Union Budget : No 'Achhe Din' for middle
class, Income tax slabs for salaried class remain unchanged
The Union Finance Minister Arun Jaitley
presented the Union Budget for FY 2018-19 in the parliament. It was Modi
government's last full fledged budget before the Lok Sabha polls in 2019. The
budget laid a lot of emphasis on making major strcutural reforms in the
agriculture, health care and education sector. The budget did not bring about
much cheers to the salaried class as the non taxable income tax slab remained
unchanged. There was some relief for the corporate sector by way of a cut in
the corporate taxes for firms with an annual turnover of upto Rs 250 crores.The
budget projected the Indian economy to grow between 7.2 to 7.5 per cent in the
second half of the current fiscal and is on way to becoming the 5th largest
economy of the world.The Economic Survey was presented by FM Arun Jaitley on
Jan 29. The survey had projected a GDP growth of 7 to 7.5 percent for the
economy in FY 2018-19. However fiscal deficit was one of the major challenges
which be a major stumbling block for the economy in the near future.This year's
budget hogged a lot of limelight as it was the first one to come out after the
Modi government’s two major big financial reforms - Demonetisation and GST.

Finance minister Arun Jaitley Thursday
provided little relief to salaried class as benefits under the proposed Rs
40,000 standard deduction will be neutralised to a large extent by inclusion of
transport and medical allowances and 1 per cent hike in health and education
cess.Already the individual tax payer was getting benefit of Rs 19,200 under
transport allowance and Rs 15,000 under the medical allowance. Both these
components add to the tax benefit of Rs 34,200 ]per annum.So, the effective tax
gain is to the tune of Rs 5,800 per annum with the introduction of standard
deduction.According to Parizad Sirwalla, partner (tax), KPMG, the withdrawal of
annual tax free transport allowance and medical reimbursements has squared off
the benefit on account of standard deduction.“An annual incremental net
reduction of Rs 5,800 in income results into tax savings of Rs 302 and Rs
2,081,” Sirwalla said. At the same time, Sirwalla said, maximum tax rate
overall has increased to 35.88 per cent from existing 35.53 per cent taking
into account 1 per cent increase in education cess. hindustantimes

Affairs, 20% for Tribals
New Delhi: Finance Minister Arun Jaitley
presented the Union Budget 2018-19 in the Lok Sabha on Thursday. The central
government has allocated Rs 4,700 crore for the Minority Affairs, a hike of
around 12% from the allocation in the previous budget.The government has
proposed to spend around Rs 2,500 crore of that allocation on education
empowerment.For welfare schemes meant for Scheduled Castes, the government has
increased the budgetary allocation from Rs 52,719 crore in 2017-18 to Rs 56,619
in the 2018-19 budget.For Scheduled Tribes, the budget has been increased to Rs
39,135 crore in the new budget from the Rs 32,508 in the last year’s

Budget 2018: Imported cars, juices, mobiles,
gold, silver to be costlier
A large number of imported items including
mobile handsets, cars and motorcycles, fruit juices, perfumes and footwear will
become costlier as the Finance Minister Arun Jaitley on Thursday hiked customs
duties on these products in the Union Budget 2018-19.However, select items such
as imported raw cashew nuts, solar tempered glass and raw materials and
accessories of cochlear implants will become cheaper with the government today

