6-10 Pak soldiers, terrorists killed in
counter-fire, says Army chief; Rejecting it, Pak says can arrange visit P-5 nations to area to
expose 'Indian falsehood'
New
Delhi :Hours after Indian Army destroyed terror launch pads and Pakistan Army
posts in PoK in a retaliatory attack against ceasefire violation, Army Chief
General Bipin Rawat today said around 6 to 10 Pakistani soldiers and as many
terrorists have been killed in the action.“Last evening an attempt was made in
Tangdhar to infiltrate terrorists, we retaliated, Pakistan carried out attack
firing at our post in which we did suffer, but before they could attempt the
infiltration it was decided that we target that terror camps across,” ANI
quoted Rawat as saying.“So far, as per the information available with us, 6-10
Pakistani soldiers have been killed and nearly as many terrorists. 3 terror
camps have been destroyed and on fourth one also, we have caused severe
damage,”PTI quoted Rawat as saying.Pakistan, however, has rejected reports that
Indian Army targeted their terror camps in PoK and said it can arrange a visit
of diplomats from P5 nations to the area to expose Indian “falsehood”. Rejecting
reports, Foreign Office spokesman Mohammad Faisal said, “Pakistan categorically
rejects Indian media reports about alleged launchpads being targeted by India
along LoC.”Foreign Office said that Pakistan has called upon P-5 countries
(permanent members of UNSC ) to ask India to provide information about the
terror launchpads. It said Pakistan is willing to arrange a visit of the P5
diplomats to those locations to expose “Indian falsehood”.Pakistan Army
spokesman Maj Gen Asif Ghafoor also rejected the reports saying the Indian
media is “falsely claiming” targeting of alleged terror camps.Meanwhile,
Pakistan summoned Indian envoy Gaurav Ahluwalia to condemn the firing by Indian
troops that it said killed five civilians along LoC in Jura, Shahkot and

Congress leader questions timing of Army strikes in
PoK, asks why such attacks occur before polls
A
Congress leader has questioned the timing of Indian Army’s attack on terrorist
camps in Pok, pointing out they came a day before Assembly elections in Haryana
and Maharashtra, ANI reported.“There is a pattern of the surgical strike which
takes place whenever there are elections in major states in the country,” Bihar
Congress leader Akhilesh Singh told reporters in Patna. “Now, the politics of
this country will be done on surgical strikes.” Ex-MP alleged that BJP wanted
to divert people’s attention from “real issues”.Singh said he came to know
about the retaliatory attacks from the media. “And if it is the case, then it
is directed towards Maharashtra and Haryana elections,” he alleged. The ruling
BJP’s campaign in the two states focussed on national security. Both PM
Narendra Modi and Union Home Minister Amit Shah, in their recent rallies in
Haryana, drew the attention of voters to the matter of revocation of Jammu and
Kashmir’s special constitutional status. They claimed BJP govt had accomplished
what previous governments had failed to do in 70 years.scroll.in

Kashmiris feel betrayed: Sheikh Abdullah’s
granddaughter
New
Delhi: Kashmiris feel betrayed by India, one of Sheikh Abdullah’s
granddaughters said at a protest meeting here against the 75-day-old clampdown
in Jammu and Kashmir. Alia Mubarak, born to Sheikh Abdullah’s daughter Khalida
and former chief minister GM Shah, first explained the legal position of
Articles 370 and 35A at the meeting, called by several communist and civil
society groups. She said the Instrument of Accession was conditional and that if
the special status granted to Jammu and Kashmir by Article 370 went, so did its
relationship with India.“And I also protest the number of times I heard
Kashmiris are traitors. We are not traitors,” the niece of former chief
minister Farooq Abdullah said.“We have been betrayed since 1953 by Centre,
first by Congress and now BJP. It’s only the people from all 3 divisions of
Jammu and Kashmir who can decide their destiny—not India, not Pakistan.”She
added: “The revocation of Article 370 has to be reversed and all the people who
have been arrested and detained, especially minor children, need to be set free
immediately and all means of communication restored.”Her father, one of the
early leaders of National Conference, split and toppled the Farooq Abdullah govt
in 1984 with the support of Congress. He later formed Awami National
Conference.Historian Mridula Mukherjee, who attended the gathering, told this
paper: “I don’t recall such a total shutdown of communications for such a long

