'I Will Not Give Instant Triple Talaq':
AIMPLB's New Clause in 'Model Nikahnama'
Hyderabad: In a major move, the All India
Muslim Personal Law Board (AIMPLB) is all set to introduce a new clause in its
Model Nikahnama or marriage contract, where the groom will have to pledge in
writing that he will not give instant divorce to his wife. AIMPLB is scheduled to engage in a detailed
discussion on Triple Talaq in a three-day long plenary starting February 9 till
Feb.11 in Hyderabad. The board is expected finalize its roadmap on the
protection of Muslim personal laws.
AIMPLB convener and general secretary, Rahimuddin Ansari said,
"Board has already said that anyone who practices instant triple talaq
will face social boycott. Further, to put an end to this practice, we propose
to add another clause in the ‘Model Nikahnama’ where the man will pledge not to
give instant triple talaq. This amendment will reduce the number of triple
talaq cases.” Asari added, “Also, the community will be more aware of the issue
and understand that instant triple talaq is against Islam and the law of the
country. The final decision on this will however be taken in the meeting.”On
February 9, executive members of AIMPLB will attend a meeting to decide on its
agenda and on Feb.10 and 11, full day sessions with over 600 Muslim scholars
from across the country will be held to deliberate on the issue. “The two main
agenda of the meetings are to discuss the Triple Talaq Bill and Babri Masjid
case, which is scheduled for hearing in the Supreme Court starting Fe.8. It’s a
very crucial meeting in view of the issues concerning the Muslim community,” Ansari
added. News18

Kasganj: UP police cracks down on 'admins' of
social media
10 days after communal violence rocked the
Kasganj town, claiming one life and leaving several others injured, the UP police turned its attention to the ''admins''
of the social media, who ''incited'' communal hatred through provocative posts.
According to the sources here, police on Tuesday nabbed one Ram Singh, who was
''admin'' of a WhatsApp group, and had posted pictures of a burning place of
worship at Kasganj during the communal violence.Singh had posted a video
containing provocative content on the social media, the police said.Police were
looking for another person, identified as Ajai Gupta, who had shared the posts
and the video with his friends and members of his group on the social
media.Gupta has been absconding, police said adding that a hunt had been
launched to nab him.Police officials said that they were scouring the social
media to find out about more such groups and if they had also posted
provocative videos and posts regarding the violence. Police on Tuesday nabbed
Salman, who was allegedly involved in firing on the day the violence had broken
out at Kasganj, sources said. So far over 125 people have been arrested in
connection with the violence. The family of Chandan Gupta, who was killed in the
Kasganj violence, on Tuesday met chief minister Yogi Adityanath and sought

