New Delhi: Members of a
Dalit family were allegedly attacked by Bajrang Dal activists in
Chikkamagaluru, Karnataka on July 17 following rumours that they had eaten
beef. According to a report in NDTV, Karnataka Communal Harmony Forum filed an
FIR which stated that around 40-50 people attacked the family, seriously
injuring three.A total of 7 people have been arrested by the police and they
have been charged under scheduled Castes and the Scheduled Tribes (Prevention
of Atrocities) Amendment Act. The incident has surfaced at a time when the Dalit
community has come out on streets and is protesting against the atrocities they
have to face. Protests were triggered after a video of four Dalit youth being
mercilessly beaten by ‘Gau Rakshaks’ in Gujarat’s Una went viral on the
Internet. On the other hand, members of the community in UP protested against
derogatory comment made by BJP leader against BSP supremo Mayawati. Parliament,
too, debated the atrocities against Dalits calling upon the govt to take strict action in such cases.Akhlaq of

A couple of days after July
11, Dosubhai Sarvaiya, a 23-year-old Dalit from Mota Samadhiyala village of Una
taluka in Gujarat’s Gir Somnath district, decided he wouldn’t do what he had
grown up doing, what his father did before him and what his grandfather did
before that: lifting dead cows that belonged to the upper castes. “If we are
treated this way for cleaning their filth, we won’t do it at all. Let them do
it themselves and then they will know our worth,” says Dosubhai, who lives with
his two younger brothers and their 60-year-old mother Amriben.That was a big
decision for Dosubhai, who earned Rs 300 for every cow he skinned. But on July
11, when his relative Balu Sarvaiya and six others were flogged by a group of
‘gaurakshaks’ for skinning a dead cow, Dosubhai says he decided he wouldn’t
take things lying down. News of the July 11 attack spread fast and soon, egged
on by videos that were shared on social media, Dalits across the state took to
the streets, with violence being reported from Rajkot city, Rajkot district,
Surendranagar, Amreli, Junagadh and Ahmedabad. Protesters dumped a truckload of
cow carcasses outside the collector’s office in Surendranagar district and
elsewhere, Dalits attempted to immolate themselves. For a community that has
rarely seen such consolidation, the protests brought out people in huge numbers

continue in the PM’s home state of Gujarat over the flogging of Dalit youth by
upper-caste Hindu vigilantes, an IndiaSpend analysis reveals a conviction rate
6 times lower than the Indian average — over 10 years — for crimes against
scheduled castes (SCs) and scheduled tribes (STs).In 2014 (latest available
data), 3.4 % of crimes against SCs in Gujarat ended in convictions, against a
national rate of 28.8% — one conviction for every eight across the country.
Against STs, that conviction rate was 1.8%, against the national average of
37.9% — one conviction for every 21 cases. Dalit unrest began on July 11, 2016,
when four Dalit youth were tied to a car and gau rakshaks, or cow protectors,
took turns to flog them as a crowd watched. The crime: Skinning a dead cow.
Later, the upper-caste vigilantes posted a video of the flogging on social
media as a warning of sorts to others — Dalits and Muslims. Video of another

Meerut: VHP has demanded
that the family of Akhlaq, who was lynched by a mob last year for allegedly
storing beef, be given the death penalty. Senior VHP leader Jugal Kishor, who
held a meeting on Monday in Bishahra, Akhlaq’s village, made the demand days
after the UP police registered an FIR against Akhlaq’s family under the UP
Prevention of Cow Slaughter Act. Residents of Bishahra stayed away from VHP
meeting, with the village head even condemning the “attempts to communally
polarise the village.” Kishor and other VHP functionaries held the meeting at
the temple where Vishal Rana, the son of local BJP leader Sanjay Rana and one
of the accused in lynching case, had gone and allegedly forced its priest to
announce that Akhlaq and his family had stored beef.But the new village head,

Eid, which led to protests and threats. The panchayat also ordered Green Dales

to salwar kameez, and banned it from hiking fees for two years.Residents of
Hindu-majority Tauru town in Mewat district, near Gurgaon, accused the school
management of “propagating Islam” and forcing its students, mostly Hindus, to
follow Islamic rituals during the event on July 6. A mob armed with sticks and
bricks was at the school’s gates the day after the assembly.The panchayat order
has forced the lone Muslim teacher to quit her job and move to Delhi, said
school manager Hema Sharma.The police and the local MLA, however, said the
panchayat’s diktat held no meaning as Tauru is governed by a municipal
committee. “No panchayat is recognised by the govt . The local body does not
support any activity by the group,” said tehsildar Poonam Babbar. The police

