Sena-NCP-Congress letter to be given to Governor on
Saturday: Sanjay Raut
Mumbai:
After weeks of negotiations, Shiv Sena, NCP and Congress seem to have cleared
the obstacles that hindered 3 parties from joining hands and forming govt in
Maharashtra. Shiv Sena's Sanjay Raut said letters of support from the MLAs of
all three parties will be handed over to the Governor on Saturday. A joint
meeting of Sena, NCP and the Congress will take place in Mumbai to finalise the
alliance. Sena chief Uddhav Thackeray and NCP's Sharad Pawar are likely to join
the meeting for discussions on power sharing.Congress's top decision-making
body met at party chief Sonia Gandhi's home to discuss the possibility of being
part of the government in the state. Sources say Sonia Gandhi was advised to
"go ahead" with Maharashtra alliance, despite her reservations, and
told that the "greater enemy, in order to fight communalism, is the
BJP". Final talks may take place in Mumbai.Sena's Sanjay Raut, who has
been the face of the party over the last weeks, later gave a rough timeframe, saying
the state could have a govt after the negotiations are over in "2 to 5
days". NDTV

NRC
Congress, AASU against scrapping of Assam NRC,
confusion reigns in state
Stirring
the failed NRC process again, home minister Amit Shah has announced that a NRC
process will be carried out all across the country and at that time the process
would be done once again in Assam too.Hours later Assam Finance Minister and
BJP leader Himanta Biswa Sarma had said, “The state government cannot accept
this NRC. People who should not have been included in the list have made
it.”This has raised the hackles of everyone in Assam including that of All
Assam Students’ Union, which had spearheaded the movement in 1980s and is a
signatory to the 1985 document that provided for "detection, deletion and
deportation" of illegal foreigners from Assam.AASU leaders were upset that
Sarma had rejected Assam NRC. “AASU has not rejected the updated NRC.We want
that the updated citizens’ register must be only re-examined and rectified. We
have gone to the Supreme Court and the hearing is on Nov. 26. The current CJI
SA Bobde will hear it,” stressed Dipankar Nath, president of AASU.“Who gave
Biswa Sarma the right to reject NRC? Who has taken the decision in this regard?
And on what capacity has he rejected the updated NRC. It was the Supreme Court
which ordered the process. Sarma is simply politicising the issue,” underscored
Gogoi.AASU president pointed out, “It was only in Assam that NRC was first
carried out way back in 1951. The present updation of NRC is based on 1951 NRC
and electoral roll up to 1971. So NRC exercise in Assam is definitely different
in comparison to the other States of the country where no NRC has ever been
carried out.” Slamming BJP for its decision to restart NRC, Opposition leader
in Assam Assembly Debabrata Saikia said, “BJP wants to keep NRC issue simmering
in order to further its agenda of polarisation along religious lines. The party
wants to use the nation-wide NRC as its new weapon for the political
polarisation. They want people to forget real issues of unemployment, economic
distress and poverty. Once this happens, people will all be working to ensure
they are citizens of the country.”Outlining the BJP’s political agenda, Saikia
underscored that the Modi government wants to carry out NRC process without
supervision of the SC so that a section of genuine citizens from the religious
minority community can be excluded and a section of illegal migrants from the
linguistic minority community can be inducted in NRC.“They will keep raising
this issue. Ahead of MP, Chhattisgarh and Rajasthan elections, govt said there
were 40 lakh “ghuspetia” (dog whistle for illegal Muslim immigrants), but after
the process it has become clear that there are only 19 lakh and many of them in
that are also genuine citizens. So, number will reduce drastically. This does
not suit their purposes,” explained Saikia. Opposition leader has also urged AASU
to strongly oppose the latest move of Modi government. Elaborating on the
confusion in Assam, human rights lawyer Aman Wadud said, “There is no clarity
what will happen to current NRC. HM also said people excluded will be given
free legal aid. If current NRC is scrapped, why should excluded people file
appeal?There is a lot of ambiguity.”nationalheraldindia
BJP receives jolt from ally in Bihar as Prashant

