Will consider creating larger bench on pleas
against polygamy, nikah-halala, : SC
New Delhi:The Supreme Court today said it
would consider setting up of a 5-judge constitution bench to examine validity
of the prevalent practices of polygamy and 'nikah halala' among the Muslims.The
SC had on March 26 this year decided to
refer to a larger bench a batch of pleas challenging the constitutional
validity of polygamy and 'nikah halala' among Muslims. "We will look into
it," a bench headed by CJI Dipak Misra said, adding that they will be
listed for hearing before the constitution bench after the Centre files its
response. Additional Solicitor General Tushar Mehta, representing Centre, said
the government will file its response to the petitions.The development assumes
significance as the Centre has recently made it clear that it would oppose in
the Supreme Court the practice of 'nikah halala' when the top court would examine
its legal validity in the coming days.The court's observation came when senior
lawyer V Shekhar and advocate Ashwini Kumar Updhayay, appearing for Delhi-based
Sameena Begum, sought urgent hearing of her petition, alleging she has been
threatened by her in-laws to either withdraw the petition from the apex court
or get thrown out of the matrimonial home."We will list her petition along
with other petitions," the bench, also comprising Justices A M Khanwilkar
and D Y Chandrachud, said.The lawyers said that earlier, the petitions were
shown in the advance cause list of business of the Supreme Court but later they
got deleted, which led them to mention them for urgent listing.Some petitions
have also challenged the practices of 'Nikah Mutah' and 'Nikah Misyar' -- both
temporary marriages where duration of the relationship is specified and agreed
upon in advance.Sameena Begum, in her petition, has said that by virtue of
Muslim Personal Law and Section 494 of the Indian Penal Code (marrying again
during lifetime of husband or wife) was rendered inapplicable to Muslims and no
married woman from the community has the avenue of filing a complaint against
her husband for the offence of bigamy.A similar plea was also filed by

SC extends deadline for Assam NRC final draft
till July 30
The Supreme Court on Monday extended its June
30 deadline for publication of the final draft of Assam’s National Register of
Citizens (NRC) by a month, after the Centre and State coordinator agreed to
publish it within the new time limit.A bench of Justices Ranjan Gogoi and R.F.
Nariman considered report of state NRC coordinator Prateek Hajela and extended
the deadline. Hajela had last week said it would not be possible to release the
final draft of the NRC as scheduled on June 30 due to the floods in state. The
NRC is being prepared to identify illegal migrants in Assam.The bench asked State
Chief Secretary and DGP of Assam to immediately provide adequate security to
Mr. Hajela and his family members, including his children, in view of the work
done by him. It asked them to file a compliance report immediately after taking
a decision on the issue.The SC said it will consider all the interlocutory

SC seeks Uttar Pradesh govt’s response on plea
alleging fake encounters
New Delhi:The Supreme Court on Monday sought
the Uttar Pradesh government’s response in connection with a plea alleging that
several people have been killed in fake encounters in the state. A bench
comprising CJI Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud issued
the notice to the Uttar Pradesh government on PIL filed by PUCL, an
NGO.Appearing for PUCL, Lawyer Sanjay Parikh alleged that Uttar Pradesh police
carried out 500 encounters in which 58 have been killed.The bench, however,
rejected PUCL’s plea that NHRC be also made a party in the present proceeding.
NHRC had earlier issued notice to the state government on the

appointing Lokpal
New Delhi:The Supreme Court on Monday directed
the Central government to spell out the steps needed to be taken for the
appointment of a Lokpal and the time frame that each step will require to be
completed.A bench of Justice Ranjan Gogoi and Justice R. Banumathi sought the
details as Attorney General K.K. Venugopal said the selection committee headed
by Prime Minister Narendra Modi will meet shortly to decide on the next
step.The court said the competent authority will file an affidavit indicating

Ranjit Singh Commission of Inquiry into incidents of sacrilege of the Sikh holy
book Guru Granth Sahib 3 years back has pointed out that it was allegedly Dera
Sacha Sauda which had a role in these incidents as they wanted to create
communal tension in the state and also plotted the murder of 2 Sikh preachers,

their three handlers Pradeep, Harsh and Sandeep (reportedly members of national

one Mahinder Pal Singh and he had further deputed one Sukhjinder Singh and
another person Neela for the purpose who were Dera followers. While the others
who allegedly had a hand were Shakti Singh, Baljeet, Bhola, Nishant, Narender
Sharma, Raju and Bittu as they worked on the instructions of the

