SC seeks Centre’s response on the amendment to
Anti-Corruption Act
The Supreme Court has sought Centre's response
on plea challenging constitutional validity of amended section 17A of
Prevention of Corruption Act on Monday.PIL, filed by NGO Centre for Public
Interest Litigation’ (CPIL), challenged the validity of a provision of the
anti-graft law which mandates prior sanction before starting a probe against a Govt
servant in a corruption case.A bench comprising Chief Justice Ranjan Gogoi and
Justice Ajay Rastogi issued notice to the Centre on PIL against the validity of
amended section amended section 17A of Prevention of Corruption Act.Lawyer
Prashant Bhushan, representing NGO, said amended provision makes the prior

Aircel-Maxis case: CBI informs Delhi court it
has procured sanction to prosecute Chidambaram
CBI today
informed a Delhi court that it has procured the requisite sanction from the
authorities concerned to prosecute former Union minister P Chidambaram in the
Aircel-Maxis case.The court, however, extended till Dec.18 the protection granted
to Chidambaram and his son Karti from arrest after CBI said it needed two weeks
to get sanction against other accused in the case. CBI is probing alleged irregularities in
grant of FIPB approval in Aircel-Maxis deal, while the ED is probing alleged

Rafale:Ambani files 6000 cr suit against The Wire
Media portal The Wire has been sued by Anil
Ambani’s Reliance Group after it conducted a video discussion on the Rafale
deal, the news website announced on Monday, 26 November. MK Venu,
founder-editor of The Wire, tweeted:"The Wire just got a fresh Rs.6000 cr
civil suit from ADAG group for doing a video discussion on Rafale, largely
raising questions on govt non-transparency in deal. We now have several
civil/criminal suits from the likes of Adani & Anil Ambani on questions
asked of the govt!". Speaking to The Quint, MK Venu said, "We are not
targeting any organisation – Ambani or Adani. We are just asking questions of

The Supreme Court today pulled up Karnataka Govt
for “doing nothing and just fooling around” in the investigation of killing of
noted scholar and rationalist MM Kalburgi in 2015 at Dharwad.The top court
indicated that it may transfer the case to Bombay High Court for supervision of
investigation after looking into the status report of Karnataka Govt.A bench of
Justices RF Nariman and Navin Sinha asked Karnataka Govt to file its status
report in 2 weeks on the investigation done so far in the case.“What have you (state
Govt) done so far? Nothing. You are just fooling around. How long will you take
for completing the investigation? Tell us or we will pass orders,” the bench
said.Advocate Devadatt Kamat, appearing for Karnataka govt said that he will
have to take instructions on the time period for completing the investigation.“You
take instruction. Then we will send the matter to Bombay HC where a similar

Seers Reject Yogi Adityanath’s Proposal to
Build Ram Statue in Ayodhya
Lucknow:In a setback to UP CM Yogi Adityanath, Param Dharm Sansad has
opposed installation of a Ram statue in Ayodhya and called move
‘inappropriate’. On the second day of Dharm Sansad in Varanasi, Ram Mandir
issue was discussed at length, but Hindu seers rejected the Adityanath Govt’s
proposal to install a 221-metre statue on the bank of the Saryu. The seers
unanimously said that installation of Lord Ram’s statue would be against their
faith.They also suggested that statues of great men and women had been put up
across the country whereas Ram was their lord and a grand temple should be
built at the disputed site so that ‘puja’ could be performed. Swami
Avimukteshwaranand said, “idol of Ram can only be installed after ‘pran
pratishtha’ following which ‘puja’ can be performed.”On Sunday, Shankaracharya
Swami Swaroopanand Saraswati hit out at VHP, saying its Dharm Sabha in Ayodhya
was purely political.“We want Ram temple should be built without disturbing
communal harmony. We do not want any dispute with anyone. Dharm Sabha in
Ayodhya by VHP was purely political. They want to build a memorial while we
want to build a place for worship. Our existence is not based on hatred for
Muslims. Those, who are organising Dharm Sabha in Ayodhya, are political

