Centre asks states, confine Rohingyas to
designated camps, record their personal &
biometric details
New Delhi: Centre has asked J&K and other
states to confine illegal Rohingya settlers to pre-identified locations within
their respective jurisdictions, record their personal particulars, including
biometric details, and not to issue them Aadhaar number or any other identity
proof. The meticulous preparation of their personal particulars has been sought
so that these details can eventually be shared with Myanmar for likely
repatriation, said a Govt source. This
indicates the Govt ’s intent to prevent a wider diffusion of Rohingya in India
beyond the camps, and the Centre’s concern over possible presence of radical
elements among them and their involvement in crime.In a letter to the chief
secretary of J&K Govt on Saturday,
the home ministry highlighted the “security risks posed by some of those
Rohingya/foreigners who entered India illegally and were involved in illegal
activities such as fraudulent procurement and/or fabrication of Indian identity
cards — PAN, voter IDs etc — money laundering, crimes and other anti-national
activities”, sources told TOI. Some of the Rohingya refugees, it added, are
also vulnerable to radicalisation. A home ministry officer said that similar
letters had gone to other states as well. According to estimates put together
by the intelligence agencies last year, there are around 40,000 Rohingya
Muslims illegally settled across the country.Of these, 7,096 are in J&K(Jammu),
3,059 in Hyderabad, 1114 in Mewat (Haryana), 1,200 in western UP , 1,061 in
Delhi (Okhla) and 400 in Jaipur.“Of late, some attempts by Rohingyas to move to
states like Kerala, Karnataka and Tamil Nadu have come to notice. There has
also been new influx of immigrants into Jammu, Hyderabad, and Andaman &
Nicobar Islands,” said an intelligence officer. Advisory seeking confinement
and monitoring of Rohingyas follows up on a 2017 advisory that had asked the
states to detect Rohingyas and report them to Centre for likely deportation.TOI

New Delhi: Union home ministry is awaiting
status report from AAP Govt on the
activities of the SIMI to decide whether the 5-year-ban on it should be
further extended.Govt had declared Simi
as an unlawful association and placed
it under a ban under the provisions of UAPA till Jan.31,
2019. In compliance of UAPA Centre constituted a tribunal for adjudicating whether there was sufficient
cause for declaring Simi an unlawful association under the provisions of the
same Act.tribunal through its July 30, 2014 order had confirmed the ban. And
subsequently, under the same Act, the ban became effective for a period of 5
years till Jan.31, 2019.In a communication
to Delhi chief secretary Anshu Prakash, MHA said since the ban was
coming to an end in 2019, it was for the state to find out if SIMI continued to
indulge in unlawful activity so that a fresh ban could be imposed on it.The letter
said: “If its (SIMI) membership continues, then ipso facto a case of unlawful
activity under the Act is made out. If this organisation and/or its members
commit offences in furtherance of their aims and objectives, then the charge

New Delhi: A TV channel has been served a
notice by the Delhi Minorities Commission (DMC) for airing a report which allegedly
referred to some locals of North Delhi's Bawana area as "Rohingya"
and "Bangladeshis", panel's head has said.The channel had aired a
programme on May 11 that "dubbed" residents of the area as
"Bangladeshis" and "Rohingyas" although these Indian
citizens had been officially settled there by Govt agencies after their relocation from various
areas of Delhi over the decades, chairman of the body Zafarul Islam Khan
said.The managing director of the channel was directed to reply by June 12 with
proof to show that the Bawana residents were "Bangladeshis" and
"Rohingya", Khan said.PTI
Justice KM Joseph’s elevation to Supreme Court
in limbo as top court goes on holiday
Uncertainty over the elevation of Uttarakhand High
Court Chief Justice KM Joseph to the Supreme Court continues with the collegium
headed by CJI Dipak Misra failing to meet to discuss the issue despite a
resolution on May 16 to convene a meeting “at the earliest.”The high-powered
panel of first five judges, which approves candidates for judgeship to the top
court, last met on May 16, two days before the court was to shut down for the
43 day-long summer recess. The resolution uploaded on the top court website
stated the “meeting stands deferred to be held at the earliest.”More than a
fortnight later, the CJI has not convened any meeting. Officials familiar with
the process also said that there is no likelihood of a meeting in the coming
week either because at least three of the five judges will be out of the
capital during that period. Judges are expected to be in Delhi in the second
week of June.And if the collegium fails to meet before Jun 22, when Justice J
Chelameswar demits office, then the recommendation for Justice Joseph could be
further delayed because the panel will have to be reconstituted. HT
Congress complains about 6 million ‘fake’
voters in MP, Election Commission to probe
New Delhi:Alleging manipulation by BJP-led
Madhya Pradesh Govt in the revision of
electoral rolls in the state, the Congress petitioned the Election Commission
(EC) on Sunday and said that nearly 12% or six million of the state’s
approximately 50 million voters are fake “and fraudulent”.A Congress delegation
led by its Madhya Pradesh unit president Kamal Nath and campaign committee
chief Jyotiraditya Scindia met EC officials on Sunday morning and submitted a
petition giving details of the allegedly “bogus and fraudulent” voters based on
its surveys in 101 constituencies, Nath said after the meeting. The petition
was accompanied by a presentation listing out examples of fake voters. He said
the number of voters in the state has gone up by 40% in the last five years
while the state’s population had increased by 24% .Congress pointed to a large
number of instances of individuals with multiple voter registrations in the
rolls published by the EC on Jan. 1. In one case, Scindia pointed out that a
woman resident of Betul was registered under 26 different names with the same
picture at the same polling booth. “It is shocking. The present Madhya Pradesh Govt
is behind this,” he said.An EC official
said on condition of anonymity that two teams are being deputed to probe the

