'Economies are destroyed more easily than they
are built': Modi's policy flip-flops are harming 'Make in India' drive
Surprise policy shifts risk undermining PM Narendra Modi's flagship 'Make in India'
initiative, which aims to create millions of jobs and boost growth, industry
executives say.The new comes after India's apparent U-turn over a locomotive
deal with General Electric, signed in 2015. GE won a $2.6 billion contract to
supply 1,000 diesel locomotives - biggest direct investment in India by a US
firm and the first deal awarded to a foreign firm after India allowed 100%
investment in its railways - as part of efforts to overhaul its creaking,
colonial-era infrastructure. But the railways ministry said last week it
wouldn't need diesel after all - hoping to save on fuel and maintenance costs -
and suggested GE might want to make electric engines instead.Electric engines
are usually used for passenger trains, while diesel is used for freight. Around
25-30 % of India's locomotives are diesel-engined.The policy shift could cost
New Delhi millions of dollars in compensation - GE is already building a
factory for the diesel locos - but executives and investors say it is also an
important test for a Govt that needs
foreign investment to create jobs and reboot growth ahead of a 2019 general
election.'GE case is very important symbolically because they have been among
the earliest and most committed investors,' said Amitabh Dubey, a political
analyst at research firm Trusted Sources.'People will be watching to see how
this plays out, particularly because the railway contracts were initiatives
that the Govt pushed consciously and
worked very hard to get these people in.'To then turn around two years later
and change your strategy will bother a lot of people,' he said.GE has already
shipped its first diesel locomotive to India and is completing a factory in the
state of Bihar. It has created around 1,000 jobs at the plant and a maintenance
shed, and 5,000 jobs in the supplier network.FDI into India topped $60 billion
in fiscal 2016-17, almost double the levels before Modi came to power in
2014.But after increasing by more than 20 % in the first two years of the Modi Govt
, FDI growth was less than half that rate in the latest financial year, hit by
tax changes and a shock move to withdraw most of India's banknotes overnight. In
another example of shifting goalposts, India this month blindsided the auto
industry by almost doubling the maximum levy on luxury cars and sport-utility
vehicles (SUVs) - just weeks after first setting the rate as part of a major
tax change.Rahil Ansari, head of Audi India, said sudden shifts affect
companies' ability to plan ahead, and could force changes.'This is bound to
adversely impact sales, by possibly a double-digit reduction, and will reduce
revenues for the company, dealers and perhaps also tax revenue for the Govt ,'
he said.Rival Mercedes-Benz also said the luxury car industry has been at the
receiving end of arbitrary policies, and a hike in levies would affect its
future expansion plans under the 'Make in India' initiative.'Additionally,
slowdown in GST tax collection dented sentiment and investors expected that GST-led
disruption is likely to extend and will hurt earnings for the next few
quarters,' said Vinod Nair, Head of Research, Geojit Financial Services Ltd.

situation, we also got opportunity

BJP-led Govt ’s poor handling of the economy in a stinging Op-ed in the Indian

blame the previous UPA regime for the country’s current dismal economic situation.
“We can’t blame the previous Govt because we also got the opportunity.” Sinha

