New Delhi: Government today denied asking for call
details of citizens after excerpts of a letter by telecom operators to the
Department of Telecom were reported today, raising concerns about state
surveillance."There were complaints of call drops from various places,
after which the government asked for call data records randomly and in bulk to
investigate how many attempts it took to connect calls and the number of call
drops," official sources said."The government's aim was to improve
telecom services, not spy on citizens," they asserted, pointing out that
mobile operators were liable to pay fines for call drops. A group of telecom
operators has written to the government expressing concern over the Department
of Telecom (DoT) asking for call data records of users. Call data records have
"personal and sensitive information" and should not be shared, the
Cellular Operators' Association of India has written in its letter to DoT last
month."DoT is clarifying its mandate under the Telegraph Act to collect
such data and it is being done purely for network management purposes - to
improve call quality and help resolve issues. We are awaiting final clearance
from the DoT on its response," the COAI told NDTV.The cellular operators
had urged the government not to ask for call data records (CDRs) on an ad hoc
basis and without specifying the purpose. NDTV has learnt that following the
letter, DoT reached out to COAI and there may be discussions soon."CDRs
sought for specific routes/areas may lead to allegations of surveillance,
especially in the state like Delhi having numerous VVIP zones having offices
and residences of Ministers, MPs, Judges etc," said the letter by COAI on
Feb.12, addressed to Anshu Prakash, the Department of Telecom.Pointing to the
sensitive information in call records, the operator say in their letter that
"utmost precaution is required to be exercised while providing as well as
seeking such CDRs". The letter pointed at SOPs established by the telecom
department. These included ascertaining the identity of subscriber, examining
the justification carefully, detailing the purpose for seeking their call
records and not using the data for any other purpose.The operators said
"despite such detailed and clear process", various units of DoT were
not adhering to the process and "continue to seek voluminous CDR details
on regular basis in contravention to the above referred instructions". DoT
units "continue to seek one day CDR details from the licensee on monthly
basis like Andhra (1st and 5th day of the month), Delhi (18th Day), Haryana
(21st Day), Himachal Pradesh and J&K (last day of the previous month),
Kerala and Odisha (15th Day), Madhya Pradesh and Punjab (last day of previous
month and first day of current month) etc," cellular operators said.The
department also continued to seek additional CDR details on ad hoc basis, they
said. In the Delhi circle, with nearly 53 million subscribers, Indian Express
has learnt, CDRs of consumers were sought by the DoT for February 2, 3 and 4
this year. Incidentally, protests against the Citizenship Amendment Act were on
at the time; campaigning for Delhi elections ended on February 6 and polls were

guaranteed by the Supreme Court in a 9-0 judgment,” said Congress today while
strongly condemning the central government move to collect CDRs of all citizens

extremely disturbing because the government has decided that it will carry out

State’ is sought to be created and we would ask the government, we would hold
the government to account that in violation and transgression of the rules,
which were tightened by the then UPA govt in 2013, with regard to obtaining
call detail records, with regard to electronic interception of telephones and
with regard to cyber communication. Why and how are these things being violated

New Delhi:The senior bureaucrat tasked with laying
the foundations for the Indian government’s controversial Social Registry
warned that a centralised, cross-linked database of this scale could compromise
the privacy and security of over a billion Indians, but his warnings were
ignored, documents reviewed by HuffPost India establish.The Social Registry, as
HuffPost India has previously reported, is intended to automatically track the
social and economic lives of citizens — in a bid to continuously estimate their
eligibility for government assistance.However, as work on the registry
progressed, Manoranjan Kumar, then Economic Advisor to the Ministry of Rural
Development, realised that such a system could easily be misused by
governments. Kumar asked for the system to have adequate privacy safeguards in
place at a time when “the policing system and bureaucracy that is not

