SC gives states a week to implement mob
lynching order
Taking a serious note of the fact that only 9
of the 29 states and 2 of the 7 UTs have so far complied with its July 17 order
giving a slew of directions to deal with mob violence and cow vigilantism
incidents across the country, the Supreme Court on Friday gave one week time to
the remaining states and UTs to file compliance reports.A bench of CJI Dipak
Misra and Justices AM Khanwilkar and D Y Chandrachud said no further time will
be granted to the states and UTs for filing the report and also warned that
respective Home Secretaries would be summoned if it was not filed within that
period.On July 17, the apex court while decrying incidents of lynchings had
asked the Parliament to come up with a law to deter such crimes, saying “the
horrendous acts of mobocracy cannot be permitted to inundate the law of the
land”.Attorney General KK Venugopal, appearing for Centre, informed the court
that it has constituted a Empowered Group of Ministers “for considering the
nature of the legislation to be passed” to comply with the court’s direction. The
bench asked states and union territories to give wide publicity to its orders
and to put it up on their websites so as to spread the awareness.While hearing

Alwar lynching: 3 accused charged with murder,

The police in Rajasthan’s Alwar city have
charged three men, who were arrested after the death of a man beaten up on
suspicion of cow smuggling, with murder, NDTV reported on Friday. However, the
police have claimed that Rakbar Khan’s murder was not a case of mob lynching.
The police have filed a 25-page chargesheet before Additional CJM in Ramgarh.
It says four men were responsible for the attack on Khan on July 20. One of the
accused is yet to be arrested. The police also said that an investigation was
pending against two others, including Naval Kishore who informed them about the
incident. “There is a 25-page chargesheet and many supporting documents,” Ashok
Chauhan, a police officer in Alwar, told NDTV. “There are three main accused –
Paramjit, Dharmender and Naresh. Against the other accused, the investigation
is pending.”However, the police have not filed a chargesheet against any of
these personnel, on the grounds that a judicial inquiry is under way in the

Bihar's Begusarai lynching: 3 men were killed
in presence of 5,000 people, say police
Begusarai: Bihar Police have claimed that the
lynching of three people in Begusarai on Friday took place in the presence of
5,000 people. SP (Begusarai) Aditya Kumar who is probing the case said there
were 5,000 people present on the spot when the trio was lynched.On Friday, 3
men--Mukesh Mahto, Hira Singh and Shyam Singh--tried to barge into a school
with the intention of kidnapping a 5-year-old girl. The matter pertains to
Navshrijit Prathmik Vidyalaya in Pansalla village under Chaurahi police station
of Begusarai district. School principal, Nima Kumari who saw the kidnappers
tried to stop them but she too was beaten up. However, the altercation between
the kidnappers and principal led to chaos, following which locals gathered at
the school and attacked the kidnappers.The mob first thrashed Mukesh with
sticks until he fell unconscious. The other kidnappers who hid themselves in a
room were dragged out and beaten up. All three were beaten to death after being
attacked with bricks, stones and sticks.All 3 men killed in the attack had

command-hate crime: Harsh Mander
New Delhi:Writer-activist Harsh Mander, who
works with survivors of mass violence and hunger, has said that lynching is not
a law and order problem but is a result of “bigotry” which is legitimised by
top affiliates of a section of people.Mander was speaking at the launch of
“Reconciliation: Karwan-e-Mohabbat’s Journey of Solidarity through a Wounded
India”, a book authored by him, along with John Dayal and Natasha Bhadhwar.At
the book launch former IAS officer Mander said: “Lynching should not be seen
simply as a law and order problem. It is what I call ‘command-hate crime’. It
is attacks on people because of hatred due to their religious and caste
identity. He further added that people “need to question” (those in power) for
“failing to speak out, and to intervene, when murderous hate is unleashed on