Raj Thackeray to back those targeting for
writing against Modi govt
Mumbai:MNS chief Raj Thackeray has announced
that his party would extend support to those who have been targeted by the
official machinery for writing against PM Narendra Modi’s Govt .Thackeray, who launched
his Facebook page last week, in his posts put out in Marathi and English put
out an email address asking people to connect with him and post instances of
harassment by the police."…When the citizens express their dissent and
disappointment via various social media platforms, their right to freedom of
thought and expression will be muffled?By sending them notices via police? Is
questioning the failed policies of the PM supposed to lead to a law and order situation?
Then what about the damage done by rolls?"Thackeray wondered in his post.
MNS chief hit out at BJP, for what he said, was “a completely misleading media
campaign…tricking the common man with deceit and misinformation”. He went on to
say that those criticising the Govt were humiliated and trolled.Thackeray also
called demonetisation a blunder. "Innumerable people lost their jobs.
Inflation reached its peak. All this happened and no one could question the Govt
? PM has gone to proclaim that he is the
‘servant’ of the public and public his king. If this is the case, then doesn't
the king have the right to question on non-performance," Thackeray asked. tribuneindia
Rajasthan: Cong ‘beats’ BJP 13-12 in panchayat
bypolls
Jaipur:Ruling BJP won 12 seats and an
Independent candidate won the Balotra seat in Barmer unopposed. While results
for 25 seats were declared on Monday, the Barmer result came on Wednesday. State
BJP chief Ashok Parnami, however, pointed out that his party had retained all
its seats and that the people are happy with the state Govt ’s work. While the
BJP and the Congress shared two zila parishad seats in Pratapgarh, parties won
11 and 12 seats, respectively, in the bypolls to elect 24 panchayat samiti
members. Panchayat samiti polls were held in Alwar, Baran, Barmer, Chittorgarh,
Churu, Dungarpur, Jaipur, Jaisalmer, Jhalawar, Jhunjhunu, Nagaur, Sawai
Madhopur, Sirohi, Sriganganagar and Udaipur districts. An upbeat state Congress
president Sachin Pilot said the results reflect the BJP Govt ’s anti-farmer
policies in the state. He said BJP had made several promises before and since
the Assembly elections, in Dec. 2013, but has in effect misled the people after
coming to power.“BJP Govt’s policies have broken the back of people. Prices of
petrol and diesel have seen an unprecedented rise while demonetisation and GST
have badly affected not only farmers but even small businesses,” Pilot
said.BJP’s Parnami said people have rejected the Congress, and exuded
confidence that the BJP will win the upcoming by-elections in the state.Bypolls
to Ajmer and Alwar Lok Sabha seats and Mandalgarh Assembly constituency are
coming up, after the death of the sitting MPs and a legislator.indianexpress
BJP will lose in Gujarat, MP: RSS Survey
A bad phase for the BJP has started in the states
of Gujarat and MP. It may win 100 or even less seats in the coming Assembly

Gandhinagar: Congress leader Gyasuddin Shaikh,
MLA from the Dariapur seat in the city, on Monday complained to the chief

belonging to the Muslim community were deleted in his assembly constituency, on
the instructions of the BJP-led state Govt.Presenting details of the booth-wise
deletion of voters, Shaikh said that certain officials, who take instructions
from BJP leaders, have deleted the names of voters living in 3 pols. Sheikh

any such deletion and stated that 1,042 applications for transfer of names from
one seat to another were submitted in the constituency. Of those 1,042 applications,
599 were approved and deleted from the Dariapur list. "Representation by

In Ranchi, Rs 100 crore midday meal money sent
to wrong account
Ranchi:An amount of Rs 100 crore meant for
midday meal (MDM) scheme across Jharkhand remained deposited wrongly in the
account of a construction company, allegedly due to a lapse on part of a State
Bank of India (SBI) official in Ranchi. Sources said the money remained parked
in the wrong account between August 5 and Sept 19. The bank has returned the entire amount to
the MDM account and has launched an internal inquiry into the matter. SBI
officials said at least Rs 70 crore has been recovered, and efforts are on to
recover the remaining Rs 30 crore. The official responsible for the anomaly — a
deputy manager with SBI’s Hatia branch, which is the treasury branch — has been
suspended, SBI deputy general manager (Ranchi zone) D K Panda said. “We also
reached the CBI unit in Ranchi and got a formal complaint lodged,” Panda said.
“In fact, after the amount got credited into the construction company’s
account, it was rerouted to around seven or eight other accounts of the
company.” Confirming that the amount has been returned, a senior official of
the state Education department said, “MDM was not disrupted anywhere due top
this.”The official said a decision would be taken about lodging an FIR after

