Rafale deal: More headaches for Modi; French
NGO demands probe against Dassault, govt
In what is seeming to be a never-ending saga
of woes for PM Narendra Modi and his council of ministers, a French NGO Sherpa
has filed a complaint with the country’s National Financial Prosecutor’s office
on Rafale deal between India and France, reported the website Mediapart.Sherpa
has described itself as an organisation which has the “mission to protect and
defend victims of economic crimes drawing on the power of the law and to fight
against the new forms of impunity linked to globalisation”.It has allegedly
lodged the complaint to seek answers about allegations of money laundering,
granting of undue advantage, corruption and influence peddling on the part of
France and Dassault, in the deal inked between India and France in Sept 2016. According
to the founder of Sherpa, William Bourdon, “Everything indicates that it may be
a matter of great seriousness. The elements communicated to the national
financial Parquet should lead to the opening of an investigation as soon as
possible.”Congress head Rahul Gandhi’s allegations were bolstered by former
French President Francois Hollande’s statement in September that the Indian Govt
had proposed the name of Ambani’s Reliance Defence for the offset obligations
in the deal. The Congress has accused the Govt of overpaying for the fighter aircraft and
claimed that the deal has benefitted businessman Anil Ambani. The party has
also stated that Rafale deal violated defence procurement procedures and
included no transfer of technology (ToT).Gandhi’s allegations were bolstered by
ex French President Francois Hollande’s statement in Sept.that the Indian Govt
had proposed the name of Ambani’s Reliance Defence for the offset obligations
in the deal. Congress has also demanded a joint parliamentary committee probe
into the matter. nationalheraldindia

Gujarat Govt Is Using An Online Examination Form To Identify
Muslim Students: Report
Gujarat Govt is using a mandatory examination
online form to identify Muslim students, Ahmedabad Mirror reported today. The
online form, which class 10 and 12 students appearing for board examinations
are required to fill up, asks them whether they belong to a
"minority." Once the student identifies as a minority, the form has 2
options: Muslim or other, according to the report. The newspaper has pointed out
that Gujarat has at least four religious minorities, Christians, Sikh, Buddhist
and Jains, but the Gujarat Govt is only
asking Muslims students to identify themselves.Parents of Muslim students are
questioning why Gujarat Govt is
collecting this data and whether it could be misused.Speaking to Ahmedabad
Mirror, father of a class 12 student said, "This left me wondering if the
data gathered from online forms could be misused for something else. This has
raised fear in me."A father of another class 12 student, who runs a
restaurant, told the newspaper, "Before 2002, a similar exercise was
initiated by the Gujarat Govt where
every police station was asked to identify Muslim businesses in their locality.
My restaurant was singled out and burnt. It was revealed that rioters had used
the census collected by the Govt and police. I am scared for my son now. Why is
Gujarat Govt keen to know if the student is Muslim or not. What is the
purpose?"GSHSEB (Gujarat Secondary and Higher Secondary Education Board)
chairman, A J Shah, told the newspaper that the same form has been in place

Modi’s Backers Step up Ayodhya Dispute as
Indian Election Looms: Reuters
Ayodhya: When a Hindu mob tore down a
centuries-old mosque in the northern Indian town of Ayodhya 26 years ago, Haji
Mahboob Ahmad says he and his family had to flee to a Muslim religious school
miles away to escape deadly rioting. In days of communal clashes that followed
more than a dozen people were killed in Ayodhya and about 2,000 people across
the country.Ahmad said when he returned to his house, about a mile south of the
disputed site, it had been gutted by fire. Now leaders of PM Narendra Modi’s
Hindu nationalist BJP and its affiliates are stepping up efforts to build a
massive Hindu temple where the mosque once stood, and Ahmad and many of the
other 5,000 Muslims still living in the town say they once again feel under
siege.“They’re playing a dangerous game in the name of Ayodhya,” Ahmad, a
65-year-old Muslim community leader, said as he sat beside his rifle-toting
police guard. Ahmad has been getting round-the-clock police security since
months after the riots.“This is the biggest build-up in favor of a temple since
the mosque was destroyed. They are provoking the public. They are stirring up
emotions.”Muslim leaders are considering temporarily moving members of community
out of Ayodhya on Sunday, when tens of thousands of Hindu seers and monks are expected
to gather demanding a new temple on the site, fearing religious tensions. Facing
a general election by next May, and concerns about the impact on voters of low
farm prices, weak jobs growth and the difficulty small businesses face in
borrowing, BJP leaders are seeking to shore up support among the most devoted
in Hindu majority.

