How can UGC regulation to
choose VC infringe on minority status: SC raps AMU
The Supreme Court
questioned how a UGC regulation, under which only a teacher with minimum 10
years experience can be considered for the post of V-C, infringed the minority
status and constitutional rights of reputed Aligarh Muslim University.
"UGC regulation says a person should have 10 years of teaching experience.
How does it affect the minority rights of the university,"a bench
comprising Chief Justice JS Khehar and Justice D Y Chandrachud asked.The bench
also sought to know about the provisions of the AMU Act which have been
violated by UGC regulations. It then tagged the PIL filed by advocate Mushtaq
Ahmad with some other pending petitions on the issue and listed them for
hearing on Jan.20. Ahmad claimed that UGC regulations were not applicable to
the AMU as it is a minority institution and moreover, Article 31 of the
Constitution gave independence to minority-run institutions to look after their
own affairs.An apex court bench, which had been critical of AMU's selection
process in appointing Lt Gen (Retd) Zameeruddin Shah as the VC, had tagged a plea
seeking his ouster with an appeal of AMU challenging the Allahabad High Court
verdict divesting the varsity of its minority tag. The Centre had told the
court that it had not taken a "rigid" stand on appointment and had
already forwarded three short-listed names to the President for approval, as
the varsity has kept the UGC regulations on the issue at abeyance.Ministry of
HRD had said the names were forwarded to the President under the relevant
provisions of the AMU Act.The President appointed one of the short-listed
persons as the VC, the ministry said, adding the varsity is yet to adopt the
UGC regulations.The reply of the HRD Ministry was filed in response to a plea
of an alumni of the university seeking a direction to quash appointment of Shah

Delhi High Court has asked
the Central government to present the records relating to the imposition of the
ban on Zakir Naik's IRF and posted the case for Jan.23. The HC today deferred
the hearing of a plea filed by Zakir Naik challenging the government decision
to ban his NGO IRF. Justice Sanjeev Sachdeva posted the case for Jan.23. IRF
told the court that the notification did not give sufficient reasons and
materials for taking such a step and that the ban was imposed without giving
any show cause notice.IANS
UP polls: No Muslim
candidate in BJP’s 1st list of candidates, Muzaffarnagar riots

Lucknow: BJP on Monday
released the first list of 149 candidates for the upcoming UP Assembly
elections 2017. While BJP’s list includes the names of Muzaffarnagar riot
accused Sangeet Som and Suresh Rana, no Muslim candidate found place in the
first list. BJP released the first list for the first and second phase of the
UP Assembly elections, which will be held on Feb.11 and 15 for 73 and 67 seats
respectively.Despite the fact that polling in the first two phases on Feb.11
and Feb.15, covers areas with sizeable Muslim population, BJP didn’t nominate
single Muslim candidate. On contrary, the saffron party declared Sangeet Som
and Suresh Rana as its candidates from Sardhana and Thana Bhawan respectively.
Sangeet Som is accused of having uploaded a video which reportedly sparked
communal tension in Muzaffarnagar, which left 62 people dead and rendered

More than 90% spinning
mills in South India practice various forms of slavery: ICN Report
A new report
published by the India Committee of Netherlands (ICN) shows that various forms
of modern slavery, including child slavery, are found in more than 90% of the
spinning mills in South India. These spinning mills produce yarn for India,
Bangladeshi and Chinese garment factories that produce for the Western market.
The report, Fabric of Slavery, exposes the scale on which young girls and women
– the majority of which are Dalits- are enslaved by employers who withhold
their wages or lock them up in company-controlled hostels. They work long
hours, face sexual harassment and do not even earn the minimum wage.Gerard
Oonk, director of ICN, said, “We have raised the issue for five years now, but
even to us the scale of this problem came as a shock.”During the course of the
report, researchers in South India spoke to workers of 743 spinning mills in
Tamil Nadu, almost half of all the mills in the region. The majority of the
women working in those mills were between 14 and 18 years old; 10 to 20% are
younger than 14. Almost half of the researched mills have a so-called
‘Sumangali Scheme’ where a significant part of worker’s wages is withheld until
they have completed their contract.According to the report, more than half of
the researched mills do not allow workers to leave the hostel after working