Mehbooba urges JK separatists to take part in
dialogues
J&K CM Mehbooba Mufti said mainstream parties had
laid the groundwork for the Centre’s decision to halt security operations in
the state during Ramzan and urged separatists to come forward for talks in
order to end the “bloodshed” in J&K. Addressing a rally in Srinagar,
Mehbooba said that those who are “out of the mainstream” have been given a
chance to stop the bloodshed in strike-hit state.“An army man, a cop or a CRPF
jawan can’t find solution to this issue. It needs a political solution. If
there has been an invitation of talks from the Centre, I request all to save J&K
and come forward. We can’t force you or
dictate you. We can only request you,” she said. Separatist leaders Syed Ali
Geelani, Mirwaiz Umar Farooq and Yasin Malik, have said they were ready for dialogue
provided there was clarity on what would be the agenda for the talks.HT

New Delhi: Killing of Hizbul Mujahideen
commander Burhan Wani on July 8, 2016, marks a watershed in militancy in the
Valley because it is directly linked to a cycle of recruitments to this day,
says a confidential report prepared by security agencies and accessed by Indian
Express.The report, tracing the antecedents of as many as 35 young men who
became militants after Wani’s death — most of them have been killed in
encounters — tracked their networks, friends and family, and pored over
interrogation reports to find how each was “influenced” by the killing of
Wani.Their killing in encounters, in turn, has pushed others into militant
ranks, the report finds. The result: a steady supply of local young men who
have kept the Valley on the boil.This has significant implications for any
counter-insurgency effort, said a top security official involved with the
report, adding there was a need for “suspension of operations” to go in for an
“immediate course correction”. Earlier, the entire recruitment of a local youth
into militant ranks was a secret process. With rare exceptions, new entrants
would begin as “upper ground workers” and then would be sent for arms training
across LoC for a minimum period of three months, return with arms and
ammunition. These men would operate with aliases and hide their identities.
Though these men had varied motivations to become militants in post-1990
Kashmir, they had an almost similar background.This has changed. Indian express

brother of IPS officer
Srinagar : 2 months after 7 militants were
killed at their ancestral house in Shopian, the brother of an IPS officer from
South Kashmir has gone missing, and is feared to have joined militant ranks.
Shams ul Haq Mengnoo, a student of BUMS, has been missing since May 26, and
police sources say he may have joined Hizbul Mujahideen. Shams is the younger
brother of a 2012-batch IPS officer currently posted outside the state. The
family has not filed any missing person complaint with police.While the rest of
the family members remain tightlipped on the matter, IPS officer told Indian
Express he had no knowledge of it. “I don’t know what you are saying,” he
said.Unlike other recent militant recruits, Shams has not uploaded any
gun-wielding pictures on social networking sites. Police sources say that of
late Hizb militants have desisted from posting pictures of new recruits, and
this could be the reason his picture has not been posted.On April 1, seven
militants had been killed in a fierce encounter at the family’s ancestral home
in Draggad, including a cousin of Shams, Zabir Ahmad Turray. An ex
Tehreek-e-Hurriyat activist, Turray had been repeatedly booked under the Public
Safety Act before joining militancy. In a video that emerged after the
encounter, Turray had blamed police for his joining Hizbul.There were 3 other
militants present at Draggad house that day, who had escaped. Among them was top
Hizbul commander Zeenat-ul-Islam. Sources say Zeenat is a childhood friend of
IPS officer, and the 2 families have close relations.The same day, in another
village in Shopian, Kachdora, 5 militants had been killed in an encounter.
Since that day, at least 30 youths have left homes to join militancy in South

