Jamia, AMU protests: SC asks petitioners to go to High Courts, refuses
to send inquiry teams
The Supreme Court on Tuesday said that the pleas against police action
on students at Jamia Millia Islamia University in Delhi and AMU in Uttar
Pradesh should be referred to relevant High Courts, Bar and Bench reported.The
top court also refused to set up a fact-finding committee to investigate the
police action against students. “Having regard to the nature of the matter and
dispute and the vast area over which the matter is spread, we do not think it
is feasible to appoint one committee for this,” the court said.The bench led by
Chief Justice SA Bobde directed the petitioners to approach the High Courts
within whose jurisdiction the incidents took place. Bobde insisted that the
facts of the case need to be established before lower courts first, and the top
court should have the benefit of High Court orders.The bench said High Courts
may appoint former judges of the Supreme Court to conduct inquiries after
hearing the Centre and the concerned state government.“We are confident that
the chief justices of various High Courts will call upon for inquiry, if
needed, while appointing a committee including a former judge of the apex court
or High Court after hearing the Union of India and respective states,” the
bench said, according to PTI.The court added that the High Courts will be “at
liberty to pass appropriate order with regard to arrest and medical treatment
if brought to its notice after verification”.Opposing arguments by advocates
Indira Jaising and Colin Gonsalves, Solicitor General Tushar Mehta told the bench
that no student had been arrested and 67 persons, including students and other
miscreants, had sustained injuries. Several police personnel also sustained
injuries, he said.“Students were take to the hospital, given medical care and
no money was charged,” Mehta claimed. “In some time, Jamia University officer
came and he identified the students and took them.”Mehta said the police had to
use tear gas shells to disperse the crowd, but one of the protestors picked up
the shell and tried to throw it back when it exploded. This was the reason for
injuries, he claimed.Arguing for the petitioners, Gonsalves said Jamia was now
in a better state, but the situation at Aligarh Muslim University was

Supreme Court won’t set up panel to probe police action in varsities
Delhi : 21 Injured in Seelampur Violence; 2 FIRs Filed and 5 Detained
Twenty-one people, including 12 policemen, six civilians and three
personnel from the Rapid Action Force, were injured in the Seelampur violence
on Tuesday, 17 December, the Delhi Police said.Five people have also been
detained, with two FIRs registered at Seelampur and Jaffrabad police stations,
they further said.“2 police booths have been damaged. No lathi-charge was done
by police,” Alok Kumar, the Joint Commissioner of Delhi Police said regarding
the incident.Earlier on Tuesday, protesters demanding scrapping of the amended
Citizenship Act and the police clashed in northeast Delhi’s Seelampur area. The
protesters reportedly torched several motor bikes, pelted stones at police
personnel and damaged buses and a police booth, according to PTI.Police
resorted to baton charge and fired tear gas shells to disperse the protesters.
Plumes of smoke billowed from at least two localities as the standoff continued
for around one-and-a-half hours. Police later said the situation had been
brought under control.According to a senior police officer, the protest began
at around 12 pm, and the protesters were marching from Seelampur towards
Jaffrabad. The protesters raised slogans against the new law as well as the
NRC. They said two bikes of traffic cops were burnt by the demonstrators and
CCTV cameras installed were taken away by the mob.Meanwhile, Faisal Ahmed, a
protester, had been quoted by PTI as saying, "We have come here to raise
our voice against CAA and NRC. I got injuries on my right leg during police
attack." Police said there were initially small groups of people who
started the protest against the CAA and they went in lanes and bylanes of
Seelampur.Entry and exit gates at as many as seven metro stations in northeast
Delhi had been closed on Tuesday in view of the protest. Later, five of them

Delhi Police on Tuesday said that the former Congress MLA Asif Khan has
been named as an accused in the FIR, for involvement in Jamia Millia Islamia
incident that took place on 15 December. Kasim Usmani (CYSS Student Wing of
AAP), Asif Khan (Former MLA), Chandan Kr (AISA), Asif Tanha (SIO) have also
been named in the FIR.Earlier today, a Delhi court sent 10 people, arrested in
connection with the protests against Citizenship Amendment Act (CAA) near Jamia
Millia Islamia University here, to judicial custody till December 31.
Metropolitan Magistrate Kamran Khan earlier sent six of the 10 arrested people
-- Mohammad Hanif, Danish alias Jafar, Sameer Ahmed, Dilshad, Shareef Ahmed,
Mohd Danish -- to judicial custody after police sought their custodial
interrogation for 14 days.The court after a while also sent the other four
--Yunus Khan, Jumman, Anal Hassan, Anwar Kala -- to judicial custody. Police
had on Monday arrested them for their alleged involvement in the violence near
Jamia Millia Islamia University here, it had said, adding that none of them
were students. Sources said that the accused were identified through videos
taken during the anti-Citizenship Amendment Act protest at JMI on Sunday. Police
are interrogating them and also identifying other accused who were involved in
instigating the violence, they said. The university had virtually turned into a
battlefield on Sunday as police entered the campus and also used force,
following protest against the Citizenship Amendment Act, that led to violence
and arson in which four DTC buses, 100 private vehicles and 10 police bikes
were damaged.The situation remained tense in the university premises on Tuesday
as protesters, including students and local residents, converged outside the
varsity holding tricolour and placards to continue their demonstration against

