Assam’s final NRC list has to be published by
July 31, not even a day later: SC
New Delhi:The Supreme Court today asked the
Assam’s National Register of Citizens, coordinator Prateek Haleja to publish
the final list by July 31 by exercising “his discretion keeping the law in
mind”. The statement came after the coordinator told the apex court that
hearing on objections has started though objectors are not showing up.“Exercise
your discretion. Keep the law in mind”. Whatever you want to do, publish final
NRC by July 31. Maybe a day earlier, but not a day later,” the court said. Over
40 lakh people were excluded from the
final draft of the NRC published on July 30 last year. They were allowed to
appeal for their inclusion in the final NRC through the ‘Claims Round’. One
could also raise an ‘objection’ to the inclusion of another person in NRC
draft.Of 40 lakh-odd people excluded from the final NRC draft, around 36 lakh
have filed ‘claims’, while ‘objections’ have been received against a little
over 2 lakh people among 2.89 crore included in the final draft. Official
figures were not available, but sources earlier indicated Barpeta district
accounted for 75,000 objections while Nagaon and Morigaon saw 35,000-odd each. The
‘objection’ process had raised eyebrows when official ‘objections’ increased
from 700-odd to over 2 lakh on deadline of filing the same,Dec.31, 2018. Monday

SC agrees with ECI that Congress plea cannot
question clean chit to Modi, Shah
New Delhi:The Supreme Court today agreed with
the contention of the Election Commission of India (ECI) that its clean chit to
Prime Minister Narendra Modi and BJP president Amit Shah for their poll
speeches may be right or wrong, but the court certainly cannot examine the
merit of its decisions on the basis of a PIL petition filed by Congress MP
Sushmita Dev.A Bench led by CJI Ranjan Gogoi, however, gave Ms.Dev the liberty
to challenge afresh, if she so desired, the merit of ECI orders clearing Modi
and Shah of violating Model Code of Conduct by delivering alleged hate speeches
and misuse of the armed forces for political propaganda.The hearing saw the
Bench fundamentally agreeing to the objection raised by the poll body that Ms.
Dev's present plea dealt solely with the issue of delay shown by it in deciding
complaints against Mr. Modi and Mr. Shah. ECI said Ms. Dev cannot later improve
on her PIL plea through affidavits challenging the merits of its orders. “PIL
has become infructuous. The complaints have been decided by us, rightly or
wrongly. Our orders have been communicated to the Congress party, to Randeep
Surjewala... This petition is only about delay.The petitioner cannot expand the
petition and go into the merits of our orders,” senior advocate Rakesh Dwivedi,
for ECI, raised a preliminary objection.Ms. Dev’s latest affidavit, filed on
May 7, accuses Modi of making “obscene” remarks to “malign” the image of ex PM
Rajiv Gandhi, the late father of Congress president Rahul Gandhi. Rajiv Gandhi
was killed in a terror attack in 1991.“Political statements are made in this
affidavit... All this when neither the petition nor the reliefs sought by her
have been amended,” Mr. Dwivedi argued. He said Ms. Dev should not bother on
the merits of ECI orders in the court. “Surjewala, who filed the complaints in ECI,
has not filed any petition here, has he?” he asked. CJI Gogoi agreed, observing

