Pakistan election: Imran Khan claims victory as his party leads in early counting
Early results from Pakistan's election suggest
ex-cricket star Imran Khan is on course to become PM. With nearly half the
votes counted from Wednesday's parliamentary election, Khan's PTI party is in
the lead. It is expected to fall short of an overall majority and to seek coalition
partners. Officials deny claims of vote rigging made by Khan's rivals.With
votes counted in 49% of stations, Khan's Pakistan Tehreek-i-Insaf (PTI) party
was leading in 119 of the 272 National Assembly constituencies being contested,
Pakistan's Dawn paper reported, citing election commission figures.A total of
137 seats is required for a majority.This election will mark only the second
time that a civilian government has handed power to another after serving a
full term in Pakistan.The turnout has been estimated at between 50% and 55% out

hours after polling ended yesterday, Pakistan awaits an official announcement
from the Election Commission of Pakistan (ECP) regarding the general election's
outcome. While vote counting ─ amid allegations of fraud by PML-N and other
political parties ─ has been tediously slow, preliminary results indicate that
the PTI has obtained a clear edge over other parties. According to PTV News, quoting the Eelection Comission of Pakistan,
has so far released the final results of 147 National Assembly constituencies,
according to which PTI is in the lead with its candidates winning 74 seats;
PML-N has secured 30 seats; PPPP 22; Muttahida Qaumi Movement-Pakistan 3; Grand
Democratic Alliance (GDA) 2; Awami Muslim League 1; Balochistan National Party
2; Pakistan Muslim League-Quaid 2; Awami National Party 1; and Muttahida
Majlis-e-Amal (MMA) 4. 6 seats have been secured by independent candidates. In
the states elections, in Punjab, with preliminary results from 50pc polling
stations available with ECP, PML-N is currently holding its lead on 129
provincial seats but PTI is closing in with a lead on 122 seats.Meanwhile, PTI
is clearly steering ahead in Khyber Pakhtunkhwa with a lead on 64 seats against
MMA, which is currently leading on 12 seats, as per reporting from 35pc polling
stations in the province.The preliminary results from 37pc polling stations in
Sindh show PPP-P leading on 75 seats, followed by PTI on 22 seats.In

two countries have always indulged in blame game which further stagnated the

Right now it is one sided where India is constantly just blaming us. ,"

will focus on policy, governance, transparency and foreign policies. Imran
slammed the Indian media when he started speaking about its eastern neighbour
and said that the media portrayed him as a "Bollywood villain" when

suffered significantly. India and Pakistan must take steps to improve trade relations

Pakistan's chief Siraj ul Haq suffered a shock defeat from NA-7, Lower Dir by
approximately 17000 votes. PTI’s Muhammad Bashir Khan bagged a total of 62,416
votes. Former Foreign Minister of Pakistan and prominent candidate Pakistan
Mulsim League Nawaz, Khawaja Asif lost the elections against PTI’s Usman Dar in
his home town of Sialkot. Khawaja Asif was up against Usman Dar in NA 73 where
he was ousted by the 43-year-old.Former PM of Pakistan, Shahid Khaqan Abbasi also lost
both the seats he was contesting from. The senior politician and ex minister
lost NA 53 and NA 57 by approximately 48000 and 12000 votes respectively.ANP
leader and prominent political worker, Ghulam Ahmed Bilour lost against PTI’s
Shoukat Ali from NA 31 – Peshawar. Shoukat Ali won the polls convincingly
bagging 88000 votes.Ex-Interior Minister and renowned party worker, Chaudhry
Nisar suffered a huge shock when he lost from both provincial and national
seats in the elections. The ex-minister lost against PTI’s Ghulam Sarwar by a
margin of nearly 16000 votes in Rawalpindi. This is the first time since 1985
that the ex-minister has lost his seat in Rawalpindi. Pakistan Sar-Zameen Party
leader Mustafa Kamal also lost the elections from both his National Assembly
seats. Former Minister for Water and Power, Abid Sher Ali also lost his seats
in an upset defeat. He lost his seat from Faisalabad which was previously
considered as a stronghold of PML N by only a margin of 1200 votes.

