Cattle smuggling, slaughter to be punishable under NSA, Gangsters Act in
UP
UP Police has issued a terse
warning that those involved in cow slaughter and illegal transport of milch
animals will be booked under stringent National Security Act and Gangsters Act.
The directive has been conveyed to all district police chiefs by the state DGP
Sulkhan Singh. A Govt Order to ban cow slaughter and illegal transport of milch
animals was passed during the previous Akhilesh Yadav Govt in the state but was never strictly
implemented."NSA and Gangsters Act is to be invoked against those involved
in slaughter and trafficking of milch animals for slaughter," DGP's orders
said. Under NSA, the Govt can detain a
person for as long as it wishes and the authorities need not disclose the
grounds of detention. A person booked under the provision of Gangsters Act
becomes part of a gang listed in police records. It entitles the police to keep
track of those booked under the Act and issue summons to them for attendance at
the local police station for questioning even if no fresh case is lodged
against them. Act permits the police to seek remand of an accused for a maximum
of 60 days as compared to a maximum of 14 days under normal circumstances.DGP
also directed SSPs and SPs of all districts to "effectively control"
illegal activities committed by "vigilantes" in the name of cow
protection, morality, religious conversion or illegal trafficking of milch animals.
Singh asked the officers to register FIRs against vigilantes when they violate
the law and to prepare dossiers on them after identification with the help of
intelligence networks."These people/ organisations should be informed that
they do not have a right to act illegally by taking the law into their
hands," he said. The directive comes against the backdrop of incidents in
which 'gau rakshaks' or such organisations reach a spot where cow slaughter has
taken place and cause traffic jams, assault people and indulge in arson.The
order comes amid a raging debate on the Centre's notification which bans the
sale of cattle for slaughter in market places.The notification has triggered
protests from various quarters, including the Kerala Govt and certain BJP leaders in Meghalaya.Union

Govt must be aware of economic costs of policies: Chief Economic Advisor
on cattle sale ban
New Delhi:Govt's Chief Economic Advisor Arvind Subramanian has sounded
caution over the cattle sale restrictions, saying such policies could
"adversely" impact the economics of livestock farming in
India.Addressing fellows of National Academy of Agricultural Sciences (NAAS) in
New Delhi on Monday evening, Subramanian said while the Govt s had the right to
frame social policies but considering economic costs of such policies was also
imperative."On dairy and livestock, two points are worth emphasising. The Govt
s have the right to choose their social policies. But in doing so, they must be
fully aware of the economic costs of these policies. "If social policies
impede the workings of the livestock market, the impact on the economics of
livestock farming could be considerable. These must be costed for appropriate
choices to be made," the economist said giving the foundation day lecture
of the Govt -funded institute that conducts research in agriculture and allied
sectors.He stressed that the economics of livestock farming "must be
recognised" also because "the fate and future of this source of
livelihood will depend critically on the terminal value of ... no-longer-productive

Madras HC adjourns another PIL against Centre's ban on sale of cattle
for slaughter
Chennai: The Madras High Court on Tuesday adjourned till Wednesday hearing
on another PIL filed challenging the Centre’s recent notification banning the
sale and purchase of cattle from animal markets, for slaughter.When PIL came
up, first bench of Chief Justice Indira Banerjee and Justice M Sunder adjourned
the matter to Wednesday for further hearing. The matter relates to the PIL
seeking to declare the notification of the Prevention of Cruelty to Animals Rules,
2017 by Centre, as illegal, unconstitutional, and ultra vires of Constitution. Petitioner,
advocate owing allegiance to Vidhudhalai Chiruthaigal Katchi, alleged that on
the pretext of framing rules to prevent the trans-boundary smuggling of cattle,
the Centre has imposed its ‘Hindutva ideology’ by way of banning sale and
purchase of cattle for slaughter from animal markets.PTI

Tura: North Garo Hills district BJP president Bachu Marak resigned on
Monday from the party.Bachu’s resignation comes four days after West Garo Hills
district president Bernard Mark made an exit from the party on the issue of beef
ban.“I cannot compromise on the sentiments of the Garos. As a Garo, it is my
responsibility to protect the interest of my community. Beef-eating is part of
our culture and tradition. Imposition of BJP’s non-secular ideology on us is
not acceptable,” Bachu said after resigning from the party.He has submitted his
resignation to state party president Shibun Lyngdoh.Bachu had proposed a bitchi
(rice beer) and beef party in the Garo Hills on his Facebook page recently to
mark the Modi Govt ’s three years in office and had attracted party