1,000 women write to chief ministers to de-link Census from NPR
More than 1,000 women from across India have
written to state CMs requesting to de-link NPR from Census house listing
maintaining that it presents a “clear danger to women”.The letter reads,
“Women, irrespective of caste and religious community, will be hugely affected
by NPR-NRIC citizenship regime being rolled out by Central government, that
puts all our citizenship rights to test, in an arbitrary and frightening
manner. The combination of NPR and NRIC will force each person to prove their
citizenship, and disproportionately put at risk the women, the weakest, and the
most marginal people of our country”.The updation of NPR is scheduled to begin
from April 1, 2020 along with house listing for the Census of India, 2021. The
letter has been signed by activists, writers, academics, lawyers, doctors,
farmers, professionals, anganwadi workers and women from all walks of life from
more than 20 states and has been sent to chief ministers of all states.The
letter, released on Tuesday evening, reads, “We write to you as Indian women
who are opposed to NPR. Women constitute nearly 50% of India’s population, and
this opposition is based on clear evidence from our own lives.”The letter also
calls into question Home Minister Amit Shah’s remark that no one shall be
marked “doubtful” during the NPR exercise.The signatories to the letter have
asked that the sanctity of the Census operations be protected and for that chief
ministers of every state must de-link the NPR and the Census, sending

Boycott NPR: Socio- religious leaders, activists appeal to citizens
NEW DELHI:Around 40 renowned faces of the civil
society, including judges, human rights activists, journalists, academicians
and clerics, have made a joint appeal to the citizens of the country to boycott
the process of NPR which the central government has announced to start across
the country from April 1.Referring to NPR, CAA and NRC, they said “these are
divisive, discriminatory, against the letter and spirit of the Indian
Constitution and antithetical to the ethos of our freedom struggle and
civilisational values.”“We have already rejected or given call for boycott of
NPR, since NPR is the first step towards unfolding of this new citizenship regime.
Further we have also opposed clubbing of NPR with the decennial Census as it
puts at risk the sacrosanct, confidential and vital data gathering under the
Census. Various state governments have also passed resolutions in their
assemblies or issued orders opposing the implementation of NPR in its present
form,” reads the joint appeal signed by around 50 people including Harsh
Mandar, Yogendra Yadav, Yashwant Sinha, Syed Sadatullah Hussaini, Maulana
Mahmood Madani, Sandeep Panday and Justice Kolse Patil.While welcoming Shah’s
remarks, the civic leaders have urged him to make amendments in the Citizenship
(Registration of Citizens and Issue of National Identity Cards) Rules, 2003 to
incorporate his verbal assurances.They also made it clear that they would withdraw

There Will Be Constitutional Crisis If Centre Insists On NPR: Kerala Finance Minister Thomas Isaac
Even though Home Minister Amit Shah sought to
dispel concerns about NPR last week, more than 12 states have come out in
opposition against the exercise, which is set to begin from April 1.Kerala was
the first state to pass a resolution against CAA and it has also suspended the
updation process of NPR in the state. In an interview to Outlook, state finance
minister Thomas Isaac said that their government wouldn’t conduct NPR at any
cost. He warned that if the Centre insists, it will even disrupt the Census
operation, which will take place along with NPR. The Minister said, "If
they are going to insist on NPR, even census operation will be in danger. It
was never interrupted even during Second World War. It’s very important that
census operation takes place. The state government has taken the position that
we will faithfully carry out the census exercise. But we can’t force people if
a large section of population refuses. Now a large section is agitating against
census too. We haven’t done any training for NPR in the state and we refused to

No documents will be collected for NPR, govt yet to take a call on NRC, Govt informs Rajya Sabha
New Delhi: No document will be collected from
anyone during the exercise to be carried out to update National Population
Register, Union minister Nityanand Rai said on Wednesday.Rai also said in Rajya
Sabha that till now, the central government has not taken any decision to
prepare the National Register of Indian Citizens (NRIC) at the national level.
"No document is to be collected during the updation of NPR 2020,"
Rai, the Union Minister of State for Home, said replying to a written

in the Indian capital New Delhi on Tuesday, in defiance of the government’s
orders against mass gatherings, to continue protesting against the new
citizenship law.The activists demanded chief ministers from 29 Indian states
de-link the census from the NPR saying: “It would render many woman as
stateless, regardless of caste and community, as the majority of them leave
their natal homes upon marriage without any documents in tow.”Humera Sayed, 26,
said she was not afraid of the coronavirus outbreak despite the warning issued
by the government to avoid public assembly.“For me coronavirus is less
dangerous than CAA and NRC that threaten the very existence of the Muslim
community in India,” Sayed, who has been sitting at the protest site in Delhi’s
Shaheen Bagh area since mid-Dec, told Arab News.“If the government is really
concerned about the safety of Muslim citizens, then why did it fail to protect
their lives in the recent wave of violence in Delhi that claimed so many
lives?” she added. Activists believe NPR is the precursor to the proposed NRC,
an exercise in identifying the genuine citizens of India. Muslims in India fear
that NPR and NRC would render them stateless if they failed to provide citizenship
documents, but that Hindus, for example, would be protected under the CAA.
“Coronavirus does not challenge our existence, you can be cured of coronavirus,
but the law that govt has brought in threatens the very existence of the Muslim
community in India,” said Zikra Mojibi, a postgraduate student at the protest