Jammu:In a bid to curb spread of rumours via
social media platforms, the Kishtwar district administration near Jammu has
asked the netizens having WhatsApp groups and Facebook pages to get their
antecedents verified by police and seek their permission within ten days to
continue running them.In a stern measure, the netizens have also been asked to
give an undertaking to the authorities that they would be personally
responsible for the contents uploaded on their social media platforms and be
liable to face legal consequences for possible breach of law by such
contents.The order, issued by District Development Commissioner (DDC) Angrez
Singh Rana on Friday, has also warned netizens that they may be liable to
prosecution under various laws, including anti-terror law, UAPA, besides other
penal provisions like IT Act, Ranbir Penal Code and the Cyber Crime laws.The
officials said the order was issued by the DDC in response to a letter written

In a first, CRPF inducts 500 women personnel
to counter protesters in Kashmir
New Delhi:In a first, a special contingent of
about 500 women CRPF personnel has been dispatched to Kashmir valley for
regular security duties and tackle the unruly crowds and stone-pelters,
including women.The women personnel, largely in constable ranks, are based at
Central Reserve Police Force recruit training centre in Humhama in the summer
capital of Jammu and Kashmir and are being trained in counter-riot and
anti-militancy operations.“This is the newest theatre of operations where women
personnel have been brought in. This is the maiden team of women personnel in
the Kashmir valley. A few years back, the CRPF women troops were inducted into
the anti-naxal operations grid in Chhattisgarh and Jharkhand,” said a senior

Dalits allege attack, boycott, Marathas say it’s a bid to get new homes
Outside Gram Panchayat office of Rudrawadi
village in Maharashtra’s Latur district, 4 police constables are deployed round
the clock and a police vehicle visits every two hours. There is visible tension
between Maratha and Dalit communities of the village with a population of
little more than 700.An FIR says “suspicion of a love affair” between a Dalit
boy and a Maratha girl sparked the dispute in the village, which has in the
past won awards for being a Tantamukta Gaon (dispute-free village). While both
communities, the Marathas and the Dalits belonging to Matang caste, agree to
this, they have separate versions of what FIR states that more than 20 people
from Maratha community attacked the boy on May 9 and also assaulted those who
went to rescue him. Nitin Shinde, son of village sarpanch Shalubai Shinde from
the Dalit community, said, “After the attack on the boy over suspicion of a
love affair, there were repeated attacks on us. We registered a police
complaint but no one was arrested immediately. A group of them forcefully
entered our houses 2 days after the attack and brutally hit us with sticks.
Around the same time, a girl from our community was to get married. Some of us
along with the bride and groom had gone to the village temple located in
Maratha locality. Though we have never entered the temple, we were allowed to
pray from the stairs. But that day, we were stopped from even going close to
the temple and attacked.”Another member of the Dalit community, Tukaram Shinde,
who is complainant in the case lodged in connection with the May 9 attack,
says, “We were afraid because of attacks and later, the rest of the village
started boycotting our families. We were stopped from going to shops. So, our
12 families left the village and came to Udgir tehsil HQRS to demand
rehabilitation.We have been living in an old college hostel. We don’t want to
live in that village. Recently, 9 of the families went back, but my family and
families of Sarpanch Shinde and his relative will continue our demand.”Police

Dhule lynching: 23 arrested, all accused in
their 20s; sent to 4-day custody
New Delhi: 23 people have been arrested today
in connection with lynching of 5 people in Maharashtra’s Dhule district. Those
arrested are residents of Rainpada and between the age group of 20 and 30 years
and have been sent to four-day police custody. The lynchings, apparently
triggered by social media posts, took place Sunday morning in the tribal hamlet
of Rainpada in Sakri taluka, over suspicion that the victims were part of a
gang of child lifters.Bharat Shankar Bhosale (45); his brother, Dadarao Shankar
Bhosale; Raju Bhosale; and Bharat Malwe (47), all hailing from Khave village in
Solapur’s Mangalvedhe tehsil, and Anagu Ingole from Manewadi village in
Mangalvedhe, were bludgeoned to death by a mob in Sakri tehsil on the suspicion
of them being child-lifters. All belonged to a nomadic community that derived
sustenance by begging for alms reported TheHindu. The kin of the deceased have
refused to accept their bodies, demanding that stern action be taken against
the killers.The mob that attacked them reportedly comprised over 35 people,

