SC raps Bihar govt for funding NGO running
Muzaffarpur shelter, says women being raped ‘left, right and centre’
New Delhi:Voicing concern over the rising
incidents of rapes in India, the Supreme Court on Tuesday said women were being
raped “left, right and centre” in the country. The top court, referring to NCRB
data, said a woman is raped every 6 hours in the country. “What is to be done?
Girls and women are getting raped left, right and centre,” PTI quoted a bench
comprising Justices MB Lokur, Deepak Gupta and KM Joseph as saying. According
to NCRB data, 38,947 women were raped in India in 2016.The SC, while taking suo
moto cognizance of the Muzaffarpur shelter home sexual abuse case last week,
had issued notices to the state Govt and
Union Ministry of Women and Child Development.The incident came to light in April
following an audit of the shelter home by TISS, which said many girls had
complained of sexual abuse.Till now, police have arrested 11 people in the
case, including the prime accused Brijesh Thakur, who is the owner of NGO Seva
Sankalp Evam Vikas Samiti that ran the shelter home. Surprisingly, a month
after TISS report was submitted, the state social welfare department sanctioned
another project to NGO on the same day police lodged an FIR against outfit.indianexpress

on a 2-day visit, said the Govt should

NRC: SC severely reprimands Assam coordinator,
registrar for speaking to
New Delhi:Supreme Court today severely
reprimanded NRC Assam's state coordinator an its registrar for speaking to the
media about the process that will be adopted for finalisation of NRC draft. The
SC Justices Ranjan Gogoi and RF Nariman were referring to state coordinator
Prateek Hajela and registrar Shailesh. "Get down to work for finalisation
of NRC and never speak to media on this issue without SC's prior
permission...How can officers appointed by the SC talk about something which is
to be finalised by us," the SC fumed.The apex court said it would have
initiated contempt proceedings against Hajela and Shailesh had the task o
finalisation of the NRC not been urgently at hand. "Get down to work for
finalisation of NRC and never speak to media on this issue without SC's prior
permission,' it warned. Hajela spoke to ANI on Sunday, and said, among other
things, that those whose names don't make it to final NRC will have the right
to appeal to the foregn tribunals. "After we will publish the final NRC
list post the completion of Claims and Objections, people will still have the
right to appeal in the Foreigners Tribunal if they are not satisfied with the
result of the process. 64 Foreign Tribunals are currently working here. They
have already declared few people as foreigners in the past," said Hajela.
NRC coordinator further said that no legal action would be taken against people
whose name are not in the list. The SC bench asked the Centre to place the
standard operating procedure to deal with claims of those excluded from NRC

Kathua rape case: SC to hear plea alleging
torture of witness Talib Hussain tomorrow
The Supreme Court will tomorrow hear a plea
alleging that Talib Hussain, a key witness in the sensational Kathua gang rape
and murder case, is being tortured by the J7K police in a fake rape case.A bench comprising
CJI Dipak Misra and Justices DY Chandrachud and Indira Banerjee considered the
submission of a close relative of Hussain, seeking urgent hearing on the plea.
A habeas corpus (produce the body) writ petition has been filed by the cousin
of the witness. It alleges that Hussain has been kept in illegal detention and
being subjected to custodial torture. Hussain’s family alleged that he is being
tortured in police custody in a fake rape case.Senior advocate Indira Jaising,
counsel for the petitioner, later said Hussain has been subjected to torture in
Sambha in the state and they are seeking “judicial intervention” in the matter.
SC has transferred the trial in the Kathua gang rape and murder case to
Pathankot after taking note of the plea of the father of the victim
apprehending threat to the family.Hussain is a key witness in the Kathua gang
rape case, in which an eight-year-old girl from a minority nomadic community
disappeared from near her home in a village close to Kathua in the Jammu region
on January 10. Her body was found in the same area a week later.PTI

