New Parliament-Approved Law Could Restore Mandatory Aadhaar for Banks
and Phones: Jaitley
New Delhi:Finance Minister Arun Jaitley said a Parliament-approved
legislation can restore mandatory linking of biometric ID Aadhaar with mobile
phones and bank accounts, but did not say if the government will bring a new
law for the same.Jaitley said the verdict was a “very sound judgment” as the
court accepted that there is legitimate state aim in Aadhaar.“Aadhaar is not a
citizenship card,” he said at a recent media leadership summit. “Because after
all you have a system where you give a lot of government money in form of
various support and subsidies to all kinds of people. That was the principle
objective of Aadhaar.”The Supreme Court, he said, upheld most of what Aadhaar
does.The finance minister said a legal provision through a legislation can
restore linking of Aadhaar with mobile phones and bank accounts.“By law it can
still be done, provided you do it under the adequate provision of law and do it
on the basis of that in this field it is necessary,” the minister said.He,
however, did not say if the govt plans to bring a law in Parliament for the
purpose.Jaitley said the SC has permitted Aadhaar linkage in several areas like
income tax, based on “the principle of proportionality”.“If you are able to
show the kind of data that in mobile telephony it [Aadhaar linkage] will help,
it can happen. So, mobile and bank accounts are two critical areas,” he

Sexuality Is Not Free Speech says Jaitley On Section 377 Verdict
New Delhi:Finance Minister Arun Jaitley has said he did not agree with
the portion of the historic Supreme Court judgment decriminalising consensual
gay sex that called sexuality a part of free speech, as he felt it raises
questions on restraining any form of homosexual or bisexual activity in a school
hostel, prison or army frontier.He also differed on a portion of the top court
ruling on adultery, saying it may end up converting the Indian family system
into a Western family system. On the SC allowing women's entry into the
Sabarimala shrine, he said such a ruling cannot happen on select practices as
it may have many social consequences. Speaking at the HT Leadership Summit,
Jaitley said the judgment decriminalising gay sex was fine but "the
problem comes when writing these historical judgements, you get carried away
and want to be part of history and therefore you go a step further".He
said he fairly agreed with the reasoning given by the court in the judgement
that sexual activity is part of Article 21 of the Constitution that guarantees
right of life and that no discrimination on the basis of sex should be there,
but added that he completely disagrees with the reasoning that sexual activity
is part of free speech.PTI
Jamaat-e-Islami expresses concern over VHP threat to build Ram temple
in Ayodhya
President of Jamaat-e-Islami Hind (JIH) and Vice President of All
India Muslim Personal Law Board (AIMPLB) –Maulana Syed Jalaluddin Umari has
expressed serious concern over reports that the VHP is trying to pressurize the
government to build a Ram temple by 2019. Addressing a press meet here JIH
chief said: “all Muslim organizations including Jamaat-e-Islami Hind have time
and again reiterated that we will abide by the court judgment irrespective of
whether it goes in our favor or against. However the VHP and others are trying
to pressurize the government and the judiciary by insisting that a temple be
built there without waiting for the outcome of the title suit. This posture
goes against the democratic nature of our polity and is leading to polarization
of society along communal lines.Is it not commendable that the minority
community whose mosque was illegally destroyed is ready to follow what the
judiciary says but the other petitioners are showing utter disregard and scant
respect by openly challenging the government, the courts and due process of
law. This does not bode well for our nation and we urge the government to abide
by its constitutional duty and not cave in to the demands of these parochial

Engineer briefed the media regarding rising police atrocities in the country
especially in the state of UP.He said:‘UP police had invited the media to
witness an encounter in Aligarh in which 2 youth belonging to the minority
community were gunned down. If the police knew that an encounter was going to
take place and therefore invited the media to witness it then it is nothing but
extra-judicial killing which goes against all norms of justice and fundamental
human rights. Another professional was shot in Lucknow by UP police at point
blank range merely for not stopping his car when ordered by a police patrol.
These incidents portray the police in very adverse light. Jamaat hopes the
government of India takes notice of this rise in police atrocities and restores
the confidence of people in the police by implementing policies that guarantee
the rule of constitutional law and puts an end to the extra-judicial and extra