After SC ruling, now cries for same sex
marriages grow; govt likely to put its foot down:report
New Delhi: After the verdict on Section 377,
there has been a debate on whether or not to allow same sex marriages.While the
Centre in the Supreme Court had said it had no opposition to partially striking
down the section, it was silent on the issue of same sex marriages.The Centre
has indicated that it is likely to oppose same sex marriages.The govt feels that
decriminalisation of same sex acts was alright, but there would be opposition
to same sex marriages.It may be recalled RSS had said that same sex marriages
are not compatible with the norms of nature. The Bharatiya society does not
have the tradition of recognising such relations, RSS spokesperson Arun Kumar
had said. The verdict which ran into 493
pages is however not clear on same sex marriage. While there have been a few
instances of same sex marriage, under the current law registering the same is not
permitted. Unless the laws are amended, same sex marriages cannot be
registered. There is also a question mark on other aspects such as inheritance,
guardianship and adoption.Legal experts say that the SC verdict is silent on
these aspects and has only gone into specifics. For instance, civil and
personal laws do not provide for same sex marriages. This means an amendment to
the Special Marriages Act is required.oneindia

consensual gay sex is not a crime among adults. Following the verdict, Hindu
Muslim Sikh and Christian religious leaders joined the cause against the
verdict. They have urged Govt to pass an ordinance in the parliament to
overturn a Supreme Court order. Hindu Muslim, Sikh and Christian religious
leaders lamented upon the decision and said that it would promote indecency,
immodesty and crimes. Muslim clerics termed it against Islam and Sharia laws.

to the question on Supreme Court’s ruling on section 377, prominent Sunni

Musliyar said: “If required we will meet the PM as well as approach the Supreme Court itself”.
He said this while addressing a press conference here on Friday.According to

Supreme Court won’t stay SC/ST Act changes
New Delhi:The Supreme Court has refused to
stay the recent amendments to the Scheduled Castes and Scheduled Tribes
(Prevention of Atrocities) Act, 1989.The Scheduled Castes and Scheduled Tribes
(Prevention of Atrocities) Amendment Bill of 2018 had restored the legislative
intent of the original Act, which barred anticipatory bail to a person accused
of insulting or hurting a Dalit.The amendments were meant to nullify the effect
of a March 20 judgment of the court. The verdict removed the bar on accused
persons seeking anticipatory bail. It led to widespread protests and loss of
lives. Admitting the petitions challenging the amendments, a Bench led by
Justice A.K. Sikri directed Govt to
reply to allegations that the amendments were meant to appease the Dalits ahead
of the 2019 general election.The petitions urged the Govt to quash the amendments, which were introduced
and passed in Parliament even as the Govt ’s petition to review the March 20

New Delhi:India has sought increased US
involvement in facilitating its entry into Nuclear Suppliers Group (NSG) at the
inaugural 2-plus-2 dialogue between defence and foreign ministries of the 2
countries in New Delhi on Thursday.India is making a renewed push for membership
of the NSG, an elite club of 48 countries that deals with trade in nuclear
materials and technology.NSG works on the principle of consensus for admitting
new members.Unlike other existing NSG members, India has not signed nuclear NPT.
New Delhi has maintained that it has impeccable non-proliferation credentials
that have enabled India to win a waiver from the grouping to operationalise the
India-US nuclear deal and enter nuclear commerce. A recent decision by US to put
India in the list of countries eligible for Strategic Trade Authorization
Tier-I License Exemption,which eases the export of high-tech items to it, is
seen as another validation of India’s robust and responsible export control
policies.“In our meeting we also agreed to work together to secure India’s
membership of the Nuclear Suppliers Group at the earliest,”union minister
Sushma Swaraj said. Barring NSG, India is a member of all 3 export control

Trump wants to stop subsidies to India, China
Washington: US President Donald Trump has said
he wants to stop the subsidies that growing economies like India and China have
been receiving as he wants the US, which he considers as a “developing nation”,
to grow faster than any other nation. Addressing a fundraiser event in the
Fargo city of North Dakota, he also accused the WTO of allowing China to become
a “great economic power”.“We have some of these countries that are considered
growing economies. Some countries that have not matured enough yet, so we are
paying them subsidies. Whole thing is crazy. Like India, like China, like
others we say, ‘oh, they’re growing actually’,” Trump said.He said that they
call themselves developing nations and “under that category they get
subsidies.”“We have to pay them money. This whole thing is crazy, but we’re
going to stop it. We’re going to stop it. We have stopped it.“We are a
developing nation, too, OK? We are. As far as I’m concerned, we are a
developing nation. I want to be put down in that category because we are