Ashok Chavan writes to Rajnath seeking safety
of Ravish Kumar, Rajdeep Sardesai: indianexpress
In a letter addressed to Union Home Minister
Rajnath Singh, Congress leader Ashok Chavan expressed concern over the safety
of senior journalists Rajdeep Sardesai and Ravish Kumar who have been allegedly
receiving death threats on social media. In the letter, the former CM of
Maharashtra refers to the buzz on social media websites regarding the alleged
threats given to the 2 TV journalists by “a section of netizens who disapprove
the views expressed by them in their respective programs.”Calling it a
dangerous trend, Chavan cited murders of other journalists like Gauri Lankesh
and rationalists like Narendra Dabholkar, MN Kalburgi and Govind Pansare as a
direct attack on the fourth pillar of the democracy.“These murders are a
shameful chapter in the history of independent India for all of us as duly
elected representatives of people sitting in the parliament,” letter said.
2 yrs after Ikhlaq lynching, 4 of 60 Muslim
families left in Bisada
Noida:Of the 60 Muslim families of Bisada, the
UP town where a man was lynched by a mob on suspicion of consuming beef, only
four are left — the rest have now shifted to Nai Abadi, 6km away. The families
moved to the Muslim-dominated area in Dadri in March soon after state assembly
elections, in which BJP registered a landslide victory. The remaining four families,
with 27 members, also plan to relocate but have stayed due to financial
constraints.“Many of our relatives managed to sell their house and shifted to
Nai Abadi. Some of them locked their houses and have been living in rented
accommodations. No one has shown interest in buying our property and we do not
have the money to get a new house or to live on rent,” said 30-year-old Shahid,
a carpenter who lives in Bisada. He said there has been no communal incident in
the town in the past two years, but tension has prevailed ever since Ikhlaq’s
lynching. Shahid says the incident has created a deep divide between the two
communities. The families also say that the death of Bisada’s prominent resident
Vineet Sisodia, a lawyer, has also hit them hard. Sisodia died on Saturday
after prolonged illness. He had helped Muslim families after the lynching
incident.HT
BJP worker spills beans on plans to spread
communal terror in WB; says arms, bombs being stored:
Tracing the person addressed in the internal
messages leaked by members of Hindu Samhati on which National Herald had
carried a story earlier, NH investigative team contacted Santosh Kumar whose
Facebook profile describes him as Convenor, BJP Trade Cell, South 24 Paraganas
(W) and Observer at BJP, West Bengal, through the help of a right wing
source. He confessed to his involvement in planning and executing terror
activities in written correspondence with this source and accepted that there
were indeed plans to create communal disturbances after Shastra Puja on
Vijayadashami. This year, a team consisting of some senior leaders has been
formed which will be carrying out violent activities in different parts of
Bengal, he said. Earlier, members of this group were responsible for attacking
Tiljala mosque after which the Muslims were forced to stop their daily prayers
for 2 days, he added. Though a shadowy group, he claimed it has the support of
many members of the party. Most of the people named in the list hold prominent
positions in the party. From general secretary of district BJP units to leader
of its Mahila Morcha, leaders from almost every wing of BJP found a place on
this list disclosed by Santosh Kumar. The pictures of some of these people
named by Santosh reveal a strange relationship between them and the BJP
leadership in the state and the Centre. One or more of them are seen in
photographs with BJP’s national general secretary Kailash Vijayvargiya, Union
Minister Smriti Irani and Roopa Ganguly, BJP MP from West Bengal. Why are these
prominent national faces of the BJP clicking pictures with people who are named
by their fellow party colleague of trying to foment communal trouble in the
state? In the conversation, Santosh claimed Dilip Ghosh, West Bengal state
president of BJP, is well aware of these attacks on the mosques. nationalheraldindia
Pro-Hindutva Facebook page uses fake video to
stir communal tension in Punjab: jantakareporter
A fake video posted by a prominent Facebook
page managed by a prominent right-wing Hindutva group has gone viral. The
Facebook page ‘I Support Ahit Doval’ posted a video claiming on 25 July that
was from Punjab, where a group of Sikhs had chased away few Muslims, who were
staging sit-ins and chanting pro-Pak slogans. The caption read, “Few Muslims were
staging dharna in Punjab and chanting pro-Pak slogans. This angered two Sikhs,
who took out their swords. This prompted all the peaceful people to run away
from the scene. Don’t forget to share the video if you liked it.”The video has
since then been viewed by 3.2 million people. The video is indeed from Punjab
and the ‘I Love Ajit Doval’ page woners have deliberately lied to cause
communal tension in what’s a been a peaceful Punjab. The incident took place in
June. 2 Sikhs wielding swords were NOT ruining after Muslims as implied in the
video post by ‘peaceful people.’ They were chasing away Shiv Sena workers, who
had taken to streets protesting against Khalistani supporters. One of their
placards said ‘Khalistan Murdabad’ as they chanted Aatankwad murdabad (Down
with terrorism). It’s, therefore, utterly mischievous for the right-wing
Hindutva group to circulate the video claiming that Muslims were chanting
pro-Pak slogans. The news was also reported by Punjab local news outlet, 5AAB
Today Channel. You can watch the full video here. Interestingly, ‘I Love Ajit
Doval’ has more than one million likes on its Facebook page and most of its
content are either communally divisive in nature or related to pornography. jantakareporter

to pay up Rs 50.26 lakh for providing special trains to ferry students
following wide scale unrest in the university due to a murder of a student in
2009.The special trains were asked for by the AMU after the university was shut

year student on Oct.25, 2009. Alam was shot after an altercation over parking
at a restaurant near the Aligarh railway station. Although the accused was
immediately arrested, the killing sparked off an agitation by a small group of
students, leading to the closure of the university for 31 days. AMU was closed
on October 30 and re-opened on Dec.1.AMU authorities are obviously not willing
to foot the bill and have requested the railways to "waive off" the charges
as university had demanded trains in "Emergency" situation and the

