SC restores 50% in-house quota on PG medical seats in AMU, BHU, sets aside
HC order
New Delhi: Supreme Court today
set aside the Allahabad High Court's May 29 order which had quashed 50%
institutional preference in admission to PG medical seats. A vacation bench
comprising Justices Ashok Bhushan and Deepak Gupta said institutes like Banaras
Hindu University (BHU), Aligarh Muslim University (AMU) and govt-run medical
colleges in UP will continue conducting counselling and fill up the seats by
June 12.The HC on May 29 had passed order allowing to fill up the 50% institutional quota seats in PG medical
courses in these 2 central universities and other Govt -run univerities for students from any medical college based on
their ranking in NEET. The SC order came on the plea of BHU and AMU contending
that the high court verdict was violative of earlier apex court judgement and
Medical Council of India regulations
which allow institutes to take admissions on 50 % seats from their own institution.Both these
central universities had got the support from the MCI, which had argued that
the high court has erred in interpreting the laid down regulations.Additional
Solicitor General Maninder Singh, appearing for BHU, had sought immediate stay
of the high court's order saying the "entire apple cart" cannot be
reversed.Senior advocate Salman Khurshid, appearing for the AMU, had said some
students have already been admitted by the varsities under the 50 % quota, therefore the high court verdict needs

Babri Masjid demolition: Spl CBI Court exempts Advani, Joshi, Bharti
from personal appearance
Lucknow: BJP stalwarts LK Advani, Murli Manohar Joshi and Union minister
Uma Bharti will not have to attend the day-to-day trial in the 1992 Babri
Masjid demolition case, with a CBI special court on Wednesday exempting them
from personal appearance.CBI special judge S K Yadav passed the order on
applications moved by former deputy PM Advani (89), ex-Union minister Joshi (83) and
Bharti (58) seeking exemption from personal appearance on different grounds.
Allowing the plea, the court, however, said the trio would have to appear
before it as and when directed.Counsel for the BJP leaders had cited old age of
Advani and Joshi, and extensive travel by Bharti as reasons for their inability
to appear before the court daily during the trial. They had been granted a
similar relief during the trial proceedings in the case in Raebareli.There are
34 accused in the case and the CBI court is conducting the day-to-day trial on
the direction of the apex court.During today’s proceedings, CBI got a
prosecution witness, Ramakant Dubey, discharged on the ground that it did not
require him for recording of evidence.PTI
MP farmers’ protest: Protesters clash with collector, set ablaze 8-10
vehicles
New Delhi: Protesting farmers in the Mandsaur region of Madhya Pradesh
clashed with the district collector and Superintendent of Police on Wednesday
over their delayed visit to the region, reported ANI. They reportedly chased
away these officers from their protest. They are demanding a meeting with CM Shivraj
Singh Chouhan. Their protests entered the sixth day today, with farmers
demanding loan waivers and better prices for their crops. At least 8-10
vehicles were torched today in Mandsaur. Curfew was imposed in Mandsaur last
evening, after 6 farmers were allegedly killed and eight injured in two
separate incidents of police firing. A judicial probe has been ordered to
ascertain who gave the order to fire. State Home Minister Bhupendra Singh, who
had earlier denied police involvement, later conceded that they may have fired

Jaipur: Hundreds of farmers have decided to sit on an indefinite strike
in Rajasthan’s Pratapgarh district from next week, the third BJP-ruled state
after Maharashtra and Madhya Pradesh to be rocked by crop protests after a
drought year.Farmers under the banner of ‘Kisan Sangharsh Samiti’ have given a
week-long ultimatum to the state Govt to
meet their demands of better crop prices, agricultural pensions and loan
waivers.They are also upset over cheque payments since Govt withdrew high-value
banknotes during the demonetization exercise last year, and warn that the
protests will spread across the state if not attended to.Local farm leaders
under the banner of Bhartiya Kisan Sangh (BKS) say the protests are a spillover
of similar demonstrations in neighbouring MP where anger is mounting following
the death of five farmers in police firing on Tuesday.“Pratapgarh borders
Madhya Pradesh and the mandi is located 20 km from Mandsaur, so the agitation
in MP has spilled over to Pratapgarh. Many local farmers have relatives in