New Delhi:India has said Iran has stuck to the
agreed timeframe in its plans to hand over the operational responsibility of a
part of the Chabahar port to an Indian entity in Oct. The smooth movement
regarding the strategically important port came a day after official sources
indicated that the United States would give a ‘carve out’ to India’s investment
in the project.“They have moved as per schedule so far and we hope the handover

Srinagar:Days after the National Conference
announced its decision to not participate in the panchayat and urban local
bodies (ULB) elections, the party on Saturday threatened to boycott the
assembly and parliamentary polls too if the Centre does not take effective
steps for protection of Article 35-A.Article 35-A, which was incorporated in
the Constitution by a 1954 Presidential Order, accords special rights and
privileges to the citizens of J&K and bars people from outside the state from
acquiring any immovable property in the state. It is facing legal challenge in
the Supreme Court.“How can we go to our workers and ask them to come out to
vote? First do justice to us and clear your (Centre) stand (on Article 35-A).
If your plan is that (weakening J&K ’s special position), then our ways are
separate. Then we cannot have elections. Not only these (urban local bodies and
panchayat) polls, but we will also boycott the assembly and parliamentary
elections then,” NC president Farooq Abdullah said here.He was addressing party

J&K Police disguise as stone pelters to
catch real culprits
Srinagar:J&K Police adopted a fresh strategy of nabbing
stone pelters by planting its men among them at historic Jama Masjid downtown
to arrest the real culprits in action. After the Friday prayers, a mob started
pelting stones at police and CRPF personnel but there was no retaliation this
time and not even a single teargas shell was lobbed or baton charge initiated
by the law enforcing force.As the crowd swelled to over 100 people and two
chronic stone pelters started leading the agitation, the first tear gas shell
was lobbed at the mob dispersing them. owever, to the surprise of the 2 stone
pelters,who were leading the mob, they were grabbed by policemen, covertly
placed in crowd, and whisked away in waiting vehicles.The policemen, who

Srinagar:A student was shot dead in Srinagar
on Saturday afternoon, hours after a Hurriyat activist was killed by
unidentified gunmen in Sopore, police said.Ishfaq Ahmad, a student of Islamic
University, was shot in Hazratbal area of the city this evening, said a police
officer.“The victim died on the spot. An identify card recovered from the slain
person, he was Ishfaq Ahmad, a student of the university. However, the identity
is being confirmed,” the officer said, reported IANS.Srinagar’s senior
superintendent of police Imtiaz Ismail Parray told ANI that they were trying to
ascertain the identity of the victim. “We have even recovered a pistol from his
possession,” he said.The incident took place near Naseem Bagh in the area and
security forces have cordoned off the area to nab the attackers.Earlier on
Saturday, Hurriyat activist, Hakeem Rahman, was shot at close range near his
house at Bomai area of Sopore.“He was immediately shifted to a hospital where
doctors declared him dead on arrival,” a police official said. The activist
was affiliated with the group led by Syed Ali Geelani and had been recently

High Court Friday dismissed a petition
for setting aside the detention of J&K Muslim League chairman Masarat Alam under
Public Safety Act (PSA), saying that secessionist, terrorist and radical
activities in different states including J&K were a challenge to the whole
nation and these cannot be equated with a usual law and order problem within a
state.Alam was re-arrested by the police last November, soon after he was
released Jammu’s from Kot Bhalwal jail. The high court had then quashed his
detention under PSA on the ground that he was not apprised of his right to make
a representation to the detaining authority. The separatist leader, who was
first arrested in June 1990, has spent more than 18 years in jail. He has been

that there has not been any large-scale influx of Rohingyas into India. Sharma,
while speaking at the ongoing 47th DG level talks between the BSF and Border
Guards Bangladesh (BGB) in Delhi, said that there were attempts by small groups
to enter into the Indian territory but security forces stopped them."There
has not been any large-scale influx of Rohingyas in India. Rohingyas who are
already in the country, are also under pressure at some places. So they are
going to West Bengal, that is slightly friendly with them and has created camps
for Rohingyas coming from within the country, not from Bangladesh," he