Mumbai: Study Finds Multi-Drug Resistant
Bacteria in Chicken Meat, Eggs
New Delhi: A new study found that samples of
chicken liver meat and eggs from 12 locations in Mumbai had ‘multi antibiotic
resistant’ bacteria.The samples were tested for their resistance or
susceptibility to 12 major antibiotics. One of the bacterial isolates was in
fact found resistant to all the antibiotics.“Excessive use of antibiotics in
animal feed is one of the prime reasons for such antibiotic resistance,” said
Vikas Jha, one of the authors of the study, to Down to Earth.A bacteria is considered
‘multi-drug resistant’ when it is resistant to antibiotics of at least 3
classes. Because of the bacteria’s resistance, a human infected with it cannot
be treated easily.The researchers isolated the Salmonella bacterium – which
causes food poisoning – from the samples. This isolated bacterium’s interaction
with 12 antibiotics which treat infections in humans such as amoxicillin,
azithromycin, ciprofloxacin, ceftriaxone, chloramphenicol, erythromycin,
gentamicin, levofloxacin, nitrofurantoin and tetracycline was tested.
Resistance to azithromycin, erythromycin, nitrofurantoin and trimethoprim was
the highest, with nearly all samples being resistant to these antibiotics. Over
60% of the samples were also resistant to tetracycline, gentamicin, chloramphenicol
and amoxillin. The study, published in the journal Acta Scientific
Microbiology, was authored by researchers at the National Facility for
Biopharmaceuticals, St Johns College of Humanities and Sciences and VES College
of Pharmacy.In 2017, the Centre for Science and Environment’s report found a
high level of multi-drug resistance in bacteria such as E. coli, Klebsiella
pneumoniae and Staphylococcus lentus, in and around poultry farms. They took
samples from four key poultry producing states in north India – UP, Haryana,
Rajasthan and Punjab.These 3 bacteria were tested for their resistance to 16
antibiotics. 10 of these antibiotics are considered ‘critically important’ for
humans, by WHO.“We first wanted to understand the extent of antibiotic
resistance in the poultry environment, and then establish if the resistance
bacteria is moving out of the poultry farms into the environment through waste
disposal,” said Chandra Bhushan, deputy director of CSE, about the study.The study
said misuse of antibiotics in poultry farms is leading to multi-drug resistant
bacteria. The bacteria seeps into the environment through litter from these

escalate vexed trade-related issues and are expected to hold their position on
all important matters till a new government is formed in New Delhi by the month-end,
officials with knowledge of the matter said on Tuesday. US commerce secretary
Wilbur Ross too hinted the two sides will maintain their positions in his
speech at the Trade Winds business forum, while raising the issue of trade

extension
Lucknow:The Supreme Court appointed mediation
panel, formed to explore the possibility of a negotiated settlement of Ram
Janmabhoomi-Babri Masjid land dispute, may seek more time to submit its
findings, according to one of the litigants who participated in the talks.“We
have informed the panel that we will not be able to attend any of its meetings
over the next month in the wake of Ramzan,” said one of the members of the
Babri side, requesting anonymity. Meanwhile, Ram Janmabhoomi Nyas and the
Nirmohi Akhara differ on the issue of extension to the panel. The Nyas is
opposed to any extension but the Nirmohi Akhara has no objection. On March 8,
the apex court had appointed a 3-member mediation committee, headed by Justice
(retired) FM Ibrahim Kalifulla and comprising senior advocate Sriram Panchu and
Sri Sri Ravi Shankar as its members, to hold dialogue with litigants in the
Ayodhya case. The panel was given 8 weeks’ time to submit its report.“More than
50 people, including legal representatives of parties to the dispute, attended
the first meeting. Subsequently, we have had three more such sessions but
Muslim members expressed their inability to attend the meeting during Ramzan,”

SC upholds Madras HC bail to man arrested for
being ‘IS sympathiser’
New Delhi:The Supreme Court has upheld a
Madras High Court order granting bail to a man arrested by NIA on the charge of
being a sympathiser of the terror outfit, Islamic State, in 2017.The top court
held that a charge sheet had already been filed against the four suspects in
the case and that 2 of them were already released on bail.The high court had in
2018 set aside a special court order extending the detention of the suspects
under Section 43D of UAPA, 1967.With this order, the court disposed of NIA
appeal. However, the court’s reason to grant bail to accused Shakul Hameed, a
resident of Chennai, was different from the one given by the HC. “To conclude,
we are not in agreement with the conclusions arrived at by the High Court in
the impugned judgment dated 12th Sept, 2018, but taking note of the later
developments and the supporting facts brought to our notice, we are not
inclined to interfere with the final relief to the extent of granting default
bail to the accused respondent in the circumstances of the case on hand,” the
bench said.The top court also said that prosecution can apply for cancellation
of bail to the accused, “if any exigency arises in future”.The apex court also
asked the NIA court hearing the matter “to expedite and conclude the trial on