Delhi/Jaipur: Rajasthan that seemed to have become a laboratory for communal
polarisation at the hands of the Chief Minister Vasundhara Raje and RSS has
dealt BJP a massive defeat in two Parliamentary and one Assembly by polls, the
counting for which was held today. This has been the first time in 40 years
that the ruling party in a state and centre has been defeated in the Lok Sabha
by polls. As Congress leader Sachin Pilot, told The Citizen, the results of
such bypolls always go in favour of the party in power. But this time the
voters brought in the Congress in both Alwar---the seat of cow mobs---and Ajmer
with a decisive margin. BJP had won all the 25 Lok Sabha seats in Rajasthan in
2015. Pilot said that the Congress victory was a defeat for the politics of
communalism. And a rejection for all the gau rakshak violence, as such
communalism impacted on the lives of all communities, not just the Muslims. He
said that the people had, through this vote, made it clear that they were not
enamoured of the politics of divisiveness, and wanted development and equal
opportunities. He said that the youth in particular had come out for the
Congress. Pilot said that BJP had tried to pull the Congress into the trap of
communalism, “but we kept out of this, we stayed away and kept focusing on the
economy instead. We reached out to the people of all castes and communities,
without falling into the trap of polarisation, and that worked.” Happy with the
success, Pilot is now looking forward to re-capturing Rajasthan from the
virulent BJP rule in the Assembly polls due later this year. Alwar had become
the citadel of right wing communalism, with cow mobs being given protection by
the police. The Citizen reported, at leasd 12 gau raksha police stations had
come up in Alwar district alone, where our reporter was told by the local
administration that the force assigned to these was in place to protect cows,
and ensure that the related laws were implemented and executed. However, the
vote for Congress clearly shows that the voters have rejected the politics of
hate with the epicentre of communal cow mob action moving decisively out of teh
BJP grip. In Bengal, significantly, Trinamool Congress has won the Noapara and
Uluberia Lok Sabha seats. Although its nearest rival in both these
constituencies is the BJP, and not the CPI(M) and the Congress that slumped to
third and fourth positions. Although it is early yet to analyse the results,
there is more than a hint of communal polarisation here, in Uluberia
particularly that has elected Muslim legislators for the past four decades.
This accounts thus, for the growth of BJP as well as the fact that all the
other parties fielded Muslim candidates from this seat. However, Trinamool
Congress margin is over double the votes secured by the BJP in both Ulueberia
and Noapara. The results of the latter have been announced with TMC candidate
Sunil Singh winning by over 63,000 votes. The results read: TMC wins- 111729,

Supreme Court rift: CJI introduces new
subject-wise roster system, will hear PILs himself
CJI Dipak Misra on Thursday introduced a
subject-wise roster system to hear cases in the Supreme Court from Feb. 5. The
roster shows what type of cases will be listed before benches headed by the
twelve most senior judges of the top court. However, the bench headed by the
chief justice will hear all PILs and letter petitions. Misra will also hear
cases related to elections, social justice, criminal matters, appointment of
constitutional functionaries, commissions of enquiry and contempt of court
matters, Bar and Bench reported. The roster will apply to new cases, not
existing ones.Justice J Chelameswar, who ranks second in the court after Misra,
will hear cases pertaining to labour, indirect taxes, criminal matters, and
consumer protection, NDTV reported. Misra’s move comes after 4 SC judges – J
Chelameswar, Ranjan Gogoi, Madan B Lokur and Kurian Joseph – held a press
conference on January 12 and said that the chief justice had not addressed
their concerns. One of the major issues the judges raised was that the chief
justice had assigned important cases to benches arbitrarily.In a letter to the

but that this was “not a recognition of any superior authority, legal or

New Delhi:Two days before the Supreme Court is
to hear petitions demanding an independent probe into the death of Special CBI
Judge Brijmohan Loya in December 2014, the Congress today said it was
discussing with other parties a proposal by the CPI(M) to bring an impeachment
motion against Chief Justice of India Dipak Misra as it raised fresh
allegations regarding the judge’s death and attempted to link two more deaths
to the case.“As far as impeachment is concerned, the matter is serious. Leaders
of the Left parties have spoken to us. We are also talking to others. Such
decisions cannot be taken in a hurry,” said senior Congress leader Kapil Sibal.
Most legal experts in the Congress, however, are of the view that the party
should exercise caution and not rush to back a motion seeking impeachment of
the CJI.
Former Navy chief Ramdas files plea in Supreme
Court for independent probe into judge Loya’s death