J&K shutdown, Internet ban take toll: Projects
stuck, govt work hit
Srinagar
:In the days following its August 5 decision to scrap the special status to J&K,
Centre had said that the move would “usher in a new era of development” and
bring private investment to the region. The shutdowns post-Aug.5 have, however,
meant that the administration is struggling to meet these promises. The
communication shutdown, particularly the suspension of Internet, has been among
the biggest roadblocks. Given that most government work is now mandated to be
either tendered online or has procedures that mandatorily require online work,
most of these projects are stuck. Though landlines andpost-paid mobile phones
have been restored, over 20 lakh prepaid mobile phones and mobile and other
Internet services remain deactivated in the Valley. While infrastructure
projects have come to a grinding halt because of paucity of labour, the uncertain
law-and-order situation and the communication blockade, projects to be
undertaken by the panchayats have not even taken off in most districts. Sources
in the J&K administration said the government has disbursed over Rs 500
crore to all panchayats in Kashmir. However, most sarpanches Sunday Express
spoke to said no work had begun on the ground.indianexpress
Anyone harming peace process, development in
J&K will be jailed: Ram Madhav
New
Delhi :In the party’s first political event in Kashmir following the scrapping
of J&K special status and bifurcation of the state, BJP national general
secretary Ram Madhav warned that whoever tried to harm the peace and
developmental process in the state would be jailed.Addressing a convention of
the party’s youth wing at Tagore Hall in Srinagar, Madhav said, “Till now
everything used to be done for a few families or a few leaders in Kashmir, but
now whatever is happening, is happening for lakhs of families of this state…
for the common Kashmiri.”“There will now be only two paths for J&K– peace
and development and whosoever comes in between will be dealt with sternly.
There are many jails in India for those,” BJP leader said.indianexpress
Another Kashmir protest in London on Diwali day
London:
London mayor Sadiq Khan has called on organisers of another Kashmir-related
protest on October 27 to cancel it in view of concerns of the Indian community
and violence at similar events since August 15, which led to a diplomatic row
between New Delhi and London. The day-long protest march is scheduled to begin
from Downing Street and conclude outside Indian high commission, which was the
scene of violence on Aug.15 and Sept.3. Anticipating nearly 10,000 people, Scotland
Yard has a ‘robust’ policing plan in place. Khan and his Labour party have been
at the receiving end of ennui from large sections of the Indian community over
the violence as well as for adopting an emergency resolution on Kashmir at the
party’s annual conference that was rejected by New Delhi as ‘unfounded’. Labour
leader Jeremy Corbyn on Friday reiterated the party’s ‘grave concern’ over what
he called ‘ongoing human rights crisis’ in Kashmir.Insisting that as the mayor
he has no power to ban such protests, Khan wrote to Navin Shah, member of the
London Assembly, to “absolutely condemn” the protest plan “on the auspicious
day of Diwali,” and called on organisers to think again and cancel it.Reports
say British Kashmiris and others from various parts of the country have been
invited to attend the protest march and travel to London on coaches arranged by
organisers. Meanwhile, Corbyn reiterated his party’s human rights-focussed view
of Kashmir in a response to last week’s letter by over 100 Indian community
organisations, expressing dismay over emergency resolution adopted at the
conference. He wrote: “Labour party is an internationalist party, and is
committed to ensuring the human rights of all citizens of Kashmir are respected
and upheld. That remains our priority and I agree that we should not allow the
politics of sub-continent to divide communities here in Britain”. “Labour party
is gravely concerned at the ongoing human rights crisis in Kashmir, as well as