New Delhi: Union Minister RK Singh, who also
served as the Home Secretary between 2011 and 2013, on Thursday termed the
Pakistan elections as rigged. Speaking to , Singh said, "The policy is
decided by the military there (in Pakistan) and they will do it now as well.
The only difference is - those who tried to take an independent stand against
the military, they used to remove that person and install another one.""The
military has audited the election, which is their own creation," Singh
said, adding that "You ensured that Nawaz Sharif and his daughter land in
jail and do not get a chance to campaign. They were not granted bail as well.
You also ensured that disturbances were created wherever (Pakistan People's
Party chairman) Bilawal Bhutto travelled for his meetings." Minister of
State (MoS) for Home Affairs Hansraj Ahir expressed hope that India would
strive to maintain good and cordial relations with the new government in Pakistan.Ahir
told , "Whosoever government would be formed (in Pakistan), we will
maintain good relations with them. I express my best wishes to the new

Law Commission set to recommend simultaneous
polls, says it won’t hurt India’s federalism
New Delhi: Holding simultaneous elections will
not undermine the federal structure of India, since federalism is not applied
in the strict legal sense of the term here — that’s what the Law Commission is
set to recommend in its final report on simultaneous polls.“We are examining
if, by any means, it (simultaneous polls) tinkers with the country’s federal
structure, as contested by some political parties,” a senior official of the
commission told ThePrint.In India, federalism is applied only to ensure the
division of legislative powers and administrative exigency, and not in the
strict legal sense of the word, the official said. “So there is no question of
violating federal principles through simultaneous polls.”Legally speaking,
federalism refers to an arrangement when two or more independent units or
states form a confederation or federation — which is not the case in India. The
country follows both unitary and federal forms of Govt , with supremacy given

countries that consume beef, former Goa CM Pratapsingh Rane said in the state legislative
assembly on Wednesday.“We may love cows, but it is still the worst-treated
animal in India. Countries that consume beef look after their cattle in a much
better way. Our cows are just cast off, forced to eat garbage and plastic and
fall victim to road accidents,”Congress MLA said, suggesting that farmers be
given the option of profiting from unsustainable cattle.Rane received support
on the issue from unexpected quarters. BJP MLA Michael Lobo, who represents
Goa’s Calangute constituency, questioned his Govt over its failure to protect the legal beef
trade. “Some so-called cow protectors are standing at the border (of Karnataka)
and blocking the beef being brought into the state. Some of them even throw
phenyl on the beef,” he said. Goa relies on neighbouring Karnataka for the bulk
of its beef supply despite having a certified Govt -run slaughterhouse, Goa
Meat Complex, which is lying idle.“Goa Meat Complex has been shut. There are
many meat eaters in Goa. Many tourists come to Goa to eat beef. There is a
shortage of beef during our feasts. Why is the Goa Meat Complex not
functioning? If we do not want beef to come from Karnataka and Maharashtra,
then certified cattle in Goa should be slaughtered at the complex. It has to
start,” Lobo said. “There are many people in Goa who eat beef. You cannot stop
that.”Rane said cows were being mistreated because farmers lack the means to

London: Theresa May Govt has reiterated its position that the Shimla
Agreement should be the basis for talks between India and Pakistan, but said it
“encourages” both countries to allow the UN high commissioner for human rights
to visit Jammu and Kashmir. Responding to demands in the House of Lords that
London condemn alleged human rights violations in Jammu and Kashmir in light of
the June 14 report of the UN high commissioner for human rights, Foreign Office
minister Tariq Ahmed recalled his last visit to India. He told Qurban Hussain
(Liberal Democrats), who initiated the brief debate: “I assure the noble Lord
that we continue to raise the importance of the issues in Kashmir with the
Indian Govt . In one of my visits towards the end of last year, I raised the
issue of Kashmir and the need for Pakistan and India to find a resolution to
this long-standing issue”.“Equally, with reference to the report and the
importance of some of its findings, we encourage all states, including India
and Pakistan, to respond positively to the request by UN—in this case, UN High