New Delhi: Election Commission of India has announced the schedule for
assembly elections in the states of Chhattisgarh, Madhya Pradesh, Rajasthan,
Mizoram and Telangana. While first four assemblies are completing five-year
tenures, elections in Telangana, India’s youngest state, are being held because
the incumbent government has opted for early elections.This set of assembly
polls will be the last major election cycle before the general elections in
2019. While it will be hazardous to extrapolate the results of these elections
to guess what will happen in 2019, they will definitely play a major role in
setting the mood.BJP achieved big victories in the 2013 assembly polls in
Chhattisgarh, Madhya Pradesh and Rajasthan and it went on to significantly
improve its performance in terms of both seat share and vote share.One
statistic captures this phenomenon. BJP won 72.5 per cent of assembly seats in
these three states in 2013. This increased to 95.4 per cent of the total Lok

of poll dates for three hours on Saturday allegedly in view of Prime Minister
Narendra Modi’s rally in Rajasthan, a big opinion poll in the evening predicted
ouster for Modi’s BJP not only in Rajasthan but also in two other states where
the saffron party is in power for around two decades.Assembly polls are going
to be held in November-December in Rajasthan, Madhya Pradesh, Chhattisgarh,
Mizoram and Telangana – BJP is in power in the first three while Congress is
ruling in Mizoram and TRS in Telangana. ABP TV news channel in collaboration

2002 Gujarat riots: Bias and passivity of police led to uncontrolled
violence, says retired Lt. General
New Delhi: Army put an end to
the mayhem during the 2002 Gujarat riots within 48 hours (March 4) by
"resolute, firm and fair action", says retired Lt. General Zameer
Uddin Shah in his upcoming memoir, but holds the "bias" and "politicisation"
of the police responsible for the uncontrolled violence. "The partisan attitude of police lay
exposed when I observed that when minority-populated localities were surrounded
by mobs, the police did not fire at the rioters laying siege, but into windows
of surrounded homes of minorities, instead ostensibly to 'keep the two rioting
communities apart', as sheepishly explained to me," Shah says adding that
the police, initially armed with 'lathis', were passive bystanders since orders
for issue of rifles had not been given.
Shah, who led the army in quelling the riots, even challenges the
"official figures of deaths and damage" and maintains in the memoir
"Sarkari Mussalman", a copy of which is with IANS, that they "do
not reflect a true picture of the actual extent of the carnage". The book is being published by Konark
Publishers, and will be launched on Oct. 13 at the India International Centre
here by former Vice President Hamid Ansari.
Mentioning that he expressed his disapproval at the "contemptible
and partisan attitude" of the police, Shah states that they stood as
passive bystanders while the "mob was setting fire on streets and
houses". There was tardy reaction of the civil administration, according
to him and selective imposition of curfews, which indicated partiality and
politicisation. He notes that at one stage, he "seriously considered
recommending imposition of Martial Law", but was discouraged as it could
be "construed as overstepping" his "mandate". Recalling his visit to Godhra along with then
Defence Minister George Fernandes, he writes that he advised the Railways to
remove immediately the burnt coaches of the Sabarmati Express that had
triggered the riots. "But the coaches remained in situ for many months --
grim reminders and symbols of human hatred -- triggering revulsion and
heightening passions among those who saw them," he recalls. IANS

Shahjahanpur
Alwar:Local Hindutva organisations objected on the construction of a
30 feet high masjid minaret in Shahjahanpur, Alwar. Later they pressurized
Muslims and forced them to raze down the minaret. Murder attempt was made
against one of the responsible personality Dr Fatah Mohammed, while he was
going to his house from the clinic run in one of the shops at Masjid. Dr Fatah
Mohammed’s wife filed an FIR in the local police station. Based on which 2 boys
were arrested. But in the morning people belonging to Hindutva outfits barged
into the police station against the arrest following which the two attackers
were released. Jamiat Ulama Alwar chief M. Haneef Alwari met SHO SDM, Collector
Alwar and SP Alwar and apprised them of issue and requested them to prevent the
dismantling of the minaret by submitting them memorandum. Despite that, the
minaret was completely demolished. Police forced Muslims to write that the

Aligarh:Pankhuri Pathak, political activist and former spokesperson of
Samajwadi Party, narrowly escaped lynching by a saffron mob here on Saturday
morning when she and some other activists were visiting a poor Muslim family
whose two sons (Naushad and Mustaqeem) were shot dead by the local police in an
‘encounter’ last month.After the narrow escape, she said that a saffron mob
carried out a murderous attack on a Hindu girl (her) and some Hindu boys just