Hapur,Alwar: An NDTV investigation involving
hidden cameras has revealed disturbing accounts of those accused of lynching in
the name of the cow.An NDTV team, posing as a researchers doing field work on
RSS and other Hindutva outfits, visited the accused in two lynching cases in
two states.The first report was on a lynching in Hapur, in UP . It is here that
on June 18, when a 45-year-old Qasim Qureshi, a meat trader, was lynched by a
mob, while 65-year-old Samiuddin, a farmer, was badly injured.The police
arrested 9 men, charging them with murder, attempt to murder and rioting. Four
of the nine are currently out on bail.NDTV travelled to Bajedha Khurd village
in Hapur to meet one of the accused, Rakesh Sisodia, who is out on bail.
Sisodia, in a written statement to court, said that he had no role in the
attack and wasn't present at the spot. But on hidden camera, he bragged about
the crime, saying he even accepted it before jail authorities. Sisodia had
spent 5-weeks in jail."I told the jailer that they [the victims] were
slaughtering cows so I slaughtered them," Sisodia told NDTV."I wasn't
scared to go to jail. I caught the attention of the jailer, who asked me what
my case was," he said.Sisodia went on: "I said section 302 and 307,
full and half murder, they slaughtered cows, I killed them."Sisodia
explained how he got a hero's welcome after he got bail in the last week on July.
"3-4 cars had come to pick me up from jail. People were raising slogans in
my name. People welcomed me with open arms, I felt very proud," he
said."My army is ready. If anyone slaughters a cow, we will kill them and
go to jail a thousand times" he said.He also went on to speak about police
support. "The police is on our side because of the Govt . Otherwise,
nothing would've happened if Azam Khan was in power," he said. In the video of the attack, bystanders can be
heard asking Qasim to be given water. Sisodia's account of this moment is chilling.
"I said he has no right to drink water, he slaughtered a cow. My army will
kill him by every minute," he said."I thought Qasim would die, but
that Samiyuddin was bleeding," he added.From Hapur, we travelled to Behror
town in Alwar, nearly 3 hours from Jaipur.Pehlu Khan, a dairy farmer was beaten
to death by cow vigilantes in Alwar. Police arrested and charged 9 men; all of
whom are out on bail.One of them is Vipin Yadav, who, like the other accused,claimed
they had no role in the killing. Here again, posing as research scholars from
the US, NDTV spoke to Vipin. "We kept beating him up for 1.5 hours. First
there were 10 people then the crowd swelled," he said while our hidden
cameras recorded him.Vipin also states a key detail about his role in the crime."They
weren't stopping their trucks, so I had to overtake them and take their keys to
catch them,"he said."He [Pehlu] was badly beaten up,while that
happened I had forgotten that the keys to his truck were left in my

Hapur Lynching Case: SC to Hear Plea After
Accused Admits to State Support in NDTV Exposé
New Delhi: An undercover investigation by NDTV
in which the accused in the Hapur lynching case not only admitted to the crime
on a hidden camera but also bragged about it, has led the Supreme Court to
urgently take up the matter.In a mob attack in UP ’s Hapur on June 18, a
45-year-old cattle trader, Qasim Qureshi, was lynched and a 65-year-old farmer
Samiuddin was brutally beaten. The entire episode was caught on videos which
were widely circulated on social media. Lawyers for Samiuddin, who were
planning to petition the apex court, requested an “urgent hearing” following
the airing of the sting operation and according to an NDTV report, CJI Dipak
Misra agreed to hear the petition on Aug.13. Victim and survivor of the attack
has requested for a court-monitored SIT probe and demanded that the case be
moved out of UP for a fair trial. Samiuddin has further demanded cancelling the

Govt eyes ways to block Facebook, WhatsApp
New Delhi: Govt has asked telecom operators
and internet service providers to suggest ways to block social media apps such
as Facebook and WhatsApp during emergencies, a move the industry says will be
difficult to enforce and violate the fundamental right of speech and expression.In
an 18 July letter, department of telecommunications (DoT) wrote to companies
including Bharti Airtel Ltd, Reliance Jio Infocomm Ltd, Vodafone India Ltd,
Idea Cellular Ltd, Bharat Sanchar Nigam Ltd, and industry associations,
requesting them to “explore various possible options and confirm how Instagram/
Facebook/WhatsApp/Telegram and such other mobile apps can be blocked on
internet.” Mint has seen a copy of the letter.They were asked to submit inputs
by 20 July.“In our submission, we have said such an exercise would be extremely
difficult to do. In this day and age, how can you shut down the internet
especially as many travel bookings and financial transactions etc. are on the
internet,” a person aware of the development said, requesting

2 terror arrests from migrant labourer camps
confirm NIA’s worry about Kerala
Kochi: NIA has nabbed Mustafizur Rahman, 35,
of Birbhum Village, and Abdul Karim of Murshidabad of West Bengal, who were
posing as migrant labourers, from Kottakkal in Malappuram. They are the prime
accused in a blast and IED planting case at Bodhgaya in Bihar on Jan.20, 2018
and allegedly belong to Jama’at-ul-Mujahideen Bangladesh (JMB). NIA sources
told Express Mustafizur has been staying with a group of migrant labourers in
Kottakkal doing various jobs. Though NIA was on the tail of the suspects
involved in the crime, terrorists’ plan to hole up in Kerala as migrant
labourers got exposed when intelligence agencies traced certain leads through a
coordinated effort.The incident has come a shocker to Kerala Police as central
intelligence agency suspects Mustafizur
planned and executed the operation while staying in Kerala.It was only three
months ago that Mustafizur brought Abdul Karim to Kottakkal. According to NIA

