after rejecting Shiv Sena’s demand to extend the deadline to form government in
Maharashtra, Governor Bhagat Singh Koshyari Monday called NCP to stake claim at
the government. NCP leader Nawab Malik told ANI that the party will hold
discussions with ally Congress and see how a stable govt can be provided to the
state.Earlier, the Governor rejected the Shiv Sena’s request to extend the
deadline to submit letters of support from the Congress and NCP to form the
government. A statement from Raj Bhavan said, “A delegation of Shiv Sena
leaders met the Governor and expressed willingness to form the government.
However, they could not submit the requisite letters of support. Further, they
submitted a letter requesting for three days of extension of the deadline for
submitting the letters of support. The Governor expressed his inability to give
any further extension.”Shiv Sena leader Aaditya Thackeray, who met the
Governor, said their demand for extending the deadline by 48 hours was rejected
but their claim to form government still stands. “We had sought 48 hours
extension but Governor rejected it. But, we have staked the claim for
government formation and that is still there. The claim hasn’t been rejected,”
Aaditya told reporters after the meeting.Meanwhile, Congress said that it will
hold further discussions with ally NCP on the political situation in Maharashtra
on Tuesday. Earlier on Sunday, NCP had agreed to come together with the Sena on
the condition that the latter cut ties with BJP, quit NDA and evolve a common

Congress and NCP to form the government in Maharashtra, Sena leader and Union
Heavy Industries Minister Arvind Sawant resigned from Prime Minister Narendra
Modi-led NDA government on Monday.Addressing the media in the national capital,
Sawant said, “BJP went back from their pre-election promises. It would not have
been morally right for me to continue in the Centre, so I have resigned as
Union minister.”“On May 21, I had taken oath as Cabinet minister in the Modi
government. The elections in Maharashtra were held on the basis of an alliance
with BJP. Prior to the polls, the two parties had agreed for a ’50-50′ formula
over the post of chief minister. However, BJP later changed their words. In
such an atmosphere, it is not morally right for me to continue. This is why I

Delhi: The Centre has started the process of setting up a trust, as mandated by
the Supreme Court in its Babri Masjid verdict, with a team of officers
examining the order threadbare, officials said on Monday.Opinions of the
Ministry of Law and the attorney general will be taken on how to proceed on
setting up the trust that will fix the modalities for construction of a Ram
temple in Ayodhya.A team of officials have been tasked with studying the apex
court order threadbare for its technicality and nuances so that the trust can
be constituted exactly as per the Supreme Court verdict, an official said,
adding consultation process is underway, but no decision has been taken so
far.However, it was not immediately clear whether the Ministry of Home Affairs
or the Ministry of Culture will be the nodal body for Ayodhya Ram temple trust,

Ayodhya: Muslim personal board will decide on
review of SC verdict on November 17
The
counsel for the All India Muslim Personal Law Board on Monday said the decision
on whether to seek a review of the Supreme Court verdict on the Ayodhya land
dispute or file a curative petition will be taken on November 17, PTI
reported.“The decision whether to seek review of the verdict will be taken on
Nov.17 in the meeting of the AIMPLB,” Zafaryab Jilani, the lawyer for the
Muslim group, told PTI.Jilani is also the secretary of the AIMPLB and had
fought the case in the Allahabad High Court and in the Supreme Court.On
Saturday, Jilani had said the verdict “neither provided equity nor justice” and
that they might consider filing a review plea after deliberating on the matter.
He had added that from an initial reading of the judgment, there were many
contradictions and apparent errors.On Sunday, Sunni Central Waqf Board
chairperson Zufar Farooqui said the decision on whether to accept the five
acres offered for a mosque in lieu of the disputed site in Ayodhya will be
taken on November 26. Farooqui, however, maintained that the board welcomed the

