SC refuses to direct UP police to further
probe Hapur lynching case
NEW DELHI:The Supreme Court on Tuesday refused
to direct the Uttar Pradesh Police to file a supplementary charge sheet in the
2018 Hapur lynching case.A Vacation Bench led by Chief Justice of India Ranjan
Gogoi, however, allowed the petitioner, Samaydeen, who survived the mob attack
by cow vigilantes, to approach the trial court and bring to the court's
attention any evidence or further witnesses who wish to make crucial statements
under Section 164 of the Code of Criminal Procedure. The court’s order came on a
petition filed by Samaydeen, who was brutally assaulted by a mob accusing him
of transporting and butchering cows. Qasim Qureishi, a 45-year-old meat trader,
died of his injuries after he took a severe beating along with Mr. Samaydeen
from the mob on June 18, last year. Samaydeen had moved the apex court for a
direction to the State Police to file a supplementary charge sheet. He had
alleged that the probe was not going on in a proper manner. In August last year,
while admitting the petition, the Supreme Court had refused to buy the Uttar
Pradesh Police’s version that the Hapur lynching of two men by cow vigilantes,
leading to the death of one of them, was a “road rage” incident which turned
fatal.Instead, a Bench led by then CJI Dipak Misra had ordered the Inspector
General of Police, Meerut division, to conduct a separate enquiry into the
incident and file a report with the SC.thehindu

PIL filed by BJP leader in Delhi HC for
population control in India
New Delhi :A PIL was moved in the Delhi High
Court on Tuesday seeking directions to the Centre to implement population
control measures on the ground that population explosion was the root cause
behind rise in crimes, pollution and dearth of resources and jobs in the
country. The petition by BJP leader Ashwini Kumar Upadhyay, who is also a
lawyer, has sought implementation of recommendations for population control
made by the National Commission to Review the Working of the Constitution
(NCRWC) headed by Justice Venkatchaliah.“ NCRWC, after making immense efforts
for two years and elaborate discussion, had suggested addition of Article 47A
in the Constitution and formulation of Population Control Law.“Till now the
Constitution has been amended 125 times, hundreds of new laws have been
enacted, but population control law, utterly required for country, is not made,
though it will curtail more than 50 per cent problems of India,” the petition
said.It also sought an order from the court declaring that the Centre “may set
two-child norm, as a criteria for government jobs, aids and subsidies, and, may
withdraw statutory rights viz. right to vote, right to contest, right to
property, right to free shelter, right to free legal aid”, for not complying
with it.The plea claims that the population of India has “marched ahead” of
China, as about 20 per cent our population does not have Aadhaar and therefore
not accounted for, and there are also crores of Rohingyas and Bangladeshis
living illegally in the country.indianexpress