Ramdas has filed a plea in the Supreme Court seeking an independent inquiry by
a panel of retired apex court judges and former police officers into the
alleged mysterious death of special CBI judge B H Loya. Loya, who was hearing sensitive
Sohrabuddin Sheikh fake encounter case, had died of cardiac arrest in Nagpur on
December 1, 2014, when he had gone to attend the wedding of a colleague’s
daughter. Some members of Loya’s family had alleged foul play in his death.BJP
chief Amit Shah was one of the accused in the Sheikh encounter case in which he
was later discharged. The application, filed by Ramdas, has also sought a
direction to the Centre to cooperate with the inquiry committee and provide the
necessary documents. He has sought an independent probe, saying the statements
made by Loya’s family members “have led to allegations of foul play coming to
the surface” regarding the events that had transpired on the night he died. “It
is therefore just and necessary that an independent probe be directed to be
made,” the plea said.It further said that “the silence of individuals who were
present during the final hours of Loya’s life coupled with institutional
inaction to probe the circumstances of his death when it occurred in 2014
threatens these cherished ideals of independence of judiciary and the rule of
law.” The plea said “a judicial probe” was needed in the case in order to
uphold the image of judiciary and deliver justice to Loya’s family.PTI
Pehlu Khan lynching case: Alwar police charge
all victims with cow smuggling
Jaipur: A second chargesheet following the
death of Haryana dairy farmer Pehlu Khan names two of his companions as accused
and concludes that all three had indulged in ‘cow smuggling’ under state laws.
The chargesheet was filed by Alwar police in the court of the Behror additional
chief judicial magistrate on January 24. Following Khan’s lynching on April 1,
police had registered two cases — one against Khan’s assailants for murder and
another against Khan and his companions for ‘indulging in cow smuggling’.The
police had charged nine men with the murder of Khan after identifying them from
video footage of the lynching. The case is being tried in the court, but
another investigation in September last year had cleared six others who Khan
named in the FIR as his assailants.The police had cited mobile location details
of the six men along with statements of policemen and testimonies of the staff
of a local cow shelter in Behror to determine that none of the six were present

Fear prevails in country over misuse of probe

finance minister Yashwant Sinha on Wednesday said an atmosphere of fear
prevails in the country due to misuse of probe agencies. Without naming the
central government, Sinha, who has since formed a Rashtra Manch, told media the
official agencies are being used against people having a different mindset.He
said that being a citizen of India is more important than being a member of the