Terming
the Supreme Court's Ayodhya verdict "deeply flawed", former National
Commission for Minorities chief Wajahat Habibullah on Monday favoured a review
of the judgment, saying that it could have legal implications in the
future.Habibullah, who was also India's first chief information commissioner,said
the Supreme Court ruling tries to address the concerns of the two communities. "I
feel that the verdict is deeply flawed. I would not call the verdict
constructive, but it is not a destructive verdict either. In the sense that it
tries to address the concerns of the two major communities," he told
PTI."It has held for example that the destruction of the mosque was
illegal... and that is very important. They also recognised that the Hindus
also have a stake, though the nature of the stake, I would disagree with,"
said Habibullah, who was CIC from 2005-2010 and later was the NCM chief. Sources

Delhi:A day after the Supreme court announced the Ayodhya verdict, NSA Ajit
Doval met Hindu and Muslim religious leaders at his house. The participants
said they favoured more dialogue between the communities.Shia cleric Kalbe
Jawwad was among the first to speak at the gathering that had around 18
representatives from Hindu religious and social organisations, and 12 from
Muslim bodies. While Jawwad stressed on the importance of maintaining unity
even in the future, Hindu leaders spoke about the need to see the judgement
"as an end to a conflict of many years, and not as anyone's victory or
defeat,"ET has learnt.Swami Chidanand said the judgement should bring the
two communities closer. "Verdict came, and there was no conflict. Some
were hurt but everyone is relieved. The meeting, according to those in know of
the matter, was planned earlier, in anticipation of the verdict. Members of All
India Muslim Personal Law Board were also invited for the dialogue but they had
declined the invitation.Responding to the invite, the general secretary of the
AIMPLB, Wali Rahmani, in a letter said that he was not averse to talks, but that
"Maintaining sadbhavna(communal harmony) is not the responsibility of the
Muslims alone."Declining the invite, Rahmani wrote, "At a time, when
the government is pushing for amendments to the citizenship act that is
discriminatory towards Muslims, I do not think I should participate in the
meeting."At least three Muslim leaders present in the meeting talked about
how the community had accepted the Supreme court verdict and was moving on.
They talked about the extensive measures taken by mosques to include the
message of peace in their daily prayers for the last month.Maulana Ahmed Khan
Dariyabadi of the All India Ulema Council raised the issue of how statements
made around the National Register of Citizens and amendments to Citizenship Act
have spread anxieties among Muslims. He also said the society at large needs to
stop people who provoke Muslims with social media posts about the future of

India Muslim Majlis-e- Mushawrat also raised the need for a body such as the
National Integration Council, started by former PM Jawaharlal Nehru that
existed during UPA time to focus on Hindu-Muslim unity and promoting a

that such a body can be formed or revived, particularly in smaller towns so
that there is a constant dialogue between Hindus and Muslims," a

communities in the country. "Just like the Berlin Wall fell, the wall of

judgment had created a doubt in his mind and said that he was very disturbed.
He also stated that, “Most people are not going to say these things this
clearly,” reported Telegraph. “Minorities have seen for generations that there
was a masjid there. It was demolished. On top of that, a temple is being built,
according to the judgment of the Supreme Court. This has raised a doubt in my
mind…. As a student of the Constitution, it is a little difficult for me to
accept it,” said Justice Ganguly, aged 72.Ganguly also highlighted how Supreme
Court’s judgment had said that when namaz is offered at a place, the belief of
the worshipper that it is a mosque cannot be challenged.“Even if not in
1856-57, but definitely since 1949, namaz was offered there, that is in
evidence. So, when our Constitution came into being, namaz was being offered
there. A place where namaz is offered, if that place is recognised as a masjid,
then the minority community has the right to defend its freedom of religion — a
fundamental right guaranteed by the Constitution,” Ganguly said.“Then what does
a Muslim see today? That there stood a mosque, for so many years, which has
been demolished. Now the court is allowing a building to come up on that site,
on an alleged finding that the land belonged to Ram Lalla. Will the Supreme
Court decide on land ownership from centuries ago? Will the Supreme Court
forget that there was a masjid there for so long, which was there when the
Constitution arrived?,” former SC Judge said.“And with the Constitution and its
provisions, it is the Supreme Court’s responsibility to protect it.”On being
asked what he would consider a fair decision, he said, “Either of the two.
Either I would have directed the mosque to be rebuilt in that area. Or if it is
disputed, that area, then I would have said ‘No mosque, no temple in that area’
. You can build a hospital or a school, or anything like that, or a college.
Build a mosque or a temple in different areas. That cannot be given to the
Hindus. It is a claim by the Vishwa Hindu Parishad or the Bajrang Dal.They can
tear down any mosque — anything — today, then. They were receiving support from
the government; now they are receiving the support of the judiciary also. I am

