Cattle smuggling, slaughter to be punishable under NSA, Gangsters Act in
UP
UP Police has issued a terse
warning that those involved in cow slaughter and illegal transport of milch
animals will be booked under stringent National Security Act and Gangsters Act.
The directive has been conveyed to all district police chiefs by the state DGP
Sulkhan Singh. A Govt Order to ban cow slaughter and illegal transport of milch
animals was passed during the previous Akhilesh Yadav Govt in the state but was never strictly
implemented."NSA and Gangsters Act is to be invoked against those involved
in slaughter and trafficking of milch animals for slaughter," DGP's orders
said. Under NSA, the Govt can detain a
person for as long as it wishes and the authorities need not disclose the
grounds of detention. A person booked under the provision of Gangsters Act
becomes part of a gang listed in police records. It entitles the police to keep
track of those booked under the Act and issue summons to them for attendance at
the local police station for questioning even if no fresh case is lodged
against them. Act permits the police to seek remand of an accused for a maximum
of 60 days as compared to a maximum of 14 days under normal circumstances.DGP
also directed SSPs and SPs of all districts to "effectively control"
illegal activities committed by "vigilantes" in the name of cow
protection, morality, religious conversion or illegal trafficking of milch animals.
Singh asked the officers to register FIRs against vigilantes when they violate
the law and to prepare dossiers on them after identification with the help of
intelligence networks."These people/ organisations should be informed that
they do not have a right to act illegally by taking the law into their
hands," he said. The directive comes against the backdrop of incidents in
which 'gau rakshaks' or such organisations reach a spot where cow slaughter has
taken place and cause traffic jams, assault people and indulge in arson. The
order comes amid a raging debate on the Centre's notification which bans the
sale of cattle for slaughter in market places. The notification has triggered
protests from various quarters, including the Kerala Govt and certain BJP leaders in Meghalaya.Union
Environment Minister Harsh Vardhan has said the Centre may consider any vital
proposal on the new law on cattle trade and slaughter.PTI

Govt must be aware of economic costs of policies: Chief Economic Advisor
on cattle sale ban
New Delhi:Govt's Chief Economic Advisor Arvind Subramanian has sounded
caution over the cattle sale restrictions, saying such policies could
"adversely" impact the economics of livestock farming in
India.Addressing fellows of National Academy of Agricultural Sciences (NAAS) in
New Delhi on Monday evening, Subramanian said while the Govt s had the right to
frame social policies but considering economic costs of such policies was also
imperative."On dairy and livestock, two points are worth emphasising. The Govt
s have the right to choose their social policies. But in doing so, they must be
fully aware of the economic costs of these policies. "If social policies
impede the workings of the livestock market, the impact on the economics of
livestock farming could be considerable. These must be costed for appropriate
choices to be made," the economist said giving the foundation day lecture
of the Govt -funded institute that conducts research in agriculture and allied
sectors. He stressed that the economics of livestock farming "must be
recognised" also because "the fate and future of this source of

it
New Delhi: Eminent faces from the Delhi civil society on Monday launched
a national campaign against the growing culture of mob lynching. They expressed
deep concern on the silence of the people in power over the lynching incidents.
Those present on the occasion included veteran journalist and former diplomat
Kuldeep Nayar, eminent academicians Prof. Apoorvanand Jha, Prof. Manoj Jha and
Anil Chamadiya, political activist Tehseen Poonawalla, students leaders