NIA carries out searches in Hyderabad in ISIS

Hyderabad: NIA carried out searches at seven
places in the old city here in connection with a 2016 case related to ISIS, an
agency spokesman said.The spokesman said during the searches at the premises of
suspects in Hyderabad, the agency seized digital devices and incriminating
material.He said further investigations were on in the case and refused to
share any further details. NIA had registered a case in 2016 based on
"credible information" that some youths of Hyderabad and their
accomplices have entered into the criminal conspiracy to wage war against the
state by collecting weapons and explosive materials to target public places
including religious sites, sensitive Govt building, etc. in various parts of the
country.NIA had completed investigation in the case and filed a charge sheet

their lives and 2 militants were gunned down in a gunfight near LoC in north
Kashmir’s Bandipora on Tuesday.According to initial reports, three soldiers and
the Major, were hit by bullets when they challenged a group of infiltrators in
Gurez Valley's Bakhtor sector in the morning.The soldiers belonged to the
Army's 36 Rashtriya Rifles. "2 militants were killed but the bodies are

discharge pleas of ex-cops DG Vanzara, NK Amin
Ahmedabad:A Special CBI court Tuesday rejected
the discharge applications of DG Vanzara and NK Amin who are accused in the
Ishrat Jahan alleged fake encounter case. Vanzara, who is out on bail, is
accused of planning the encounter that was allegedly staged by a joint team of
the Gujarat Police and officers of the Intelligence Bureau. Retired SP NK Amin
is co-accused in the case. The duo had moved the discharge plea after their
then superior officer, retired DGP PP Pandey, was discharged. The court refused
to discharge Vanzara and Amin on the ground of parity with Pandey. The court
held that the role of these two accused is “greater” than the retired DGP.The
court asked the CBI whether it wanted to obtain sanction from the state Govt for prosecuting these two former officers or
not. The court said if CBI can’t get sanction under Section 197 of CrPC —
required for prosecuting a Govt servant–it should inform the court

Meerut: In a house in Sarai Kaji in Meerut,
some light has been brought back. Amar*, a 14-year-old boy, is back home after
spending 2 months and 17 days in jail.We sit in a room that opens into the
backyard as Amar begins to tell us what happened to him. “I went to buy
medicine for my mother on April 2, but the shop was closed.There was a big
crowd around Chaudhary Charan Singh University.The police was running after
them,” he narrates. “They asked me my jati, and when I told them I was a Dalit,
they got hold of me and took me to the jail. I tried to tell them I don’t have
a father and my mother is disabled. I cried and cried.”On April 2, various
Dalit groups had called for a nationwide Bharat Bandh to protest against a
Supreme Court order they believed would dilute SC and ST(Prevention of
Atrocities) Act.The bench removed restrictions on allowing anticipatory bail,
and decreed that a public servant could be prosecuted only after permission
from higher authorities. During the protests, nine people lost their lives in
clashes with the police in different parts of the country, and hundreds of
protestors were detained in UP .“Can these children shoot guns? How can you ask
little children their caste? How can you jail them without informing their
families?” asks Amar’s mother. She sits in the corner of the room – she cannot
stand or move her legs much. “We searched for him for three days. My young
child, in jail for over two months – what will happen to his future?” She asks
us to write a good report, a report which will get her family’s problem
noticed.The case against Amar is not over, and neither is the family’s
distress. “I wish for a quick end to the case so that I can focus on my
studies,” he says. “I had to miss a lot of school when I was in jail.I hope

Mistaken for a child lifter, man beaten to
death in MP
Bhopal:MP Police have arrested 10 men for
allegedly beating to death a 27-year-old youth in Singhwar village under
Samnapur Police Station in Dindori district suspecting him to be a child
lifter. The incident took place on July 28 but came to light on Aug.1 after the
body of an unidentified man surfaced in a farm well on Aug.1. Before dumping
the body, the alleged killers had tied the man’s hands and legs with ropes and
also tied stones to his neck and waist.Investigations later revealed that four
villagers, who were consuming liquor around 9 pm on July 28, had found Mukesh
Gond, a resident of Kui village in Anuppur district, loitering near the village
school. When they asked his name he reportedly hid behind the school. Two of
the four accused caught him and at least 6 more villagers later joined them

words carried the aura and authority of PM Indira Gandhi herself. The senior
Congress leader, who passed away Monday at the age of 81, was her closest
confidant and adviser, and finds regular mention in books about her era.One
such book is India: The Crucial Years by T.V. Rajeswar, former chief of the
Intelligence Bureau and another close confidant, which provides many examples
of how important Dhawan really was in the Indira years.Dhawan started his
career as a stenographer in Jawaharlal Nehru’s office and grew to become the

to Delhi school over alleged confining kids
New Delhi: Delhi Minorities Commission has
given a clean chit to Rabea Public School, accused of confining a group of
primary students to the basement for nearly four hours over non-payment of fee.
The incident had earned the ire of the Delhi Govt . DMC, too, had sent a notice
to the school. In a statement on Sunday, the commission said:“The school has
replied with photos of the alleged basement, saying the said room cannot be
described as a basement as claimed by some newspaper reports. Rather, it is the
school’s activity room full with toys and fitted with several exhaust fans,
therefore it is not correct that the students were subjected to cruelty