ED probes Iqbal Kaskar link with Zakir Naik’s

Mumbai:ED on Tuesday registered a case against
Iqbal Kaskar, brother of fugitive gangster Dawood Ibrahim, and two of his
associates for allegedly laundering extortion money abroad, part of which was
suspectly rerouted to India as donation to Zakir Naik’s IRF. Kaskar and his
associates are currently in the custody of Thane police. Alleged revelation by
Kaskar during interrogation by IB include money from Pakistan — stated to be
from Dawood — making its way as donations to Naik’s IRF. “Link between the
money sent out of India and donations to IRF will also be probed by us. We have
information of several benami properties of Kaskar. Dawood’s link with this is
being looked into hence we have mentioned others in our case,” said a senior ED
officer, requesting anonymity. Enforcement Case Information Report (ECIR) was
registered against Kaskar, Asrarali Sayyad and Mumtaz Shaikh, who were arrested
by the Thane crime branch in two separate cases of extortion on Sept 18.

Centre using NIA to malign us: PFI leader
Bengaluru: Popular Front of India (PFI)has
accused the central Govt of running a
“systematic campaign” to smear the image of the organisation and using the NIA
to link “every other case to PFI and frame its members in fabricated cases and
falsely book them under UAPA”.Terming PFI a social organisation working for the
empowerment and upliftment of Muslims, raising issues faced by the Dalits and
Christians, PFI state president Mohammed Saqib said that the Centre is making
several attempts to defame PFI through false propaganda and stifle its
activities through “anti-democratic and anti-constitutional measures”.“NIA is
systematically picking up local criminal issues and somehow trying to connect
them to the PFI and its members, right from the case of an assault on a Kerala
professor over a blasphemous post to alleged ‘dangerous training camps organised
by PFI’, non-existent love jihad case involving Dr Hadiya (Akhila) and PFI’s
role in her conversion to the killing of RSS man Rudresh. NIA’s claims and
accusations against PFI and its attempt to link PFI to all these cases have
fallen flat in the High Courts,” Saqib pointed out.PFI is planning to hold
country-wide mega-conferences with the slogan, “We Also Have Something to Say”,
to resist the central Govt ’s move to suppress the organisation. Deccan

their anger over Congress-led Himachal Govt's move to allot a piece of land for
the construction of a mosque in the scenic town of Mcleodganj. The move ahead
of the state assembly elections has not gone down well with the locals in the
region.During a press conference organised on Tuesday, prominent activists
claimed that the state Govt is willing to fulfil the demand raised by some
Kashmiri traders in this regard."Congress Govt should not compromise the security of the
state for votes. Most of the Kashmiri residents in Mcleodganj are not voters
but they are here for business only.Their presence in the region has remained
under scanner of security agencies.Local businessmen are already opposing them
as they are denting their business prospects and diverting tourists to
Kashmir" said Sanjay Sharma, spokesperson, Himachal Pradesh Cricket

Convert can inherit father’s property:Gujarat
high court
Ahmedabad: In a landmark judgment, the Gujarat
high court has ruled that a Hindu woman who married a Muslim — and renounced
her Hindu faith to embrace Islam — is entitled to inherit her father's
ancestral property according to the Hindu Succession Act. In an order signed on
Wednesday, Justice JB Pardiwala interpreted Hindu inheritance laws and
concluded, "The Hindu Succession Act does not disqualify a convert (from
inhering ancestral property). It only disqualifies the descendants of the convert."The
high court ordered the state revenue authorities to enter the woman's name in
the list of heirs. The authorities had earlier held that the woman had
renounced her Hindu religion voluntarily, and so did not have any right to a
share in her Hindu father's property. The case concerns Nasimbanu Firozkhan
Pathan (nee Nainaben Bhikhabhai Patel)from Vemali village in Vadodara. She
renounced Hinduism and embraced Islam on July 11, 1990, before marrying
Firozkhan on Jan.25, 1991, according to Muslim rites and rituals. Nasimbanu's
father, Bhikhabhai Patel, passed away in 2004 leaving behind sizeable parcels
of land in the village. When she staked her claim and applied for entering her
name in the list of heirs, her sister and brother opposed her on the grounds
that she was not eligible to inherit the property because she had converted to
another religion. timesofindia

Xinjiang: Chinese authorities in the
northwestern region of Xinjiang have ordered ethnic minority Muslim families to
hand in religious items including prayer mats and copies of the Holy Qur’an to
