:Even as Jharkhand Mukti Morcha(JMM)-Congress-RJD alliance is racing ahead in
Jharkhand, BJP leader and Chief Minister Raghubar Das refused to concede
defeat. “Let me clearly state that we’re not only winning but we’ll also form
govt under the leadership of BJP in the state,” he told news agency ANI. The
Congress-JMM-RJD alliance has managed to take a lead in 39 seats in Jharkhand,
while the BJP is ahead in 29 seats. The magic number to form the assembly is
41.While Chief Minister Raghubar Das is leading from Jamshedpur East, the gathbandhan’s
CM candidate Hemant Soren is trailing from Dumka. Coming on the back of
below-par performances in Haryana and the failure to stay in government in
Maharashtra, the results of the Jharkhand Assembly elections will be crucial
for the ruling BJP. Raghubar Das, the first Jharkhand CM to complete five years
in office, faces anti-incumbency, rural distress, resentment over lack of jobs

Tejashwi Yadav on Monday claimed that there will be a clean sweep for
opposition grand alliance and Jharkhand Mukti Morcha’s Hemant Soren will become
the chief minister of the state.“There is going to be a clean sweep for
Mahagathbandhan (grand alliance) in this election. We have fought elections
under the leadership of Hemant Soren. He is going to be the chief minister,”

OIC voices concern over Ayodhya verdict and
CAA; says closely watching developments affecting Muslims in India

Organisation of Islamic Cooperation (OIC) on Sunday said it was
"closely" following the recent developments "affecting"
Muslims in India as it voiced concern over the Citizenship Amendment Act and
the verdict in the Ayodhya case.The OIC is a 57-member grouping of Muslim
majority nations, including Pakistan. The body has usually been supportive of
Pakistan and often sided with Islamabad in its disputes with India."The
General Secretariat of the Organisation of Islamic Cooperation has been closely
following recent developments affecting Muslim minority in India,” the OIC said
in a brief statement.The body "expresses its concern over the recent
developments pertaining to both the issue of citizenship rights and the Babri
Masjid case," the statement said. The Citizenship Amendment Bill was
passed by the Parliament and signed into law by the President this month.The
OIC urged the Indian government to ensure the safety of the Muslim minority and
the protection of their religious sites.It "reaffirms the crucial
importance of upholding the principles and obligations enshrined in the Charter
of the United Nations and relevant international covenants that guarantee the
rights of minorities without any discrimination," the statement said.It
also cautioned that "any action, contrary to these principles and
obligations, may lead to further tensions and may have serious implications on

Palpable fear, anxiety and despair enveloped the Bijnor district in western
Uttar Pradesh Sunday, two days after two men in their early twenties were
killed and 131 arrested by the police in violence that erupted after Friday
prayers against the Citizenship (Amendment) Act.Anas, 21, and Mohammed
Suleiman, 20, were allegedly shot at by the police in Nehtaur, the epicentre of
the violence. Bijnor’s superintendent of police Sanjeev Tyagi told ThePrint
that of the 131 persons arrested in the district, 70 are from Nehtaur.The
family of Suleiman, one of the two men killed, called policemen
“terrorists”.“They aren’t police officers. They are terrorists. They are

CAA protests: UP govt claims role
of SIMI, PFI in violence

Blaming “outsiders” for the violence during protests against the amended
Citizenship Act, the UP government on Sunday said six people from West Bengal
associated with PFI and SIMI have been arrested, even as authorities “detained”
a Trinamool Congress delegation at Lucknow airport when it was heading to meet
the families of those killed in the clashes.Congress general secretary Priyanka
Gandhi Vadra visited Bijnor district where she met families of two persons
killed in the violence. UP Congress president Ajay Kumar Lallu said she also
interacted with people in Nahtaur area.At a hurriedly convened press conference
here, deputy chief minister Dinesh Sharma alleged “outsiders’ role” in the incidents
of violence reported from various districts of the state during demonstrations
against the Citizenship (Amendment) Acts and that protesters had used illegal
firearms.He said that six people hailing from West Bengal’s Malda district,
associated with PFI, had been arrested by the state police. Sharma’s statement
came on a day a 4-member Trinamul Congress (TMC) delegation from West Bengal,
which was planning to meet the families of those killed in Uttar Pradesh during
protests over the new citizenship law, was “detained” at Lucknow airport on
Sunday afternoon.One of the delegates Nadimul Haque, an MP, said he and other
party members were staging a sit-in near a hangar at the CCS airport. “We have
been detained at Lucknow airport. As soon as we got down from the aircraft, we
were surrounded by police and were taken by the police to a secluded spot on
the runway. We are staging a dharna near a hangar,” Haque told PTI over

just stood and watched’