Govt can expel any foreigner from India
without a show cause: MHA to Delhi HC
New Delhi:The central govt has “unrestricted
right to expel” foreigners, even those who have valid visas, from the country
without any show cause notice, the MHA told the Delhi High Court on Tuesday.The
submission by the Ministry of Home Affairs was made before a bench of Chief
Justice Rajendra Menon and Justice AJ Bhambhani in response to a plea by the
husband of a Pakistani woman who has been asked by the government to leave the
country in view of adverse security reports against her. According to the
woman’s husband, she has a long term visa which is valid till 2020. In its
affidavit, filed through central govt’s standing counsel, Anurag Ahluwalia, the
ministry said that once it decides to serve a ‘leave India notice’ to a
foreigner, he or she has no vested right to continue staying here despite a

Sub-Divisional Magistrate to solemnize the marriage of an inter-faith couple
after the woman belonging to the Muslim faith knocked at its doors aggrieved by
the mandatory 30-day notice period for inviting objections before a marriage
could be registered under Special Marriage Act, 1954. The woman approached the
high court through NGO 'Dhanak of Humanity' which has been working on

civil society members have issued an open letter to retired judges appealing to
them to “speak out on the side of justice and fairness” while expressing
“solidarity with the complainant”.The letter points out that there is
currently, an “unprecedented crisis of credibility vis-à-vis the Supreme
Court” as the court, in dealing with a complaint of sexual harassment against
the CJI, failed to give the complainant a fair hearing.The letter further
states that the procedure followed “in this case not only stands in utter
violation of principles of natural justice but also in contravention with both,
the letter and spirit of Vishakha Judgment and the Sexual Harassment of Women
at Workplace Act 2013”.Condemning the “blatant abuse of power” by the highest

Malaysia: No land given to Zakir Naik for

reports by an Indian channel that Zakir Naik has been awarded a plot of land to
restart his Peace TV satellite channel. PMO also rejected as
"baseless" allegations that the preacher has been given a slot by
state broadcaster Radio Television Malaysia. The statement cited "a report
brought to its attention by an Indian-based television channel", claiming

Father-Son Assaulted Allegedly by BSF Jawans
over Beef in Bengal, Police Case Lodged
Kolkata: 2 persons were allegedly assaulted by
a team of BSF jawans in Siliguri of West Bengal for allegedly carrying beef. A
case has been registered with the local police against BSF jawans. According to
a report in UNI, the incident took place at Sripur market near the
Indo-Bangladesh border, 100 kms from Siliguri town.In the complaint lodged by
one Tamizuddin, his 62-year-old brother and his 26-year-old son Anwarul were
beaten up by some jawans of 171 battalion of BSF deployed at Sripur BOP.In the
last 5 years, dozens of incidents of mob violence and mob lynching have taken
place in the name of beef, cow smuggling and cow slaughter. Most of the

Tuesday claimed that there is no saffron or Islamic terrorism, but "govt
terrorism" in the country.Rashadi also claimed that there is a conspiracy
to make Muslims "untouchable" in politics."I have been fighting
for the cause of innocent Muslim youths killed in encounters or lodged in
jails. I feel there is no saffron or Islamic terror. There is 'sarkari

Delhi: Early leave for Muslim corporation
staff during Ramzan
New Delhi:Muslim employees working with the
municipal corporations in the city will be allowed to leave offices half an
hour ahead daily during the Ramzan from May 7 to June 4.In an office circular
issued by the North Delhi Municipal Corporation on Tuesday it was mentioned
that the Muslim employees can leave office at 5pm instead of 5.30pm, including
the outsourced employees working with various departments on all working days
during the holy month of Ramzan. But the exemption would be allowed only when
they work during their lunch break, as per the circular. TOI

complaint, the Collector did not permit the Muslims to offer Namaz.Secretary of
Mango Market, Rajeshwari called the police and revenue officials and stopped
the work of digging the pits for the erection of temporary shed. RDO of district
told that on the report of the Intelligence, permission has not been granted