Home Minister Amit Shah's NRC plan, evoked strong reactions from one of his

Congress slams Centre over NRC, accuses it of
creating difference in society
Leader
of Congress in Lok Sabha Adhir Ranjan Chowdhury today hit out at BJP-led Centre
over NRC, accusing it of attempting to create a difference in the society on
communal lines."The issue of NRC should not be exploited in a partisan and
communal way. When the country is reeling under a severe economic crisis, the
government has been devising various ways and means such as NRC to deflect the
attention of the common people. I think the government is hell-bent upon on
dividing our society on communal lines," he told ANI. Chowdhury said there
should be clarity from the government regarding NRC."What does NRC means?
How will it affect our country? What should be the outcome? All issues (on NRC)
need to be discussed when govt brings legislation in the House," he
said.ANI
Citizenship of all of us is now in shadow of doubt:
activists
New
Delhi:Over Home Minister Amit Shah assertion to implementing NRC across the country, rights activists see this
as the government’s disenfranchisement programme aimed at stripping residents
considered “illegal immigrants” of their citizenship rights.Rights activists
say the central aim behind this process appeared to be to turn the nation into
a Hindu Rashtra. “The government has a one-point agenda to convert India into a
Hindu nation,” said Shabnam Hashmi, a prominent civil society activist. “They
did this in Assam, and they want to do this across India. What happened in
Germany in 1930s would now happen here.”Assam has already shown that proving
citizenship meant a huge ordeal to the people. “Assurance of the home minister
is empty rhetoric,” Prof Apoorvanad who teaches Hindi at Delhi University said.
“All of us are now doubtful citizens,” he said. For Apoorvanand, the
announcement has not come as a shock or surprise. “NRC was on their agenda and
it has now been formally announced on the floor of the house. The statements
made during election campaigns were not mere rhetoric but a statement of their
intent to redefine citizenship.”caravandaily
Owaisi slams BJP, says nation-wide NRC will put

Continuing
his opposition to BJP-led NDA govt’s plans to conduct controversial NRC across
the country, AIMIM chief Asaduddin Owaisi today said that the proposed exercise

Owaisi said that the Modi government want all the Indians to stand in long
queues and prove their nationality, adding that those fail to produce documents
will be detained. Lashing out at the Central government, the Hyderabad MP said
that such people will be left at the mercy of babus. He asserted that NRC like
exercise was never conducted in any part of the world which put people in

Bangladesh envoy rubbishes ‘Bangladeshi
Infiltration’ theory
New
Delhi:Outgoing Bangladesh high commissioner to India, Syed Muazzem Ali,
rubbished “Bangladeshi infiltration” theory, and said this was being used by
certain political parties in India for domestic political consumption. To
buttress his point, the envoy said, “Bangladeshis have more than double the per
capita income in comparison with the entire northeast of India. So why come
here?” He said NRC is an internal matter of India, and this was what New Delhi
had told Dhaka. In an interview, Muazzem Ali spoke on a range of issues
including the Rohingya refugees, just as he has completed a 5-year stint as
Bangladesh’s envoy in New Delhi and is getting set to leave New Delhi for Dhaka
soon. Ali was asked about Dhaka’s stand on alleged illegal Bangladeshi
migration issue, in the backdrop of the recent NRC exercise in Assam which
rendered almost 1.9 million inhabitants there ‘stateless’. He maintained that
New Delhi never raised this issue with Bangladesh government and it “always
told us that this is an internal matter of India.”Caravan Daily