New Delhi: Eminent faces from the Delhi civil society on Monday launched
a national campaign against the growing culture of mob lynching. They expressed
deep concern on the silence of the people in power over the lynching incidents.
Those present on the occasion included veteran journalist and former diplomat
Kuldeep Nayar, eminent academicians Prof. Apoorvanand Jha, Prof. Manoj Jha and
Anil Chamadiya, political activist Tehseen Poonawalla, students leaders
Kanhaiya Kumar, Shehla Rashid and Richa Sharma, Supreme Court lawyer Sanjay R.
Hegde and social activists Jignesh Mevani and Wasiq Nadeem.They announced to
launch the campaign at a press conference at the Constitution Club of India
here on Monday."The agenda of the press conference was to put out an
action plan to compel the Govt and the PM
to respond to this crisis and act to

addition the local police officer, in whose jurisdiction lynchings take place,
must be suspended immediately and a judicial inquiry must be initiated against
the officer. If the Govt fails to enact a law in the stipulated period, lakhs
of farmers, cattle grazers and dairy farmers will leave their cattle at PM's

3 dead as security forces open fire on farmers protesting in MP’s

Bhopal: 3 farmers died and several injured in MP’s Mandsaur district on
Tuesday after police opened fire during a protest to demand better prices in
the drought-ravaged region that clocks among India’s highest farm suicide
rates.Angry farmers ransacked and set ablaze a police station and thrashed
several security personnel after the firing as the administration rushed extra
forces and withdrew internet services to tamp down on social media rumours
fanning violence.“This govt is at war with the farmers of our country,” Congress
vice-president Rahul Gandhi tweeted, attacking the BJP Govt in the state.Hundreds of farmers had gathered
in the district, 350 km from state capital Bhopal, as part of their week-long
demonstration for higher crop prices that cover their input costs, a loan
waiver and a farm package to tide over losses incurred by the drought.Sources
said many farmers were angry at the lack of Govt response and torched several
vehicles before ringfencing a local police station at Pipalia, forcing
personnel to fire at the crowd. Bullet injuries killed three on the spot and
the wounded were taken to a local hospital and curfew declared in the district.
3 deceased farmers, who are all from Mandsaur district, have been identified as
Kanhaiya Lal Patidar of Chillod Pipaliya, Babloo Patidar, resident of Takrawad
and Prem Singh. Enraged farmers also blocked the Mhow-Nasirabad road and held
up traffic for hours before being driven away by a large police force. MP is
considered a BJP bastion where the saffron party has been in power for 14
years. But the Govt is facing
snowballing protests by farmers, who say they cannot afford to sell produce at
below-par prices for a third straight season and want the administration to
create a safety net.The firing can also impact assembly elections in
neighbouring Gujarat as the farmers who died were Patidar, an influential
community that has backed the BJP for decades but has in recent years shifted
support.All that farmers were demanding were help from the Govt and in return they received bullets. If the
situation and attitude of the BJP Govt does not change, the same farmers will bring

Mumbai: The farmers’ agitation in Maharashtra turned violent on Monday
with confrontations flaring up between cultivators and the police. In one such
incident, a milk tanker was set afire on the Nashik-Ahmednagar border. Also,
activists and the authorities clashed in Kolhapur and protesters burned tires
at various sites during rasta roko protests. Furthermore, various agricultural
produce market committees (APMCs) downed their shutters on Monday and big
dairies like Gokul, Krishna, Sonai and Rajhans in Ahmednagar failed to collect
milk. Also, 27 milk tankers travelling from Kolhapur to Mumbai had to be
provided with Z security owing to the stir.The bandh, which was called by
farmers’ organisations, has received with a warm response in the northern and

Over 170 People Fall Ill After 'Iftar' Meal In UP madrassa
Bahraich: At least 175 people fell ill, allegedly due to food poisoning,
after having "iftar" meals at a madrassa at Harwatand village in UP 's
Bahraich district, police said today. After the meal at the madrassa yesterday,
several people complained of uneasiness and started vomiting, police said. They
were rushed to hospital from where many of them were discharged later after
treatment. No one was in serious condition, police said.Police said they
suspected food poisoning, and have collected food samples for testing.PTI

the Maharashtra Shiv Vahtuk Sena, Shiv Sena's transport wing, has begun free
bus service for rozedars (who fast during Ramzan) from Mumbra station to
Shilfata. "Since most autorickshaw drivers outside Mumbra station are
Muslims, they take a break in the evening to break their fast. As a result,
commuters found it very difficult to reach home before iftar. Our Vahtuk Sena
president Haji Arafat Shaikh took notice of it and we provided free bus service
to help rozedars reach home on time for iftar," said Sajid Kassam

a protest against his visit, Kumar said triple talaq is a sin and suggested

sentiments in the past, and now they are staging an Iftar party. We will not
allow this on our campus,” said Ehtmam, a Jamia student present at the protest
site.This was a popular opinion that echoed in posters outside Gate No 7 of