Dalit Woman Gangraped in Alwar, Police
Allegedly Kept Her Waiting Until After Polls
Jaipur: In Rajasthan’s Alwar, a week-old
gangrape of an 18-year-old Dalit woman has come to light only after the
elections in the state ended. On the one side, the woman’s family has alleged
that the police asked them to wait, citing their election “workload”, while on
the other, the opposition claims that the ruling Congress govt kept mum to
protect its Gujjar vote bank. According to FIR registered by the survivor, the
incident took place on April 26, three days ahead of the first phase of polling
in Rajasthan. The woman was travelling with her husband on a motorcycle when
the suspects blocked their path on the Thanagazi-Alwar bypass and dragged them
to an isolated area, where they allegedly raped the woman in front of her
husband.“5 men stopped us on the bypass that day. They hit us and raped my
wife, one by one, as the remaining four held me,” the woman’s husband told The
Wire.The suspects also made a video of the crime and before finally uploading
it on the social media on May 4, they blackmailed the woman to pay them Rs
10,000 to delete the video. The survivor has stated that the accused were
calling her husband daily and telling him to pay them, or else they would
upload the video. However, the SHO paid no attention when they requested him to
intervene. “When we complained the police about the video, SHO said if they
will upload the video on social media, we’ll add another section to FIR,” said

Madhav hinted at the party’s assessment that it may fall short of majority, its
ally in Maharashtra, Shiv Sena, echoed the view, saying it could be difficult
for the ruling party to form the next government on its own.Senior Sena leader
and Rajya Sabha MP Sanjay Raut said the next government will be an “NDA
government”, where the “allies will have a larger role”. “If their spokesperson
Ram Madhav feels that the BJP will not get a majority on its own, we and other

Assam bandh today: Muslim organisation calls
for state-wide shutdown

Demand Committee Wednesday called for a 12-hour bandh citing attacks on
minorities in the state, reported APN news. Among the issues raised by the
organization include the attack on a Muslim beef seller, Biswanath, who was
allegedly force fed pork, and the alleged inflammatory comments made by Hojai
BJP MLA Shiladitya Dev.Rashidul Hoque Bahadur, president of organisation,
alleged that RSS and BJP were involved in the beating up of Biswanath. “BJP has
failed to rein in Shiladitya Dev because of which the Biswanath incident took
place. We believe RSS and BJP are involved in the heinous incident,” Hoque
said.Urging the state government to take serious note of the issues, Bahadur
said he feared BJP would unleash a reign of terror over the Muslim population
if the party does not perform well in the parliamentary elections.Condemning
the attacks on people from the Muslim community, former MLA Rasul Haque said
that Chief Minister Sarbananda Sonowal did not take any action against
Shiladitya Dev for his discriminatory statements.
Assam: AIUDF raises question over absence of
complainants in NRC hearings
AIUDF on Tuesday termed the absence of
complainants in the NRC hearings for claims and objections in Assam’s Goalpara
district as a preplanned harassment on the minority people.Abdul Hai, Goalpara
district vice president of AIUDF, said, “On Tuesday, there was a hearing of a
girl Saniara Khatun whose name was published in both first and final draft

secret of where her production would be sold. "They told us openly that

including mainstream foundations, have funnelled tens of millions of tax-free
dollars to anti-Muslim groups influencing public opinion and government policy
all the way up to the White House, the nation’s largest Muslim civil rights
group said in a report.In a report called ‘Hijacked by Hate: American
Philanthropy and the Islamophobia Network’, the conservative Council on
American-Islamic Relations (CAIR) documented how 1,006 charitable foundations
provided nearly $125 million to 39 anti-Muslim groups between 2014 and 2016, the
dates of the latest publicly available tax filings.“Anti-Muslim animus and
Islamophobic messages are now pervasive features of our country’s mainstream
political, legal, educational, and media landscapes because these ideas are
perpetuated by organizations and institutions with deep and extensive sources
of funding and deliberate political agendas,” CAIR said in the report, adding
that the 39 anti-Muslim groups it identified had combined financial resources
of $1.5 billion.“The money was used to support anti-Muslim legislation and
policies, conduct anti-Muslim lobbying, distribute false and defamatory

against 13 over terror charges
An Egyptian court has upheld the death
sentences against 13 people over charges of terrorist attacks, official news
agency MENA reported.In fact, the appeals of 39 people were rejected by the
Court of Cassation, Egypt's supreme court.The court also confirmed life sentences,
an equivalent of 25 years in prison in Egypt, against 17 people.Other verdicts

Sudan military rulers want Islamic law to
guide legislation

laws.10-member Transitional Military Council (TMC) was responding to a draft
constitutional document presented to it by a coalition of protest groups and