Responsibility of Maharashtra govt to ensure
no communal tension occurs in state: HC
Mumbai: Bombay High Court recently felt
obliged to remind the Maharashtra government and citizens that India is a
secular and democratic country. The court also said that the government is
under constitutional obligation to ensure no incident of communal or religious
tension occur in the state.A division bench of Justice Abhay Oka and Justice
Riyaz Chagla also reminded the citizens of their fundamental duty to respect
and follow the Constitution of India. Justice Oka said, “India is a Secular
Democratic Republic. Petitioners (citizens) have to respect ideals of the
Constitution as required by Article 51 A (a).” “If by virtue of lawful orders
of this court which uphold the law, communal tension is created, it is always
the responsibility of the state government to ensure that such a situation does
not arise,” Justice Oka added.The observations were made while rejecting a writ
petition challenging a notification of the government reserving a portion of
land as burial ground of the Muslim community, in Ulhasnagar city. The
petitioners, who stay in hutments constructed upon the land reserved for the
burial ground, claimed that if the court fails to issue direction to the
government for de-reserving the land, there were high chances of communal riots

Demand for post-March 2018 OBC certificate
'illegal': Delhi Minorities panel
Taking cognisance of several Delhi University
(DU) colleges asking recent OBC certificates from aspirants, Delhi Minorities
Commission (DMC) wrote to university registrar saying that the demand is
"illegal" as these certificates don't have any "expiry
date".This year, DU colleges have changed the norms for students seeking
admission under OBC category. They have been asked to produce certificates
issued only after March 31, 2018, because of which several aspirants are left
in a lurch. Until last year, the students seeking admission were allowed to
submit certificates that were issued up to a year ago. DU reserves 27% seats
for OBC applicants (non-creamy layer, central list).However, when a large
number of students had failed to produce the recent certificates, the
university issued a notification saying that the colleges can provisionally
admit the students. They were made to sign undertakings that they will submit a
post-31 March 2018 OBC certificate within 15 days, failing which their
admissions will be cancelled. Its chairperson Dr Zafarul-Islam Khan wrote to the

Vadodara : 14 Independent councillors who did
not side with the BJP in the elections to the post of president and
vice-president in the Godhra municipality were felicitated by the local Muslims
on Sunday.Each of 14 councillors — 13 Muslims and one Hindu — were given a
two-wheeler from the money collected from the community at a function held at
Polan Bazaar under the banner of Muslim Ghanchi Samaj. The event was attended
by nearly 3,000 people.“These councillors have always shown solidarity towards
our minority community and have never been communally biased towards us. All
the community members came together today to thank them and vowed to reduce
crime, improve girl child education and work towards communal harmony,” said

NCERT compiles manual to make schools more
inclusive for children of minorities
New Delhi:A manual prepared by NCERT has
pointed out that children from minority communities at times find the prayers
in the school assemblies and picture of gods and goddesses on the walls alien
to them and has suggested some changes including the celebration of festivals
related to religious minorities in schools, sensitive handling of these
children during religious functions celebrated in schools, and adequate
representation of minority parents in School Management Committees (SMC).The
manual, prepared for SMCs by the council, also states that apart from some
general issues of discrimination and harassment, children from minority
communities may face other issues including “offensive comments” about food
habits and perceptions of “undesirable” uniforms.NCERT released the manual in
June for SMCs that are formed under the Right to Education (RTE) Act.HT

Delhi:Among the 11 who were killed in Delhi's
Burari on Sunday, the eldest member Narayan Devi committed suicide with the
help of a belt, CNN-News 18 reported. Police officers have not found the belt
yet.Narayan Devi's daughter Sujata refuted claims of occult practices. She told
Firstpost that the family was happy and was looking forward to the marriage of
the granddaughter.5-rear-old Narayan Devi was the last one to die. Some of the
notes stated that "one will not die" but attain something
"great", the officer said. In a fresh twist to the case, liquid
chemical substances were found in the stomachs of 5 deceased, reported
CNN-News18. Investigators are scrutinising call data records of the family
members and their internet search history, as well. The police said they will
also interrogate the family of the man who was engaged to marry one of the
deceased.A Delhi Police officer said they recovered handwritten notes from the
house which talked about how a person can overcome fear by covering eyes and
mouth, how a person can attain salvation, and how the human body is temporary
but the soul continues to live on."The notes talk about if a group of 11
people follows these rituals, all problems would ease out and they would attain
salvation. Some notes have dates on which they were written while others don't.
All the notes talk about reaching the end and gaining peace," one of the
investigators said.A report by SDM to the crime branch says that the entire
family had books on 'occult rituals' and religious practices, and which they
performed as well.Police have launched a manhunt for a tantrik 'Baba Janegadi'

the accused porter Irfan Mev alias Bhaiyyu arrested over the rape of a minor in

Punjab govt on Monday recommended death
penalty for those convicted in drug smuggling cases. CM Capt Amarinder Singh
said the recommendation was being forwarded to the Centre. Making Punjab free
from drugs was one of the commitments of the Congress ahead of the Assembly
election last year. “Since drug peddling is destroying entire generations, it