3 dead as security forces open fire on farmers protesting in MP’s
Mandsaur
Bhopal: 3 farmers died and several injured in MP’s Mandsaur district on
Tuesday after police opened fire during a protest to demand better prices in
the drought-ravaged region that clocks among India’s highest farm suicide
rates.Angry farmers ransacked and set ablaze a police station and thrashed
several security personnel after the firing as the administration rushed extra
forces and withdrew internet services to tamp down on social media rumours
fanning violence.“This govt is at war with the farmers of our country,” Congress
vice-president Rahul Gandhi tweeted, attacking the BJP Govt in the state.Hundreds of farmers had gathered
in the district, 350 km from state capital Bhopal, as part of their week-long
demonstration for higher crop prices that cover their input costs, a loan
waiver and a farm package to tide over losses incurred by the drought.Sources
said many farmers were angry at the lack of Govt response and torched several
vehicles before ringfencing a local police station at Pipalia, forcing
personnel to fire at the crowd. Bullet injuries killed three on the spot and
the wounded were taken to a local hospital and curfew declared in the district.
3 deceased farmers, who are all from Mandsaur district, have been identified as
Kanhaiya Lal Patidar of Chillod Pipaliya, Babloo Patidar, resident of Takrawad
and Prem Singh. Enraged farmers also blocked the Mhow-Nasirabad road and held
up traffic for hours before being driven away by a large police force. MP is
considered a BJP bastion where the saffron party has been in power for 14
years. But the Govt is facing
snowballing protests by farmers, who say they cannot afford to sell produce at
below-par prices for a third straight season and want the administration to
create a safety net.The firing can also impact assembly elections in
neighbouring Gujarat as the farmers who died were Patidar, an influential
community that has backed the BJP for decades but has in recent years shifted
support. All that farmers were demanding were help from the Govt and in return they received bullets. If the
situation and attitude of the BJP Govt does not change, the same farmers will bring
change in the Govt ,” said Hardik Patel, leader of the Patidar protests in
Gujarat that has shaken the BJP. 3 farmers died every day last year in Madhya
Pradesh, data from the NCRB showed. hindustantimes

Students protest against Jamia's Iftar party in which RSS’ Indresh Kumar
attends as chief guest; Kumar claims 'from Prophet Adam to last Prophet never
ate meat, it is disease'
New Delhi: Students of Jamia Milia Islamia staged a protest against an
Iftar party organised by Muslim Rashtriya Manch, the RSS’s Muslim wing, on
Monday evening.MRM had invited RSS leader and MRM patron Indresh Kumar as the
chief guest at the Iftar party in the university. Even as students were holding
a protest against his visit, Kumar said triple talaq is a sin and suggested
that eating meat is a disease. “From Prophet Adam to the last Prophet, and even
(the Prophet Muhammad’s wife) Aisha, never ate ‘gosht.’ Meat is a disease. Milk
is the cure and treatment... According to their advice, those who sacrifice
animals, slaughter it and eat it, in a way are eating poison, are eating
diseases. They had said this should not be done. With this they also said that,
at Iftar the drinks that are served, use milk in it,” he said. Talking about
triple talaq he said, “When talaq is a sin, and is disliked by god, is a
‘paap’, then shouldn’t triple talaq be a ‘mahapaap?’”He also said that
nationalism and patriotism are basic tenets of Islam adding that one is encouraged
to love and protect their country and even sacrifice their life at its
alter. The students, meanwhile, decided to stage a counter Iftar opposite the
venue. They later alleged that they were not allowed to get to the venue as the
Delhi Police had blockaded the area.“RSS has made comments that hurt Muslim
sentiments in the past, and now they are staging an Iftar party. We will not
allow this on our campus,” said Ehtmam, a Jamia student present at the protest
site. This was a popular opinion that echoed in posters outside Gate No 7 of
Jamia. “Iftar inka bahaana hain. Sanghwaad phailana hain,” was a prominent
slogan raised by the protesters. The protesters were seen to get rowdy when
confronted with blockades, and the police had to resort to minor force. Student
leaders alleged that seven students had been detained by the Delhi Police, but
Romila Baaniya, DCP (South-east), denied the allegation. HT

Tarek Fateh’s Aligarh arrival opposed by AMU Student Union president
Lucknow: Having made headlines for his tirade against Pakistan, Canadian
author of Pakistani origin Tarek Fateh has kicked up a row in UP with AMU
Student Union president raising objections to an event to be addressed by the
columnist, in Aligarh on June 11.In a letter to the district administration,
AMUSU head Faizul Hasan has opposed the programme proposed to be held at DS
College in Aligarh under the aegis of a social organisation on June 11.
Expressing resentment, Hasan has said the presence of Fateh, a "so-called
Islamic preacher" will not only hurt Muslim community's sentiment, it will
vitiate the city's atmosphere during Ramzan. Fateh has been invited to Aligarh
as keynote speaker at an event titled 'World peace and Islam—a Dialogue'."He
is known to speak against Islam and insult it, why then has he been called to
address a seminar on Islam. It only shows the malafide intentions of hurting
Muslim sentiments," said Hasan. Airing suspicion that the host
organisation is associated with right wing outfits, Hasan said, "Why is
the organisation holding a seminar on Islam with Fateh? Why can't they discuss
recent incidents of violence against women in the state or other issues
affecting the country?"Hasan, who has asked district administration to
repeal the permission given for holding the programme, has yet to receive a