Swaraj’s visit to Syria, scheduled for next week, has been postponed, a senior
official said on Saturday.“EAM’s visit to Syria has been deferred due to the
prevailing situation in that country,” External Affairs Ministry spokesperson
Raveesh Kumar said in response to a query.“Fresh dates will be decided in
mutual consultation with the Syrian side,” Kumar said.This would have been the
first high-level visit from India to Syria since civil war broke out in that
West Asia nation in 2011.Sushma Swaraj was supposed to lead a delegation to
hold a joint commission meeting with the Syrian Foreign Minister Walid Al

3 Muslim youth killed in firing between 2
groups in UP
Lucknow:
3 persons of a group were shot dead in a firing between two groups in
Sadar Bazar area of Shahjahanpur district of UP on Thursday night, according to Police.
Another youth from the other group has been seriously injured. The incident
happened at the Aawas Vikas Colony around 8:30 p.m., police said, adding the
firing took place after an altercation between two groups near the Kallu
Miyan’s Dargah, IANS reports.As the firing stopped, 4 people were seen bleeding
profusely. Two brothers identified as Israr and Imran died on the spot while
another youth, Musheer, died later, police added.Musheer is relative of the
district Samajwadi Party (SP) chief Tanveer Khan.Another youth Rahul aka Sonu
was critically injured. He is being treated at a local medical facility. The
reason behind the firing is not known yet.As the probe is under way to find out

mosque in the area. Representatives of the Muslim community met with District

community alleged that a letter was submitted regarding the loudspeakers in the
mosque being too loud. They went on to say that volume was lowered but they complainants

submitted a letter against us to the Commissioner of Police. SHO of Sector 5
police station called both sides on Sept.5 and asked to keep the volume of the

organisers, said there was a “conspiracy to link the event with Maoists”. The
retired judge of the Bombay High Court said, “There is a conspiracy to link
Elgaar Parishad with the Maoists. They are trying to tarnish our names. I work
with my own money. They are saying Maoists funded the programme. Justice (PB)
Sawant (retired judge of Supreme Court) and I were the organisers. Maoists cannot
give us any money. Any way, how can they give funds? Those poor people live in
jungles. The question does not arise.”He made the comments while speaking at an
event titled ‘public meeting against fake encounters and war on people’, in

Missionary held in Kathua for ‘running illegal
orphanage, abusing girls’
Jammu:A Christian missionary from Kerala was
arrested by J&K Police Friday for
allegedly running an illegal orphanage in Kathua town and sexually exploiting
girls living there. Identifying the missionary as Antony Paster, Assistant
Commissioner (Revenue) Jitender Mishra told Indian Express that 20 children,
including eight girls, were rescued. The administration is looking for their
parents, he said.According to Mishra, Kathua Deputy Commissioner Rohit Khajuria
had, following a complaint from a local resident, set up a five-member team of
officials from different departments to inspect the orphanage in a densely
populated area of Kathua town. Led by Mishra, the team members along with
police found that the missionary was running the orphanage without permission
from authorities. On questioning, it claimed to be affiliated with Pentecostal
Mission, an NGO. However, the NGO denied having any link with the orphanage,

Maharashtra, was received with a warm welcome at BJP's state HQRS in Mumbai.The
body, which represents around one crore Muslims in the state, helped BJP secure
14 % votes of the community in the Lok
Sabha as well as Assembly elections in 2014, giving it an edge over other
parties.As the 2019 Lok Sabha election approaches, MMS head Fakir Muhammad
Thakur expressed that he feels cheated by BJP. On Sept.6, he called on Bharip
Bahujan Mahasangh president Prakash Ambedkar to discuss "future
alliance" in view of the elections.Ambedkar, who has emerged as a new
rainbow in the state's Dalit politics, was keen to accommodate the MMS in a

