Rafale row: Congress accuses Modi of violating
oath of secrecy by revealing details of deal to private firm
New Delhi: Intensifying its attack over the
raging Rafale controversy, Congress on Sunday accused PM Narendra Modi of
violating the oath of secrecy by revealing details of the new deal to an
industrialist who subsequently became an offset partner instead of Hindustan
Aeronautics Limited (HAL).Hours after Finance Minister Arun Jaitley again came
out in defence of the deal for purchasing 36 French fighter jets, Congress
Spokesperson Anand Sharma demanded that the PM respond to the allegations
directed at him."The question to the PM is - how this information came out
that he will go go to France and reverse the deal?" said Sharma referring
to Modi's April 2015 announcement of an interGovt al deal to purchase 36 jets
instead of 126 being negotiated during the erstwhile UPA regime."Then
Foreign Secretary S Jaishankar had said that the Rafale deal was not on the
agenda during Modi's visit to France. Nobody knew as to Modi's visit to France
and the announcement of a new deal. Even the Cabinet Committee on Security,
Indian Air Force, the Cabinet or the Foreign Secretary were not aware about the
decision."Direct allegations are against the PM that he violated his oath
of secrecy. Only he and no one else could have revealed to the private company
that he will reverse the deal," said Sharma while pointing to the
incorporation of Reliance Defence Limited just days before Modi visited France

about the new deal - without telling anyone in the Cabinet, or the Ambassador
etc. revealed the details to the industrialist and asked him to form a company,"

Senior Supreme Court advocate Prashant Bhushan Sunday said the Rafale
deal was the "largest defence scam in India" and urged Centre to
initiate a Joint Parliamentary Committee (JPC) probe into the matter.
Addressing reporters here, he questioned how Anil Ambani's Reliance Defence,
the Indian offset partner of French firm Dassault Aviation, could be involved
in the project as "most of his companies are in debt.""This is
not only the largest defence scam in India, but is one where national security
has been severely compromised. While the IAF wanted 126 flights, it was reduced
to 36," Bhushan said.Lashing out at Modi and Defence Minister Nirmala
Sitharaman, Bhushan charged the Centre with making IAF officials
"lie" about the deal."You have severely compromised national
security, broke the IAF's back, looted people's money and defamed a public

UP: Doctor Kafeel Khan arrested for ‘creating
nuisance’ at Bahraich hospital, released on bail
UP Police on Saturday arrested Dr Kafeel Khan
for allegedly creating nuisance at a district hospital in Bahraich, Indian
Express reported. A magistrate later ordered his release on bail along with 2
of his associates, Suraj Pandey and Mahipal Singh.Adeel Ahmed Khan, the
doctor’s brother, claimed that Kafeel Khan had visited the Bahraich hospital
after he was informed about the deaths of children caused by an unknown
disease. “He [Kafeel Khan] wanted to know if the deaths were caused due to
encephalitis,” Adeel Khan told Indian Express. “While he was speaking to the
family members of the patients, a police team arrived and forcibly took him
with them.”Medical superintendent at Bahraich District Hospital Dr DK Singh
said 71 children had died between August 1 and September 16. The hospital
official claimed that six of the children had died of encephalitis. “Khan and
his associates started questioning the families of the patients in the
paediatric department without obtaining any permission from the authorities
which created problem in the ward,” Dr Singh said. ASP Ajay Pratap said Dr
Kafeel Khan was arrested for “arguing with doctors and disturbing staff who
were treating the patients”, PTI reported.In Sept.last year, Khan was arrested
in connection with the death of 63 infants at the Baba Raghav Das Medical
College and Hospital in Gorakhpur, UP, in August allegedly because of a lack of
oxygen. He was released on bail in April.

but compensation ‘inadequate’, reached 260 families at most
When thousands of people had been victimised
in Bhima Koregaon riots, the compensation of Rs 7.97 crores sanctioned by the
Maharashtra state Govt seems to have reached only 260 families at most.Firstpost
accessed the list of beneficiaries of the Govt compensation from the Pune district
administration. The administration has categorised it into 14 heads based on
type of property loss a person suffered, and includes subheads like houses,
hotels, shops, vehicles and so on. For example, Rs 1.83 crores is to be
distributed between 138 vehicle owners. Rs 1.69 crores is to be distributed
between the owners of 47 shops which were found to be vandalised in the riots.
Twenty houses which were damaged will receive Rs 64.5 lakh in total. And Rs
10.3 lakh is to be disbursed for the damage caused to a hospital owned by two
people. The total number of properties listed under these 14 heads is 260,
meaning the families that would get compensated are 260 in number or less, for
one family could have incurred losses under two heads like Seema Kamble, 35,
whose house and hotel were burnt to ashes in Bhima Koregaon on 2
January.Seema’s husband, Babasaheb Kamble, 42, said panchnama (recording of
evidence during investigation) was conducted on the same day, and it says the
properties have been reduced to rubble with black smoke coming out of it.
"We had rented the plot and built the hotel on it around seven years
back," he said. "We had spent around 1 lakh rupees. Seema ran the
hotel, and I work as a truck driver. Our joint income provided for the
household."House Kamble family stayed in for 10-15 years was also a rented
one, and now they have found another house in the same village for which they
pay Rs 5000 per month. "We would get Rs 15,000 a month from the hotel,"
said Babasaheb. "The past seven months have been difficult. I had to
borrow money from people to pay my son's school fees. We have not received a