40 girls of madrassa suffer food poisoning:TOI
Rajkot: Around 40 girls in the age group of 8
to 12 years suffered from food poisoning at a madrassa in Sanjognagar area of
Bhuj on Sunday. “The girls complained of stomachache and nausea after they woke
up on Sunday morning. They were taken to GK General Hospital where they were
diagnosed with suffering from food poisoning,” said madrassa warden Abdul Latif
Odecha. He claimed that the girls contracted water-borne infection. A team of
Bhuj health department officials visited the madrassa and took samples of water
and food the girls had consumed.TOI

Colonel tells tenant; Delhi girl's Facebook post goes viral
Taniya Hassan, a girl living in Delhi, was
left stunned when she was asked to vacate her flat by the landlord, an Army
Colonel, as she belonged to the Muslim community. The incident took place on 4
August in Delhi and her Facebook post condemning the actions of the Colonel
have now gone viral. "I was totally shaken and taken aback. The landlord
is a colonel. Despite showing him my Aadhaar card and all such documents he
uttered such words. It is an utter shame that persons with such beliefs are in
service of this country," Taniya wrote on her Facebook post. "This is
not the first time that I have been treated differently for being a Muslim. And
that is when I'm not visibly a one- I don't wear a burka, I don't cover my
head, even my first name sounds appeasingly Hindu. The older I grow, the more
I'm shown the ugly fissure of religious differentiation," she further
added.She further claimed that the landlord had allegedly told her that he does
not rent out flats to Muslims as she might be related to a terrorist organization.
Several Facebook users have condemned the actions of the Colonel and have even

Parliament passes Criminal Law Bill, providing
death sentence for raping girls below 12-yrs
The Parliament passed the Criminal Law
(Amendment) Bill, 2018 with the Rajya Sabha clearing it by a voice vote. The
Lok Sabha had passed the bill last month. The bill replaces the Criminal Law
(Amendment) Ordinance promulgated on April 21 this year. The bill stipulates
stringent punishment for perpetrators of rape, particularly of girls below 12
years and death sentence has been provided for rapists of girls under 12 years.
Replying to a debate on the bill, Minister of State for Home Kiren Rijiju said,
gangrape of a girl under 12 years of age will invite punishment of jail term
for the rest of life or death.He said, in case of rape of a girl under 16
years, the minimum punishment has been increased from 10 to 20 years,
extendable to life imprisonment. The punishment for gangrape of a girl below 16
years will invariably be imprisonment for the rest of life of the convict. AIR

Iran: 'Psychological warfare' as US sanctions
kick in
US sanctions against Iran took effect on
Tuesday, a move certain to worsen the lives of ordinary Iranians, as President
Hassan Rouhani described the controversial reimposition as "psychological
warfare". In defiance of the US, the EU urged its companies to continue
and even bolster trade with Tehran, despite American threats of sanctions
against them for doing business. EU diplomatic chief Federica Mogherini said
the bloc, as well as Britain, France and Germany, deeply regretted Washington's
move."We are determined to protect European economic operators engaged in
legitimate business with Iran," she said. "We are encouraging small
and medium enterprises, in particular, to increase business with and in
Iran."Mogherini noted the Iranian Govt had fully lived up to its commitments under
the landmark 2015 nuclear agreement, which administration of US President
Donald Trump pulled out of in May. Rouhani praised Europe for "resisting
the Americans" in its call "to join the regime of sanctions". But
many large European firms are leaving Iran for fear of US penalties, after
Trump warned of "severe consequences" against companies and

night that Iran had no intention of negotiating a new deal with the US.

you say you want negotiations, then the first thing you have to do is remove
the knife," he said. "They want to launch psychological warfare

Malaysia's new govt ordered the immediate
closure of a Saudi-backed anti-terrorism centre less tha 13 months after it was launched. No reason
was given.King Salman Center for International Peace (KSCIP) in Kuala Lumpur
will cease operations immediately and its functions will be absorbed by the
Malaysian Institute of Defence and Security, Defence Minister Mohamad Sabu said

Hussein, Malaysia's former defence minister, defended the centre when it was
launched in March 2017, saying it was crucial to curb the spread of
"violent extremism" by armed groups, including ISIL. Sabu also told
parliament he planned to pull Malaysian troops out of the kingdom. In June,
Sabu announced a review of Malaysia's military presence in Saudi, saying it

attacked a military checkpoint, killing four troops and wounding 6, according
to Mohammad Naser Mehri, the provincial governor’s spokesman.The attack in Bala