Kasganj: Muslims protected temples, police
investigation so far biased, says fact-finding report
A new fact-finding report into the sectarian
violence in Kasganj has accused the local police of being biased against
members of the Muslim community during the ongoing investigation into the
sectarian clashes which ended up in the death of Chandan Gupta on January
26.“The way the police investigation is going on also reflects clear bias and
prejudice and that is acting as a deterrent for people to come forward and
lodge individual cases of assault and damage,”report, Trail of Engineered Hate
and Violence: Findings from a visit to Kasganj, released on Monday, says. The probe
further notes that first FIR (in the wake of the clashes on Jan 26 names all
Muslims—Nasiruddin, Akram, Akshat Khan and Taufiq. “But not a single Hindu was
named in the FIR, although the report mentions both communities were involved
in the clash,” it adds. The team, under the banner of United Against Hate, from
Lucknow and Delhi visited Kasganj on Feb.2. Ex-UP Police IG SR Darapuri, social activist Rakhi
Sehgal, ex JNUSU President Mohit Pandey and United Against Hate members were
part of the team among others.Besides two mosques, the report highlighted that
all 27 business establishments that were set on fire belonged to Muslims. “No
temple or Hindu property has been damaged,” it says.“In fact, Chamunda Temple,
located in a Muslim-dominated area, was protected by Muslims of the area. There
is an HP gas agency located behind the Chamunda Temple, and the Muslims
protected that too,” 9-page document adds.“Despite Muslim-owned establishments
being in the line of fire of rampaging mobs, there was no police presence in predominantly
Hindu localities. On the other hand, cops are manning Muslim neighbourhoods day
in, day out,” the report says. The finding alleges the police had filed just one
complaint for all the cases of fire and attack on Muslim shops and properties.
“They are refusing to file individual reports about each incident and trying to
club everything into one case.”The report further raises questions on police’s
claim that Chandan Gupta was shot dead by a local trader Salim, who has been
arrested in connection with Chandan’s murder.Muhammad Salim Engineer, general
secretary of Jamaat-e-Islami Hind said that it was targeted attack, not
communal riots. “I don’t call it as
communal riots. For many years there is a specific pattern of violence which is
planned and targeted,” while addressing the press, Engineer said.“This is an
attack not only on few persons, a community or area but it is an attack on the
very idea of India, its root, brotherhood and secularism,” he explained.Nadeem
Khan said that despite the police recovering nearly 50 bikes from Badoo Nagar
locality, they were refusing to identify the owners of the vehicles, which were
left behind by the group of which Chandan was a part.“The fact that 87 of the
123 arrested over the violence so far belong to the minority community speaks
in itself about the way the police are going about the investigation. Also, the
bond for bail has been set at Rs 2 lakh, which is unaffordable for a
working-class person,” Khan said.Retired IG of UP Police SR Darapuri, Adv. Asad
Hayat, journalists Amit Sengupta, Hasanul Banna, Aleemullah khan, social
activists Rakhi Sehgal, Mohit Pandey, Nadeem Khan, Khalid Saifi and Shariq

‘My husband was arrested just because he married
Hindu girl’: Rahat’s wife alleges police misbehaviour
Lucknow: Amidst Kasganj communal tension, the
marriage of a Hindu girl and a Muslim man is the subject of discussion. On
March 2017, Surbhi Chauhan (20) got married to Rahat (27); both had a love
marriage. Following Chandan Gupta’s killing on January 26, during Tiranga
yatra, the love marriage of the couple is on the target. Surbhi says that Rahat’s only mistake was
that he had married a Hindu girl and claimed that whatever happened during
tiranga yatra has nothing to do with her husband. Surbhi who was shattered on
the arrest of her husband, says, on January 26 she was watching the news with
her husband. They saw that communal clash occurred at Balram gate crossroad.
Meanwhile, Rahat got a call informing him that clashes are going on. ‘People
called Rahat, but I stopped him from going. The next day we were going to
Aligarh when police caught us, I pleaded to spare my husband, but police said,
had all the Thakurs died that you went away with a Muslim? Didn’t you find
anyone?’ Saying this Surbhi burst into tears. She said ‘police misbehaved with
my husband, I kept on pleading but to no avail. Police could not arrest the
culprit, and are arresting the innocent.’‘I want that my husband is exonerated.
He has been arrested just because he married a Hindu girl.’ On the question of
whether Surbhi’s family is being the arrest of Rahat, she says ‘my family
didn’t accept my marriage but they cannot do like this. They don’t talk to me
but they also don’t involve in our relationship.siasat