sit-in protest of Dalit families from Bhagana at Jantar Mantar completed five
years. It all started on May 21 2012, when the ground where Dalit boys played
was “acquired” by Jats in Haryana and a wall was constructed obstructing Dalits
from accessing the village Chowk (community space).“We have been on a dharna
since last 5 years and none of our demands have been accepted yet. Our people
are continue to protests outside the mini secretariat in Hisar and at Jantar
Mantar in Delhi in extremely hot conditions. We are continuously being
sidelined by our state as well as central govnt,” said Abul Kalam. According to
the Bhagana Sangharsh Samiti, Haryana Khap Panchayats had boycotted 250 Dalit
families, declared a social and economic boycott against them and forced them
to flee the village in 2012. Jats had “illegally” occupied 280 acres of land
and stopped Dalits from using them.The atrocities didn’t stop here, on March 23,
2015, 4 girls from Balmiki community in Bhagana village were allegedly
kidnapped by a group of Jat boys and gang-raped. They were dumped at Bhatinda
railway Station, about 170 km away, where they were found in “almost
unconscious state” by the village head and their relatives a day later.“After
the Khattar-led BJP came into power in the state, we were hopeful that our
issues will be resolved but they still remain as they were in 2012. We met the CM

New Delhi:Banaras Hindu University, Aligarh Muslim University and the
Medical Council of India today joined hands to challenge in the Supreme Court
an Allahabad High Court order setting aside 50 % institutional preference in admission to PG
medical seats. A vacation bench of justices Ashok Bhushan and Deepak Gupta,
after hearing the arguments, reserved its verdict for tomorrow. During the
brief submission, 2 universities said that the high court verdict was violative
of earlier apex court judgement and MCI regulations which allow institutes to
take admissions on 50 % seats from their
own institution.Both these central universities got the support from the MCI,
which argued that the high court has erred in interpreting the laid down
regulations. Additional Solicitor General Maninder Singh appearing for the BHU,
sought immediate stay of the high court's May 29 order saying the "entire
apple cart" cannot be reversed."The entire apple cart cannot be reversed
by re-opening those 50% seats for students selected through NEET," he
said. ASG also relied upon the earlier apex court's verdict in the Saurabh
Chaudhary case- laying down guidelines for PG admission- to contend that only

Woman converted to Islam, goes to court for right to parental property
New Delhi:Does a woman forfeit her right to her parent's property
because she converted from Hinduism to Islam? That's the question before a
Delhi court which is hearing a civil suit from a 33-year-old woman claiming a
share of property purchased by her late father. Her two brothers said she no
longer has any right to it. The woman, who converted to Islam in 2013 when she
married a Muslim man following the death of her first husband, a Hindu, in
2011, is seeking the court's direction to declare her one-third owner of the
property in Shahdara, Ashok Nagar, in east Delhi. Her brothers, however, said
she cannot claim any right in the property belonging to a Hindu family after
she converted. Additional District Judge Ravinder Singh has fixed Aug.26 for
hearing the case. The woman, in her suit filed through advocate Amit Kumar,
said her brothers fraudulently executed a false deed of her share in the
property in their name. When their father and mother died in 2010 and 2008,
respectively, the 3 siblings became joint owners of the undivided property
worth Rs. 20 lakh as on date, she said.She claimed in the suit that her

Ahmedabad: The Gujarat High Court on Monday admitted two separate
petitions moved by 10 undertrials, including the alleged face of the SIMI
Safdar Nagori, in the 2008 Ahmedabad serial blasts cases, seeking cancellation
of their last month transfer to the Bhopal Central Jail from the Sabarmati
Central Jail here.In May, Nagori had written a letter to the special designated
court from Sabarmati Central Jail “expressing fear for his life”, referring to
the Bhopal encounter incident in which 8 alleged SIMI members were tracked and
killed hours after they “escaped” from the Bhopal Central Jail on Oct.31, 2016.
Nagori’s lawyer DD Pathan said, “On 8 May, Nagori faxed a letter to the special
court, saying that he feared for his life in a MP jail and that’s why he should
not be transferred. He also handed over a letter to me which I gave to his
relative. He also sent a letter to the Gujarat High Court. I couldn’t mention
this letter in the petition, since I couldn’t get the certified copy from the
courts in time.” Pathan said initially the undertrials were transferred to the
Indore Central Jail as per the original order, but later they were shifted to
the Bhopal Central Jail. Justice AY Kogje admitted the petitions and posted the
matter for further hearing on June 28.During the proceedings, the Madhya

petitions, following a request from the special public prosecutor on behalf of

Mumbai: An accused in the Malegaon 2008 blast case, currently lodged in
Taloja central jail, has written to the Nashik police commissioner seeking an
FIR against ATS officer Shekhar Bagade for allegedly entering his house
illegally. Sudhakar Chaturvedi has written the letter from the prison on May
15. In the letter, Chaturvedi stated that in 2008, he was a resident of Deolali
in Nashik and was a social activist. He said that on Oct.23, 2008, he was at
his residence when he received a call from Bagade who asked him to meet him at a
petrol pump near his house. He claimed that he was taken away forcefully by
Bagade and others to an unknown place. He alleged that the men seized his

