a man from an extreme right-wing group attempted to burn a copy of the
Holy Quran in a recent demonstration in Kristiansand, Norway. “We demand that
the government immediately expel Norwegian ambassador from Pakistan,” Sher
Shah, a leader of the Jamaat-e-Islami Pakistan, told SAMAA TV on Saturday. The

1.2 billion records of personal data exposed in one
of the biggest breaches
Over
1.2 billion records of personal data have leaked online in a massive security
breach. The leaked data contains email IDs, employers, social media profiles,
phone numbers, names, job titles and even geographic locations. Discovered by
security researchers Vinny Troia and Bob Diachenko, the exposed data comes with
an index which suggests it was essentially sourced from a data enrichment
company called People Data Labs. The unprotected Elasticsearch server contained
as many as 622 million unique email addresses, researchers added.“The server
was not owned by PDL and it’s believed a customer failed to properly secure the
database. Exposed information included email addresses, phone numbers, social
media profiles and job history data,” read an email notification from Have I
been pwned.Interestingly enough, there’s very little information about PDL
which claims to build “people data.” According to its LinkedIn profile, San
Francisco-based company has dataset of 1.5 billion unique person profiles which
can be used to “build products, enrich person profiles, power predictive