Our Muslim brothers fast in Ramadan; we have been fasting for 5 yrs
waiting for justice: Bhagana Dalits
New Delhi: “For our Muslim brothers, Ramadan comes once a year, but we
have been fasting continuously for the past five years,” says Satish Kajla
alias Abul Kalam, a leader of Bhagana
Sangharsh Samiti spearheading movement seeking justice for Dalit victims of
violence in Bhagana, Haryana. The words of Satish alias Abdul Kalam may seem
exaggerated to some, but he is definitely not lying. On May 21, 2017, the
sit-in protest of Dalit families from Bhagana at Jantar Mantar completed five
years. It all started on May 21 2012, when the ground where Dalit boys played
was “acquired” by Jats in Haryana and a wall was constructed obstructing Dalits
from accessing the village Chowk (community space).“We have been on a dharna
since last 5 years and none of our demands have been accepted yet. Our people
are continue to protests outside the mini secretariat in Hisar and at Jantar
Mantar in Delhi in extremely hot conditions. We are continuously being
sidelined by our state as well as central govnt,” said Abul Kalam. According to
the Bhagana Sangharsh Samiti, Haryana Khap Panchayats had boycotted 250 Dalit
families, declared a social and economic boycott against them and forced them
to flee the village in 2012. Jats had “illegally” occupied 280 acres of land
and stopped Dalits from using them. The atrocities didn’t stop here, on March 23,
2015, 4 girls from Balmiki community in Bhagana village were allegedly
kidnapped by a group of Jat boys and gang-raped. They were dumped at Bhatinda
railway Station, about 170 km away, where they were found in “almost
unconscious state” by the village head and their relatives a day later.“After
the Khattar-led BJP came into power in the state, we were hopeful that our
issues will be resolved but they still remain as they were in 2012. We met the CM
few times where he acknowledged that
injustice was meted out to us but he expressed his inability to intervene as
Khap panchayats are powerful in those regions and his Govt has been newly formed,” Ramphal Jangra alais

50% in-house quota: SC to pass order on BHU, AMU's plea
New Delhi:Banaras Hindu University, Aligarh Muslim University and the
Medical Council of India today joined hands to challenge in the Supreme Court
an Allahabad High Court order setting aside 50 % institutional preference in admission to PG
medical seats. A vacation bench of justices Ashok Bhushan and Deepak Gupta,
after hearing the arguments, reserved its verdict for tomorrow. During the
brief submission, 2 universities said that the high court verdict was violative
of earlier apex court judgement and MCI regulations which allow institutes to
take admissions on 50 % seats from their
own institution. Both these central universities got the support from the MCI,
which argued that the high court has erred in interpreting the laid down
regulations. Additional Solicitor General Maninder Singh appearing for the BHU,
sought immediate stay of the high court's May 29 order saying the "entire
apple cart" cannot be reversed."The entire apple cart cannot be reversed
by re-opening those 50% seats for students selected through NEET," he
said. ASG also relied upon the earlier apex court's verdict in the Saurabh
Chaudhary case- laying down guidelines for PG admission- to contend that only
50% seats were to be filled through an all-India quota. PTI

Woman converted to Islam, goes to court for right to parental property
New Delhi:Does a woman forfeit her right to her parent's property
because she converted from Hinduism to Islam? That's the question before a
Delhi court which is hearing a civil suit from a 33-year-old woman claiming a
share of property purchased by her late father. Her two brothers said she no
longer has any right to it. The woman, who converted to Islam in 2013 when she
married a Muslim man following the death of her first husband, a Hindu, in
2011, is seeking the court's direction to declare her one-third owner of the
property in Shahdara, Ashok Nagar, in east Delhi. Her brothers, however, said
she cannot claim any right in the property belonging to a Hindu family after
she converted. Additional District Judge Ravinder Singh has fixed Aug.26 for
hearing the case. The woman, in her suit filed through advocate Amit Kumar,
said her brothers fraudulently executed a false deed of her share in the
property in their name. When their father and mother died in 2010 and 2008,
respectively, the 3 siblings became joint owners of the undivided property
worth Rs. 20 lakh as on date, she said. She claimed in the suit that her
brothers in 2012 took her to the office of a sub-registrar under the pretext of
getting the property divided into three equal shares, and she signed the
documents in good faith.Initially, she was getting her share of rent collected
from tenants of the property. However, after her second marriage, this became infrequent
on one pretext or the other, she said. Later, they stopped giving her money,
she said.n Aug.2015, the brothers denied her share in the property, she
alleged. And in July last year, they allegedly illegally tried to sell the
property, she claimed.PTI