has said farmers in Rajasthan will also launch a statewide agitation if the Govt

mobile, missing for past 4 days
In a shocking case of mob trial, an 11-year-old Muslim boy was stripped
naked and 4 of his fingers chopped off for allegedly stealing a mobile phone in
East Medinipur, West Bengal. The boy has since gone missing. According to
reports, the incident took place at the Peoplebera -1 Panchayat of Tamluk Sub
division, East Medinipur. The prime accused is Jayanta Maity, the husband of
the local Panchayat Pradhan Jharna Maity.According to the FIR that was filed by
the father of the boy SK Rafik, to Tamluk Police Station, the boy namely S.K
Ismail, 11, has been missing since June 3. On that day, some residents of
Gourangapur along with members of Gourangapur Sports Authority Club, namely,
Avijit, Chiku, Sanu and others were chasing Ismail near the Kakgachia Madan
Maity market, following which he was beaten the Haldia-Mecheda bound bus terminal.
4 of his fingers were chopped off as he tried to protect himself from a blow to
the head. Then he was brought to the club and was badly tortured, allegedly
under the orders of Jayanta Maity. After that, the boy has been missing and his
family is unsure if he is alive or dead. According to Sanaullah Khan, President
of All India Muslim Association, “We gave a deputation to the Superintendent of
Police, East Medinipur and he sought 72 hours to take action against the
culprits engaged into this case”. He also wrote in his Facebook Page that BJP
workers are operating the saffronised agenda under the banner of Trinamool

Jharkhand: Muslim man attacked by irate mob for taking meat to Iftar
party
Dhanbad: A Muslim man was assaulted by an angry mob for allegedly trying
to take beef to an Iftar party at Barbadda village in Jharkhand’s Dhanbad
district on Tuesday. The victim – identified as 35-year-old Ainul Ansari – has
been admitted to Hospital, where he is recovering. Police said Ansari, a
resident of Murahdih, was headed to Barbadda village on a scooter when 20
people waylaid him at Loharbarba. Even as they were assaulting him, somebody
informed the police. A team led by Barbadda police station officer-in-charge
Dinesh Kumar reached the scene soon afterwards, and rescued Ansari. “Irate mob
insisted that we search the victim’s scooter. We did so, and recovered meat –
probably beef – from its storage compartment,”said Kumar. Ansari’s wife, Sahida
Begum, denied allegation. “We planned to hold an Iftar party at our house on
Tuesday evening. Ansari was bringing mutton for the event, but the villagers
mistook it for beef,” she said. A sample of the meat has been sent to a Ranchi
laboratory for identification. The villagers have accused Ansari of trading in
beef for the last 3 months. “They claim that he purchases the banned meat from
Wasseypur in Dhanbad and sells it in the area,” a police officer said. The residents
of Murahdih, however, narrate a different tale.“Something like this has never
happened before. We source our mutton for Iftar parties from Dhanbad because it
is cheaply available there. But there’s a lot of fear now. How are we – poor
village folk – supposed to celebrate the festival in such circumstances?” asked
one of them. Though tension prevails in the area, no complaint has been filed
so far.“Neither Ansari nor the villagers who assaulted him have turned up to
lodge an FIR,” said Kumar.HT
Cattle trade rules: SC to hear plea against Centre’s notification on
June 15
New Delhi: The Supreme Court will on June 15 hear a petition challenging
the Centre’s notification that bans sale and purchase of cattle from animal
markets for slaughter, a move that has triggered howls of protests.The order
was discriminatory and unconstitutional as it prevented cattle traders from
earning their livelihood, Hyderabad-based lawyer Fahim Qureshi told the court
on Wednesday. Slaughtering of animals for food and sacrifice was part of the
cultural identity of certain communities and was protected by law, Qureshi
said.Several states have said they wouldn’t implement the order, as the Centre
can’t dictate food habits.Qureshi has challenged the very premise of the
notification -- animal welfare.The order violated the prevention of cruelty act
that allowed sacrifice of cattle for religious purposes, said Qureshi, who is
also the president of the All India Jamiatul Quresh Action Committee, a non-Govt
organisation that works with weaker
sections of society, including butchers and cattle traders.He said the ban on
trade in animals younger than 6 months and reselling of cattle within six
months impinged trade, which was illegal.The SC through a series of judgment
has expanded the right to life to include right to livelihood and trade.
Qureshi has also questioned forcing a farmer to take care of an animal for 6
months and “maintaining it more better than his family members”.HT