Answer each and every question raised on Kashmir
restrictions: SC to J&K admin
Hearing
the petitions challenging the restrictions placed in Kashmir, the Supreme Court
today told the Jammu and Kashmir administration that it will have to respond to
each and every question raised on the situation following the abrogation of
Article 370.A bench headed by Justice NV Ramana told Solicitor General Tushar
Mehta, appearing for the administration, that petitioners challenging the
restrictions have argued in detail and he will have to answer all
questions.“Mehta you have to answer each and every question raised by petitioners
who have argued in detail. Your counter-affidavit does not help us to come to
any conclusion. Don’t give the impression that you are not giving enough
attention to the case,” said bench, comprising Justices R Subhash Reddy and BR
Gavai.Senior Advocate Meenakshi Arora, while making her submissions for
intervenors, cited Hong Kong High Court order lifting government ban on
protestors wearing face masks. “The situation in Hong Kong was far worse, far
more adverse than what we had in Kashmir. There were daily protests,” she
said.To this, Justice Ramana said, “The Supreme Court of India is far more
superior in upholding the fundamental rights of the citizens.” Subsequently,
Justice Gavai asked Arora whether Hong Kong faced an issue of cross border
terrorism. To this, she replied, “if it was really an issue of cross border
terror, restrictions would have been only in selected areas and not the entire
state.”At the outset of the hearing, the top court clarified that except for
one petition it does not have any detention matters pending before it. “We are
not hearing any detention matters with regard to Jammu and Kashmir. We are
currently hearing two petitions filed by Anuradha Bhasin and Ghulam Nabi Azad
which are on restrictions in freedom of movement, press, etc,” it said, adding
that only one habeas corpus petition is pending. indianexpress
Pakistan, with China, tries to put 4 Indians on UN
terror list:HT report
Officials
in national security agencies and South Block are now convinced that Pakistan
has embarked on a tit-for-tat designation of Indian nationals as terrorists
under UNSC’s 1267 Al Qaida sanctions committee as a response to India’s
success, with assistance from US and France, in having got Masood Azhar
designated as a global terrorist on May 1.Last week, Pakistan, with support of
UNSC permanent member and its all-weather ally China moved 1267 Al Qaida
sanctions committee to designate two Indians global terrorists after accusing
them of past terror attacks in Balochistan and Peshawar, and even registered
FIRs against them. This takes to four the number of Indians labelled terrorists
by Pakistan. All 4 persons were evacuated by Indian security agencies from
Afghanistan, with the last one being flown out of Kabul on Nov.18. HT has
reported on three of the cases. 4th is that of AP resident Appaji
Angara, who was working as a software developer in a bank in Kabul. While
Angara was moved out of Kabul as early as Jan.18, Pakistan accused him of a
terrorist attack on Mall Road in Lahore on Feb.13, 2017, along with
Jamat-ul-Ahrar(JuA), a splinter group of the Tehreek-e-Taliban Pakistan.In the
dossier submitted to 1267 committee, Angara has been accused of the attack on
Army School in Peshawar on Dec.16, 2014, in collaboration with JuA, and a
bombing in Warsak colony in Peshawar on Sept.2, 2016. Residence address,
passport number and personal details of Angara are being withheld by HT.Earlier
this week,HT reported Pakistan’s effort to designate Gobinda Patnaik
Duggivalasa.Odisha-born Duggivalasa, 54, was hurriedly evacuated from Kabul by
Indian security agencies on November 18 after he was accused of a terror attack
on Siraj Raisani, a Pakistani politician, on July 13, 2018 in Mastung,
Baluchistan in which 160 persons were killed.

Regret, relief as 145 US deportees land at Delhi's

New
Delhi: The first feeling Ravinder Singh, 25, had on touching down at Delhi was
a sense of relief over his wrists and legs being untied before he stepped out
of the chartered plane at IGI Airport on Wednesday morning. But he soon sobered
up when he remembered the money his father had spent both on getting him to the
United States and then trying to get him freed from a detention camp for
illegal migrants there. It was a bittersweet moment to be back on home soil for
Singh, a resident of Kaithal in Haryana. Sharing his mixed feelings were the
other Indian detainees — 142 men and three women — who had been deported by the
US for staying in the country without proper documents. It was a humiliating
return journey for the group, trussed up as they were like common criminals

No Kashmiris please; housing discrimination in

magazine
On
12 Aug, a 23-year-old Kashmiri student in Jamia Nagar, a locality in Delhi, was
asked to vacate his 3-bedroom flat along with 2 of his flatmates who are also
Kashmiri. He had been residing there for two years. While the landlord told him
that this was for conducting house repairs, the student suspected that he was
being evicted because he is a Kashmiri. His inability to find another rented
accommodation in Jamia Nagar over the next few weeks confirmed his fears that
the problem was his Kashmiri identity. On 5 Aug, the government read down
Article 370 of the Constitution. Ever since the escalation of the conflict in
Kashmir in 1980s, ordinary Kashmiris living in mainland India have often faced
threats and harassment. Many of mainland India’s residents have viewed
Kashmiris with distrust. In the past, Kashmiris have suspected that they have
been denied housing in Delhi because of their identity. After 5 Aug, as Kashmir
became a national flashpoint that divided opinion across the country, similar
patterns seemed to repeat On the
condition of anonymity, several Kashmiri Muslims spoke to me about their recent
challenges in finding rented accommodation in Delhi.