the media and communications lockdown imposed on the region”. “There is an urgent
need for India and Pakistan to work together on a bilateral basis, with the
support of the international community, to reach a peaceful political solution
with protects the human rights of the Kashmiri people and respects their rights
to have a say in their own future”, Corbyn added.HT
ASSEMBLY POLLS ON MONDAY
Kashmir Plank Falls Flat, Haryana Polls may Spring
a Surprise?
Mahendragarh:“Do
we have to buy land in Kashmir?". This caustic remark, made by Balbir
Singh, a tea vendor in Mahendragarh town in Haryana, reflects that BJP
nationalism plank it was expecting in the light of abrogation of Article 370 in
the neighbourinng sate has failed to whip up support for the ruling party in
this agrarian state. Assembly elections for the northern state along with
Maharashtra on October 21 may spring surprise provided that they are held in
free and fair manner. Out of the blue, Congress may bounce back to power. The
party had failed to win even a single parliamentary seat in the May 2109
general election. From educated urban youths to voters from rural hinterland,
all are yearning for change. This correspondent felt groundswell against the
party in power while interacting with a cross section of the people in both
urban and rural areas of the state. Anti- incumbency wave seemed to be sweeping
every segment of the society. When reminded about Prime Minister Narendra Modi
seeking vote in the name of Kashmir, tea vendor Balbir said what happened there
is not going to eliminate the miseries of the people in the state. His views
were shared by many others reflecting a general refrain among the people of
Haryana that (BJP-led) government has done nothing in the last five years. Parmal
Singh, another respondent, said in the parliamentary elections people voted to
the BJP in the wake of Pulwama attack and Balakot airstrike. But this time
around, he said the nationalism plank can’t work in this election as it has lost
its relevance.Concurring with Parmal’s views, a fellow traveller, Hari Singh,
pointed out that in the name of development, not a single work had been done by
this government.“You can see for yourself potholed roads everywhere. Despite
being represented by Ram Bilas Sharma, the second most powerful cabinet
minister in the Chief Minister Manohar Lal Khattar Government, the constituency
bears no trace of development. Even the road leading to the residence of Sharma
is full of potholes, Hari Singh explained.Vipin Shaukin, 28, an educated youth,
supports the revocation of Article 370 but is in no mood to vote for the ruling
party this time. He told Caravan Daily that the rising unemployment rate is a
major issue in the ensuing elections. He used to run a real-estate business
which crashed in the aftermath of demonetisation.Article 370 won’t provide us
bread and butter, he said adding “People are dying due to joblessness. Like me,
thousands of youths are facing dire future in the absence of job opportunities as
hundreds of small-scale industrial units are closed in the last five year.”The
voter’s mood in the state can be gauged from the Mahendragarh seat which is
considered a bell-weather constituency. It is part of the Ahirwal region where
Yadavs are dominant with 75, 000 out of 1.90 lakh voters. In the 2014
elections, Ram Bilas Sharma, a Brahmin, was elected by a margin of 40, 000
votes defeating Congress candidate Rao Daan Singh, a Yadav. Sharma is once
pitted against Singh as a rival contender.People told Caravan Daily that many
powerful ministers in the Manohar Lal Khattar‘s cabinet faced the ire of public
but the media chose not to report these incidents. They say cabinet ministers,
Om Prakash Dhankar, and Anil Vij, were barred from entering many villages by
the people.Besides rising unemployment, stray cattle (cow and its progeny) is a
major issue for the farmers and common people. Unemployment rate at 28.7% is
very high in Haryana. It is almost four times higher than that of the national
average, he added.Caravan Daily