the Centre to allot a 5-acre plot to the Sunni Waqf Board for building a

Delhi: Jamiat Ulama-i-Hind (JUH) general secretary Maulana Mahmood Madani on
Sunday expressed "strong disagreement" with the Supreme Court's
verdict in the Ayodhya case and claimed the ruling has shaken the faith of the
minorities in the judiciary.He also said the ruling was "unjust" and
in "utter disregard" of truth and evidence.Mahmood Madani's statement
came a day after Jamiat president Maulana Arshad Madani said the verdict was
not according to the organisation's expectations but asserted that the apex
court ruling was "supreme".Mahmood Madani, in a statement, expressed
"strong disagreement" with the SC verdict and said the five judges of
the apex court, despite admitting that the placing of idols and the destruction
of the Babri mosque were serious violations of the rule of law, gave the land
to "those who had committed such crimes"."This is clear
discrimination against the particular community which was not expected on part
of the court. The judgment has shaken the faith of the minorities in the
judiciary as they believe that they have been wronged," he said. Madani
said when the country got freedom and the Constitution came into being, there

reflects the transformation of the country into a majoritarian far-Right polity
and hence does not do justice to the tenets of the Constitution, senior Supreme
Court lawyer Kaleeswaram Raj said on Sunday.“We have grown into a majoritarian
far-Right polity which does not agree with the constitutional ideology.
Therefore, the present judgment has come as a big blow to the constitutional
principles, including the rule of law and secularism,” Raj told The
Telegraph.Raj said at the outset that the word of the highest court of the land
was final and everyone must accept it and no one should do anything to disturb
peace. But, he added, this judgment had dealt with such an important issue that
it would continue to be discussed for a long time.“The basic irony of the

BJP to organise more meets with senior Muslim
leaders
BJP brass has decided to organise meetings
with Muslim community leaders to thank them for helping maintain peace and
harmony after the Supreme Court’s Ayodhya verdict.Senior BJP leaders and
ministers have been asked to reach out to the community leaders, a senior party
member said. Likewise, UP chief minister Yogi Adityanath is also likely to meet
the Muslim community leaders.After the verdict, BJP and RSS are sending out a
message of taking everyone along. This was clear from PM Modi’s speech on
Saturday when he urged both the Ram and Rahim bhakts to strengthen the spirit
of rashtra bhakti. A similar tone was maintained by RSS chief Mohan Bhagwat,
who said that for him everyone was an Indian first. The confidence-building
exercise began in August when Jamiat Ulema-e-Hind chief Syed Arshad Madani
visited Keshav Kunj in national capital to meet RSS chief Mohan Bhagwat.The

Bara Rabiul Awwal processions, traditionally taken out on Prophet Muhammad's
birth anniversary Milad-un-Nabi, were cancelled in Ayodhya on Sunday, some local
Muslim leaders said.The decision was taken as a "precaution" and also
due to "some sadness" among Muslims in the wake of the Supreme
Court's Saturday verdict, negating Muslims' claim over the disputed Babri
Masjid land.The Ayodhya adminstration, however, maintained that processions
were taken out, though they might have been scaled down. The community leaders,
who vouched for the cancellation of processions in Ayodhya on Sunday, included
prominent Muslim cleric Mufti Shamsul Qamar Qadri, also the imam of Ayodhya's
main mosque."This year, we have taken out no procession on the occasion of
Bara Rabiul Awwal. There are two reasons behind this. The first one is to
maintain peace (in city).It was done as a precautionary measure,"Qadri, Faizabad's
Qazi-e-Shahar, told."Secondly, (it was) to express our sorrow after the SC
judgement. In all, 50-55 processions used to be taken out in the city. No