New Delhi: Calling VHP’s ‘Dharma Sabha’ in
Ayodhya ‘an attempt to whip up communal frenzy and instigate violence’, Bhim
Army founder Chandrashekhar Azad plans to visit the disputed site on Monday.At
a press conference in New Delhi on the eve of Constitution Day, he announced
that he will personally hand over a copy of the constitution to the district
magistrate of Ayodhya to remind him of his duty to maintain law and order.“What
is happening in Ayodhya right now is nothing but another attempt by the BJP and
the Sangh parivar to whip up communal frenzy, instigate violence and then use
the bloodshed to polarise voters to benefit the party in the 2019 elections,”

Ayodhya: Salman Nadwi makes another emotional
appeal to Muslims, says mosque can be shifted elsewhere
New Delhi: In another emotional appeal to the
Muslim community, former AIMPLB member Salman Nadwi reiterated his stand for an
out-of-court settlement of the decades-long Ayodhya dispute, which according to
him has turned into cancer for the country. Nadwi said there were provisions in
Islam under which a mosque can be shifted or transferred to another place, and
cited examples for the same from the Islamic history."There are
provisions, and precedents in the Shariah whereby a mosque, for different
reasons, may be transferred to another property.A host of arguments and pieces
of evidence exist which support these provisions," Nadwi said. Pointing to
one such example, Nadwi said Umar, the second caliph of Islam, had shifted a
mosque to another location and established a market of dates on its place.
"Strongest evidence in favour of this is the example set by the Second
Caliph. Hazrat Umar transferred a mosque in Kufa to another place and set up a
dates-market at the place of the mosque," he said. Nadwi said after 1947,
the conditions within India started acquiring a certain direction and
indications of this shift were found in 1949 when deities were placed within
the premises of Babri Masjid to convert it practically into a temple, where
Namaz has not been possible in the last 69 years."These events unfolded
when great personalities of the Independence Movement were still alive. The
movement to build a permanent temple in its place was initiated in 1990,
eventually leading to both the demolition of Babri Masjid and the tragic loss
of thousands of Muslims’ lives. Situation has turned into cancer for the

Athawale for Buddhist temple in Ayodhya
Pune: Ramdas Athawale, the Union minister of
state for social justice, on Sunday raised a demand for construction of a
Buddhist temple adjacent to the disputed land in Ayodhya.While saying that he
supported the construction of Ram Mandir, Athawale said it should be built only
after the court issues the directives. “An amicable solution to issues should
be found. Solution should make all the communities — Hindu, Muslim, and others
— happy,” Athawale said during a press conference on Sunday. Minister who is
planning to visit Ayodhya, said there was a strong case for a Buddhist temple,
considering the roots of the religion can be found in Ayodhya and the areas
surrounding it. “All this was Buddha Bhumi. Buddhism had a strong presence all
over the country 2,500 years ago, so, space should be allotted for the ‘Buddha
Mandir’,” Athawale said. He added that
sentiments of the Muslim community too should be respected, and said the

regretted that “Ram temple was not a priority for the Supreme Court” as
speakers at VHP meetings in Ayodhya and Nagpur on Sunday criticised the court
for putting off the Ayodhya case till January, and called upon PM Narendra Modi
to enact a law to end the delay.Speaking at the VHP’s ‘Humkar Sabha’ at Nagpur,
Bhagwat said, “It has become obvious that Ram temple is not a matter of
priority for the Supreme Court.” Adding that “Hindus have always abided by the
law and shown enough patience”, he said, “Though law is necessary, can society
run only on the basis of law? Can any question be raised against matters of faith?
Will you continue to evade the truth and the feelings of people?”Bhagwat added
that the time for “patience” was over. “About one year ago, I had said dhairya
rakho. Today I say let’s create public awareness, andolan nirnayak ho (what’s
needed is a decisive struggle). We have to take up the task of organising whole

party. Which also he doesn't know because Congress isn't a party in it, nor is

Srinagar: PDP president Mehbooba Mufti on
Monday ruled out approaching the court against J&K Governor Satya Pal
Malik’s decision to dissolve the State Assembly. Assembly was abruptly
dissolved on Nov. 21, hours after the PDP staked claim to form a Govt with backing
of rival National Conference and the Congress, followed by another bid from the
two-member People’s Conference which claimed the support of BJP and 18 MLAs
from other parties. Some sincere suggestions from well wishers for me to go to

together to safeguard state interests. It is my considered opinion that we must

said he will “permanently stay in pro-freedom politics” because that is “the
right path” and “the true legacy of his late father Abdul Gani Lone”.He said he
had called a meeting of his people “to take a decision to end this confusion
about two PCs”, and that it is for those who comprise the party to decide
whether to go with the mainstream or stay with him. “I can tell them my point