Ahmedabad: The Gujarat High Court on Monday admitted two separate
petitions moved by 10 undertrials, including the alleged face of the SIMI

of their last month transfer to the Bhopal Central Jail from the Sabarmati
Central Jail here.In May, Nagori had written a letter to the special designated
court from Sabarmati Central Jail “expressing fear for his life”, referring to
the Bhopal encounter incident in which 8 alleged SIMI members were tracked and

People from both communities threw stones at each other and damaged
houses.Armed with sticks and swords, the rioters turned on a small contingent
from Kanke police station which reached the village within 15 minutes of the
flare-up. Kanke police station in-charge, inspector Rajiv Ranjan, was struck on
the head with a stone and had to be taken to hospital. With the local police
team outnumbered, around 300 additional personnel were rushed to the spot and
they cordoned off the village.Rioters threw stones at police personnel and
damaged vehicles, said police, adding that they had to resort to a
cane-charge.Ranchi SSP Kuldeep Dwivedi said 93 people from both communities were
arrested for allegedly instigating the flare-up.The district administration
clamped prohibitory orders in the village on Tuesday. “The situation is well
under control,” said Dwivedi.Police said the trouble started when a group of
youngsters, suspected to be high on either drugs or alcohol, allegedly passed
lewd comments on women returning from the village pond. On May 2, at least a
dozen people were injured in clashes between two communities in Bargai. The
fight broke out after a group of about 350 people attacked a marriage
procession when it reached near Bargai mosque. Police registered an FIR against
39 persons after the clashes.HT
India has world’s highest number of stunted children, child workers

– 48.2 million, equivalent to the population of Colombia, as per the latest
global report on childhood. Also, 31 million of its children are a part of its
workforce, the highest number in the world. These two factors, along with early
marriage and parenthood and lack of education, have pushed India to 116th
position among 172 nations assessed for threats to childhood, according to the
recent Stolen Childhoods report by Save the Children, an international
non-profit working for marginalised and deprived children. Globally, 700
million children have had their childhood curtailed early, said the report

Kashmiri militant on the self-styled vigilante groups.HT could not verify the
authenticity of the message but appeared similar to earlier messages which were
confirmed to be by Musa, a Kashmiri militant who was once seen as the successor
of HM’s slain commander Burhan Wani. Musa, 23, is known as a hardline militant
who last month threatened to behead separatist Hurriyat leaders for calling
Kashmir a political issue. HM refused to back Musa’s idea of an Islamic Kashmir

Don’t fall into BJP’s diversionary tactics, Rahul Gandhi tells minority
leaders
New Delhi:Congress vice-president Rahul Gandhi asked leaders belonging
to minority communities on Monday to keep the focus on the party’s development
agenda and not fall into the trap of the BJP-led Govt ’s diversionary tactics
that it uses to distract public attention from its failures.Interacting with
130 leaders of minority communities from across the country, Gandhi told them
to take the Congress ideology to every household in the country. The Congress
vice-president also discussed with them ways to strengthen the organisation and
how to expand the party’s outreach at all levels.Senior leaders Ahmed Patel,
Oscar Fernandes, Mohsina Kidwai, Rashid Alvi, Shakeel Ahmed and Punjab
legislator Kuljit Singh Nagra were among those who attended the meeting. The
party’s minority department chairman, Khurshid Ahmed Saiyed, came under fire
from leaders for his “failure” to restructure the sub-units in different parts
of the country. Many leaders complained that vacancies in minority departments
in their respective states had not been filled for years now, rendering these
key sub-units dysfunctional. Meeting also suggested that the Congress party
should follow neither ‘soft-Hindutva’ nor engage in Muslim appeasement but
stick to its secular agenda.HT

geopolitical risk consultancy based in Washington, DC, told Al Jazeera: "I
think the Kuwaitis as well as Omanis ...fear the prospects of these tensions
escalating in ways which could undermine the interest of all six members of GCC."There
are many analysts who believe that a potential break-up of GCC has to be

revealed on Monday that the new US foreign policy of Donald Trump led to four
Arab states severing ties with Qatar this week, Jordan’s Al-Sabeel newspaper