Visakhapatnam:In the first major strike in
many years in Andhra Pradesh, the outlawed CPI (Maoists) on Sunday shot dead a
sitting MLA and a former MLA, both from the ruling TDP, in Araku area in
Visakhapatnam district, police said.The incident occurred at Lippitiputta
village under Dambriguda mandal when Araku sitting MLA Kidari Sarveswara Rao
and ex MLA Siveri Soma went to take part in a ‘grama darsini’ (village visit)
programme, they said.“A group of Maoists came along with the villagers and
blocked the MLA’s car. As the personal security officers of the legislator and
the ex-legislator got down, they snatched the AK-47 rifles from them and shot
Sarveswara Rao and Soma dead,”Visakhapatnam Range DIG Police Ch Srikanth
said.He said the exact number of Maoists involved in the attack and the reasons
for shooting down the MLA were being ascertained. Police sources, however,
suspect that a group of about 50-60 outlaws led by Maoists Andhra-Odisha Border
Committee secretary Ramakrishna could be involved in the deadly attack.They

picked up by the police from their home on Sunday, four days before the

Manish and Pankaj, two of the three accused who went absconding after being
accused of gangraping a 19-year-old girl in Rewari. DGP BS Sandhu said 30

Manish.The prime accused, Nishu, who was held last week, has been sent to
judicial custody for four days. All three accused are from a village in Rewari
district.Two others, Deendayal and Dr Sanjeev, who were on five-day police
remand were also sent to judicial custody. While Deendayal is the owner of the
tubewell where the sexual assault took place, Sanjeev was summoned by the
accused to administer first-aid to the victim after the gangrape but did not

Centre says no to Muslim quota in Telangana
Hyderabad:Centre has returned state Govt’s
legislation enhancing reservation for Muslims in education and jobs from 4 to
12 % , without giving approval. Interestingly, less than a week ago, when BJP
President Amit Shah visited the state to launch the party’s poll campaign, he
had said the Act was unconstitutional. Assembly had passed the Act in April
2017 and referred it to Centre for approval. CM K. Chandrasekhar Rao met PM Narendra Modi
several times and sought the Centre’s approval but in vain. Centre had raised
certain queries stating that Act provided for reservations based on religion,
which was unconstitutional. It said 12 % reservation would violate 50 % quota limit prescribed by the Supreme Court
and affect reservations earmarked for BCs, SCs and STs. Act was returned to TS
govt by the Ministry of Social Justice and the Ministry of Law and Justice
which stated, “The state has not brought out any facts or grounds on the basis
of which this Act deserves approval.” These remarks were forwarded to Telangana
Govt and clarifications sought within a week.The main objection raised by both
the Union ministries was that the provisions of the Telangana legislation were
in violation of a 1992 Supreme Court order that capped overall reservations
quota at 50%, while the overall reservations in Telangana would reach 62%, if

Personal Law Board (AIMPLB) demanded immediate withdrawal of Muslim Women
(Protection of Rights on Marriage) Bill, 2017 — popularly known as the ‘triple
talaaq’ ordinance, which was passed by the Union Govt recently. Dr Asma Zehra, member of the board
questioned the urgency of the BJP Govt in passing the triple talaq ordinance in haste
in an ‘undemocratic’ and ‘unconstitutional’ manner. “It is a political stunt. A
man who is imprisoned for three years cannot be expected to come back and live
again with his wife. It is injustice against human rights,” she said.She said
that to emerge as a crusader and champion of women’s rights, the Union Govt spread a false propaganda to show that the
Bill was necessary. “More than five crore Muslims had sent signed
representations to the Law Commission against any interference in the Muslim
Personal Law. More than 250 protest meetings and rallies were organised across
the country in which about 2 crore Muslim women participated,” Dr Asma said.