Tauqeer Raza opposes review petition but backs AIMPLB's
move to deny 5-acre alternative land
Bareilly:
A prominent Muslim cleric has slammed All India Muslim Personal Law Board
(AIMPLB), for its plan to file a review petition on Supreme Court verdict in
Ayodhya case. “AIMPLB is functioning as a political board. Muslims in India
have accepted the court order and filing a review petition is dragging the
matter for political benefits. When board had earlier stated that they will
accept the court order, there is no point of filing review petition in the
court. We oppose their decision as it will only affect the atmosphere of the
country,” said Barelvi cleric Maulana Tauqeer Raza Khan.He added, “The order of
apex court states that there is no evidence that mosque was built after
demolishing temple. The court also condemned the demolition of mosque which
goes in the favour of minorities of the country. During the trial of the case,
court had given time for settlement. We had tried for settlement in the matter
but a few litigants had opposed it and claimed that they would accept court
order.”“Then why they are not accepting the court judgment?” asked Khan, who is
also national president of Ittehad-e-Millat Council (IMC), a regional political
party. However, Khan claimed that 5-acre alternative land, which will be given
for constructing mosque, should not be accepted for free.“A mosque cannot be
built on donated land or on land which has been illegally occupied. It is
responsibility of the board to deny 5-acre alternative land considering
Shariat. The board should accept land only if it pays a price for it after
completing registry formalities. We cannot construct mosque on land donated to
us.”TOI
Rift in Sunni Waqf Board over review plea on Ayodhya
verdict: Report
Lucknow: Sharp differences have emerged among members of Uttar Pradesh
Sunni Central Waqf Board over the filing of a review petition in the Supreme
Court against the verdict in the Babri Masjid title dispute case. Members are
questioning Board chairman Zufar Faruqi's decision of not going in for a review
of the Supreme Court verdict.Senior member Abdul Razzaq Khan said: "How
can the chairman take a decision without holding a meeting? It may be his
personal view, but the Board decision will be taken only after the meeting,
which is scheduled to be held on Nov.26."Another member, Imran Mabood
Khan, also an advocate, said they favoured going for a review. "If All
India Muslim Personal Law Board (AIMPLB) is going for a review in SC, then the
Sunni Waqf Board should also take into account the sentiments of the Muslim
community, even if there may not be much hope," he said. Board will meet
in Lucknow on November 26 to decide its strategy after the SC verdict. Board
chairman Zufar Faruqi has consistently said since the day of the verdict that a
review petition will not be filed.Three other members -- Abrar Ahmad, Mohammad
Junaid Siddiqui and Adnan Farrukh Shah -- are backing Faruqi on the issue. 2
dissenting members of the Board, Abdul Razzaq and Imran Mabood Khan, have also
said that the offer of 5-acre land for a mosque should not be accepted. Abrar