Barack Obama.” peaking to Israel’s Reshet Bet radio, Avidar added that, “Trump
wanted to put an end to this situation, where Qatar is a member of the moderate
Arab states and at the same time it is has good relations with Turkey and is an
ally of the Muslim Brotherhood.” He criticised Qatar and described the move by

Qatari riyal under pressure amid Gulf diplomatic rift

Qatari currency came under pressure on Tuesday as Gulf commercial banks
began to hold off on dealing with Qatari banks because of the diplomatic rift
in the region, banking sources told Reuters news agency. However, the Qatari
Riyal is pegged by the Qatari Central Bank at 3,64 to the dollar. This means
that the central bank will use its foreign currency reserves to ensure the
exchange rate does not fall below the 3,64 rate.Currently, the USD to QAR

Qatar FM: Question mark over future of GCC after crisis
Qatar's Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani spoke
to Al Jazeera after several Gulf Cooperation Council (GCC) member states and
other nations severed diplomatic ties. Sheikh Mohammed bin Abdulrahman Al
Thani:" We expressed our regrets and surprise over the escalations against
Qatar. We don't know if there were real reasons behind this crisis or hidden
ones that we don't know about. If there were real reasons for this crises, it
could have been discussed at the GCC meeting that took place a few weeks ago,
but nothing has been said or discussed at all. Also, nothing was said during American-Islamic-Arab
summit in Riyadh. So there was nothing said at these events and we had no
indication that the crisis was about to erupt. So this shows that the [Saudi
and UAE-funded media] media fabricated news against Qatar and made up lies
about it. This media campaign took place only after the hacking incident. Massive
media campaign against Qatar that insulted Qatar and its leaders was unprecedented
by GCC standards. We in Qatar did not slide down into this road. We dealt with
it with patience and wisdom." aljazeera

The latest round of leaked emails of the UAE' ambassador to the US

Huffington Post, the US media outlet that received the latest series of emails,

chief adviser on the Middle East, on election night."You got room for me
in Abu Dhabi?" Malley wrote to Otaiba."This isn't funny," the
UAE ambassador responded. "How/why is this happen. On what planet can
Trump be a president."In another exchange from 2016 with Judith Miller, a
right-wing US commentator who reportedly sent Otaiba a series of tweets from a
Saudi whistle-blower that criticised Emirati Crown Prince Mohammed bin Zayed Al

equivalent of watching 7 minutes of Donald Trump. A waste of my time."The
latest email leak comes after US media reported on Saturday that emails,
released by a group called "GlobalLeaks" - not affiliated with the
software developer, GlobaLeaks - showed clear collaboration between Otaiba and

Pakistan Senate to debate Kulbhushan Jadhav case on Pak Jamaat motion: indiatoday
Islamabad:Citing the International Court of Justice's (ICJ) order,
Jamaat-i-Islami Pakistan Senator Sirajul Haq today moved a motion to debate
Kalbhushan Jadhav case in Senate. ICJ has stayed hanging of former Indian Navy
officer Kulbhushan Jadhav, who is facing death sentence in Pakistan. Senator
Sirajul Haq said that certain statements issued by individuals after ICJ
verdict suggested that Pakistan was not well prepared to fight the case in the
international court. "These and similar statements have been passed
around, which are creating confusion," Haq noted, adding that Pakistan did
not act according to expectations and the steps taken by the country in the
Jadhav case had only caused embarrassment to the nation. Haq said that though
Jadhav's arrest had been a major achievement, Pakistan wasted an opportunity to
corner India over Jadhav's issue on the international stage. He also claimed
that the ICJ had "adopted" India's stance in its order to stay
Jadhav's sentence. "India is constantly issuing threats to Pakistan
regarding Jadhav's case," Haq noted, insisting that the matter was of national
importance. Chairman of Senator Raza Rabbani admitted the adjournment motion
moved by Haq to discuss the issue.Terming it an important matter, Raza Rabbani
also issued notices to the foreign ministry and the attorney general. The
motion will be debated for two hours.