While the police in Kasganj have arrested
Saleem Javed, the prime accused in the murder of Chandan Gupta during a
controversial ‘Tiranga Yatra’ that resulted in communal violence, voices on the
ground – including many from the Hindu community, sequence of the events, post
mortem report and the geography of the spot puncture the police theory and
highlight gaping holes in the manner in which investigation is being carried
out. Local residents allege that innocents are being framed for the murder.
Though Gupta’s father, in his FIR has accused 45-year-old Javed of murdering
his son, the police in over enthusiasm has booked him for sedition as well – a fact
that has led many in the minority community allege unnecessary “targeting and
harassment”.The investigators claimed that they have recovered a 12-bore double
barrel licensed shotgun and a .315 calibre country made pistol from Saleem’s
house during a search. The country made pistol, say experts, fires pellets not
bullets. A person can be killed using this firearm if the target is within a
radius of less than 20 metres. The shotgun has a range of up to 40 metres.
However, Chandan – according to eyewitness and his father – was killed near
Gappu Chowk at Tehsil Road that is at least 60 metre away from house of the
accused.The post mortem report suggests that the bullet was apparently fired
from a height (such as rooftop) as it pierced the left arm and went down
diagonally penetrating into the rib cage and liver. The young man, according to
an investigator, was shot with a .315 calibre weapon. A pertinent question
arises here: how did the firearm kill Chandan who was so much beyond firing
range?FIR filed by Chandan’s father Sushil Gupta at Kasganj Kotwali says a
different story. He said his son was stopped by the Saleem and others and
killed. “More than 20 people, including Saleem, stopped the youths taking part
in the Tiranga Yatra, snatched their flag and threw it on the ground. They
(Saleem and others) asked the boys to shout ‘Pakistan Zindabad’ (Long live
Pakistan). When my son protested, they pelted stones. Saleem aimed and fired at
Chandan, who suffered injuries and was later declared dead in the hospital,”
said the FIR, a copy of which is available with Newsclick.The father’s
allegation contradicts the post mortem report and the police version. Contrary
to what he said in the FIR, Sushil told Newsclick on Tuesday at his residence
at Shivalay Gali located in the middle of the city’s main market, “When the
incident happened, I was not at the spot. When I was informed about Chandan’s
injury, I reached the hospital and found my son dead. The participants of the
Tiranga Yatra told me that Saleem and his two brothers – Wasim Javed and Naseem
Javed – along with 20 others opened fire at the rally and killed my son.”He
also said that his son was fired at from a rooftop, contrary to what he has
said in FIR. Newsclick on Wednesday reported that the youths participated in
the ‘Tiranga Yatra’ were carrying guns along with sticks and clubs. CCTV
Footage accessed by this website, shows several gun shots rounds being fired at
Tehsil Road near Saleem’s house. The police claimed that one of the bullets hit
Chandan during that shooting.Asked about the loopholes, a senior police officer
said Saleem has been arrested “on the basis of Sushil’s FIR”. In addition to
Saleem, his two younger brothers and 15 others have been named as accused. “The
three brothers have no criminal record,” he added. The three brothers (Saleem,
Waseem and Naseem) have good reputation in the society. They have a big garment
shop in front of the Kotwali police station for the past 40 years and are
counted among the rich in Kasganj city.“The three brothers are gentlemen and
are respected in the society. It is surprising for me that they fired bullets
as alleged. I don’t know if it is true or someone is settling scores. It must
be probed whether they fired a shot at all or did it in self defence,” said
Suresh Chandar Varshney, president of the Kasganj Vyapar Mandal Sangh.
Importantly, Saleem’s younger brother Wasim, who is also the district executive
secretary of UP Industrial Representative Committee, has been on a ‘chilla’ and
out of town even 10 days before the incident took place.

has declined to order probe by NIA into Kasganj riots.Passing the order, a
bench of Justice Vikram Nath and Justice Abdul Moin also refused to issue
direction to the state government on raising the competition to the family of
the youth killed in Kasganj from Rs 20 lakh to Rs 50 lakh and granting him the
status of a martyr.The order came on a PIL filed by BJP corporator Dileep Kumar
Srivastava and others.Opposing PIL, the government counsel said the state
government had already given compensation to the family of the deceased. He
added that the police were investigating the Kasganj riots and hence there was

minority community showed patience and foiled their attempt. Miscreants hoisted
saffron flags at 6 places of worship and shouted provocative slogans. A
complaint was lodged with Delhi police but no FIR was filed nor was an arrest
made.The rioters shouted slogans against the minority community. They were so
emboldened that they entered into the masjid at the time of Friday prayer and
hoisted the saffron flag on the roof of masjid in front of hundreds of
devotees.However, Muslims maintained peace and foiled their nefarious plan of
sparking communal violence. The masajid in which saffron flags were hoisted are