and extradition of Zakir Naik was sent to Malaysia and a fresh Red Corner
Notice (RCN) request sent to Interpol in Jan.this year against him is still
unanswered, Govt told parliament on
Wednesday.In a written reply to a question in Rajya Sabha, Minister of State
for Home Hansraj Ahir said Malaysian Govt was requested on Jan.19 following a fresh RCN
issued on Jan.3 to the Interpol against Naik, who fled India on July 1,
2016."A request for issuance of RCN (against Naik) was sent to the
Interpol on May 19, 2017.Clarifications sought by the Interpol on Aug.10, 2017
and Oct.6, 2017 were also provided.However, during 102nd session of Interpol
Commission from Dec.24-27, 2017, the organisation opined that at that stage of
the proceedings, the issuance of RCN for Naik's arrest with a view to his
extradition was pre-mature, since the charge sheet has not been filed till the
sending of the original request for RCN to the Interpol."In view of Interpol
opinion, a fresh warrant was issued by Ld. Court against Naik on Nov.24, 2017
and a fresh request of RCN was sent on Jan.3, 2018.No further communication has

campaign aims to collect a minimum of 50,000 signatures and submit a memorandum
to the district collector tentatively on July 22, when a protest march may also
be held against the alleged vilification of Naik and denigration of Islam. Federation
consists of organisations like Jamiat e Ulama Hind, Jamaat e Islami Hind, Pune
Muslim Lawyers Association, Maharashtra Action Committee, All India Imams
Council and Chhatrapati Shivaji Muslim Brigade among others.A message on

their targets are Muslims and Islam. Azhar Tamboli, spokesperson of federation,
informed, “While the federation condemns the ruthless terror attacks on
innocent lives whether in Bangladesh or elsewhere, we also vehemently condemn
the section of media for consistently linking Naik to terror attacks, despite
getting a clean chit from the intelligence agencies. He is one of the most
influential Muslim orators and he is being victimised through negative
portrayal without any substantial proof or investigation.”
Nagaland may follow Assam in NRC update
Guwahati:Nagaland may be the next State in the
Northeast to update 1951 National Register of Citizens after studying how the
first-of-its-kind exercise in Assam pans out.Assam undertook the exercise in
Sept.2015 and published the first draft with names of 19 million people on
December 31 last year. 2nd draft for remaining 13.9 million people
is scheduled to be published on July 30.“We are contemplating an exercise to
undertake NRC. We will initiate after seeing its success in Assam. Illegal
migrants are becoming a major issue for the State,” Nagaland Chief Secretary
Temjen Toy told said today. Officials said NRC exercise,though challenging,
would be easier to handle with Assam having laid the foundation for digital
updating of records.Toy said Nagaland Police would be deploying forces to areas
bordering Assam to “check and prevent” influx of undocumented migrants from

New Delhi:Home Minister Rajnath Singh today
said affected people will get adequate opportunities to register their claims
and objections after the release of the draft National Registry of Citizens
(NRC) in Assam next week and there was “no cause for worry”. Part draft of NRC
was published on the intervening night of Dec.31 and Jan.1, wherein the names
of 1.9 crore of the 3.29 crore applicants were incorporated.On July 30, the
fate of all 3.29 crore applicants will be decided. “No one should be worried
about it (release of draft NRC). People will get adequate time to register
claims and objections and if someone is not satisfied, they can also approach

Slamming both the Central and UP Govt for the neglect of Taj Mahal, the Supreme
Court on Thursday wondered what if Unesco was to drop the 17th century Mughal
monument from its list of world heritage site."It is a world heritage
site. What will happen if Unesco say that we withdraw the world heritage
title," asked the bench of Justice Madan B. Lokur and Justice Deepak
Gupta.The court asked if the authorities concerned have filed the management
plan for the protection and preservation of the heritage site."It is very
very difficult to understand something that is happening. Something is said on
affidavit, something is said orally and something otherwise. It is
unacceptable," Justice Lokur said pointing the variations in what was being
said in the affidavit and what was being submitted orally before the
court.Coupled with this, the court also wanted to know which was the authority
responsible for the protection and preservation of Taj as it found that the
three affidavits filed before it by the UP Tourism Department, the second by the Union
Environment and Forest Ministry and third by some other authority.As senior
counsel ADN Rao told the court that the Archaeological Survey of India was
responsible for the Taj,the court expressed surprise that the it has been kept
out of the consultation process for preparing the draft vision document for the
protection and preservation of Taj.Ordering that a copy of the draft vision
document be made available to ASI and asking its to share it with INTACH, Agha
Khan Foundation, ICOMS and other similar entities who have expertise in
protecting and restoring the historic monuments, the court also directed the UP
Govt to give a copy of the vision