Phagwara: Tension in
Phagwara, simmering since Wednesday after local Shiv Sena activists targeted
some shops of Kashmiris, led to a clash on Friday between Sena activists on one
side and Muslims, Sikhs, and Dalits on the other. Police have registered a case
against 8 Shiv Sena leaders and 40-50 unidentified persons. Clash took place
after Sena leaders pelted stones on a mosque, abused Muslims, and attacked
their shops. It is learnt that the situation turned from bad to worse, even as
there were intelligence inputs apprehending a clash. Cops had managed to avert
a clash once, but Sena activists again came near the mosque, challenging
Muslims and pelting stones, after which the latter retaliated. Muslims had
earlier announced that they would take a procession to the SDM’s office on
Friday to submit a memorandum. However, Phagwara SP Ajinder Singh urged them
not to take out any procession. In the meantime, Sena activists came near the
mosque and burnt a Pakistani flag. After this, weekly prayers were held inside
the mosque, and Sena activists took out a procession in the town. After this
march, they again came near the mosque, despite police officials pleading with
them not to proceed to the mosque.In the meantime, local Sikh and Dalit activists
came out to support Muslims, and chased away Sena activists who entered a
temple and a neighbouring building, from where they started pelting brickbats
from rooftops, which also hit the cops. Muslim, Sikh, and Dalit activists also
retaliated with brickbats, during which the glass shield of an idol on the
temple gate was damaged. Police had a tough time controlling the situa tion,
and resorted to canecharge to control the situation.On the complaint of a

Mumbai: Rizwan Khan, who was
arrested from Kalyan on Saturday, and Arshid Qureshi, held from Navi Mumbai
earlier in the week, had reportedly facilitated the conversion of around 800
people across the country, including many in Mumbai, ATS officials said. Both
are connected to Zakir Naik's IRF, officials said. Several documents and
marriage certificates had been seized from Khan, which indicate that he and
Qureshi had converted over 800 Christians and Hindus to Islam, officials
said.Sources told TOI that during interrogation, Rizwan said he ran a marriage
bureau and was not involved in any forced conversion. Officials in the security
establishment stated that the arrested accused, along with two other
organizations apart from the IRF, were working to carry out conversions on a
very large scale. They said IRF was an umbrella organization."It's a very
critical issue and needs to be addressed on a priority basis," said an
officer monitoring the situation. They stated that the organizations involved
in conversion mainly target college students and jail inmates after providing
them legal and financial help.One of these organizations rubbished the
conversion allegations, an official said. Its representative admitted that Khan
used to visit their office, but was not associated with their organization in

Rizwan Khan was arrested by a joint operation team of ATS.Khan, who is a social
worker in AL-Birr Foundation, an NGO based in Mazgaon area of Mumbai, has come
under scrutiny on allegations of conversions.According to ATS, Khan has
converted more than 800 youths to Islam.The investigation by the agency is
currently going to check if the conversions were forceful.An official from

looking into the speeches of Dr. Zakir Naik,
has said that they have found most of them to be “pro-terror”. They have,
however, said that they would let the state Law and Judiciary department take
the final call and decide what legal action, if any, should be taken against
the controversial preacher. Senior officials in the Maharashtra police have said
that the special branch of the Mumbai Police probing Dr. Naik’s speeches have
found most of them capable of “influencing” impressionable minds and being
‘pro-terror’. The team is, however, yet to arrive at a conclusion on whether
that proof was enough to prosecute him.The officials said that the police would
limit themselves to sharing their findings with the State and let Law and
Judiciary Department decide whether or not any action can be taken against Dr
Naik.“Over a dozen videos of Dr. Naik have been studied by the team and most of
them are found to be objectionable in nature and capable of influencing
vulnerable minds. However, to stand scrutiny of courts, we have to give proof
beyond reasonable doubt that his speeches provoked recruits to join an outfit
or carry out an attack. So far, we have found that his speeches were one of the
many materials available on the internet which are shown or shared with terror
recruits across various banned outfits,” the official said.He added that the
UAPA had provisions under which Naik could be booked. However, officers were

as part of Kerala Police’s probe into a complaint that the duo radicalised

Qureshi and Rizwan Khan, arrested by Kerala Police in assistance with
Maharashtra Police in two separate operations last week, were brought to Kochi
by air and later taken to a destination under tight security for questioning,