10-12 men chanting 'Jai Shri Ram' inside the institution campus on

Post-poll survey:when Left moved right in West
Bengal
It took almost 40 years since its inception in
1980 for BJP to truly reach West Bengal. In the 17th Lok Sabha election, BJP
not only arrived in West Bengal but almost conquered it. The result is
spectacular for BJP. In the 2014 Lok Sabha election, it won only two seats and
secured about 17% of the votes. In the 2019 election, besides bagging 18
parliamentary seats out of 42, it also raised its vote share to 40%. On both
accounts it closely matched the ruling Trinamool Congress, which secured 22
seats (a loss of 12 seats compared to 2014) with a vote share of 43%. The
Trinamool managed to maintain its south Bengal bastion while the BJP made big
inroads into the northern and western parts of the State. Since BJP is a
relatively new entrant in the map of competitive politics in West Bengal, the
saffron mandate raises a number of pertinent questions. Lokniti’s post-poll
survey data might hold some answers. It appears to be a highly polarised
verdict; since the Trinamool and BJP almost equally shared a mammoth 83% of the
votes polled, they relegated the Congress party and the Left to the point of
near irrelevance. Such moments often imply churning and volatility. The survey
shows that about two-fifths of the traditional Left voters shifted to BJP and
about one-third to TMC. Similarly, 32% of old Congress voters moved to BJP and
29% moved to TMC.The moot question, however, pertains to the nature of
polarisation. Given the much-publicised Hindutva agenda of BJP and the alleged
Muslim appeasement of the Trinamool, the issue of communal polarisation
immediately crops up. This gets bolstered by the fact that among the sampled
Muslim electorate, there was overwhelming support for the ruling Trinamool. And
not just Hindu upper castes, but also OBCs, SCs and STs voted for BJP in large
proportions. thehindu
Rahul Gandhi’s offer to resign will be
suicidal for forces battling Sangh Parivar: Lalu
RJD President Lalu Prasad Yadav has said
Congress President Rahul Gandhi’s offer to step down from the post will be
suicidal for the party and the social and political forces battling the Sangh
Parivar, The Telegraph reported. Sangh Parivar is an umbrella term used for
associations affiliated to the Hindu nationalist movement. The former Bihar
chief minister is a prisoner and is undergoing treatment at a hospital in
Ranchi at present.Yadav said BJP will distort Gandhi’s resignation if it
happens. “It will amount to falling into BJP’s trap,” Yadav said. “The moment
someone else beyond the Gandhi-Nehru family replaces Rahul, the Narendra
Modi-Amit Shah brigade will paint the new leader as a ‘puppet’
remote-controlled by Rahul and Sonia Gandhi. This will play on it till the next
general election. Why should Rahul give such an opportunity to his political
detractors?”He said Opposition parties need to introspect on their failure
against the “communal and fascist forces”.“The reason for the defeat is not far
to seek,”Yadav said, pointing out that Opposition had failed to build a
national narrative.Lalu said the Opposition parties were at a disadvantage
because they failed to project one leader. “All across northern, eastern and
western India, they fought it as though it were a state election,”Yadav
added.“They failed to synchronise their strategy and actions.Ppeople were
looking for a national alternative, which the Opposition parties – fighting in
a disoriented manner in their respective states – failed to provide.”He said Opposition
parties should have nominated Gandhi as their PM candidate, considering
Congress’s nationwide presence. “There was nothing wrong for the regional
parties to bargain for more seats but they should not have done the strategic
blunder of not projecting someone who has a national perspective as the Prime
Minister candidate.” Yadav said the Opposition failed to present a united
picture. “It was not the battle of Modi versus Mamata didi or Modi versus
Mayawati and Akhilesh or Modi versus Tejashwi,” the veteran politician added.
“It was the battle between a fascist order and the marginalised people,
unemployed youths, distressed farmers and persecuted minorities all across
India.”He advised the Opposition to keep working on strategies in their
respective states.scroll.in

dropped to 74 after Thakor and two other lawmakers quit the Opposition party on
April 10, a day before the first phase of the Lok Sabha elections.“It was our

Rajasthan's Troubles Reach Rahul Gandhi's

Modi and a 52-seat crisis for the Congress. On Saturday, Mr Gandhi told his
party's top leaders at a session of the Congress Working Committee (the CWC)
that he is done with chief-ing it. Ms Vadra, his younger sister, spoke ardently
in his defense, stating it was unfair to hold one person responsible for the
party's downward spiral. Mr Gandhi, dissecting the Congress' nationwide clang,
spoke sharply of party leaders who put their sons' interests first, choosing to
campaign for their children and ignoring the needs of the party in key

Egyptian security forces commit war crimes in
Sinai: HRW
CAIRO:Egyptian security forces have committed
widespread abuses against civilians in restive northern Sinai peninsula, some
of which amount to war crimes, Human Rights Watch (HRW) said on Tuesday, urging
other nations to halt military assistance.Egypt’s ground and air forces have
been fighting Islamist insurgents in Sinai for years, in a conflict fuelled by
wider Middle East dynamics and a history of state neglect and oppression of the
poor and isolated region. The report accused security forces of arbitrary
arrests including children, disappearances, torture, extrajudicial killings,
collective punishment and forced evictions. While there was no immediate
reaction from the Egyptian government, it has in the past responded to
accusations of rights abuses by saying strong security measures were needed to
curb Islamic State and other jihadists on its soil.New York-based HRW said its
134-page report was researched from 2016-2018 and based on interviews with 54
North Sinai residents and former government and military officials, as well as
official statements and satellite images.Reuters