lathicharged by the police after they marched to the local deputy

In an extremely controversial step, the Mumbai
Police arrested 6 Bengali people from West Bengal’s East Burdwan district for
being ‘illegal’ Bangladeshis working and living in Mumbai.The six people, some
of whom have been working for two decades in Mumbai, were arrested by the
Criminal Investigation Department of Crawford Market, Mumbai, for the suspicion
of illegal Bangladeshi immigrants. However, the Police refused to check their
Indian identity cards despite their repeated pleas of showing them to the
police. Among the arrested persons, one was a student and 2 other minors. What
is even more shocking is that the two minors are kept in two separate Juvenile
Homes and their mother in another jail. On January 25, the C.I.D picked up
Suman Mollah, a student of the Byculla Municipal Secondary School, his paternal
cousin, Asgar Ali Mollah, Asgar’s brother Nurul Haque Mollah, Nurul’s wife,
Rina Bibi and her 11 years son and 8 years daughter from their Darukhana
residence under Sewri Police station. CID refused to check their Voter Cards
and Adhaar cards when they tried to approach to show it and asked them to
produce it in their office. They faced the same fate of in the Crime branch
office when they tried to prove that they were Indians, and instead were
directed to produce them in Court. They are now in four different jails and
Children Home. The male adults are in Akhtar Road Jail, the woman is at the
Carter Road jail and the 2 minors at Chembur Children’s Home in Mankhurd and

2 Kashmiris ousted from Jamia hostel for
complaining about food served in hostel mess
New Delhi: Two Kashmiri students from Jamia
Millia Islamia have alleged that Jamia authorities have canceled their hostel
allotment after they complained about the food served in the hostel mess.The
two students were served with a notice of cancellation on January 24, 2017,
after they had submitted their reply to the show-cause notice issued by the
Jamia authorities. The show-cause notices were issued in the month of December
to three students out of which one was let off with a warning.According to one
of the Kashmiri student who has been expelled from the hostel, on November 26,
2017, an application addressed to Vice Chancellor signed by more than 50
students was submitted after students were fed up with deteriorating quality of
food served.“They used to serve us uncooked food. Sometimes, the food had
traces of blood in it..so we decided to write a letter to Vice Chancellor. On
November 27, 2017, the provost office called only three Kashmiris despite the
fact there were 50 signatures on it. A week before we had complained to the
warden as well, but no action was initiated,” said Samir Hussain, an MA

indefinitely following an agitation by a section of students complaining that
they were served beef cutlets as a vegetarian dish, a university official
confirmed.The controversy broke on January 25 when a student hailing from Bihar
was reportedly served a beef cutlet in the name of a vegetarian dish as part of
refreshments after a seminar on digital banking was held in the engineering
campus. The seminar was inaugurated by Principal N Sunilkumar but he left after
it began. A group of north Indian students alleged that they were tricked into
eating beef and that their ‘religious sentiments’ have been hurt.The management
has clarified that the seminar was organised by a private bank and therefore it
had no hand in deciding the menu of the refreshments, the university official
said. However, the north Indian students, reportedly aided by ABVP, are firm on

custody by French police following accusations of rape, a judicial source said
on Wednesday. The source said a preliminary investigation was opened after two
complaints were filed against Ramadan, a well-known figure in the Middle East.
He is the grandson of the founder of the Muslim Brotherhood movement in Egypt,
Hassan al-Banna. The group has become one of the most influential transnational
Muslim movements in the world. Ramadan has taught contemporary Islamic studies
at Oxford University and is the author of a dozen books in English on modern
Islam and the Western world. A familiar figure at conferences and in the news

its terror blacklist and slapped sanctions on him- a move sure to raise
tensions, after Washington recognized Jerusalem as Israel's capital.55-year-old
Haniya, who was named head of Hamas in May 2017, represents the movement's more
pragmatic wing."Haniya has close links with Hamas' military wing and has
been a proponent of armed struggle, including against civilians," the
State Department said in a statement.Haniya is now on the US Treasury sanctions
blacklist, which freezes any US-based assets he may have and bans any US person
or company from doing business with him. Hamas- which has controlled the Gaza
Strip for more than a decade- had already been on the US terror blacklist since

evidence, but “we are seeing signs and it is building up to that.”Her briefing
described her recent visit to refugee camps in Bangladesh and other areas in