Coronavirus: Child rights body seeks report on Shaheen Bagh protest amid ban on large gatherings
National Commission for Protection of Child Rights
on Wednesday sought a report from the district magistrate of South East Delhi
about the ongoing protest at Delhi’s Shaheen Bagh locality against the CAA amid
the novel coronavirus pandemic, PTI reported.The child rights body in a letter
to the authorities said it had received a complaint about huge number of people
being present at the protest site despite the repeated advisories against large
gatherings. “You are kindly requested to take necessary action in view of
advisory issued by the State Government and the Central Government regarding
safety and prevention for COVID-19 and submit a report to the Commission within
three days from the date of issue of this letter,” it said.The Delhi government
on Monday banned gatherings of more than 50 persons – including ongoing
protests – till March 31 to avoid the spread of the COVID-19 infection. After
initially defying the order, the protestors at Shaheen Bagh on Tuesday said
they will limit the number of people at the sit-in to less than 50. The
volunteers also said that necessary arrangements such as thermal scanners and

402 Gram Sabhas in 15 Odisha Districts Pass Resolutions Condemning CAA, NPR
New Delhi: In an extraordinary feat, 402 gram
sabhas in 15 districts of Odisha have passed resolutions urging the state
government to stop the implementation of the contentious CAA and pull out from
NPR exercise.Eleven state governments, including those of Kerala, Telangana,
Andhra Pradesh, Rajasthan, Chhattisgarh and Bihar, have passed such resolutions
in their respective assemblies but this is the first time that gram sabhas have
taken such a step to pressurise the government to act against the NPR-CAA and
the proposed nationwide NRC.Soon after the resolutions were passed in the
villages, a memorandum was sent to Odisha chief minister Naveen Patnaik and the
district collectors of the 15 districts.The gram sabhas that have passed
resolutions belong to Ganjam, Gajapati, Sundargarh, Malkangiri, Koraput,
Rayagada, Kandhamal, Bolangir, Bargarh, Keonjhar, Sambalpur, Kalahandi,
Mayurbhanj, Jharsuguda and Jajpur districts of the state. A citizens’
collective, Campaign for Survival with Dignity (CSD), Odisha Nari Samaj, and
other such social organisations had been canvassing in these villages against
the NPR-CAA-NRC combine. “A memorandum on the basis of these resolutions has
been sent to the Odisha chief minister and Collectors of the concerned

CAA. NPR will be the basis and then NRC will be prepared. NPR is going to be
prepared in such a fashion that even a low level officer will be entitled to
say that, I doubt the citizenship of

an assurance. But that assurance is of no value because under Rule 44 of the
rules pursuant to a notification by the government of India under the Act, the
power is given to the local registrar and enumerator to doubt the citizenship

Court asks UP to respond to plea challenging new law against CAA protests

the Uttar Pradesh government to file a counter-affidavit by March 25 on a PIL
challenging the constitutional validity of the Uttar Pradesh Recovery of Damage
to Public and Private Property Ordinance.The ordinance was hurriedly brought in
last week after the High Court and Supreme Court indicted the Yogi Adityanath
government, wanting to know under which law it had put up hoardings of anti-CAA
protesters accused of damaging property along with their names, photos, and
addresses.The division bench, comprising of Chief Justice Govind Mathur and
Justice Samit Gopal, on Wednesday listed the matter for hearing on March 27.
The PIL has been filed by petitioners Maha Prasad and others.The petitioners''
counsel pointed out that the ordinance was arbitrary in its very nature as its
provisions allowed the persons to be exposed to public, as criminals without
their adjudication for any criminal charge.A similar petition is to come up
before the Lucknow bench of the high court on Thursday that has been filed by

coronavirus, anti-CAA protesters at Washermenpet, who had been staging a sit-in
against the new citizenship law for over a month, temporarily called off the
agitation in the wee hours of Wednesday. Drawing inspiration from Shaheen Bagh
protesters in Delhi, scores of women in Chennai had launched a massive
agitation against the new citizenship law. The protest was, however, called off
following a request by the government and religious leaders who urged for
postponement as a measure against the novel coronavirus outbreak. A meeting was
held late night by committee members at Washermenpet and the protest was