Bengaluru:Karnataka BJP spokespma Vaman Acharya has sparked a row with
his comments that Brahmins too slaughtered cows for consumption before India
became an agrarian country, but retracted his remarks after facing flak from
his own partymen.“Before India became an agrarian country, there are examples
where all communities including Brahmins have slaughtered cows for
consumption,” he said on a Kannada news channel during a panel discussion on
the Centre’s notification banning sale and purchase of cattle at animal markets

Kerala HC rejects stay on Centre's ban on cattle slaughter
Kerala High Court on Wednesday declined to put a stay on the ban imposed
by the Centre on the sale of cattle for slaughter. The next hearing in this
case is scheduled to be heard on June 28.Earlier, high court had backed the
Centre's decision, while the state Govt had opposed the order issued by the

ex-Police chief Maria over ‘misleading’ RTI reply
Mumbai: Bombay high court on Tuesday heard the state's plea challenging
the Maharashtra Chief Information Commission's 2014 order for a commission of
inquiry against former Mumbai police chief Rakesh Maria for alleged
discrepancies in an RTI reply on call records of the police control room during
26/11 attacks. The court said it would hear the matter on merits on June 15,
including the submission of CIC. The Govt pleader, Abhinandan Vagyani, contended before
a bench of Justices Naresh Patil and Bharati Dangre that it was challenging
CIC's findings that the information given was incomplete, misleading or
missing. Vinita Kamte, widow of slain additional commissioner of police Ashok
Kamte, had sought records of the wireless conversations between the control
room and Kamte's van on the night of Nov.26, 2008 when Kamte, Maharashtra ATS
chief Hemant Karkare and encounter specialist Vijay Salaskar were killed by the
terrorists.Maria was then the JCP (crime branch).Vagyani argued that the HC
cannot go into the facts to see whether the information provided was
incomplete. According to Vinita, the information given to her by police was
fake and did not match the original call data records submitted by police
before the court that conducted trial in the 26/11 case."The
commissioner's office will have to be apprised of such a petition. We will have
to hear their side also while deciding this petition," Justice Patil said

opposes order against ex-Police chief
5 suspects dead, 3 acquitted: Hyderabad terror case falls through
Hyderabad: On May 31, the seventh additional metropolitan sessions judge
acquitted Mohd Riyaz Khan and Mohd Abdul Sayeed, who had been accused of
plotting, along with five others, a conspiracy to kill policemen in Hyderabad
to avenge the Mecca Masjid blast, spread terror and wage war against the
state.Last Sept.14, Riyaz and Sayeed had been acquitted in a similar case by
the second additional metropolitan sessions judge. As the second terror case
fell through, they walked free on June 1 after spending nearly seven years in
jail without bail. The court observed that the prosecution had failed to
establish the conspiracy or that they wanted to wage war against the state. 8
persons had been accused in the cases of terror conspiracy and murder of two
policemen. Five of them — Mohd Vikaruddin Ahmed, Mohd Amjed, and Mohd Zakir of
Hyderabad; Dr Haneef Mohammed of Ahmedabad; and Izhar Khan of Lucknow —were
shot dead by Telangana police in an alleged encounter on April 7, 2015, while
being brought to court from Warangal prison. The eighth accused, Vinod Kumar
Sahu, charged with facilitating purchase of country-made revolvers by
Vikaruddin, was acquitted on September 14 along with Riyaz and Sayeed. All 8
were arrested between July and Sept.of 2010 after 2 police constables were
killed in separate firing incidents. While the trial in the conspiracy case and
the two murder cases was on, Vikaruddin (A1), Amjed (A2), Zakir (A3), Haneef
(A4) and Izhar (A7) were shot dead in the alleged encounter of 2015. They were
being brought from Warangal prison to a Hyderabad court for hearing on their
bail petition.While acquitting Riyaz (A5) and Sayeed (A6), the court said the
case against A1 to A4 and A7 was abated by the court as they were dead. It
observed that the prosecution could not prove or establish circumstantial
evidence with regard to the conspiracy theory and the involvement of Riyaz and
Sayeed. The court also observed that Riyaz and Sayeed were not directly
involved in causing the death of the policemen, and that there was no evidence
to link them to waging war against the state or abetting it, said advocate