Zakir Naik’s IRF, was arrested on July 21, Khan was picked up from his

Court pulls up govt for
pellet guns, curfew in Kashmir
Srinagar : The J&K High Court on Saturday pulled up the state
govt for the use of pellet guns on
protesters and asked it to relax, at least from “some peaceful areas”, the over
fortnight-long curfew in the restive valley.The court direction comes a day
after Home Minister Rajnath Singh told parliament in Delhi that the govt was planning to set up a panel to look for an
alternative to the pellet guns that have been used in a new surge of violence
in Kashmir.“Home Minister has said in the Lok Sabha that an expert committee
will be framed to find substitutes to pellet guns. This statement should be
sufficient for the (state) govt to
discontinue the use of pellet guns,” the high court said here while hearing a
PIL.More than 350 people in Kashmir have suffered pellet injuries and many of
them have been wounded in their eyes amid fears that they may be partially or

building in the heart of Srinagar’s old city has for years hosted migrant
labourers, mostly from UP and Bihar.In
the past few days, however, the 40-room inn has gone almost empty, as the
labourers have moved out until the conditions improve. But it was not the
curfew or the violence that drove them out, but the communication breakdown. Labourers
say families watching cable TV back home are worried. “Labourers have no work
as the city is curfew bound, most people are leaving as they cannot even
contact their families back home,” Parvesh Kumar, a painter from Bihar,
said.“For days, our families had no idea where we are and how we are, it was
only after the person in whose house we are working made a call from his BSNL
phone did we speak to our families,” Kumar added.Ahmad Alam, from Baroli
Parkhand in Bihar, said his wife was trying to reach him as his 2-year-old son
was ill. “She must have called 10 times but could not get through,” he said.
“We had taken a contract nearby, so stayed back.”Of the 400 residents of

acceded to India, Omar said, "absolutely. For want of better set of words,

bargain. J&K acceded to India on the
basis of certain conditions which is that the Union of India will be
responsible for currency, communication, defence and foreign affairs everything
else will be the domain of the state. On the basis of those conditions
J&K would remain a part of India.

gradually whittled that away to the point that autonomy is a a fig leaf to what

by CRPF is second only to tear smoke shells which have been fired over 4,500
times. CRPF has 10 mandated non-lethal weapons for use in different

housewife from the minority Muslim community was allegedly shot dead by BSF
trooper in Sonamura's Bangladesh border of Tripura on Friday.The incident

bordering Tarapukur area under Dhanpur border outpost (BOP) of Sepahijal
district which is guarded by 145 battalion of BSF.Locals alleged that a BSF trooper
tried to rape the victim identified as Maya Begum in absence of all male
members of the house while she was bathing, but when she resisted and tried to
raise an alarm, the trooper fired upon her and killed her on the spot.Tarak
Ali, a local resident said, "When she had come for bath, he (BSF trooper)
tried to pull her and bring to the temporary campsite, but as she resisted, the
trooper fired upon her. He wanted to rape her. The victim's name is Maya
Begum."Ali added that often the BSF in the name of search and other
activities, target innocents living on the borders and continue with their

Pakistanis. Had it been a man, then we could have understood that maybe he is

against the MLA. The judge perused through the pages of the evidence placed

Chinese journalists working for official Xinhua News Agency to leave the
country this month, refusing to extend their visas. 3 journalists have been
ordered to leave the country by July 31. An Indian official on Sunday declined
to disclose reasons for refusal to renew the visas, but said Xinhua could send
their replacements. Official said they had received several visa extensions and
one of them has been in the country for the past 7 years. The official spoke on
condition of anonymity as he was not authorized to talk to reporters. 3
journalists had travelled to Bangalore recently and met exiled Tibetan
activists, which became an issue with the govt. Though the Tibetan govt in exile is headquartered in the northern
town of Dharmsala, thousands of Tibetans live in Karnataka. Xinhua and China’s

The head of a rare Saudi
delegation to Israel and the occupied West Bank met a senior Israeli govt
official during his trip, Israel's foreign ministry said on Sunday. Foreign
Ministry spokesman Emmanuel Nahshon said the meeting between retired Saudi general
Anwar Eshki and ministry Director General Dore Gold took place at the
prestigious King David hotel in west Jerusalem but did not give further