Ranchi:“Shaheen Bagh” of the state capital on
Tuesday presented a picture in stark contrast with the other streets of
Ranchi.Despite widespread fear and panic over novel coronavirus, the protest
against citizenship matrix near Haj House at Kadru continued with equal
zeal.Around 100 women were seen staging a sit-in around 4pm. The protest by
women, mostly Muslims, that started on January 20 completed its 60th day on
Tuesday. Will the women continue their protest or withdraw it in view of the
coronavirus threat and the related government orders against crowded events?
“We are aware of the government’s decision and would consider ways to help
check spread of coronavirus,” said Nussy Begum, who has been protesting at
Kadru from Day One.“We are concerned and may downsize the gathering and only a
few women would sit for the protest maintaining a safe distance,” Nussy

COVID-19: Better to die here than in detention centres, say Mumbai Bagh protesters
Mumbai:As the situation due to spread of the
dreaded COVID-19 pandemic continues to be fluid, women protesters at Mumbai
Bagh said they would comply with all safety precautions, but won’t call off
their protest, which has now entered its 51st day. Despite thinner crowds, the
older women are firm on remaining at the site and continuing their protest
until the Assembly listens and passes a resolution against CAA, NRC, and NPR in
the State.Mariam, a regular protester who also manages activities at Mumbai Bagh,
said “We are following all the necessary precautions here. We have made
sanitisation mandatory. All of us offer prayers five times a day and we have to
wash our hands before that as well. People are being provided with masks,
women’s faces are ordinarily also covered by burqa and we are requesting people
with any sign of illness to not come to the protests, specially young children
and elderly women,” she said. A visit to the spot on Tuesday showed that
efforts have also been taken to space out the women. A disinfectant was being
sprayed, and a team of paramedics, made up of protesters who are also
practising doctors, is routinely briefing the crowd on sanitisation and the
importance of maintaining cleanliness. “If anyone reports a fever or signs of sickness,
they can go and get themselves checked,” Dr. Vasika Seliya, a nearby resident

Anti-CAA protesters plan to call off agitation in Rajasthan
Jaipur: Following the state govt’s directive on
social distancing, the 24/7 anti-CAA protest running across the state are
contemplating to call off the protest to join the nation’s fight against the
spread of the virus. Considering the prevailing situation, Naim Rabbani,
coordinator of the Jaipur’s Shaheen Bagh in told TOI, “Since the state has
initiated several steps in containing the spread of the virus, the protest
committee has called a meeting on Wednesday afternoon to take a call on the
status of the protest.”Both the protest sites in Jaipur-Shaheed Smarak and
Karbala Maidan have been drawing Muslim women from huge numbers every day.

Maharshtra: Solapur Shaheen Bagh suspended for 15 days
Solapur Shaheen Bagh has announced that the
protest is suspended till March 31 and a review will be taken about the future
course of action later. Haseeb Nadaf, organiser of the Solapur Shaheen Bagh
protest, told Mumbai Mirror, “We had a meeting with the district collector, where
he appealed to us to cooperate and stop the spread of the coronavirus as per
the central government’s advisory. Considering the larger point of public
health safety, we have decided to respond to this appeal and we have suspended
the protest.”In Aurangabad too, protesters have decided to cancel all the
speeches which used to take place throughout the day. Abdula Rafe, leader of
the Shaheen Bagh protest, said, “We had a meeting with the police and
collector. We understand their concerns about the possible spread of the
coronavirus if we continue the protest in similar ways. That’s why we have
decided that not more than three people will be on the stage and at the site,
not more than 12 people will be sitting at one time.” He also said that if the
state government decides to withdraw the NPR, CAA and NRC, they will
immediately stop the protest.Imtiaz Jaleel, AIMIM MP of Aurangabad, had a
meeting with Shaheen Bagh protesters at Aurangabad. “We discussed the risk of
continuing the protest at length. We strongly support the protesters’ demands
but at this time, we must all fight the virus. The outcome of the meeting is