Muzaffarnagar riots: Drop cases against
Hindus, BJP MP Sanjiv Balyan, khaps tell CM
Lucknow;A delegation of Khap Chaudharis from
Muzaffarnagar and Shamli, led by BJP MP Sanjiv Balyan, Monday urged CM Yogi
Adityanath to withdraw “402 fake cases of arson lodged against Hindus” in
connection to the 2013 Muzaffarnagar riots. At a meeting here, the delegation
said there is “growing resentment among people” about reports that cases were
only being withdrawn against BJP leaders. Alleged fake cases, lodged against
the public during the riots, should also be withdrawn, the khap leaders told
the CM.The state had recently sought a report from Muzaffarnagar administration
regarding withdrawal of nine cases pending against Umesh Malik — BJP MLA from
Budhana in Muzaffarnagar. These included two Muzaffarnagar riot cases. Malik
also attended the meeting on Monday. While cases of arson were registered
against members of both Hindu and Muslim communities during riots,
Muzaffarnagar MP Sanjiv Balyan said they only sought withdrawal of 402 cases
against Hindus, who included Jats and members of the other backward
classes. After the meeting, Balyan said: “There should not be any confusion… we
did not talk about any murder cases. The concern of Khap Chaudharis from
Muzaffarnagar and Shamli was 402 fake cases of arson against Hindus, including
Jats and people from other backward classes, just to get from Govt at that
time. While compensation has been given and nothing can be done in that regard,
at least the fake cases should be withdrawn… that is why our small delegation
met CM today.”He added that the delegation also demanded withdrawal of nine
cases lodged in Muzaffarnagar and Shamli, largely against women, for allegedly
creating obstacles in arrests.“CM assured Khap Chaudharis that legal opinion
will be taken,” Balyan said.IndianExpress

ultra-rich Indians shifted overseas in 2017. In 2016, the figure stood at
6,000, while in 2015 as many as 4,000 millionaires shifted base.Globally, as
many as 10,000 super-rich Chinese changed their domicile in 2017. Other
countries that witnessed large high net worth individual (HNWIs) outflows
include Turkey (6,000), United Kingdom (4,000), France (4,000) and Russian
Federation (3,000).As per the migration trends, Indian HNWIs moved to the US,
UAE, Canada, Australia and New Zealand, while Chinese HNWIs moved to the US,
Canada and Australia. The report, however, noted that the outflows of HNWIs from
India and China are not "concerning" as these countries are producing
far more new HNWIs than they are losing."Also, once the standard of living
in these countries improves, we expect several wealthy people to move
back," it added.news18
Govt’s refusal to disclose details of the
Rafale deal shows it is a scam, says Rahul Gandhi
Congress President Rahul Gandhi on Tuesday
said Defence Minister Nirmala Sitharaman’s refusal to disclose the details of
the Rafale deal with France showed that it was a scam. Earlier in the day, she
told the Rajya Sabha that details of the deal – signed in September 2016 for
the supply of 36 Rafale aircraft – was “classified information” under an inter-Govtal
agreement between India and France. Sitharaman also denied that any private or
public sector firm was included in the deal.“The defence minister says they
will not reveal the amount paid to buy the Rafale aircraft. What does that
mean?” Gandhi asked reporters in New Delhi. “This only means there is a scam.
[Prime Minister Narendra] Modi personally went to Paris, and he changed the
deal. The whole country knows it.”In a sarcastic tweet, He said that informing
Parliament about the price of the Rafale jets was a “national security threat”.
“Brand all who ask [about the price], anti national!” he said on Twitter.