UP: Man stabs imam to get his brother
appointed to the post, arrested
Pilibhit: 45-year-old imam of a mosque in
Gajraula Kalan area in Pilibhit was attacked with a sharp-edged weapon by a
20-year-old man immediately after the morning prayers on Sunday. Police have
booked the accused for attempt to murder and have sent him to jail.Officials
said that during questioning, the accused said that he wanted his elder
brother, who is an imam at a mosque situated nearly 35km from their house, to
replace the victim at Gajraula Kalan mosque.According to the victim, Nasrulla
Khan, he was attacked by Zakir Noor Khan around 5am on Sunday. Meanwhile, accused’s
father, Tanveer Khan, alleged that the imam had staged the attack to implicate
his son. “Because of his notorious activities, nearly 300 residents have
started offering prayers at a separate place. My son has criticized him on
several occasions and has been gaining popularity among the residents. Can a
Muslim bring a weapon inside a mosque at the time of namaz? We will protest

France has "participated in bloody
Egyptian repression" for the past five years by delivering weapons and
surveillance systems to President Abdel Fattah el-Sisi's govt, rights groups
charged in a report. Commissioned by 4 French and Egyptian human rights groups,
the study, released on Monday, found French arms sales to Egypt had leapt from
39.6m to 1.3bn euros ($1.5bn) between 2010 and 2016.In addition, "by
supplying Egyptian security services and law enforcement agencies with powerful
digital tools, they have helped establish an Orwellian surveillance and control
architecture that is being used to eradicate all forms of dissent and citizen
action," the groups said. They charged that French companies were also
complicit in what they called a "relentless crackdown" since el-Sisi
overthrew President Mohamed Morsi in 2013. The report notably cited companies
selling mass data interception and crowd control technology, used for a
surveillance system under which tens of thousands of opponents and activists

Rights Studies (CIHRS), one of the groups behind the report, said, "Today,
France is helping to crush this generation through the establishment of an

Guterres: Rohingya face 'unimaginable'

Myanmar’s northern Rakhine state are not ready yet for the repatriation of
hundreds of thousands of Rohingya who have fled a military crackdown, the head
of the International Committee of Red Cross said on Sunday after visit to the
region.Myanmar has said it is ready to take back the more than 700,000 Rohingya
refugees who have fled Bangladesh since last August, and has set up two
reception centres and what it says is a temporary camp near the border in

Arab Parliament calls on US to remove Sudan

Arab Parliament speaker, Mishaal Al-Salami, revealed
a plan by the assembly to encourage the United States to remove Sudan from its
“State Sponsors of Terrorism” list.Speaking at a joint press conference with
the Sudanese Minister of Foreign Affairs Osama Faysal, Al-Salami said that the
plan will be presented during the parliament’s next session which will be held
on 4 July in the Egyptian capital of Cairo.“Plan is not confidential and will

pointed out that a delegation from the parliament will visit US “soon” to

Avtar Singh, Sikh candidate for Oct. polls
among 20 killed in Afghanistan blast
New Delhi:A sikh politician in Afghanistan,
who was a candidate in the parliamentary elections scheduled for October, was
among 20 people killed in a blast triggered by a suicide bomber targeting a
vehicle in the eastern city of Jalalabad Sunday. Officials said at least 10 of
the dead were from the minority Sikh community in the country.Most of those
killed, including the politician Avtar Singh Khalsa, were travelling to meet
President Ashraf Ghani. The blast, which occurred hours after Ghani had opened
a hospital in Jalalabad, damaged shops and buildings around Mukhaberat square

Mexican leftist Lopez Obrador wins presidency
Mexico's Andres Manuel Lopez Obrador has
claimed victory in Sunday's presidential election, setting the stage for the
most left-wing government in the country in decades.An official "quick
count" from a national sampling of ballots showed Lopez Obrador, known as
AMLO, having about 53 percent of the vote, putting him well ahead his main
rivals.Exit polls also showed a decisive victory for 64-year-old veteran
candidate, who has pledged to eradicate corruption and subdue drug cartels with
a less confrontational approach.In brief remarks at a hotel in central Mexico
City, Lopez Obrador called for reconciliation after a polarising campaign and
promised profound change that respects the law and constitutional order.His
main opponents, Ricardo Anaya and the ruling party's Jose Antonio Meade