Bareilly: Days after the Union Cabinet passed
an ordinance making instant divorce a punishable offence with a three-year jail
term, Syed Noori, chairperson of Mumbai-based Raza Academy, said his outfit has
planned to move Supreme Court against criminalisation of triple talaq.Noori,
who came to Dargah Aala Hazrat in Bareilly, said, “When the SC had declared
triple talaq invalid, there was no need for the Centre to bring an ordinance
proposing three-year jail term. We are against jail term and are taking legal opinions
from our lawyers on the matter. We will soon move the Supreme Court against
criminalisation of the practice. If any woman goes to the police station and
claims that her husband has given triple talaq, the man will be arrested even
if he has not uttered the three words. We feel that the ordinance can be
misused.” Though the ordinance has a jail term of three years, it also has the
provision of bail by magistrate after the victimized wife has been heard.
Maulana Shahbudin Razvi, national general secretary, Tanzeem Ulama-e-Islam, a
Sunni Barelvi organisation, said, “The ordinance will create differences among
people who follow the Islamic law and the law of the land. Sunni Barelvis will

Muslim Women’s Forum has criticised the Union cabinet’s move to clear an
ordinance that criminalises the offence of ‘triple talaq’. According to the
ordinance passed this week, giving instant triple talaq has been made illegal
and void, and will attract a jail term of three years for the husband. Seeking
to allay fears that the law could be misused, Govt has included certain safeguards in it such as
adding a provision of bail for the accused before trial.Questioning “thoughtlessness”
of the ordinance, the forum has slammed Govt for trying to
“score with the majority, for whom ‘rescuing Muslim women’from the
imagined terrors of ‘patriarchal husband and religion’ has become a favourite

and opportunistic ordinance that does not address issues that Muslim women face

Yashoda Hospital here on Wednesday, her left forearm was attached to her body
by just 3 inches of skin. She had deep cuts to her neck and face, and she was
fighting for her life.Madhavi, who belongs to the other backward classes, had
been attacked with a sickle that afternoon by her father, a week after she
married her Dalit boyfriend Sandeep, 21, at an Arya Samaj temple.“Her father,

against members involved in
Aurangabad;The minority department of state Govt
has directed the chief executive officer
to take action against the seven members who were involved allegedly in
'irregularities' in Wakf Board. In this regard, instructions has been issued by
the department on September 14 through a letter by the Govt . A complaint in
this regard was filed in November 2017 to the minority department by the all
Indian Muslim OBC organization president Shabbir Ansari with evidence. The
circular issued by the additional secretary M S Chaukekar, states that it was
found that the section in Wakf Act 1995 was violated by the members.The order

Hindu seers’ panel to meet on Ram temple
strategy
New Delhi :The Ram temple issue is set for a
fresh round of debate as several states near elections, with a high-power
committee of Hindu seers set to meet in New Delhi on October 5 to draw the
strategy for future course of action in the matter. The decision comes in wake
of RSS chief Mohan Bhagwat earlier this week demanding the construction of a
grand Ram temple in Ayodhya at the earliest. The high-power committee of Ram
Janmabhoomi Mukti Sangharsh Samiti was formed decades ago to supervise Ram
Janmabhoomi movement. Nearly 50 seers from prominent mutts and shrines will
participate in the meeting to discuss the status, including legal, and draw
future course of action. VHP international general secretary Milind Parande
said that seers associated with the Ram Janmabhoomi movement since long will
meet in Delhi on October 5 to discuss various issues, including the Ram temple.
Ram Janmabhoomi Nyas chairman Nritya Gopal Das will chair the

Alcohol intake in India doubles in 11 years:

New Delhi: Per capita alcohol consumption in
India has more than doubled from 2005 to 2016, according to a report by World
Health Organisation (WHO).The consumption of alcohol has increased from 2.4
litres in 2005 to 5.7 litres in 2016 with 4.2 litres being consumed by men and
1.5 litre by women, the report said.The total alcohol per capita consumption
(15+ years) is expected to increase in half of WHO regions by 2025 and the
highest increase is expected in the South-East Asia Region. An increase of 2.2
litres is expected in India alone which represents a large proportion of the
total population in this region, the report highlighted.However, increases,
although smaller, are also expected in Indonesia and Thailand (with 2nd- and
4rth-largest largest populations).The second-highest increase is projected for
the populations of the Western Pacific Region, where the population of China is
the largest, with an increase in per capita consumption of 0.9 litres of pure
alcohol by 2025.Total alcohol per capita consumption has increased globally after
a relatively stable phase between 2000 and 2005. Since then, total per capita
consumption rose from 5.5 litres in 2005 to 6.4 litres in 2010 and was still at
the level of 6.4 litres in 2016, the report stated.The harmful impact of
alcohol is one of the leading risk factors for populations worldwide and has a
direct impact on many health-related targets of the Sustainable Development
Goals (SDGs), including those for maternal and child health, infectious
diseases (HIV, viral hepatitis, tuberculosis), non-communicable diseases and
mental health, injuries and poisonings.In 2016, the harmful use of alcohol
resulted in some three million deaths (5.3% of all deaths) worldwide and 132.6
million disability-adjusted life years (DALYs). Mortality resulting from alcohol
consumption is higher than that caused by diseases such as tuberculosis,
HIV/AIDS and diabetes.Among men in 2016, an estimated 2.3 million deaths and
106.5 million DALYs were attributable to the consumption of alcohol. Among
women 0.7 million died and they experienced 26.1 million DALYs attributable to