India becoming $5 trillion economy by 2025 ‘simply
out of question’: Ex-RBI Governor C Rangarajan
Ahmedabad
:Claiming that India will need another 22 years of sustained growth to become a
“developed country,” former RBI governor C Rangarajan today said that at the
current growth rate, India becoming a USD 5 trillion economy by 2025 is “simply
out of question.”“People are talking about USD 5 trillion economy.Today India’s
economy is about USD 2.7 trillion and we are talking about doubling this. The
required rate of growth of the economy to achieve the level of USD 5 trillion
by 2025 is in excess of 9 percent per annum. Reaching USD 5 trillion by 2025 is
simply out of question. You have lost two years. This year it is going to be
six percent growth and next year also it will be probably about seven percent.
Thereafter the economy may pick up,” said Rangarajan. “Interesting thing is,
even if you reach USD 5 trillion, the per capita income in India will grow from
the current level of USD 1800 to USD 3600. Even then, India will be called
low-middle income country,” said the economist who was awarded the Padma
Vibhushan in the year 2002.“In order to become a high middle income country,
per capita income has to USD 3800 which will take another few years…The
definition of a developed country is one whose per capita income is USD 12000.
It will take 22 years for India to grow at 9 percent per annum to reach there.
The task before us is highly daunting. We need to get out of the current
slowdown as quickly as possible,” he told the gathering at Ahmedabad Management
Association.“Highest rate of growth that we have seen in India, is between
2005-06 and 2007-08, when the annual average rate of growth of the economy was
9.4 percent…In 2008-09, the growth rate fell down because of the international
financial crisis. But in 2009-10 and 2010-11, once again the growth rate picked
up and went beyond 8 percent,” he said.Stating that the economy was currently
experiencing “slowdown”, the economist said economic growth has slowed down
from 8.2 percent in 2015-16 to 6.8 percent 2018-19.indianexpress

6 bank unions call for Dec.10 dharna before
Parliament
New
Delhi:6 bank employee unions have said they will stage a dharna in front of
Parliament on December 10 against the proposed merger of several public sector
banks, to stop 'anti-people’ banking reforms, to ensure the recovery of bad
loans and several other issues. The unions are All India Bank Employees
Association, All India Bank Officers' Confederation, the All India Bank
Officers Association, Bank Employees Federation of India, Indian National Bank
Employees' Federation and Indian National Bank Officers' Congress. “Experience
of mergers in the country and across the globe has clearly shown that no
benefit accrues to any of the stakeholder,” the unions said in a joint
statement. “On the other hand, in the name of rationalisation of branches, a
large number of branches would be closed affecting the common man. Millions
would be affected as employment - both direct and indirect - would take a

Modi govt is targeting JNU because it never
produced right-wing leaders: Shiv Sena
New
Delhi: Narendra Modi government is targeting JNU as it hasn’t produced anyone
with a right-wing mindset, the Shiv Sena said Thursday in an editorial in its
mouthpiece Saamana.Titled ‘Suppression on Delhi streets’, the editorial said it
was unfortunate that the government, under the garb of maintaining law and
order, is trying to crush all voices of dissent. “Since JNU has produced many
experts and politicians, but none from the right-wing and, hence, this alone
should not be used as an excuse to violently suppress the students of this
university who are raising their voice for their rights,” it said. The Sena
mouthpiece also criticised the role of Delhi Police, which comes under the
jurisdiction of the central government, for the lathi-charge on the protesting
JNU students. The editorial stated that it is problematic that even
visually-impaired and physically challenged students were detained during the
protests. “The police that beat up such people cannot be the custodian of law
and in the service of citizens,” it added.
DUSU head, others detained during pro-JNU protest
New
Delhi: Several students, including top members of RSS student wing ABVP and the
DUSU, were detained after a scuffle between protesters and security personnel
near the Parliament Street police station on Thursday during a march to HRD
Ministry to oppose the proposed JNU hostel fee hike.Among the detained students
were Delhi University Students Union President Akshit Dhaiya, and ABVP's state
Secretary Siddharth Yadav.Delhi Police had imposed prohibitory orders in the
area and put up triple layer of barricades. Some protesters, however, climbed
over the barricades and scuffled with the security personnel, who comprised
CRPF personnel along with Delhi Police. The protesters raised slogans against
JNU administration and HRD Ministry who, according to students, had
unilaterally imposed fee hike on the students.TOI
Mumbai: Students protest JNU fee hike
Mumbai:
Students and activists from various educational institutions and organisations
in the city on Wednesday staged a protest at Kalina campus of University of
Mumbai (MU). The students protested the recent fee hike at JNU and also
expressed solidarity with Fathima Lateef, an IIT-Madras student who recently
committed suicide after allegedly facing discrimination. The students stated,
they oppose the commodification of education. “This protest is not just for
JNU, it’s against a ploy to commodify education and to let a few super-rich to
sell it to only those who can afford it,” said Ayush Jindal a second year
commerce student. The agitating students also stated that the incidents of fees
hike and Fathima’s suicide are indicative of the shrinking space for students
from marginalised sections including poor, Dalits, tribals and minorities. They
demanded the government to roll-back the fee hike and ensure that education
remains accessible and affordable for all. The students also demanded immediate
probe into the death of Fathima, which the protestors termed as ‘institutional
murder’.“We demand an impartial enquiry on Fathima’s death which is an
institutional murder,”said Rafid Shahab of Students islamic Organisation of