banned Dukhtaraan-e-Milat’s chief Aasiya Andrabi and four others in a
terror-related case, saying the trial court had exercised the discretion to
grant bail in an “erroneous manner”.on Saturday, the division bench comprising
Acting Chief Justice Alok Aradhe and Justice MK Hanjura quashed the order of
Aanantnag Additional Sessions Court, granting bail to Andrabi and four others
last month.They had been arrested by Anantnag Police in April this year for
allegedly planning to organise a large-scale demonstration and stone-pelting in

view of Ramzan. However, there is no respite in cross-border terrorism and
ceasefire violations on the part of Pakistan.”“We will be constrained to revoke

Shillong unrest: Curfew imposed across city
till tomorrow, MHA sends team of central forces to restive areas
New Delhi :With Shillong remaining tense for
the fifth straight day, a curfew has been imposed across the city from 4pm
today to 5am tomorrow as the administration struggles to maintain law and order
in the restive parts of the city.In view of the prevailing situation, a joint
team of CRPF and BSF battalions has been dispatched to Shillong to help the
state government control the ongoing crisis, said the Home Ministry. However,
no report has been sought so far from the Meghalaya government on the present
situation.Shillong has been on the edge since Thursday following a clash
triggered by an altercation between a Khasi boy and a Sikh woman in a Punjabi
settlement with around 350 households in Them Iew Mawlong. Clashes between
stonepelting protesters and security forces continued in Shillong the previous

of security threats to the Dalit Sikhs in Shillong, Punjab CM Capt Amarinder Singh has decided to rush a
4-member team, headed by Cabinet Minister Sukhjinder Randhawa, to the Meghalaya
capital.The team will make a ground assessment of the situation in the troubled
areas of Shillong and extend all possible help to Sikh community there, an
official spokesperson said on Sunday. Amarinder has directed the team, which
has MPs Gurjit Aujla and Ravneet Bittu and MLA Kuldip Singh Vaid as its other
members, to leave for Shillong on Monday morning.Amarinder has also sought the

Dalit murders show cruel face of caste in this
TN village
Kachanatham:It’s hard to believe that a couple
of persons from a dominant community can prevail over a village of mostly Dalit
households. But that is what appears to have happened at Kachanatham village in
Sivaganga district. On May 28 night, the village witnessed one of the worst
caste clashes in the district.Sources say that despite provocations in the form
of insults and intimidation by caste Hindus, the Devendra Kula Vellalars
(listed as as Scheduled Caste-Pallars) of the village would remain quiet,
partly in fear and partly to avoid trouble.The Pallars, almost all of whom own
farmland, depend on agriculture for their livelihood.They cultivate paddy,
sugarcane and banana when it rains, and when water is released from the Vaigai
dam. They fear the dominant community could block irrigation to their fields or
destroy their crops, P. Kannusamy, 65, a farmer,said on Saturday. “This is the
cruel face of the dominance of caste Hindus in this area, which we have borne
for several years,” he lamented.“We do not have the wherewithal to confront the

sentiment was at its peak, several Muslims and Muslim organisations jumped into
the movement. Be it the 1969 agitation or, for that matter, more recently, in
2008 and 2009. And with the anniversary of the formation of the State on
Saturday, some of those involved in the movement share their
experiences.Jamaat-e-Islami Hind Telangana and Odisha president Hamid Mohammed
Khan says that it was in 2008 that the socio-religious organisation jumped in
to the fray. Jamaat, he says, was aware of the region’s backwardness and its
causes which is why the decision was taken to join the movement.“We formed an
advisory committee to study these injustices. We analysed a lot of Govt released
data, Planning Commission reports and the distribution of resources to
Telangana region. We analysed Govt employment patterns too.In 2008 we decided
to wholeheartedly support the movement,” Khan says.Jamaat, he says, was a part
of Telangana Joint Action Committee, and its organs supported the cause.“We
organised Telangana garjanas in all districts and used our established units to
further the cause of Telangana,” he says.While the Jamaat formally took part
movement in 2008, All India Majlis-e-Tameer-e-Millat (AIMTM), another socio-religious