Amidst protests against the Citizenship Amendment Act in parts of the
country, a delegation of Opposition leaders led by Congress president Sonia
Gandhi on Tuesday met President Ram Nath Kovind, seeking his intervention in
repealing the "unconstitutional and divisive" citizenship amendment
law and forming a commission of enquiry to probe violent protests and the
police action.The leaders submitted a memorandum to the President appealing to
him to "advise" the government to withdraw the legislation and
"safeguard our Constitution from being violated".Talking to reporters
later, Sonia Gandhi said the Modi government was "shutting down" people's

fire to a railway station in Bengal's Murshidabad, a Union Minister today
warned that anybody resorting to such acts would be shot at sight by the

authorities concerned that if anybody destroys public property, they can be
shot at sight. I am giving this directive as a Union Minister," Union
Minister of State for Railways Suresh Angadi said.The controversial statement

Anti-CAA stir in Delhi: Muslim bodies criticise police action on Jamia
University campus
NEW DELHI: Muslim organisations issued statements on Monday condemning
the police action on students at Jamia Millia Islamia during protests over the
Citizenship Amendment Act on Sunday. Jamiat Ulama-i-Hind chief Arshad Madani
sought an investigation into those behind the violence and said that every
person in a democracy has a right to peaceful protest. Jamaat-e-Islami, too,
came forward in support of the students and demanded an independent judicial
probe in the matter.Meanwhile, a faction of Jamiat, led by Maulana Qari Syed
Mohammad Usman Mansoorpuri through its general secretary Maulana Mahmood
Madani, filed a writ petition before the Supreme Court on Monday challenging
the promulgation of CAA. Arshad Madani-led faction, too, will be filing a writ
petition in the matter on Tuesday.In a press statement issued by the Arshad
Madani faction of JUH pertaining to protests over CAA they said, “We are
against any form of violence” and went on to assert that to protest is the
democratic right of every citizen. “But question is that why did violence occur
during the protests and who is behind it? It should be investigated freely and

New citizenship law: Student outfits plan protests across Maharashtra
against police action in Jamia
Mumbai :Students organisations are set to stage a series of
demonstrations across the state to protest the police action inside Jamia
Millia Islamia (JMI) in Delhi on Sunday evening. While protests are scheduled
in Nanded, Latur and other cities on Thursday, the first of the student
protests took place in Aurangabad and Mumbai on Monday. Various student
organisations, including DYFI, Students Islamic Organisation of India (SIO),
SFI, Chhatra Bharati and other college groups will take part in these protests.On
Monday evening, SFI led 400 students belonging to various communities for a
protest inside Dr Babsaheb Ambedkar Marathwada University in Aurangabad. Lokesh
Kamble, Aurangabad president of SFI, said the students gathered near Dr
Ambedkar’s statue and marched peacefully into the university campus. Various
departments were forced shut by sloganeering protesters.Kamble said though they
had police permission for a protest, a few students were detained when
protesters began to get restive, and were taken to Begumpura police station for
a couple of hours.“This was a student protest, in support of the protesting
students in JMI, against police atrocities, and also against NRC and the new
citizenship law,” Kamble said.Large groups of mostly Muslim protesters also staged
demonstrations and rallies against the citizenship law across various towns,