Our phones are tapped, fear is all around,
says Leader of Opposition Ghulam Nabi Azad
New Delhi; There is an atmosphere of “fear” in
the country, phones of Opposition leaders are being tapped and they have all
been “reduced to terrorists” by the BJP-led Govt at the Centre, Leader of
Opposition Ghulam Nabi Azad said in the Rajya Sabha.“You have divided political
parties by using the ED, Income Tax, NIA. You have gone after people who are
aligned with us. Businessmen are fearful of speaking to us on the phone because
our phones are being tapped and they fear being targeted for having sided with
the Opposition. When I was the chief minister of J&K , we used to do that
to terrorists. You have reduced all of us to terrorists, you have made us
international terrorists. Fear is not a good thing, especially in a democracy,”
said Azad, as he called for “freedom of speech, freedom to socialise, freedom
to do business”. indianexpress
At Muslim League veteran E Ahamed death
anniversary, Opposition leaders tear into BJP govt
New Delhi:At a function to mark first death
anniversary of Muslim League veteran E Ahamed, opposition leaders from various
parties came together and almost all of them tore into the BJP government,
stating that India’s secular character and Constitution is under grave danger
under its watch. Congress chief Rahul Gandhi refrained from making political
remarks. He said Ahamed was an “institution” who transcended the word
politician and became a guide to younger politicians.“In politics you generally
meet two types of people — those for whom politics is all about themselves,
about improving their image, about the perception about them…and then are there
are those whom everything is about other people…I think Ahamed was one of those
people,” he said.Others made scathing attacks on the government. While National
Conference leader Farooq Abdullah said the Constitution is under threat, CPM
Politburo member Mohd Salim said the basic pillars of India’s constitutional
scheme of things is under attack. “India cannot remain democratic if it does
not remain a secular state and vice versa. The basic question of choice,
freedom of choice that is being attacked…,”Salim said. indianexpress

Maldives's President declares emergency:
Nasheed urges India to intervene to end crisis
An opposition leader in the Maldives has
called on India to intervene after President Abdulla Yameen declared a 15-day
state of emergency amid a deepening political crisis in the island nation.Mohamed
Nasheed, the country's exiled former president, urged neighbouring India on
Tuesday to send "an envoy, backed by its military" to free two
Supreme Court judges and a former president who were arrested in the capital
Male after the emergency declaration."We are asking for a physical
presence," Nasheed said in his appeal. He also urged the US to impose
targeted sanctions on Yameen and his associates. In a televised address on
Tuesday, the president said he declared a state of emergency to investigate a
"coup" against him.Accusing Chief Justice Abdulla Saeed and Judge Ali
Hameed of corruption and judicial overreach, Yameen said the bench had
deliberated on removing him and his attorney general, and discussed reinstating
two police chiefs he had sacked over the weekend."I had to declare a state
of emergency because I had no way to hold a judge of the SC accountable,"
he said. "I had to suspend [their immunity] to find out how thick this
plot, this coup was."The emergency decree gave security forces sweeping
powers to make arrests and curtailed the authority of the judiciary. Shortly
after the emergency was announced on Monday, security forces stormed the
Supreme Court building and arrested Saeed and Hameed. The remaining 3 judges on
the top court bench were not detained. Yameen's estranged half-brother, former
President Maumoon Abdul Gayoom, who has sided with the opposition, was also
detained in the early hours of Tuesday.Police also took Mohamed Nazim, a former
defence minister who was under house imprisonment, into custody on Tuesday.
Nazim was sentenced to 11-years in jail on weapons smuggling charges in 2015,
and was among the nine whose release the top court had ordered last week.
Meanwhile, parliament, where the opposition have a majority, remained suspended.aljazeera

China confident Maldives will find own
solution, as Nasheed reaches out to India
China on Tuesday expressed confidence that the
escalating political crisis in Maldives will find a home-grown
solution."We believe the Maldives Govt and political parties have the
wisdom and the capability to deal with the current situation on their
own," Chinese foreign ministry spokesperson Geng Shuang said during his
regular media briefing."We hope relevant parties can properly resolve the
differences through dialogue and consultation and restore normal order as soon
as possible and maintain national and social stability," he added.China’s
emphasis on seeking a domestically driven breakthrough follows a call by the