#BharatRatnaForTipu trends as netizens debate
Mysore ruler’s legacy
A
fiery debate broke out on Twitter on Wednesday as the hashtag
#BharatRatnaForTipu trended, with well over 30,000 tweets as of Wednesday
evening. Tipu Sultan, the Mysore king who ruled between 1782 and 1799 has left
a divisive legacy in India. Though revered by some as an anti-colonial hero who
beat the British in the Battle of Pollilur and who managed to slow down their
advance, he is also reviled by those who see him as a bigot who oppressed and
forcibly converted the Hindus—Kodavas in particular. While Tipu’s legacy has
long been debated, the topic has reached the public of late in particular after
BJP govt in Karnataka scrapped the celebration of Tipu’s birth anniversary
shortly after coming to power. Later, the state’s education minister ordered a
report to look into removing Tipu from textbooks in the state. Recently, on Nov.7,
Karnataka High Court directed the state government to reconsider its decision
after hearing a PIL that challenged it. Mahila Congress tweeted in praise of
Tipu, remembering him for his "valour and resistance" against East
India Company. After that, hashtag #BharatRatnaForTipu started to trend several
hours later..Islamic scholar Mufti Yasir Nadeem shared several tweets in praise
of Tipu, using hashtag. He also called for other Mughal rulers, including
Aurangzeb and Shah Jahan, to be recognised.theweek

Trump impeachment inquiry: US House Intelligence
Committee to inquiry official
Members
of US House Intelligence Committee will question an official from US embassy in
Ukraine today as they seek to learn more about a phone call in which he says he
overheard President Donald Trump ask about the status of an
"investigation" into a political rival. The public impeachment
hearing marks the last scheduled day of marathon sessions by the Democratic-led
House Intelligence Committee focused on whether Trump wrongfully pressured
Ukraine's President Volodymyr Zelenskyy to investigate former Vice President
Joe Biden, a Democrat bidding to face Trump in 2020 election.David Holmes told
legislators in a closed-door testimony that he heard Trump's voice on a July 26
phone call with Gordon Sondland, US ambassador to European Union, in which the Republican
president asked about Ukraine's willingness to carry out an unspecified
investigation."So, he's gonna do the investigation?" Trump asked
Sondland, referring to Zelenskyy, according to Holmes's previous
testimony." He's gonna do it," replied Sondland, according to
Holmes.Sondland added that the Ukrainian president would do "anything you
ask him to", Holmes said.Holmes's account ties Trump directly to an effort
to get Ukraine to launch an investigation, though his recounting of the overheard
telephone call does not explicitly cite the Bidens. In his November 15
closed-door testimony, Holmes said that after overhearing Sondland's phone
conversation with Trump at an outdoor restaurant in Kyiv, he asked the
ambassador if it was true that the president did not care about
Ukraine.Sondland on Wednesday testified he could not remember precise details
of the call Holmes overheard, but said the president's mention of
investigations did not strike him as significant at the time. aljazeera

Suu Kyi to contest Rohingya genocide case at World
Court
Yangon:
Aung San Suu Kyi will appear before the International Court of Justice (ICJ) to
contest a case filed by Gambia accusing Myanmar of genocide against its
Rohingya Muslim minority, her government said. Over 730,000 Rohingya Muslims
have fled to neighbouring Bangladesh since a 2017 crackdown by Myanmar’s
military, which U.N. investigators say was carried out with “genocidal intent”.
Buddhist majority Myanmar denies accusations of genocide. Gambia, a tiny,
mainly Muslim West African state, lodged its lawsuit after winning the support
of the 57-nation Organisation for Islamic Cooperation (OIC). Only a state can
file a case against another state at ICJ.“Myanmar has retained prominent international
lawyers to contest the case submitted by Gambia,” the ministry for state