'Demolish Jama Masjid' and 'We destroyed Babri
Masjid in 17 min': BJP, Shiv Sena try to outdo each other on Hindutva stakes
BJP MP Sakshi Maharaj on Friday made a bid to
stir the communal cauldron, as he called for the demolition of Delhi's Jama
Masjid. He said that he would be ready to be hanged if idols are not found
below the staircase of the mosque, Indian Express reported.MP from Unnao said
that the Mughals played with the sentiments of the Hindu community and built
more than 3,000 mosques after demolishing temples. He further said this was his
first statement when he entered politics, and he continues to stand by it.With
these comments, the controversial saffron leader appears to be seeking to
outmaneuver his party's ally, the Shiv Sena, which has been stepping up pressure
on the BJP on the issue of the Ram temple in Ayodhya. In one of the Shiv Sena's
most strident comments on the issue, its leader Sanjay Raut asked the Govt as to how long it will take to bring an
ordinance to build temple at the site where the Babri mosque was
"demolished in 17 minutes by Ram bhakts". "How long does it take
to prepare papers... to bring ordinance...from Rashtrapati Bhawan to UP
Assembly. They are all BJP Govts," Shiv Sena leader said.firstpost

Why no legal time limit to detention of
‘foreigners’: Amnesty report
New Delhi :Ashraf Ali and Kismat Ali, both 41,
had been picked up from their homes in Sonajuli village, in Assam’s Udalguri
district, in August 2015 and were sent to a foreigners’ detention camp in
Goalpara. They were released in Oct.2017 — 2 years and two months later — after
the Supreme Court upheld the duo’s case that their families had migrated to
Assam decades ago from Bihar and UP .On Friday, the two were in the national
capital, sharing their stories at an event that saw the release of an Amnesty
India report — “Between fear and hatred: Surviving migration detention in
Assam”. Among the key points flagged in the report are the ostensibly flawed
processes to identify foreigners by Foreigners Tribunals, and routine detention
of people declared foreigners in the state — like Ashraf and Kismat were. As of
Sept.25, 2018, the report states, 1,037 people declared foreigners were being
held in detention centres across Assam. It points out that a key issue is that
there is no statutory limit for which individuals declared as foreigners can be
detained. “International law says that such detention should be for around 90
days, and if necessary for another three years but here there’s no end to this.
India is not even negotiating a treaty with Bangladesh in this matter. So what
is this detention leading towards,” asked Harsh Mander, former special monitor
of the NHRC. Amnesty report consulted Mander and Abdul Kalam Azad, an
Assam-based researcher, who had visited detention centres in Goalpara and
Kokrajhar. The report states that the detention centres are cordoned-off
portions within jails and lack rules governing rights of detainees, due to
which the jail manual acts a default framework. The consultants stated that
certain rights offered to prisoners are denied to them such as wage for work
done and parole.indianexpress

Delhi Minorities Commission report warns of no
land for burials after a year
New Delhi: There will be no space left for
Muslim burials in the national capital after a year, a Delhi Minorities
Commission (DMC) report has warned, seeking remedial measures like allocation
of land and provision of temporary graves. The report was released by Delhi CM Arvind Kejriwal. Quoting a study conducted by
the commission, it pointed out that against an average of 13,000 Muslim burials
every year in the city, there were 29,370 vacancies in existing graveyards till
2017. "This means that at the present pace, there will be no space left
after one year from now unless some remedial strategies are adopted," the
report said. As per records, there are
704 Muslim graveyards in various parts of Delhi, out of which only 131 are
functional. "Out of the functioning 131 graveyards, 16 are not operational
due to litigation while 43 others have been encroached upon by different
entities," the report said. Most graveyards in the city are small,
measuring 10 bighas or less and 46 % of them measure five bighas or less, it
added. "Very few graveyards were developed in the recent past despite the
growing need due to the increase in population as a result of natural growth
and immigration from other parts of the country," the report said. Hans

advance.Investigators sifting through 19 phone calls made by Maher Mutreb,
thought to be the lead negotiator inside the consulate, to Saudi Arabia have
found that four of them were made to Saud al-Qahtani and that there is a third
voice on the calls.Al-Qahtani was believed to be the right-hand man of Saudi
Crown Prince Mohammed bin Salman before being removed as a royal court adviser
following the uproar over the murder."Today we learned from the officials
that when Mutreb and al-Qahtani were talking on the phone, there was a third
voice coming from the background of al-Qahtani's phone ... Al-Qahtani was
transferring the information that he got from Mutreb to that third
person," Al Jazeera's Sinem Koseoglu, reporting from Ankara, said.aljazeera