Lewd remarks trigger communal clash in Ranchi, police arrest 93
Ranchi: Over 2 dozen people including eight police officials were
injured in a clash between Hindus and Muslims following alleged lewd remarks
passed on women in a Ranchi village, police said on Tuesday.The clashes erupted
in Sukurhutu, located 12 km from Ranchi district HQRS, around 8 pm on Monday.
People from both communities threw stones at each other and damaged
houses.Armed with sticks and swords, the rioters turned on a small contingent
from Kanke police station which reached the village within 15 minutes of the
flare-up. Kanke police station in-charge, inspector Rajiv Ranjan, was struck on
the head with a stone and had to be taken to hospital. With the local police
team outnumbered, around 300 additional personnel were rushed to the spot and
they cordoned off the village.Rioters threw stones at police personnel and
damaged vehicles, said police, adding that they had to resort to a
cane-charge.Ranchi SSP Kuldeep Dwivedi said 93 people from both communities were
arrested for allegedly instigating the flare-up.The district administration
clamped prohibitory orders in the village on Tuesday. “The situation is well
under control,” said Dwivedi.Police said the trouble started when a group of
youngsters, suspected to be high on either drugs or alcohol, allegedly passed
lewd comments on women returning from the village pond. On May 2, at least a
dozen people were injured in clashes between two communities in Bargai. The
fight broke out after a group of about 350 people attacked a marriage
procession when it reached near Bargai mosque. Police registered an FIR against

India now has the highest number of children stunted due to malnutrition
– 48.2 million, equivalent to the population of Colombia, as per the latest
global report on childhood. Also, 31 million of its children are a part of its

position among 172 nations assessed for threats to childhood, according to the
recent Stolen Childhoods report by Save the Children, an international

on Saturday night by her own family for marrying a Dalit man at a remote

Konnur (24), were residents of Gundalakanala village in Muddebihal taluk of
Bijapur. When both fell in love, they hid the secret as they knew, their family

Begum’s parents found out about their relationship, her parents had dragged her
to the police station. They had created a huge ruckus there and had demanded
that the police file a POCSO case against Sayabanna, while claiming that their
daughter was a minor. They also filed a written complaint in this regard,” said
Talikote DySP, PK Patil.The couple ran away to Goa and got married officially,
later when Banu got pregnant, they decided to go back to their village on
Saturday hoping their families would accept them.“Families did not accept their
marriage and a huge fight raged through the day,” the Talikote DySP
said.“Banu’s parents wanted her to leave Sayabanna and the boy’s father was
also not too pleased either. On Saturday night, when the couple refused to give
into their families’ demands, Sayabanna’s father, along with Banu’s mother,
brother and sister brutally assaulted him,” Patil added. Banu’s mother,
brother, sister and father-in-law were arrested on Sunday. “They have been
booked for murder and assault. Banu had been stabbed multiple times before

Raqa," said Observatory head Rami Abdel Rahman on Monday.He said women and
children were among the dead but he could not immediately give a specific

Pakistan Senate to debate Kulbhushan Jadhav case on Pak Jamaat motion: indiatoday
Islamabad:Citing the International Court of Justice's (ICJ) order,
Jamaat-i-Islami Pakistan Senator Sirajul Haq today moved a motion to debate
Kalbhushan Jadhav case in Senate. ICJ has stayed hanging of former Indian Navy
officer Kulbhushan Jadhav, who is facing death sentence in Pakistan. Senator
Sirajul Haq said that certain statements issued by individuals after ICJ
verdict suggested that Pakistan was not well prepared to fight the case in the
international court. "These and similar statements have been passed
around, which are creating confusion," Haq noted, adding that Pakistan did
not act according to expectations and the steps taken by the country in the
Jadhav case had only caused embarrassment to the nation. Haq said that though
Jadhav's arrest had been a major achievement, Pakistan wasted an opportunity to
corner India over Jadhav's issue on the international stage. He also claimed
that the ICJ had "adopted" India's stance in its order to stay
Jadhav's sentence. "India is constantly issuing threats to Pakistan
regarding Jadhav's case," Haq noted, insisting that the matter was of national
importance. Chairman of Senator Raza Rabbani admitted the adjournment motion
moved by Haq to discuss the issue.Terming it an important matter, Raza Rabbani
also issued notices to the foreign ministry and the attorney general. The
motion will be debated for two hours.