Mumbai: Iftar party by Sangh Parivar's Muslim
body faces flak for using state property
RSS' Muslim body Muslim Rashtriya Manch (MRM)
has planned to host an iftar party. However, trouble surfaced after objections
were raised against the use of the state Govt owned Sahyadri Guest House at Malabar Hill for
the purpose. RSS functionary, MRM's patron Indresh Kumar is scheduled to attend
the event to be hosted on Monday. "Govt rules bar any activity other than official
meetings and workshops (sic) from being held at the guest house. Even such
events can only be scheduled by the senior-most elected officials (the CM ,
deputy CM , ministers and ministers of state) and the senior-most bureaucrats
(the state's chief secretary, additional chief secretary, secretaries and
officials of similar rank). The rules do not permit events of hosting Iftaar
party, which is a religious event," noted Advocate Adil Khatri and RTI
activist Shakeel Ahmed Shaikh, in a written application to CM Devendra Fadnavis
about the "unauthorised use" of the guesthouse for the event. They
demanded an inquiry into the role of sanctioning officers from the protocol
department. However, a protocol department official said the venue had been

Nagpur: Amid the series of iftar parties held
throughout the country by Sangh Parivar’s Muslim Rashtriya Manch (MRM), their
request to hold one inside RSS founder Dr Keshav Hedgewar’s memorial — Smruti
Mandir at Reshimbagh, has gone unheeded. As the venues were finalized, Smruti
Mandir did not feature in the list, which has left MRM activists miffed. They
are alleging step-motherly treatment by their parent organization, RSS.
Recently, state Govt had given Smruti Mandir the status of a tourist spot. “
However, after keeping the proposal on hold for some days, the request was
finally turned down by senior functionaries whom we met,” said Mohammed Farooq,
state chief of MRM.“The gesture has left MRM activists disappointed. It appears
that we are getting secondary treatment. If the RSS indeed wants to bring
Muslims closer, then why not hold the event at Smruti Mandir. It would be the
ideal venue to host an iftar dinner,” he said.Farooq said he had also assured
that only vegetarian food would be served, but to no avail. Not only this, a
senior member also turned down the request to hold an Eid milan get-together

Delhi:Nearly 4 months after Raghubir Nagar in west Delhi lost one of its
residents to what police said was a case of “honour killing”, when the clock
stuck 7.15 pm on Sunday evening, over hundreds of people gathered at a lane in
the area to partake in an iftar party. They wanted to spread the message of
peace by remembering the local Hindu boy who was killed because of his
relationship with a Muslim woman.Ankit Saxena, 23, a freelance wedding
photographer, was murdered in front of his family in Feb.by the relatives of a
woman he was courting since they were opposed to the inter-faith affair.5
months after the incident, his father Yashpal organised the iftar on Sunday
with the help of their neighbour Mohammad Izhar Alam. Alam’s family, Ankit’s
friends and neighbours pitched in to cut fruits, make roohafza (a cool drink)
and distribute food among people who gathered to attend the iftar outside their
home.In attendance were not just their neighbours, but also former bureaucrat
and activist Harsh Mander and Gorakhpur doctor Kafeel Ahmad Khan. A poster with
several photographs of Ankit Saxena, including one wherein he is seen wearing a
skull cap, and another in which he is seen wearing a turban, adorned a wall in
the lane.“Alam is like my brother and he suggested we can do this. I really
liked the idea but I did not know how to do it so he said he would arrange
everything. We hope this will help spread the message of peace and harmony,”
Yashpal said, adding, “I thought we should do this as it would be an auspicious
start to the trust that I have set up in Ankit’s name.”Yashpal said, “I want
them (the accused in Ankit’s murder) to be hanged. But I won’t hate everyone
from their community just because they belonged to it. There should be love and
peace. My only child is gone but I want his name to live forever.”Meanwhile,
while eating their meal, neighbours recalled what a happy-go-lucky man Ankit
was. Pushpa Otwal, a neighbour, said she knew Ankit since his childhood and
that she had come to attend the iftar in his memory. “I have never attended an
iftar in my life and I didn’t know what it is like. But Yashpal ji explained it
is just like how we fast during navratras. This is a very good step,” she said.
Mander said, “This is a message for humanity... many of us are not fasting but
when we sit together and eat, it sends a message that we are brothers and