20-month-old girl hit in eye by pellet in
Shopian, might lose sight
Srinagar :On bed number 4 at SMHS Hospital’s
ophthalmology department in Srinagar, Hiba Nisar is crying continuously even as
her parents try to distract her with chocolates and sweets that visitors are
bringing for her. Barely 20 months old, Hiba was hit by a pellet on her right
eye on Sunday inside her home in Shopian and underwent an immediate surgery.
Doctors, however, say the injury is grave and fear she might lose sight in one
eye. Clashes broke out between civilians and security personnel in Shopian
following an early morning encounter on Sunday. According to reports, a
civilian was killed and over 50 people were injured in the protests that led to
Hiba’s injury.Marsala Jan, Hiba’s mother, said, that she was home with her two
kids when the protests broke out. “We were inside our home and intense tear gas
shelling was going on outside. At one point, my 5-year-old son began
complaining of trouble in breathing. I decided to take my children out but as
soon as soon as I opened the door, three men (security personnel) fired pellets
on us directly,” she said while holding Hiba in her arms at the hospital. Family
lives in Kaprin – Batgund area of Shopian district- the same village where the
Sunday encounter took place. Hiba was taken to a hospital in Shopian from where

BJP won’t allow Muslim quota: Amit Shah in Telangana
Hyderabad:BJP president Amit Shah said BJP
will not allow TRS Govt to implement 12% quota for Muslims. Addressing a public
meeting at Parkal near Warangal, Shah said the party was opposed to providing
quota on the basis of religion and will not allow anyone to implement such a
decision.Telangana Govt has passed a Bill in Assembly to provide 12 per cent
reservation to minorities in the state. Shah said the state Govt’s decision has
no constitutional validity because the Supreme Court has fixed the quota
ceiling at 50 per cent. “Quota cannot exceed 50%. Can KCR explain whose quota
he is going to cut to accommodate 12 per cent reservation to minorities? We
will not allow anyone to cut the quota of SCs, STs and backward classes,”Shah
said.Criticising TRS for seeking support from AIMIM, Shah said BJP would
provide a stable Govt in the state without being dependent on AIMIM. “Do you

Kerala: School play depicts girl performing
‘azaan’, SDPI protests citing ‘insult to Muslim way of life'
Kozhikode: A school play has triggered a
controversy in Kozhikode district in Kerala, after Muslim organisations
objected to a play, in which a girl performs azaan, which is a ritual call to
prayer in Islam which is generally given by a male mukri or meuzzin, as per
traditions. Protesters claimed that the play, called 'Kithab', "insulted
the Muslim way of life." Angered over the depiction of a female mukri,
members of SDPI took out a protest march to the festival venue, the Times of
India reported. Students of Memunda Higher Secondary School performed the play
at the district school arts festival at Vadakara on Wednesday. The play, which
is based on a story by writer R Unni called ‘Vaang’, has the daughter of a
mukri as the central character who wants to perform azaan just like her father.
Initially, her father disapproves of his daughter's wish and refuses to allow
her to perform azaan. However, he later relents gives her his permission to do
the azaan. Asserting that the play was an "insult to the Muslim way of
life," Salim P Azhiyur, who is a local SDPI leader, told the daily, "Play
cannot be considered social criticism. It amounts to insulting the Muslim way
of life. We have submitted a complaint to the deputy director of
education."He even alluded to a political conspiracy behind the play,
claiming that since Memunda school was managed by CPM, "the party's agenda
was clear in this play." He said, "It will send the wrong message

secretary Karim Puthuppadi has come up with an allegation that M K Shamsudeen,
a relative of Abdul Vahab, was appointed as deputy manager in KSMDFC without
following the norms.“Corporation had prepared a rank list consisting of eight
candidates for filling the five posts of deputy manager. As per the norms, if
further vacancy is reported, appointment should be made from the list based on
the rank.But, the Corporation appointed MK Shamsudeen, who was in 8th
position in the list, instead of selecting CH Shamsad who was in 6th

Gauhati HC Issues Directions For Registration
Of Muslim Marriages Only By Licenced Registrars