Bengaluru: A mother’s letter to her son questioning his association with
terrorists is being used by the NIA as key evidence against an Indian man
accused of being an online recruiter for the Islamic State (IS). Adnan Hasan
Damudi, 36, accused of aiding youths from around the world in joining the IS in
Syria and Iraq from 2012 to 2015, was arrested by the NIA in Jan.2016 after he
was deported from the UAE. A letter written by his mother, Gulshan Banu,
questioning his links with radical elements — seized by the police in the UAE
at the time of Damudi’s detention — has been cited by the NIA as key evidence
in his legal trial, besides details of his online activities and alleged fund
transfers to youths around the world to entice them to join the IS.In the
letter, handwritten in Urdu, Banu has expressed her anger, disappointment and
knowledge of her son’s “unlawful activities’’.

Maha ATS weaned 8 women off IS clutches: DNA
Over the past two years, the Maharashtra ATS has been confronted with a
sensitive issue — how to deal with young women who were indoctrinated by
Islamic State (IS) propaganda and hoped to travel to IS-held territory.Sources
told DNA that during this period, 8 women from the Mumbai Metropolitan Region
and neighbouring areas in the state, many of whom are converts to Islam, have
gone through ATS's deradicalisation programme. They were finally weaned away
from the clutches of the terror outfit, but continue to be watched by security
agencies.Among these are a teacher of a private school, an engineer working in
the civil aviation sector, a school girl from Pune, a graduate working for a
private firm, and a girl who was rusticated from school for making advances on
male students, sources said.Overall, as part of its de-radicalisation
programme, state ATS has successfully counselled and prevented 60 men and women
in Maharashtra from joining the terror outfit in the last two years. According
to sources, 22 of them were from the Mumbai Metropolitan Region."One of
these women is a young graduate who converted from Hinduism to Islam. She
belongs to a fairly well-off trading family, and became radicalised online
through social media. Once she came under the ATS scanner, she was put through
an intensive de-radicalisation programme and now works for a private firm in
the city," said a source.
Communal clash in Muzaffarnagar leaves one dead
Meerut: An argument between two communities over the discharge of water
from a man’s house near the local mosque in a Muzaffarnagar village turned into
a full-fledged communal clash which resulted in the death of a 22-year-old
youth and caused injuries to 5 others late on Monday night. According to
officials, while elders from the two communities were able to pacify the crowd
in Naseerpur on Monday afternoon, a fresh row was reported late in the night in
which the rioting mob indulged in firing and stone-pelting. Akash Kumar, who
was hit by a stray bullet in the head, succumbed to his injuries early on
Tuesday. His father Brijpal Singh, 50, was injured as well.Soon after
performing the last rites of the deceased on Tuesday, members from a particular
community got violent and set on fire the tractor of the main accused, Shehzad
Ahmad, who is already in police custody. Later, top police officials, including
DIG (Saharanpur range) KS Emmanuel arrived at the spot to control the law and
order situation.“We have arrested two persons, including the main accused,
Shehzad Ahmad, and his accomplice Mohammad Dhola. Multiple contingents of PAC,
RAF and CRPF have been deployed to maintain peace in the area. Strict action
will be taken against those who perpetrated the violence,” said Emmanuel.DIG
added, “There is a mosque near Brijpal’s house and several people from minority
community pass through it every day. There is a small drain pipe that comes out
of the house because of which dirty water accumulates on the stretch. An
argument over the drain pipe led to the clash as members from the minority
community claimed that the water dirtied their clothes.” According to The Hindu
DIG KS Emmanuel visited the village with SSP, Muzaffarnagar, Anant Dev Tiwari
in the morning and took stock of the situation.Hours after they left violence
erupted when a mob barged inside the house of local resident Shehzad and set it