Sambhal: On Saturday morning, Faiz Khan (24) was shot in the neck in Rampur.
The evening before, Mohammed Sheroz (23) was shot in the lower abdomen in the
neighbouring district of Sambhal. Both of them succumbed to their injuries
within hours. Their families say both worked as drivers, and were on their way
to work when they were killed in firing during protests in UP against the new
citizenship law. And more than 24 hours later, no one knows who killed them.But
what their families are really struggling to come to terms with is this: the
apathy and negligence that shunted them from one hospital to another, and the
pleading with police for hours to hand over the bodies. “Police just stood and
watched,” says Sheroz’s brother, Mohammad Adil.On Friday evening, according to
Adil, Sheroz left for Kashipur in Uttarakhand along with his employer. “Around
4 pm, we received a call that my brother had been shot and taken to Sewa
Hospital from Shankar chauraha (epicentre of the protests in Sambhal). When we
reached the hospital, they had no oxygen cylinders available, and referred us
to a private multispecialty hospital. Sheroz was bleeding heavily, and we tied
a shawl around his abdomen. The police saw us rushing him in the ambulance. But
they did not accompany us or ask the hospital to help. They just stood and
watched,” Adil says.At the private hospital, says Adil, the gates were shut due
to the lockdown, and it took the ambulance siren for the staff to allow them
inside from another gate. But the situation inside was similar — no oxygen
cylinders.After more than a 24-hour delay, the family says, the body was handed
over around 11.30 pm Saturday. “But we haven’t received the post-mortem report
or FIR. The police say they have videos of the stone-pelting and firing. But no

Road. As per an FIR lodged by the
coordinator of Vyasanagar unit of Bajrang Dal Sushil Kumar Mallick with Jajpur
Road police, Bitu Biswas, son of Aviram Biswas, has two identities, one as a
resident of the town and another in West Bengal. Bitu has been staying in
Jajpur Road and has a travel business. He had married a Hindu woman before

35 Detention Centres Ready In
Karnataka, BJP Govt Tells High Court
The State
government on Thursday informed the High Court of Karnataka that it has
identified 35 spaces for temporary Foreigners Detention Centres (FDC) in all
districts for lodging alleged undocumented immigrants after they are either
released on bail or on completion of imprisonment.The government’s response
came after the court asked the state government to spell out its plan for
detaining alleged undocumented immigrants in the state. The court has given the
government time till November 26 to file an affidavit with details of detention
centres in the state and plans to detain immigrants who do not have the
required paperwork.The government also told the court that 612 cases had been
registered against 866 foreigners for overstaying their visa period, and for
violation of various laws, including provisions of IPC. According to the
government, these foreigners will be shifted to detention centres in the

direction late Sunday night on PILs opposing the rally after the Tamil Nadu
government counsel informed that police have denied permission for the protest
as there was no firm commitment from the organisers on taking responsibility in

Council’s description of anti-CAA protesters draws flak

Condemning the acts of violence that have taken place in the wake of protests
against the Citizenship Amendment Act (CAA), the Bar Council of India (BCI) has
passed a resolution appealing to the people to maintain peace and harmony.The
resolution, passed Sunday, asked lawyers and leaders of the BCI to help dispel
confusion regarding the CAA and defuse “disturbances and violence in the
country”.It has, however, drawn criticism too as it called a section of the
protesters “illiterate ignorant mass” who need to be convinced that “the matter
with regard to CAA is under consideration of the Supreme Court”.The resolution
signed by BCI chairman Manan Kumar Mishra said the “illiterate ignorant mass”
were being “misled by so-called leaders (for serving their own political
ambitions)”.Criticising the BCI’s statement, Chitranshul Sinha, an advocate and
author, said, “BCI does not speak for me. I think it’s high time that Mishra
(Manan Kumar Mishra) resigns.”After a copy of the signed resolution was posted

9 killed after fire breaks out in
Delhi’s Kirari area
New Delhi:
A massive fire ripped through a 3-storey residential-cum-commercial building in
outer Delhi’s Kirari area, killing at least nine people, including three
children, Delhi Fire Services (DFS) said on Monday.Eight fire tenders were
rushed to the spot after a call of a fire at a house was received at 12.30 am.
The ground floor of the building housed a godown for clothes while the other
three floors were residential in nature, according to the fire services.The
blaze was brought under control by 3.50 am, a DFS official said.In the Kirari
fire incident, three people were rescued. Pooja (24) and her daughters Saumya
(10) and three-year-old Aaradhya jumped to an adjacent building to escape the
blaze, a police official said.Those killed were identified as Ram Chandra Jha
(65), the building’s owner, Sudariya Devi (58), Sanju Jha (36), Guddan and Uday
Chaudhary (33) and his wife Muskan (26), their children Anjali (10), Adarsh (7)
and six-month-old Tulsi, the fire services official said.Due to a cylinder
blast on the second floor, a part of the building collapsed, an official