Shiv Sena: Why so many rallies by Modi-Shah if
there’s no opposition?
New
Delhi :A day after the high-spirited campaigning for the Maharashtra Assembly
polls came to an end, the Shiv Sena on Sunday sought to know why there were so
many BJP rallies with leaders like PM Narendra Modi and Home Minister Amit Shah
addressing them, when CM Devendra Fadnavis feels that there is no opposition
left in fray to challenge his party-led alliance.“Chief minister has been
asserting that the opposition ‘does not exist’ any more in the poll campaign.
The question then arises about the motive behind some 10 rallies of Modi, 30 of Amit Shah, and Fadnavis himself
holding 100 rallies across Maharashtra,” Sena leader Sanjay Raut wrote in a
column in the party’s mouthpiece ‘Saamana’. “Though Fadnavis said he is not
facing any opposition challenge, in reality there is electoral challenge, which
forced the BJP leaders to hold so many rallies,” Raut wrote in the column
titled ‘RokhThok’.The polling for 288-Assembly seats will be held on Monday,
the results of which will be declared on Thursday.indianexpress

Tiwari, mother of the slain leader of Hindu Samaj Party Kamlesh Tiwari said she
was not happy after meeting Chief Minister Yogi Adityanath because he “did not
look serious and concerned” about their plight and his reaction was not
“sympathetic”.The family of Kamlesh Tiwari, who was killed two days ago at his

sons met the Chief Minister at his official residence of 5, Kalidas Marg, and
stayed there for over 30 minutes.“We were forced to go to Lucknow and meet the
Chief Minister. The local administration was after us saying CM wants to meet
us. As per Hindu rituals, the bereaved family does not move out of the house
before ‘tehravi’. Yet we were forced to go there,” Kusuma Tiwari told reporters
in Sitapur on Sunday. She said if the family does not get justice, she will
raise talwar (sword) against the government.“I wanted to ask Yogi ji why my
son’s security was scaled down. But I was not allowed to ask this question,” she
said.In a video that surfaced online on Saturday, Kamlesh Tiwari is seen
castigating “RSS-BJP people” and Chief Minister for “withdrawing” his
security.Sources say Chief Minister had assured the family of all help and
assured that police is doing its job and the guilty will not be spared.Tiwari's
mother said, "I told the chief minister I want justice for my son and
strict punishment should be given to the killers. We have been assured but the
words sounded hollow.”An officer privy to the meeting told NH that the family
demanded a government job for Tiwari's son, security to the family and an arms

Awasthi has now gone viral on social media. In the viral video, the grieving
mother is heard lashing out at Awasthi during an interview, “I have a question
for you. You listen to me first. You raised the Hindu-Muslim issue first, I
didn’t. Why are you misleading people? Then you say I want to cause
Hindu-Muslim riots. Do you think we are mad?”A visibly red-faced Awasthi denied
giving a communal angle to Kamlesh Tiwari’s murder. The slain Hindu leader’s
mother shows remarkable composure as she continues, “Did I talk about the
Hindu-Muslim angle? You raised this issue. First you ask me (about Hindu-Muslim
issue) then put me in the dock. Stop playing this game. We have learnt about
you guys. You guys can’t talk against the government but can only ask questions
to common people. Your channel will shut down if you speak against the
government.Another video clip of Awasthi’s interview with the deceased’s mother
shows the ABP anchor making a passionate plea to not make Kamlesh Tiwari’s murder
a Hindu-Muslim issue without any context. After Kusum Tiwari said that Uttar
Pradesh Chief Minister was jealous of her slain son and had him killed, Awasthi
was heard saying, “I want to tell you with folded hands. Please don’t utters
things that will cause tension among people of different faiths. I know that
you are disturbed but we don’t want Hindu-Muslim riots.”Kusum Tiwari was
perhaps referring to this part of her interview when she asked Awasthi to not

or any known terror outfit.Gujarat ATS arrested Faizan Shaikh, Rashid Pathan

BABRI MASJID CASE
Babri Masjid Order Should Reflect Constitutional
Values, Muslims Remind Court
New
Delhi: The verdict in the Ayodhya title suit will have impact on future
generations and it should uphold the "multi-religious, multi-cultural
values of the country", Muslim petitioners have reminded the Supreme
Court. 5-judge bench that heard the
arguments over 40 days, is expected to deliver a verdict the decades-long
temple-mosque dispute in less than a month. As the daily hearings came to an end
on Wednesday, the court had asked the respondents to say what issues they
wanted the judges to focus on.The respondents, however, pushed the ball the to judges'
court, saying, "Moulding the relief is the responsibility of this Court,
which itself is the sentinel of our Constitution".In its response
submitted in a sealed cover - a departure from norm - the respondents said:
"Since the judgement of this Court will have far reaching implications, it
is for the Court to consider the consequences of its historic judgement by
moulding the relief in a fashion that will reflect the constitutional values
that this great nation espouses. We hope that the Court, in moulding the
relief, upholds our multi-religious and multicultural values in resolving the
issues confronting it.""When moulding the relief, this Court must
also consider how future generations will view this verdict," affidavit