Israel gives Palestinians 8 days to leave Khan

Israeli Govt has told Palestinians living in a
Bedouin village in the occupied West Bank to demolish their homes within the
next eight days and leave.The warning on Sunday comes just weeks after Israel's
Supreme Court rejected appeals against demolition.The Israeli defence ministry
unit that oversees civilian affairs in the West Bank said in a statement:
"Pursuant to a Supreme Court ruling, residents of Khan al-Ahmar received a
notice today requiring them to demolish all the structures on the site by
October 1st, 2018."If you refuse, the authorities will enforce demolition
orders as per a court decision and the law."Israel's plan to demolish the
village, which is home to 180 people, and relocate its residents has been
criticised by Palestinians and drawn international condemnation.Earlier this
month, Britain, France, Germany, Italy and Spain renewed their call for Israel
not to demolish the village, warning of the consequences for residents, as well
as "the prospects of the two-state solution"."No one will leave.

Spain ‘ready to recognise Palestinian state’,

European Union to recognise Palestine as an independent state, the country’s
foreign minister said on Thursday, adding that if the initiative fails Govt is
ready to recognise Palestine individually.If EU “is not able to reach unanimous
decision – each to their own,” Spain’s Foreign Minister Josep Borrell said at a
conference of European Union leaders in Austria Tuesday, according to Haaretz.
Newly appointed Borrell added that an alternative option of Spanish recognition

Swiss to vote on regional 'burqa ban'
A referendum in Switzerland's northeastern St
Gallen region is considering introducing a "burqa ban" that would
prohibit all face-covering garments in public spaces in the area.Voters will go
to the polls over the proposed law on Sunday and the region is expected to
follow the example of the southern canton of Ticino, where a law was introduced
two years ago targeting face veils and other items of clothing that hide the
face.A text stipulating that "any person who renders themselves
unrecognisable by covering their face in a public space, and thus endangers
public security or social and religious peace will be fined" was adopted
by legislators in St Gallen late last year. The text, first drafted following
an uproar in the canton over a girl who wore a face veil to school, is
problematic, according to Fredy Fassler, a socialist in charge of security and
justice in St Gallen. It does not define when a woman wearing a face veil
constitutes a danger, and critics "worry the sanctions will be

The highest appeals court in Egypt rejected a
motion by former president Hosni Mubarak and his two sons to overturn their
corruption convictions related to his nearly 30-year rule. Egypt's Court of
Cessation denied Mubaraks' appeals. Mubarak, 90, Gamal, and his third son Alaa
were sentenced in 2014 to 3 years' imprisonment each for using funds originally
intended for the maintenance of presidential palaces to build and upgrade
private residences.Sons were released in 2015 and Mubarak was freed last year.

Afghan officials ready to meet Taliban in
Moscow: Report
Moscow/Kabul:Afghanistan's Govt officials have
expressed readiness to meet Taliban's representatives in a meeting hosted by
Russia in its capital, the media reported. The meeting was earlier scheduled
for Sept.4. However, Kabul refused to participate in it just days before,
Afghanistan's TOLO News reported on Friday. According to TASS news agency,
diplomats continued to hammer out all the details for the new meeting in Moscow
on the Afghan settlement. "Kabul is
upbeat on participating in the upcoming conference", Russia's Special
Presidential Envoy for Afghanistan Zamir Kabulov told Izvestia daily, following
a discussion with Afghanistan's Deputy Foreign Minister Nasir Ahmad Andisha on
Thursday. Afghan minister said that details of the conference were being worked
out. The exact date of the meeting is still unknown, but Afghan officials
declared their readiness to meet with representatives of the Taliban movement,
according to the Russian official.
"Kabul is determined to participate in the Moscow-hosted meeting.
Now we are in the process of developing modalities for this participation.
Currently, the main thing is not the date, but the content, so this is the part
that we are working on," he told Izvestia. In August, a delegation from
the Afghan Taliban met Uzbekistan officials during a five-day trip to the
country. Issues including transport, power lines and peace in Afghanistan were

applicants for admission, must establish that they are not likely at any time
to become a public charge” unless determined by Congress. Public charge means
receiving Govt benefits. The latest move
to crack down on immigration comes days after the Trump administration told a
federal court that its decision to revoke work permits to H-4 visa users, a
significant majority of whom are Indian-Americans, is expected within the next
three months, a move which will have a major impact on Indian women as they are