Hate Speech Ignited, Police Facilitated: Former Bureaucrats to President on Delhi Violence
As many as 89 former civil servants, in a letter to
the President of India, have expressed serious concerns over hate speeches and
questioned the role of police over Delhi violence. They wrote a letter after
sending a fact-finding mission to the riots-hit areas of north east Delhi.
Former bureaucrats in their letter stated, "It is with deep anguish and
concern that we, the members of the Constitutional Conduct Group (“CCG”)
comprising former civil servants, write this letter to place before you some
major issues in the aftermath of the widespread violence in North-East Delhi.
On 12th March, 11 members of CCG visited violence affected areas of North East
Delhi including Shiv Vihar, Brijpuri and Mustafabad.It is distressing that,
even more than two weeks after the violence, the group did not see much
evidence of any serious outreach by political parties to provide mental or
physical support to victims of violence. There is no serious effort to
re-establish much needed confidence building measures between
communities." The observations of the group which visited the affected
areas are summarized in their letter: "In Aulia Masjid of Shiv Vihar,
almost the entire building was found burnt and charred. A local resident
pointed out that several cooking gas cylinders were thrown into the Masjid and
set alight to ensure its total destruction. The building was saved by the fire
brigade which responded to frantic distress calls from a member of the Hindu
community. The group was informed that the miscreants were continuously
shouting slogans like “Jai Shri Ram; Azadi dilate hain; Andar ki baat hai,
police hamare saath hain”. We were also informed that the electricity lines
were deliberately cut and electricity meters were burnt, throwing the entire
area into darkness and forcing the members of the Muslim community to run for
survival in the ensuing violence, pandemonium and panic." They futher
wrote: "The group also visited the Eidgah Relief Camp set up by Delhi Waqf
Board. It has given refuge to approximately 1200 displaced Muslims, including
women and children, who fled their homes after the violence. There was no
medical facility provided by the Delhi Government." The letter said,
"the group met several displaced families from Karawal Nagar whose houses
were looted or burnt. They informed that they were rescued by paramilitary
forces on 26th Feb. Some of them showed handwritten complaints given to the
police which bore the daily diary entry number from the police station. Some
others mentioned that online FIRs filed by them are not being accepted for
payment of compensation." In their letter they recommended, "We
request the setting up of a Judicial Commission of Enquiry headed by a serving
or retired judge of the Supreme Court to enquire into the present incidents.
The Commission should be specifically authorised to look into the failures of
the administrative leadership of Lieutenant Governor and Police Commissioner of
Delhi. It should also be mandated to inquire into the role of hate speech by
political leaders and electronic and social media in dividing communities,
spreading hatred and setting them against each other" They wrote, "

Delhi riots: Peace committee gets 7,732 complaints of false info
New Delhi:Formed in the aftermath of the communal
violence in north-east Delhi last month, Delhi Assembly’s Committee on Peace
and Harmony has so far received 7,732 complaints of misleading information,
hate messages and provocative content circulated through WhatsApp and social
media, committee member and AAP MLA Raghav Chadha said on Tuesday.Of the total
complaints received, 2,210 have been screened by the committee till now, he
said. Out of the total screened, 504 were found to be “inflammatory,
provocative and incriminating” in nature in the light of the communal violence
in north-east Delhi last month.Chadha on Tuesday chaired a meeting of the
committee. After the meeting, he said, “Today, the committee had summoned 2
complainants and both of them were heard at length. After recording their
statements and a preliminary enquiry, a fit case for registration of FIR was
made out.” The committee – which has members of both AAP and BJP – had earlier
announced a reward of Rs 10,000 for each case in which a complaint would
qualify as a fit case of FIR. Till Tuesday, Delhi government had disbursed

one of the first groups to send medical relief to riot-hit parts of north-east
Delhi, on Wednesday came out with a report on the medical emergency in the wake
of violence here. The report details the role of police and calls for ramping
up of medical services.A team of about 8 doctors, under the banner of PMSF, had
made repeated attempts to reach Al Hind Hospital in Old Mustafabad, which had
reportedly been overrun with victims with grievous injuries, on February 24 and
25. However, they were allegedly stopped by the police as well as rioters, the
group said. Ambulances were only able to reach the area following a High Court
directive to the police to ensure safe passage, it added.Al Hind Hospital,
which catered to about 30-40 patients a day, had more than 200 patients on
February 24 itself, the report reads. The report also calls into question the