Ayodhya dispute: Deity’s lawyers seek disputed,
acquired land for ‘convenience of devotees’
Deity
Ramlalla Virajman, one of parties in the Ayodhya land dispute case, on Saturday
told the Supreme Court that the land adjacent to the site that was acquired by
Centre in 1993 would also be required for the “convenience of devotees” when a
“grand temple” is built, Indian Express reported. The deity’s counsel said that
both the disputed site and the area acquired by the government were important for
the Hindus, and asked the top court to not provide any relief to disturb the
plan. Lawyers K Parasaran, CS Vaidyanathan and PV Yogeswaran submitted that
“the small area which is the subject matter of the suit is one integral unit
and is indivisible”. “…there are no good ground for moulding the relief in any
manner which will impact the entire acquired area including the disputed area
being utilised in accordance with the wishes of the Hindus, if they succeed in
these proceedings”.The lawyers said that the basis of the suit filed by the
deity is to build a “grand temple of Lord Ram” in proportion to the deity’s
stature. They said that if equity was exercised in the case then it would
affect the “sacredness of the place” which also has several other holy sites. Lawyer,
representing the government, reiterated that the disputed land was vested at
present and said their action will be in support of the side that succeeded in
the hearings. The lawyers of the deity said the Muslim parties were no longer
entitled to the land or equitable relief as the Babri Masjid did not exist
anymore. They also said Nirmohi Akhara should not be given the land as it had
questioned whether the deity’s birthplace can be considered a juristic entity,
according to NDTV.Akhara also filed its written submission on Saturday.Muslim parties
submitted a relief to the SC on Saturday in a sealed cover, to which the
lawyers for the Hindu side objected. scroll
No compromise in Ayodhya case, hope verdict will be

and hoped that the Supreme Court verdict would be based on evidence and not
faith. At the meeting of the central executive committee of the Jamiat, Madani

there is a feeling of "mistrust" prevailing due to the current
situation. There is an attempt to end the constitutional traditions so that new
history can be written, he was quoted as saying by a Jamiat statement. Referring
to the Babri Masjid case, Madani said that Jamiat has full faith that the
judiciary's decision will be based on evidence and witnesses, and not on
faith. At the meeting, Madani opposed the statement of Home Minister Amit Shah

Death of declared ‘foreigner’ in Assam: NHRC
registers case
Guwahati:NHRC
has registered a case involving the death of a 65-year-old man in detention as
a declared ‘foreigner’ in Assam as members of his family refused to receive his
body for the eighth day today. Dulal Paul, who required regular check-ups at a
mental asylum, died of diabetes and renal complications at the Guwahati Medical
College and Hospital on Oct.13 after undergoing treatment for 15 days. He was
lodged at the Tezpur detention camp in north-central Assam on Oct.11, 2017,
after a Foreigners’ Tribunal in Sonitpur district declared him a foreigner. “I
received an acknowledgement from NHRC on Oct.18 regarding registration of the
case,” Guwahati-based activist Manas Roy said today.“Dulal Paul was thrown to
Tezpur detention camp in 2017 despite showing proof of Indian citizenship. He
was denied proper medical treatment and subsequently died... His rights as a
citizen of India were breached by the authority,” Roy’s complaint read.Other
organisations too have slammed the State government for a “serious error”
leading to the death of Dulal, a resident of Alisinga village near Dhekiajuli
town in Sonitpur district. “He was a genuine Indian and the government was
wrong in sending him to a detention centre. Since he was branded a foreigner
through a legal process, the law says that the body should be sent to
Bangladesh or whichever country he came from,” said Aabhijeet Sarma, chief of
Assam Public Works, NGO whose petition in the Supreme Court in 2009 resulted in
the exercise to update NRC. “This is a serious human rights issue and the
government must fix responsibilities besides providing adequate compensation to
the family. Many such Indians, whether Bengali, Bihari or Assamese, are
languishing in the detention camps,” he said. the hindu
In Assam’s Muslim-majority Jania, NRC is on
everyone’s mind
Barpeta
:Hafizur Rehman, a farmer at Kalgachia in Assam’s Barpeta district, is a
Doubtful Voter (D-Voter) and hence has not been included in the final NRC
published in August. He won’t be able to vote in the upcoming Jania bypolls,
but believes that AIUDF candidate Hafiz Rafiqul Islam is the strongest
contestant. Rehman’s neighbour Abu Salem Yusuf agrees. “AIUDF is the only party
which is committed to speak up for people facing the brunt of the citizenship
tangle.” Firdous Ali, a student leader in Kalgachia, says, “Here, the biggest
discussion going on is about the NRC and how lakhs of genuine Indians have been
excluded from it. People who have all papers and documents have been left out.
And we know which party is committed to helping the poor and illiterate people
in solving their citizenship issues.”Jania, a Muslim-majority constituency, is
among four Assembly seats scheduled for bypolls on October 21. Historically a
Congress stronghold, in 2016 state elections, Congress’s Abdul Khaleque
defeated Islam by around 30,000 votes, garnering 56.4 per cent of the vote
share. Khaleque would go on to win the recent Lok Sabha elections,
necessitating the bypoll.Monday’s bypolls are the first elections in Assam
following the publication of the final NRC, and much of the political narrative
in the state currently is driven by conversation around the list. In Assam’s
Brahmaputra valley, where Barpeta lies, a large number of Muslims of
Bengal-origin are supposed to have been excluded from the NRC, although an
official break-up is not available. However, Congress’s star is on the wane, and
many in Jania are seemingly looking at AIUDF’s Islam as a viable
candidate.indianexpress
Islamic Clerics to Educate UP Muslims on 22
Documents in Preparation of Nation-wide NRC
Lucknow:
150-year-old Idara-e-Sharia at Firangi Mahali will now tell Muslims in UP to
keep 22 documents required for NRC.The documents include certificates of
inheritance, birth, education and bank, refugee registration, as well as family
ledgers among other identity proofs.Union Home Minister Amit Shah has already
said that that NRC will be implemented in the entire country and UP Chief
Minister Yogi Adityanath has also indicated a phased rollout of NRC in the
state."After NRC programme in Assam, there is a definite fear among
Muslims about its consequences if implemented in Uttar Pradesh," said
Maulana Affan Atiq Firangi Maheli, General Secretary, Idara-e-Sharia. "Muslims
are usually careless about maintaining their documents and need to be pushed.
Nobody had even imagined that they would, one day, have to prove their
nationality. But we have to be prepared and keep the community
prepared."Printed handouts in Hindi and Urdu with details of the NRC
history, the Indian Citizenship Act of 1955 and the performa will also be
floated in social media for maximum coverage.Mosques, madrasas and clerics will
disseminate this information within the community. The appeal from Maulana Abul
Ifran Firangi Maheli will also request the poor and uninitiated in the Muslim
community to keep the 22 documents ready but also make any changes required to
be taken up in their voter cards and voter lists, Aadhar cards and other
documents of identification.IANS