release of political prisoners, who remain behind bars, in defiance of a ruling
by the apex court in Male.thehindu
New York court considers Cold War secrecy over
Muslim surveillance
New York's highest court will consider on
Tuesday whether the New York Police Department can use a Cold War-era legal
tactic to conceal information about whether it put Muslims under
surveillance. The Court of Appeals will hear arguments in the cases of two
Muslims who say the NYPD overstepped its reach by responding to a 2012 public
records request related to the surveillance by saying it could "neither
confirm nor deny" the records even existed. The lawsuits over that
so-called Glomar response were prompted by a series of Pulitzer Prize-winning
stories by AP that detailed how the NYPD searched for possible terrorists after
9/11, in part by infiltrating Muslim student groups and putting informants in
mosques. The cases of former Rutgers University student Samir Hashmi and
Manhattan imam Talib Abdur-Rashid were initially heard separately, with two
lower court judges issuing conflicting rulings. In Hashmi's case, a court
denied a motion to dismiss the lawsuit. In Abdur-Rashid's case, the court ruled
the Glomar doctrine was allowable in response to state Freedom of Information
Law requests. The cases have since been combined, with Manhattan attorney Omar
Mohammedi representing the two men."It would be a detriment to all New
Yorkers if the decision goes the NYPD's way," Mohammedi told AP. "We
might as well not have FOIL."AP

Boycott Israel movement BDS nominated for 2018
Nobel Peace Prize
The Boycott, Divestment and Sanctions (BDS)
movement for Palestinian rights has been nominated for the 2018 Nobel Peace
Prize. Formal nomination for the prestigious award was made last week by the
Norwegian MP and leader of the Red Party, Bjørnar Moxness. In a statement
announcing the nomination, the Parliamentary Group, which includes a number of
left-wing parties, said that the selection of BDS for a Nobel Peace Prize
reflected “the growing international solidarity with the Palestinian struggle
for justice, dignity and freedom from the Israeli occupation”.Explaining their
nomination, the Parliamentary Group said that the BDS campaign is a non-violent
movement for freedom, equality and a just peace for the Palestinian people and
was therefore being nominated for the prestigious prize.Moxness, who is leading
the campaign for BDS to be honoured in Oslo at the end of the year,
said:"Awarding this year’s Nobel Peace Prize to BDS movement would be a
powerful signal, emphasising the international community’s commitment to
support a just peace for the Palestinian people and by that – for the Israeli
people and all people in the Middle East – and the world at
large."middleeastmonitor
Israel seeks Egypt mediation for prisoner swap
with Hamas
A prisoner swap between Tel Aviv and Hamas
could not take place without Egyptian mediation, Quds Press reported a senior
Israeli official saying yesterday.Speaking to Israeli radio, Prime Minister
Benjamin Netanyahu’s advisor on prisoners of war and soldiers missing in
action, David Meidan said: “The issue of the Israeli soldiers would be resolved
when there is an active mediator. Currently, Egypt is the sole choice. When
they feel they are the choice, they will find the way to speak to Hamas.”“We
have experience about the price to be paid by Israel for a potential swap,”
pointing out that his Govt is not ready to pay the same price as it had paid in
the deal to release Gilad Shalit in 2011.He noted that pressure from the
Israeli public forced Israel to pay a high price for Shalit.middleeastmonitor

areas, a war-monitor group said.Air strikes on Eastern Ghouta, a suburb of the
Syrian capital, killed at least 23 people on Monday, the UK-based Syrian
Observatory for Human Rights reported. The Observatory said at least 70 people
were also wounded in the attacks, which the group said were carried out by
Syrian forces and their Russian allies.Of those killed, at least nine
civilians, including two children, were killed in an air raid on a market in

killed in the town of Hazzeh, AFP reported.Syrian state media also said
shelling on the Old City of Damascus, which is held by the Govt, killed one

Ghouta came amid reports that at least 18 civilians were killed and dozens more
were injured in a Syrian Govt bombardment on northern Idlib province, which is
also held by rebel groups. The International Committee of the Red Cross in Syria
reported medical facilities were targeted in Idlib and the town of Hama. "With the majority of hospitals no
longer operating in these areas, these latest attacks will deprive tens of
thousands of life-saving care," the ICRC said. Both Eastern Ghouta and
Idlib are among four so-called de-escalation zones in Syria, which were
delineated last year as part of a ceasefire proposal meant to end hostilities