glimpses of rebuilding lives, a medical shop run by Salman was finally opened
on Monday in riot-hit Gautam Vihar. The shop was entirely vandalised and looted
by a mob during the violence on Feb 25. Showing a video shot by a neighbour
which is still on his phone, Salman explained how the shutter was broken and
articles in the shop were taken away by men, some of whom had covered their
faces with handkerchiefs. Recalling the incident, Salman said, he and his
brother Waseem closed the shop in a hurry, leaving behind the day’s earnings
and ₹2 lakh which they had to pay to a distributor. Being the only Muslim-run shop
on the stretch, Salman had asked his neighbours to take care as his house in
Yamuna Vihar is about 3 km away from the shop and the neighbours tried their

New Delhi : 2 families – living three km apart –
have been counting days ever since their sons were picked up by the police
during riots and anti-CAA protests in northeast Delhi on February 25 and
26.“It’s been 22 days since my son was jailed,” said the mother of a teenager
who was arrested from Chandbagh and lodged in Madoli jail.The police have
booked him under IPC sections for rioting, assault on police, arson, unlawful
assembly and vandalism. Sections of the Arms Act are also invoked against
him.Another teenager from Khureji Khas was also arrested under identical
charges. Both families said their sons were below 18. Aadhaar card of the
Chandbagh teenager, a Class 5 dropout, which the family showed, has his date of
birth as Nov.26, 2006. His mother said his son was arrested when he had gone to
look for his younger brother on February 25 evening when the riots were raging
in the locality. “We could not search for him due to restrictions on movement
during riots… He is not even 13. How can the police arrest him?” the mother, a

reiterated its dismissal of any comment on “internal affairs” and objected

court in Surat on Tuesday sent a third accused — after a Congress leader and
his aide — to judicial custody after a non-bailable warrant was issued against

Coronavirus India updates March 18: Govt confirms 276 Indians infected abroad, cases cross 150 in country
A total of 276 Indians have been infected with the
novel coronavirus abroad, including 255
in Iran, Ministry of External Affairs (MEA) informed the Lok Sabha on
Wednesday. The government’s clarification came a day after reports emerged that
a large number of Indian pilgrims in Iran had tested positive for the
infection. Out of 276, 12 are also from UAE, five from Italy and one each from
Hong Kong, Kuwait, Sri Lanka and Rwanda.Within the country, the total number of
confirmed cases has climbed to 153, including 14 who have recovered and 3
deaths, the Ministry of Health and Family Welfare said in its latest bulletin.
Maharashtra has reported the maximum number of cases, followed by Kerala,
Haryana and Uttar Pradesh. While the Indian Army reported its first case, BJP MP

paracetamol.”His comments came after Veran sent a tweet cautioning that the use

with anti-inflammatory drugs, should “ask advice from your doctor.” Paracetamol
must be taken strictly according to the dose, because too high a dosage can be

New Delhi: Amid the novel coronavirus scare, mosques
and mausoleums in the city have put their faith in cleanliness and social
distancing to keep the threat at bay. The premises are being disinfected at
regular intervals and people, through sermons, are being urged to religiously
follow the directives issued by the state and the central government to tackle
the outbreak.While there has been a dip in the number of visitors, no decision
has yet been taken on suspending Namaz assemblies at the mosques. However,
those coming to pray are told to be cautious and take necessary precautions,

Iran defends response as virus deaths surpass 1,000
Iran said its coronavirus death toll surpassed
1,000 today as President Hassan Rouhani defended the response of his
administration, which has yet to impose a lockdown.The COVID-19 outbreak in
sanctions-hit Iran is one of the deadliest outside China, where the disease
originated.Rouhani's government said the virus has killed 1,135 people out of
17,161 cases of infection since it first emerged in the Islamic Republic a month
ago."Some ask why the government isn't intervening, but I think we have
intervened significantly," the president said.The health ministry said
5,710 people had overcome the virus.Iran has yet to impose any lockdowns, but
officials have repeatedly called on the public to stay home for the Iranian New

Italy's coronavirus death toll surges past 2,500
Italy reported 345 new coronavirus deaths in the
country over the last 24 hours taking its total death toll to 2,503 - an
increase of 16 percent.The total number of cases in Italy rose to 31,506 from a
previous 27,980, up 12.6 percent - the slowest rate of increase since the
contagion came to light on February 21. Italy is the European country hardest