Ayodhya verdict: Protest in JNU, ABVP opposes it
with slogans

Delhi :Almost 100 students of JNU Saturday held a protest on campus against the
Supreme Court verdict. This was countered by 30 activists of the ABVP, who
shouted slogans of ‘Jai Shri Ram’ and ‘Mandir Wahin Banayenge’ at the campus.
They also lit and arranged diyas to spell Jai Shri Ram.The protest was
organised by some individual students, with major student organisations and JNU
Students’ Union distancing itself from it. However, leading activists of groups
such as Fraternity and YFDA, and Birsa Ambedkar Phule Students’ Association
were present. A few students from outside the campus, including from Jamia
Millia Islamia, were also present.As Afreen Fatima, JNUSU councillor from
Fraternity, addressed the crowd and said “it was not about the land, it was
about our faith”, the ABVP started shouting slogans, moving right next to the

the person who demolished it and tells you that you will be given an alternate

basic question is that why Advani and others who demolished Babri Masjid were
being tried if the mosque was illegal. "If Babri Masjid was legal, then how
can Advani get the land," he asked while reacting to the Supreme Court

90 Arrested and Action Taken Against Thousands of
Social Media Posts a Day After Ayodhya Verdict

Delhi: Nearly 90 people have been arrested and action taken against over 8,000
social media posts as authorities maintained a tight vigil in the temple town
and elsewhere in the country in the wake of the Ayodhya verdict, while Hindu
and Muslim religious leaders exhorted people to maintain communal harmony after
a meeting with National Security Advisor Ajit Doval on Sunday.There has been no
report of any untoward incident from anywhere in the country, officials said,
adding home minister Amit Shah has telephoned several chief ministers over the
last two days to ensure peace in run up to and after the Supreme Court
judgement in the Babri Masjid land dispute caseSince Saturday, the Uttar
Pradesh police has arrested 77 people, including 40 on Sunday, for allegedly
trying to vitiate the atmosphere through social media posts, according to a
police statement. Action has been taken against 8,275 posts including 4,563
posts on Sunday, it said, adding these had been posted on Facebook, Twitter and

AMU students express dissatisfaction over verdict
A day after the apex court pronounced its
verdict in Babri Masjid dispute, students of AMU expressed their
dissatisfaction over it, claiming that Muslim community’s viewpoint has not
been understood.In a statement released on Sunday, the students said they
welcome the verdict, but it was against their expectations and that they are
not satisfied with it.“We believe the Muslim viewpoint has not been properly
understood, and justice has not been delivered as expected,” said former
students’ union president Salman Imtiaz. He added the students failed to
understand why the court, while agreeing that Muslims were wrongly deprived of
a 450-year-old mosque, gave the verdict in favour of the other party. The
existence of the masjid from 1528 until 1857 is itself historical proof that
this was a Muslim place of worship.Former vice-president of the students’
union, Hamza Sufyan, said, “As the Constitution gives us the right to freedom

Janmabhoomi-Babri Masjid judgement, Thol Thirumavalavan, a Dalit MP from of
Tamil Nadu, broke ranks with many other mainstream politicians to express his
disappointment at the decision. MP, who was elected from Chidambaram
constituency in Tamil Nadu for the second time in May this year, wrote on his
party’s letterhead, “The faith in Supreme Court is shattered”.Liberation
Panthers party (Viduthalai Chiruthaigal Katchi) leader further wrote in support
of the review petition which All India Personal Law Board had planned to file
but then decided against it. He wrote, “The SC verdict…is terribly shocking. It
is very essential to stay calm until justice is done duly in the review
petition to be filed”. Casting doubt over the SC judgment, Thirumavalavan
observed that the verdict by the five member bench “does not reveal the name of
the judge who authored the judgment on behalf of the bench”. The statement
further read, “The omission of the name of the authored judge leads to the
doubt that even the judges did not believe in the genuineness of this