run campaign asking parents to allow their kids to marry person of their choice

Bareilly: With cases of
divorce among Muslim couples on the rise, mostly because a spouse had a
relationship with someone else before marriage, Sunni Barelvi clerics at the
influential Dargah Aala Hazrat have decided to run a campaign aimed at
convincing parents not to force their children to marry someone else if they
are in a relationship. Clerics said that they will create awareness among
parents that they should allow their children to marry the person of their
choice. Spokesperson of Dargah Aala Hazrat, Mufti Mohammed Saleem Noori said, "In
nearly 50% cases of divorce in the last 3 years which came to us, the couple
parted ways after only 6 months of marriage. We learnt that the main reason
behind their separation was that one of the spouses had an affair before the
marriage. When the husband or wife came to know about it, he or she started
having suspicions, which a caused rift in their marriage, leading to
separation."As the main reason for separation turned out to be previous
relationships, the clerics have decided to run a campaign to encourage love
marriages. "We will create awareness among parents that they should
explain to their children when they are pursuing higher education that they
should not be in relationships, which later may affect their future. We will
also motivate people that if their son or daughter is already in a
relationship, they should accept it and not force their children into marriages
against their wishes just to satisfy the parents' egos," said
Noori."Love marriages are not against Islam as the religion has given
respect to the choice of the boy and the girl. When Islam has given freedom to
choose life partners, the family should accept it. If a youngster marries a
person of their choice, he or she will be happy and there will be less chance
of differences. However, the family should raise an objection if the boy does
not earn a decent livelihood or if either the boy or girl does not have a good
reputation in society," said the cleric. The seminary will run a campaign

intellectuals and Muslim religious scholars said they believed that the Supreme
Court asking Muslims to follow Quranic procedure for talaq (divorce) was not
tantamount to “interference” with Muslim Personal Law.At a round table
conference held in the city on ‘Talaq according to the Quran’, they said that
they do not, in any way, undermine or deny the Hadith that corroborate with the Quran.They said
there was one humanitarian, gender-just procedure of talaq based on natural
principles of justice in the Quran, without any exceptions for any extreme

Rajasthan Education Minister Vasudev Devnani on Tuesday stood by his claim,

research websites and it recently appeared in a magazine. It said cows inhale
and exhale oxygen and i included this in my speech on Saturday,” he said.He
reiterated that one could also refer to “research studies.” Various studies

India’s growth slowed to
6.6% last year from 7.6% in 2015, according to the fund’s latest World Economic
Outlook, which estimates that China’s economy grew by 6.7% in 2016. The fund

7.7% in 2018. China, meanwhile, is projected to continue decelerating, to 6.5%

opposition groups have decided to attend peace talks with the government next
week in Kazakhstan's capital, Astana, according to rebel officials.The

commander, Mustafa al-Sheikh, visited Moscow and met Russian officials. Sheikh,
a former general in the Syrian army, was the highest ranking officer to defect
from the Assad regime forces in late 2011 and was head of FSA's supreme
military council.Over the weekend, FSA members denounced the visit by Sheikh,

Damascus: Islamic State has
taken control of a hospital in the northeastern Syrian city of Deir al-Zour,
following an offensive that was launched 2 days ago against military positions.
According to the Syrian Observatory for Human Rights on Monday, the extremists
seized al-Assad hospital after carrying out a car-bomb explosion in its
vicinity, Efe news reports. Fighting between the two sides is intensifying in
various parts of the city, as well as its military airport, it added.It said
that the terror group succeeded to advance in the vicinity of the Deir al-Zour
airbase, the only port the govt uses in and outside the city, as the IS has
besieged the govt-controlled parts of Deir al-Zour since early 2015. IS
launched missiles on Sunday night at the government-held neighbourhoods of

Mosul:When 4 rockets
crashed into his east Mosul home in November, Abu Abdel Malik’s 60-year-old
step-mother was killed instantly. But she wasn’t properly buried for more than
a month. Fighting in Zuhur district and surrounding areas was too intense
during that period to transport the body to the main cemetery in the suburb of
Gogjali, just 5 km away.So Abu Abdel Malik along with his father, brother, son
and nephew dug a shallow hole under an orange tree in the garden just steps
from where the family matriarch had died, and laid her there. “We could not
leave, we were surrounded. There were snipers all around and the army was
advancing,” he said last week, showing a Reuters reporter how the rockets had
torn through the kitchen and set the trees on fire. Civilians who cannot reach
the city’s main cemeteries have resorted to burying their dead wherever they
can, at least until the fighting moves further from their doorsteps. Residents
in nearby al-Qadisiya al-Thaniya district expect to do the same in coming
weeks.