the HRD Ministry to set up a university for minorities, Parliament was informed
today. Information was shared by Minister of State for HRD Satya Pal Singh in
response to a written question in the Rajya Sabha. "There is no proposal
under consideration in the Ministry of HRD for setting up University of
Minorities," Singh said. HRD minister said that Ministry of Minority
Affairs has informed that a committee was constituted by Maulana Azad Education
Foundation to go into modalities for establishment of institutions in different
parts of the country with a view to facilitate educational development of

Chandigarh :Ruling on an inter-faith marriage
case of a Hindu-Muslim couple, the Punjab and Haryana High Court has said that
officialdom must not be seen “raising eyebrows and laying snares and landmines”
in such cases. The procedure for a court marriage, it has said, “must reflect
the mindset of the changed times in a secular nation promoting inter-religion
marriages”.In his July 20 order released Wednesday, Justice Rajiv Narain Raina,
ruling on the plea of a couple who had approached High Court against court
marriage rules framed by the Haryana Govt , said Court Marriage Check List
(CMCL), issued by the Haryana Govt , largely violates the couple’s right to
privacy.The couple — one from Gurgaon, and the other from Faridabad — wanted to
legalise their marriage under the Special Marriage Act without change of
religion.“The provisions appear particularly offensive and excessive executive
action beyond the purview of the (Special Marriage) Act,” the judge stated in
his order.“It is suggested to the State of Haryana to suitably modify and
simplify the CMCL to bring it in line with Act by minimal executive
interference. It may restrict the list to conditions which account for
fundamental procedure avoiding unwarranted overload of obstructions and

Sunni Muslim students, Karnataka HC says no
Bengaluru: The high court on Wednesday
dismissed a petition filed by Kanachur Islamic Education Trust, Mangaluru,
which had sought allotment of only Sunni Muslim students to their institution
for MBBS course under the management quota. A division bench comprising Justice
AS Bopanna and Justice Mohammed Nawaz observed that if such requests are
allowed in other religious and linguistic minority institutions, the entire
process of admission would be affected. The right of a meritorious candidate
belonging to Muslim community who opts for the petitioner college cannot be
denied just because he/she doesn’t belong to Sunni sect, it noted. The court
pointed out that the certificate issued in Sept.2015 by National Minority
Commission stated that Kanachur College of Medical Sciences is a Muslim
minority institution and even the undertaking in consensual agreement states
that not less than 66% seats be filled by minority community students. The
trust, which runs Kanachur Institute of Medical Sciences in Mangaluru, had
challenged the July 4, 2018 decision of the department of medical education,
rejecting its plea to admit only Sunni Muslim students. According to the trust,
it’s not only a declared religious minority institution, but also an
institution managed by Sunni Muslims and has every right to choose its

hit yet another roadblock Wednesday after Nagpur bench of Bombay High Court
allowed minority colleges to surrender in-house quota seats under Central
Admission Process.This partly overturns a July 16 ruling by a bench of justice
BP Dharmadhikari and ZA Haq that asked Govt to return all vacant quota seats — minority
(50%),management (20) and in-house (5%) — to the minority colleges, which could
admit students to these seats at their levels.The list of vacancies will now be
released on Friday morning and candidates can fill their choices on Friday and
Saturday. The third merit list will be out on July 31, according to education

said: “With this judgment the seat count will increase and allotment has to be

encounter case, a Gujarat police officer told the court Wednesday that he had
not been informed about a prisoner having escaped from police custody in his
jurisdiction in 2006. The officer was the then SP in Sabarkantha district, from
where Prajapati was shown to have allegedly escaped from a train in 2006 and
subsequently killed in an encounter.While the accused policemen in the case
claim that Prajapati had escaped from the train in Sabarkantha district when he
was being taken to Udaipur central jail after a court hearing in Ahmedabad, CBI
claims that the escape and the encounter were both staged. The witness
Wednesday told the court that he was the SP from Dec.2006 to Sept.2007. “I did
not receive any message regarding escape of a prisoner from police custody. I
did not get any message regarding nakabandi on Dec.27-28, 2006 in my
jurisdiction. I did not receive or give any orders for nakabandi,” the witness
told the court. During cross-examination by defence advocates, the witness told
the court that when he became a supervisory officer in the case of Prajapati’s
alleged fake encounter, he did not ask any of the authorities in his
jurisdiction regarding not being informed about the escape. “I did not ask
either the Superintendent (railways) or the state control room or the control