Qureshi have been convicted by the district court on Friday. Pronouncing the
verdict the court commented that article 25 of Indian constitution allows
religious freedom to the countrymen but not allowed to interfere or hurt the
sentiments to followers of any religion, or any type of extremism in the
country.The court exonerated Mohammad Naeem and Mohammad Imran. The main
accused and SIMI chief Safdar Nagori who was convicted in many cases earlier,
was also produced before the court, he was brought from Gujarat from special
police lorry for recording his statements in regard with case.JMFC (judicial
magistrate of first class) Vivek Jain pronounced the verdict in a stuffed court
under a heavy deployment of police force.
Shafi was held convicted under Section 153-A and awarded 3 year rigorous
imprisonment with a cash penalty of Rs 2000 while the other Qureshi was held
convicted under Section 153-A,467,468 and 471
and was awarded rigorous imprisonment for 3 years with a cash penalty of

Rajput girl, Muslim youth commit ‘suicide’ in UP
Meerut : Heavy police deployment has been made
in a village near Meerut after a minor Rajput girl and a 21-year-old Muslim
youth, who were reportedly in a relationship, allegedly committed suicide by
consuming poison on Thursday.“The incident occurred in a village near Sardhana.
It seems that the girl and the youth were having an affair and felt they would
face opposition from their families. They consumed poison and were taken to
separate hospitals where they died. Post-mortems have been conducted and last
rites performed,” said ASP (rural) Rajesh Kumar. Police said a group of Rajput
men later vandalised the clinic of Kamaal Khan, a doctor who had examined the
girl. “A group of 15-20 boys who felt the girl could have been saved if he
treated her on time went to the doctor’s home and broke the windshield of his
car and glass panes of his clinic. Khan was shifted outside the village by
police,” said Kumar.The girl’s family denied that she and Khalid were in a
relationship. “Khalid’s family lives nearby and we know each other, but my
daughter was not even friends with him. Khalid poisoned my daughter,” said her
mother.Her brother said he found Khalid at their home on Thursday. “When I saw
him, I abused and drove him away. My sister was not saying anything. She would
have been given the poison till then,” he said.Khalid, who belonged to Teli
community, is said to have been preparing to get into defence forces. On
Friday, the house where he lived with his parents was empty. At least five

An Egyptian court has sentenced 75 people to
death, including senior leaders of the Muslim Brotherhood, over a 2013 sit-in
protest in Cairo that ended with the killing of hundreds of protesters. Senior
Brotherhood leaders Essam el-Erian and Mohamed Beltagi were sentenced to death,
while Mohamed Badie, the Brotherhood's spiritual leader, was handed a life
sentence. Prominent photojournalist Mahmoud Abu Zeid, also known as Shawkan,
was handed a 5-year sentence but should walk free for time served. He was
arrested in Aug.2013 while covering the killings in Cairo.Lawyers for Shawkan

As Idlib offensive looms, residents fear
chemical attacks

9 killed in Iranian attack in northern Iraq
Erbil:9 people were killed and 30 others
injured on Saturday in an Iranian attack on a camp of the Democratic Party of
Iranian Kurdistan in northern Iraq, according to local media. The attack
targeted a meeting by leading members of the Iranian opposition party in the
town of Koy Sanjaq, a security source told Anadolu on condition of anonymity.
Party Secretary-General Mustafa Mawludi was among those injured in the attack,

ruling from the International Criminal Court (ICC) which said that the body had
jurisdiction over alleged deportations of Rohingya to Bangladesh as a possible

said role of security forces and intelligence agencies in making the country

to the Palestinians and the Palestinian leaders. We were -- US was paying them
tremendous amounts of money," he said. "And I'd say, you'll get