accused Monu Balmiki, Raju and Ankit to appear before the sessions court for
trial on July 5.According to prosecutor Gopal Gupta, the SIT probing the riot
cases has filed charge sheet against three accused Monu Balmiki, Raju and Ankit
under section 436 and 427 of IPC.During
the Muzaffarnagar riots, the house of Ikbal was allegedly burnt and his

has granted bail to Deoband cleric Maulana Masood Madni in a rape case. Justice
Arvind Kumar Tripathi passed the order yesterday, allowing the bail plea of
Madni, who was arrested in March this year upon the complaint of the woman
hailing from Jind district in Haryana.In the FIR lodged at Deoband police
station of Saharanpur district in western UP , the complainant had claimed that
due to her inability to bear a child, she met Madni going by his reputation as
a "spiritual doctor".Madni is the brother of Maulana Mahmood Madni -

Presidential election: Polling on July 17, counting on July 20,
announces Election Commission
With President Pranab Mukherjee’s term coming to an end on July 24,
Election Commission of India announced that polling for the upcoming
presidential election will be held on July 17. The counting of votes will begin

factory in Balaghat, on Wednesday.The blast sparked a blaze around 3pm, which

Teenager Rahim Khan was sweeping an area in front of his shop in the
town of Jharia, in the country's north eastern Jharkhand province when he was

Khan, 40, saw him slip into the hole before he too was killed after being
buried under debris as he tried to save the 14-year-old. The burning sink hole was

Gunmen attack Iran's parliament, Khomeini shrine, kill 12
Gunmen and suicide bombers have attacked Iran's parliament in central
Tehran and the Mausoleum of Ayatollah Khomeini in south of the city, killing at
least 12 people. 4 armed assailants attacked parliament office buildings on
Wednesday morning, while the shrine of revolutionary founder Ruhollah Khomeini
was struck by a suicide bomber, state media reported.One of the attackers on
Iran's parliament complex blew himself up on the fourth floor, while under
siege by security forces, state broadcaster IRIB reported.Lawmaker Elias
Hazrati told state TV that three attackers, one with a pistol and two with
AK-47 assault rifles, raided office buildings at the parliament complex. At least 39 people were wounded in the

US-backed SDF said on Tuesday it had launched an operation to capture
Raqqa, Islamic State's de facto Syrian capital, piling pressure on the

Pieces of a Myanmar military plane which went missing with more than 100
soldiers and family members aboard were found in the Andaman Sea late on
Wednesday, a local official said.Navy ships and aircraft had been searching
since the afternoon when the plane lost contact with air traffic controllers. More
than a dozen children were believed to be among the passengers on the plane
travelling from the southern city of Myeik to Yangon."Now they have found
pieces of the damaged plane in the sea 136 miles away from Dawei city,"
said Naing Lin Zaw, a tourism official in Myeik, adding the navy was still

The chairman of Amnesty International Turkey has been detained in the
western city of Izmir along with 22 other lawyers over alleged links to the
Gulen movement, an organisation that the Govt blames for last year's coup attempt, according
to Turkish authorities and the UK-based rights group. Amnesty International
condemned the move by Turkish authorities after Taner Kilic's arrest on Tuesday
for having suspected ties with the Gulen group. The group added his home and