High Court recently issued a slew of directions in order to ensure that only
those duly authorised by the Govt under the Assam Moslem Marriages and Divorces
Registration Act, 1935 issue marriage registration certificates for Muslims in
the State.In doing so, Justice N. Kotiswar Singh emphasised on the importance
of maintaining the sanctity of marriage certificates issued by licensed
registrars and observed, “…Assam Moslem Marriages and Divorces Registration
Act, 1935 is a self-contained Act dealing with most of the facets of
registration of a marriage.Thus, registration by the licensed Moslem Registrars
is an important statutory process which cannot allowed to be trivialised and
this function cannot be allowed to be usurped by unauthorised persons.These
unlicensed persons may devise their own methods of registration and issuing
certificates unknown to law and thus not accountable under the law, yet these
certificates may resemble or can be mistaken to be certificates issued by the
licensed Moslem Registrars. Since, no one else has been authorised to register
any Muslim marriage or to issue any marriage certificate, to that extent, no
one else can perform these exercises.”The court was hearing petitions relating
to the Assam Moslem Marriages and Divorces Registration Act, 1935,which has
been enacted for registration of Muslim marriages and divorces in the State of
Assam. Section 3 of the Act provides that State Govt may grant licence to any
person being a Muslim, authorizing him to register Muslim marriages and divorces.The
court now noted that several unauthorised people were issuing registration
certificates for Muslim marriages in the State. It then reiterated an earlier
ruling to explain that only Govt appointed persons under Section 3 of the Act
are entitled to register marriages and issue certificates of registration of
Muslim marriages. However, it clarified that any other person will be competent
to solemnise a marriage and keep records.Additionally, the court observed that
such unauthorised Kazis can be prohibited from issuing such certificates of performance
of marriage, which are indistinguishable from marriage certificates issued by
the authorised persons under Act.“Thus, if marriage performance certificate
issued by the unauthorised person bears close resemblance to marriage
certificate issued by the authorised person under the Act, the unauthorised
persons can be prohibited from issuing such closely resembling certificates,

come. A letter by the administration, faculty members say, indirectly warned
them against participating in a hunger strike that JNUTA had planned for Nov.
26.JNUTA, on 19 Nov., in its general body meeting had decided to sit on a
one-day hunger strike to protest against alleged “autocratic” handling of
academic matters.The teachers’ union says that the decision to protest was
taken after the vice-chancellor M. Jagadesh Kumar turned down multiple requests
to meet JNUTA’s elected members. The teachers’ association has been seeking to
raise concerns over a series of procedural violations under the VC’s tenure.The
violations, faculty members say, have compromised JNU’s academic autonomy and
integrity and have been the primary reason for a worsening relationship between
the academic community and the administration over the last few years. The
panel raising such issues was elected with almost an absolute majority in the
recent JNUTA elections.In its last week’s GBM, JNUTA drew an action plan
against the administration. The hunger strike was supposed to be the first in a
series of such protests. However, on the eve of the strike, most faculty
members received a letter by the administration asking them to desist from any
such action. The letter also said that the administration believed that it

when two groups clashed in northeast Delhi’s Kabootar Bazar on Friday evening.

and prescribed weight limit of school bags for each class are part of the fresh
directives issued by the HRD ministry to states and union territories across
the country.According to the official order, the HRD ministry has
"instructed all the states and Union Territories to formulate guidelines
to regulate the teaching of subjects and weight of school bags in accordance
with the Govt of India instructions". As per these instructions, which the
schools have been asked to comply with, institutions cannot assign homework to
students of classes I and II."Schools should not prescribe any other
subjects except language and mathematics for classes I and II and language, EVS
and mathematics for classes III to V students as prescribed by NCERT," the
order said.Students should not be asked to bring additional books, extra
materials and the weight of a school bag should not exceed the prescribed
limit, the order added.The weight of school bags for students of classes I and
II should not exceed 1.5 kg, while the school bag of students of class III to V

Israel has demolished 30 commercial and
residential Palestinian-owned properties in occupied Jerusalem since the start
of Nov, a report from the Palestine Liberation Organisation revealed on

Afghanistan: Taliban kills 20 police officers
in raid
At least 20 police officers have been killed
in a Taliban ambush in Afghanistan's western Farah province, an official