VVPAT delivery delayed, but on track for 2019

New Delhi:ELECTION Commission (EC) on
Wednesday admitted that the delivery of 16 lakh VVPAT machines has been
delayed, but reiterated its commitment to procure everything in time for the
Lok Sabha elections next year. Responding to a report in the Indian Express
based on an RTI application, the Commission issued a statement, saying, “While
all required EVMs will be delivered by 30th Sept.2018, VVPAT deliveries are
delayed as the Technical Experts Committee on EVMs appointed by the Commission
analyses the technology stabilisation issues in the initial batches and
incorporates essential design improvements.” EC is now expecting deliveries of
all paper trail machines before November, which is almost two months after the
deadline the Commission had set for itself.A VVPAT produces a printout of the
vote cast using an EVM, which can be shown to the voter to dispel doubts. This
printout is then deposited in a box and can be used to resolve any dispute

issued a notice to the police over the distribution of trishuls (tridents) by a

Delhi: 3 girls die of starvation in Mandawali,
AAP Govt orders probe
In national capital Delhi’s, three children
died due to starvation on Wednesday, triggering a debate over Govt policies for
eradicating poverty. According to a doctor of LBS Hospital, 3 minor girls –
aged 8, 4 and 2 – died due to malnutrition. According to media reports, the
minor girls were from east Delhi’s Mandawali. The national capital police have
filed a case under Section 174 of the CrPc. The post-mortem report has
confirmed that deceased girls died to starvation.Speaking on the matter, Amita
Saxena, MS, Lal Bahadur Shastri Hospital, said that there was no trace of fat
on their bodies, adding that postmortem showed the stomach was absolutely
empty. The doctor made it clear that it’s a case of gross malnutrition.“Gave

& will make sure that she gets best treatment. Once their father returns

has lodged a police complaint alleging that social activist Swami Agnivesh’s

said today. On the same day, Agnivesh was allegedly slapped, kicked around and
verbally abused here by a mob, which he said belonged to BJP-affiliated youth
groups who accused him of speaking against Hindus.According to the police, the

The state of Palestine has been elected as
presiding country of the Group of 77, the biggest bloc of developing countries
at the United Nations, a move that has irked Israel.The Group of 77 was
established in 1964 by 77 countries and was designed to promote their
collective economic interests, as well as to enhance their joint negotiating
capacity on all major international economic issues within the UN.Over the
years, the bloc has expanded to include 135 members today, which represents 80
percent of the world's population. The bloc also speaks as one voice at the
General Assembly.Palestine will take over from the current presiding country
Egypt in Jan 2019. In a telephone interview with NYT, Palestine's UN ambassador
Riyad Mansour confirmed the move, and said Palestine "will be negotiating

behalf of Palestine, which holds an observer non-member state status at the UN.

Saudi suspends oil exports through Bab
al-Mandeb
Saudi Arabia, world's top oil exporter,
temporarily suspended all oil shipments through the Bab al-Mandeb Strait after attacks
on 2 crude-carrying vessels by Houthi rebels in Yemen. Saudi's Energy Minister
Khalid al-Falih said today the kingdom would halt all oil shipments through the
strait immediately.The suspension will last "until the situation becomes
clearer and maritime transit through Bab al-Mandeb is safe", al-Falih said
in a statement.Houthi rebels targeted Saudi tankers in the Red Sea, causing
minor damage to one, Saudi-Emirati coalition fighting the group in the war-torn

Israeli air raids kill 3 Palestinians in Gaza

At least three Palestinians have been killed
in an Israeli air strike east of the Gaza Strip, according to Palestinians

Afghan intelligence convoy on Thursday, killing at least five people and
wounding six, police said, in the latest deadly attack.Kabul Security