Not satisfied with Ayodhya verdict: Jamaat-e-Islami

Jamaat-e-Islami Hind has said it respects the Supreme Court verdict on the
Ayodhya dispute, but was dissatisfied over the fact that the apex court gave
the disputed plot of land to Ramlala. The organisation pointed out that SC had
clearly ruled that no temple had been demolished at the time of the
construction of Babri Masjid and Namaaz used to be regularly held there. Even
then, giving the plot away to Ramlala was not expected as it is in violation of
the law.Urging Muslims of the country to respect the law, the Jamaat stated, “A
large number of Hindu brothers have been with us at the time of Babri Masjid
debacle. “Hence,we feel it is our duty to show maturity in the steps that we

the Babri Masjid title suit, the Supreme Court seems to have weighed religious
beliefs of a section over the rule-of-law, observed Faizan Mustafa, a senior
law professor and jurist of constitutional law.Speaking to HuffPost India
shortly after the judgment was pronounced, Mustafa, who is also the Vice
Chancellor of Nalsar University of Law-Hyderabad, said, “It can be said that
the ruling in favour of Ram Lalla was passed on the basis of an inconclusive
ASI report”. The court indulged in “reparation” when it ruled to allot five
acres of land to the Muslim parties, which is almost double the size of the original

Union Minister for Chemicals and Fertilisers DV Sadananda Gowda said necessary
steps are being take to implement the Uniform Civil Code (UCC) in the
country.Sadananda Gowda, who was on his way to Mumbai from Mangalore
International Airport, said UCC is needed for the country, and that the Union
government is trying to implement it. Responding to when this would
materialise, Gowda said, “The government is in talks to reach a consensus on

operations wing at LoC, Pakistani Army's numbers are more than that of the
Indian Army's Special Forces deployed close to the Line of Control."The
analysis calls out bogey that Pakistan has been trying to create of Kashmir
being turned into a military garrison with nine lakh Indian troops,"
sources said.According to analysis, Pakistan has a deployment of close to
90,000 troops close to the LoC."The difference is not much but don't
forget that the Indian Army has to carry out counter-terrorists and
counter-infiltration attempts from Pakistan also, which leads to numbers going
up. It's not just dominating LoC,"an official said. Total deployment of

Tribunal confirms 5-year ban on LTTE

has been confirmed by a tribunal set up by the government to examine whether
the prohibitions on the terror organisation should continue.According to
sources in the Delhi High Court, the tribunal headed by Justice Sangita Dhingra
Sehgal confirmed the ban on LTTE on November 7 and the confirmation order has
been sent to the government, in a sealed cover, for notification.The tribunal
arrived at its decision after hearing all stakeholders, including MDMK leader

Industrial output contracts 4.3% in Sept, falls for
second month in a row

output contracted 4.3% in Sept.compared to the same month last year, government
data showed on Monday. This is the second consecutive month that the index has
contracted. In August, industrial output had contracted 1.1% and was the worst
performance in six years. It had grown 4.6% in July, and 4.8% in September
2018. The output of eight core sectors of the Indian industry – coal, crude
oil, natural gas, refinery products, fertiliser, steel, cement and electricity
– declined by 5.2% in Sept., data released by the Ministry of Commerce and
Industry last month showed. These eight core sectors had expanded by 4.3% in
the corresponding month last year. The ei8ght sectors have 40.27% of the weight
of all sectors that figure in monthly Index of Industrial Production data.

UN admits brutal killing of Egypt's Morsi after

months of silence over Egypt's first freely elected President Mohammed Morsi's
killing, a UN report said that Egyptian regime arbitrarily killed him,
underscoring its grave human rights violations.Although this UN report has
significance to an extent, or at least has documented this arbitrary killing,
it is strange that similar calls made by Egyptians while Morsi was alive were
neglected. Currently, thousands of people are in prisons while many others are
in custody with no state record. Morsi spent "23
hours in a day in solitary confinement with no access to necessary medical
checks despite high blood pressure, diabetes and ophthalmic problems," the
report said. This is how the Egyptian regime killed Morsi in a gradual and
painful way. Morsi died on July 17. While he was alive, several rights groups
called on Western powers to increase pressure on the Egyptian regime concerning
human rights violations, but the Western countries, including US, ignored the
calls and neglected one of the worst cases of collective punishment in recent
history. Finally, after Morsi's death, a United Nations expert said in a
statement that the Egyptian regime had arbitrarily killed him.UN Human Rights

"The prison regime in Egypt may have directly led to the death of former
President Mohammed Morsi, and may be placing the health and lives of thousands