the country was deporting seven Rohingya Muslims to Myanmar, Sahidullah said he
received a call from his nephew: “Uncle, please get us out of here. They will
send us back too.”Sahidullah, a Rohingya living in the far north of India after
fleeing what he called persecution in Buddhist-majority Myanmar in 2010, said
his relative, Sadiur Rahman, 40, was lodged in one of several detention centres
for illegal immigrants in the distant northeastern state of Assam.Rahman, he
said, had been incarcerated with his brother and eight other relatives since
being caught in 2012 at a railway station as they fled to India via Bangladesh.
Sahidullah had taken the same route two years earlier, but like many others had
escaped detection.He said Rahman made the phone call when he was taken out for
a routine medical checkup on Oct. 3, the day when India moved the seven
Rohingya men out of a similar detention centre and took them to the border.They
were handed to the Myanmar authorities the next day, the first ever such
deportations of Rohingya here, spreading panic among an estimated 40,000
refugees who have fled to India from its neighbour.About 16,500 of the
refugees, including Sahidullah, have been issued identity cards by the United
Nations High Commissioner for Refugees (UNHCR) that it says helps them “prevent
harassment, arbitrary arrests, detention and deportation”.India says it does

Ghaziabad shocker: 7-year-old girl found dead on
roof of mosque in Muradnagar area
A 7-year old girl who was reported missing on
Saturday was found dead on the roof of a mosque in Muradnagar area of Uttar
Pradesh’s Ghaziabad district on Sunday. Her cause of the death is yet to be
ascertained, however, the prima facie investigation, as per a senior police
officer, revealed that the murder took place by strangulation. Police have
started its investigation into the matter after registering a case under
relevant sections of the IPC. Speaking on the matter, SSP Ghaziabad said the
body was recovered from the roof of a mosque in Muradnagar in Ghaziabad. A
similar incident was reported from Hyderabad in late Sept.of this year where a
7-year-old girl who was reported missing on Sept.26 was found dead in Pimpri on
September 28. The police had registered a case under Section 363 (kidnapping)
after recovering her body on Hindustan Antibiotics’ property. According to the
latest data released by NCRB, Uttar Pradesh recorded the maximum number of
crimes against children in 2016 – 16,079. Compared to 2015, the number of
kidnapping and abduction cases involving children went up by 63.31% in Uttar

3 named in Lankesh murder held in terror probe
Mumbai : Maharashtra ATS has arrested three
persons, named as accused in the murder of journalist Gauri Lankesh in
Karnataka, to probe their involvement in the alleged plot by members of the
right-wing Hindu organisations to carry out bomb blast in major cities.Amol
Kale, Amit Baddi and Ganesh Miskin, who were lodged in a prison in Karnataka,
were arrested and produced before the special court in Mumbai on Saturday by
the ATS. The investigators claimed that the three men were involved in the
conspiracy along with the previously arrested accused to target persons and
places which are “against Hindu culture”.ATS claimed that the group, from whom
firearms and crude bombs were allegedly recovered, had conspired to attack a
music festival in Pune and the film, Padmaavat, which released earlier this
year.The ATS claimed that Kale had given instructions to the other two accused
at whose behest they had been involved in the conspiracy. The court said there
was prima facie nexus between the three accused and the others previously
arrested and sent them to ATS’ custody till October 12.
UP, Bihar migrants flee Gujarat after violent protest over rape of
14-month old
The rape of a toddler by a migrant worker from Bihar provided the
spark which set off a chain reaction of retaliatory violence in central and
north Gujarat towns where industries have employed large number of cheap
contract labourers from Uttar Pradesh and Bihar in preference to the
locals.Hundreds of migrant workers have already left for their home states
following attacks and threats from the local residents. Most of the migrant
labourers lived in villages close to the industries they were employed in
following threats issued by the local village leaders.Looking at the gravity of
the situation, the state police chief Shivanand Jha ordered deployment of armed
police around industrial units in as many as six districts.Over 200 people have
been arrested for rioting and targeting the property of Hindi-speaking migrant
workers from Ahmedabad, Gandhinagar, Mehsana and Sabarkantha district.Thakor
Sena has been on the forefront of the protest demonstrations against the rape
of a 14-month-old girl by a Bihari migrant worker of Sabarkantha
district.Alpesh has condemned the attack on the Hindi-speaking people saying,
“Thakor Sena believes in peace and harmony and has not directed any of its
members to indulge in violence.”Howevever, he said the people of Gujarat were
seething with anger at being denied employment by private industries. He said
though the industries had promised to employ 80 per cent of their workforce
locally, no industry has followed this.Meanwhile, motorcycle-riding youth have
been moving around in the industrial areas of Ahmedabad and Mehsana raising
provocative slogans against migrant workers. The social media too is abuzz with