New Delhi :A day after the police crackdown in Jamia Millia Islamia
(JMI) campus in New Delhi, a video of students and alumni cleaning the roads
leading to the university has gone viral. The group of volunteers came together
to clean up the roads in New Friends Colony area of Delhi after Monday’s
protests against the Citizenship Amendment Act (CAA) and against the Delhi
Police’s actions on the campus.As the protest ended late evening on Monday, a
group of protesters noticed the trash that had accumulated outside the gate of
the campus and decided to clean it themselves.In the video, the group of men
are seen picking papers, sweeping the litter and putting them in big plastic
bags for disposal in spite of the chilly weather. Shiraz Sheikh Babu was one of
the volunteers and is an alumnus of JMI, presently working as a research
associate. Babu told indianexpress.com that after the protests came to an end
they noticed the litter and decided to clean it.“It was around 10 pm when the
protest ended, and we thought we should clean it ourselves. With the ongoing
protests, there was a lot of trash lying outside the campus’s main gate. So,
around 10 or 12 of us, present students—both undergraduates and M.A level—and
members of the alumni picked up everything to clean the area,” he said in a
telephonic interview.On Tuesday, Delhi Police said it had arrested 10 people in

Kochi :Kerala Police took over 230 people into preventive custody across
the state as several incidents of violence marked the 12-hour bandh invoked on
Tuesday by a cluster of Islamic and political outfits against the controversial
citizenship law enacted by Parliament last week.The bandh, called by a Joint
Action Committee (JAC) comprising of parties like the Welfare Party, SDPI and
BSP, was deemed ‘partial’ in major cities like Kochi and Thiruvananthapuram as
leading political parties belonging to the dominant LDF and UDF coalitions
stayed away.Though private buses stayed off the roads in most districts fearing
violence, services of the Kochi Metro, state transport buses, online cabs and

The Kashmir economy suffered loss to the tune of Rs 17,878 crore in four
months of restrictions and shutdown in the valley following abrogation of
Article 370 and creation of two union territories out of Jammu and Kashmir, a
trade body said on Tuesday.Releasing a comprehensive sector-wise report on
losses due to disturbance after the August 5 announcement by Home Minister Amit
Shah, the Kashmir Chamber of Commerce and Industry (KCCI) said the losses have
been assessed based on Jammu and Kashmir’s gross domestic product of 2017-18.
“The study has focused on the 10 districts of Kashmir Valley comprising 55 per
cent of the total population of Jammu and Kashmir. A time span of 120 days has
been assumed for the calculations. As per this method, Kashmir’s economy has
suffered a loss of Rs 17,878.18 crores,” the report said.PTI
Money laundering case: Zakir Naik opposes ED plea to declare him
economic offender
Mumbai: ZAKIR Naik has opposed the Enforcement Directorate’s plea
seeking to declare him a fugitive economic offender, stating that the amount
alleged to have been laundered by him was received through regular banking
channels.The ED had, in Sep, moved a plea seeking to declare him a fugitive
economic offender under the Fugitive Economic Offenders Act, 2018.“The said
amounts that originate abroad and are brought into India through regular
banking channels, the source thereof cannot be questioned,” Naik had said in a
reply to ED’s plea filed on Monday. The reply states that the alleged laundered
amount is broken up in 3 part — the funds received in the bank account of his
organisation, IRF, from 2003-04 and 2016-17 to the tune of 64.86 crore; the
nearly Rs 50 crore transferred from his account in UAE to his personal account
in India between 2012-16; and Rs 79 crore received by Harmony Media Pvt Ltd,
controlled by Naik through another company for setting up a studio in Mumbai
and for supply of content.Naik has said that in all 3 of these transactions, no
person has been defrauded and hence no action can be initiated under FEO
Act.“It is admitted in the notice issued by the department itself that some of
that money was received by the accused through the Royal Families of Dubai and
Gulf. Surely, the department does not want to further a submission that the
royal families… were funding the accused in promoting terrorism in India,” the
plea read.It further stated that there is no evidence submitted by ED to show
that there is any nexus between Zaik and the IRF after it was banned under UAPA
on Nov.17, 2016. It also stated that there is no proof to show that Zaik

Supreme Court dismisses plea asking for Hindus to be declared minority
group in 8 states
The Supreme Court on Tuesday dismissed a plea filed by advocate and
Bharatiya Janata Party leader Ashwini Kumar Upadhyay seeking declaration of
Hindus as a minority group in eight states and Union Territories, Bar and Bench
reported. The public interest litigation had sought that minorities be
identified based on their population in a state.The bench, comprising Chief
Justice of India SA Bobde and Justices BR Gavai and Surya Kant, said that the
court has never held that religious minority status must be decided in accordance
with state boundaries. “Religion must be construed as pan-India, not on
political boundaries of states,” Bobde said.The court also dismissed the
petitioner’s request to ask the Centre to issue guidelines for identification
of minorities in states. “Who doesn’t know who is Hindu, who is Muslim?” the