to march under the banner of Hindu Jagran Manch against what they call “taking
over” of a residential society by Muslim occupants. Police said that the
protesters were detained as they had not been given permission to hold the
protest march in the area. “They had sought permission on Saturday. It cannot
be given on such a short notice. Since permission was given to them earlier for
a bike rally, today’s rally was also to be carried out on bikes. So, we
rejected it. Later, when they planned to go ahead with the programme, we
detained 39 of them. They were released after three hours,” Paldi station

Ghaziabad: A skeleton, reportedly of a
4-old-boy who was missing for the past 18 months, has been recovered from a
wooden box lying on the terrace of a house in Garima Garden area of Sahibabad
on Monday, the police said. On December 1, 2016, Mohammad Zaid went missing
from his house. A few days later, his father received a call demanding a ransom
of Rs 8 lakh for the release of his son, a police officer said.Even though two
persons were arrested for their alleged involvement in making the ransom call,
the missing boy could not be traced, he said.Today, some children playing in
the street went to the terrace of a building to search for their missing ball
and noticed the skeleton in the wooden box on the roof of the adjacent

Mahesh Sharma on Sunday said that a scientific study will be conducted to
determine the exact colour of the marble of Taj Mahal.A scientific study called
colour stereography will be carried out. It is a technique by which two almost
identical pictures are used to create a single three-dimensional image. It
allows people to perceive both variations in colour and variations of light.
“We have original photographs of the monument that are over 100 years old and
the same will be compared with pictures taken after cleaning of the monument to

3 cops arrested for their role in murder of
cattle trader Hussainabba in Karnataka
The Udupi Police on Sunday arrested three
personnel for their alleged role in the murder of a cattle trader in Shenarbettu
on May 29, TOI reported. SP Laxman Nimbargi identified the arrested personnel
as Hiriyadka Police Station Sub-Inspector DN Kumar, driver constable Gopal and
constable Mohan Kothwal, The Hindu reported.Of the three, Kumar was suspended
for dereliction of duty on May 31.The deceased’s brother had filed a complaint
alleging that 61-year-old Hussainabba was assaulted by Bajrang Dal activists
before he died. 2 other occupants in the car in which Hussainabba was
travelling had purportedly escaped from the site.Accused police personnel were
reportedly present at the scene of the murder.Nimbargi said the victim died in
a police vehicle and on finding him dead, the accused left his body a kilometre
away from the site where his vehicle was waylaid. The police officials then
registered a case of unnatural death while citing that he may have died of a
cardiac arrest while fleeing from the police.

starvation, son says no food at home for 3 days
Ranchi;A 58-year-old woman allegedly died of
starvation at a village under Dumri Block of Giridih district in Jharkhand.
District officials said the woman’s family did not have a ration card but are
probing whether a formal application for the same had been submitted.According
to officials, Savitri Devi, a resident of Mangargaddi village in Dumri, died on
Saturday. However, they were only informed about the death after her younger
son, Hulas Mahato, reached home on Sunday. An investigation is underway to
probe Devi’s death, they said.Mahato claimed that his mother has not been
receiving pension in the last three years despite being selected under a scheme
for widows in 2014. He said that after
his father’s death in 2010, the little produce they got from a small

of Madrasah Examination were declared, an unusually high number of girls had
made it to the merit list. From Mehbuba Yesmin of Kaliachak in Malda district,
who stood second, to Napisa Khatun of Murshidabad district, who ranked 10th,
there were five girls who made it to the merit list.A close look at students
who took High Madrasah Examination in 2018 reveals that almost 70% are girls.
Of the 52,502 students who took the examination this year, 36,565 are girls and
15,937 are boys. Madrasah Board authorities said schemes promoting girls
education such as Kanyashree, conditional cash transfer scheme, and Sabuj
Sathi, the scheme of providing bicycles to school-going girls, are some of the
reasons. But there is more to this phenomenon than encouraging girls to attend

INPA staff began digging up graves and land in the cemetery around 20 days ago.
Officials returned yesterday to continue digging, which Wafa noted was in order