Army Chief on US sanction warning
Amid fears of US sanctions over the recent S-400 missile deal with
Russia, Indian Army chief General Bipin Rawat Sunday asserted that the country
is keen on getting the Kamov helicopters and other weapon systems from Moscow
and added that India follows an independent policy.The chief’s remarks came
after his return from a six-day visit to Russia, where he held talks with
military officials and counterpart to enhance cooperation between the two countries.
He said the Russians were very keen in associating with the Indian Army and
defence forces. “Because they do understand that we are a strong Army, capable
of standing up to what is right for us based on our strategic thought process,”

Triple talaq ordinance challenged in Madras HC
New Delhi: After the Supreme Court and the Bombay High Court, the
Madras High Court this week became the third court to entertain a petition
against the recently promulgated Muslim Women (Protection of Rights on
Marriage) Ordinance, known as triple talaq ordinance in common parlance.The
Bench of Justices S Manikumar and PT Asha in the Madras High Court issued
notice in the matter following initial arguments by Advocate Zafarullah Khan
for petitioner Hussain Afroze, praying to declare clauses 4 to 7 in the
ordinance as unconstitutional. The petition contends that the ordinance
violates Articles 14, 15 and 123 of the Constitution.freepressjournal

Turkish police believe Saudi journalist Jamal Khashoggi killed inside
Saudi consulate
Turkish authorities believe that prominent Saudi journalist Jamal
Khashoggi, who disappeared four days ago after entering Saudi Arabia's
consulate in Istanbul, has been killed."The initial assessment of the
Turkish police is that Mr Khashoggi has been killed at the consulate of Saudi
Arabia in Istanbul. We believe that the murder was premeditated and the body
was subsequently moved out of the consulate," a Turkish official told
Reuters news agency on Saturday.A Saudi source at the consulate denied that
Khashoggi had been killed at the mission and said in a statement that the
accusations were baseless, Reuters reported. The suspected assassination of the
leading critic of the Saudi regime came 4 days after he entered the kingdom's
consulate in Istanbul on Tuesday. Earlier on Saturday, sources said that a
delegation of 15 Saudi officials arrived in Turkey the day Khashoggi, 59,
disappeared."Saudi officials flew into Istanbul on two different flights
on Tuesday," Al Jazeera's Istanbul correspondent Jamal Elshayyal quoted
his sources as saying, adding that it was not clear if the Saudi delegation

An influential Saudi cleric, who is close to Crown Prince Mohammed bin
Salman (MBS), has called on faith leaders to travel to Jerusalem in a bid to
quell tensions in the occupied Palestinian territories. Speaking at an
interfaith conference in New York, Sheikh Muhammed Al-Issa, Secretary General
of the Saudi-funded Muslim World League (MWL), urged Christian and Jewish
representatives to join Muslim leaders to launch a "peace caravan" to
resolve the "Palestinian crisis"."This convoy should represent
the three religions to visit all the holy places in Jerusalem," said
Issa."The crisis cannot be tackled except by great influential men powered
with logical wisdom and justice."Leaders attending should have no
political agenda whatsoever. They will be more influential without a political

2 Israelis killed, third wounded, in West Bank shooting
2 Israelis have been killed and a third wounded in an industrial area
near the illegal settlement of Ariel in the occupied West Bank, Israeli police
said.Local media reported on Sunday that the shooter, identified by police as a
23-year-old Palestinian man from Shuwaikah - a town in northern Tulkerem in the
West Bank - was an employee at a factory in the Barkan industrial zone, where
the incident took place.Those killed were identified as a man and woman, both
in their 30s and employees at the same factory.According to local media, a
third woman, 54, was injured and transferred to a hospital.Israeli Defence
Minister Avigdor Lieberman said the Israeli army and police are searching for
the shooter.Barkan is one of two adjacent industrial zones. It houses over 130
factories and companies that have been built on confiscated Palestinian land.

Taliban kill 10 policemen, destroy bridges according to officials
At least 10 policemen have been killed in clashes with Taliban
fighters in the central Afghan province of Wardak, officials said.Sunday's
clashes come amid fighting to wrest control of arterial highways a day after
Taliban fighters blew up bridges along those roads, blocking traffic between
the capital Kabul and Ghazni, Zabul and Kandahar provinces.The fighting also
cut off electricity to four provinces: Maidan Wardak, Logar, Ghazni and
Paktia.Abdul Rahman Mangel, the provincial governor's spokesman, told the
Associated Press the attack began late on Saturday and appeared to be aimed at
seizing the Sayed Abad district headquarters in the Maidan Wardak province.The

government is focusing on abolishing Balochistan's apprehensions regarding the