Naga talks: Political solution without Naga flag,
Constitution is inconclusive:NSCN(IM)
National
Socialist Council of Nagaland (Isak-Muivah) has reasserted its demand for a
separate Naga national flag and Constitution, The Imphal Press reported. This
came a day after the Centre dismissed the insurgent group’s demands, and said
they were delaying peace negotiations.“Indian authorities who deal with the
talks are also well informed that the Indo-Naga political solution without Naga
flag and constitution is not conclusive and that will create a room for [a]
future headache,” NSCN(IM) Chairman Q Tuccu said in a statement, according to
Hindustan Times. “We are looking for a lasting solution.”Tuccu said the Nagas
were “the aggrieved”, and that their movement began when “Indian and Burmese
aggressor-states” had allegedly intruded into their land, which gave rise to
the resistance movement and led to armed confrontations. The group accused Centre
of “creating fear psychosis in Nagalim” with the deployment of thousands of
security forces. “If Government of India chooses military option to dictating
the negotiating team, that will not be the end of the matter,” the statement
read, according to Imphal Press. “The issue will remain alive and kicking.
Nagas are always for a negotiated settlement based on the doctrine of mutual
consent and recognition of rights.”NSCN(IM) also clarified that the framework
agreement, signed in 2015, was the meeting point for the two sides – Indians
and Nagas – and the “rallying point for the divided Nagas”. NSCN(IM) General
Secretary Thuingaleng Muivah and Governor RN Ravi had signed the framework
agreement in the presence of Prime Minister Narendra Modi on August 3,

Stray cattle turning ‘non-veg’, eating chicken,
fried fish, sent for treatment: Goa minister
Panjim
:Veterinary specialists are being called to treat stray cattle, who have been
“eating chicken and fried fish”, and “turn them into vegetarian once again”,
Goa minister for waste management Michael Lobo has said. The move, he added,
came after 76 stray cattle from Calangute Village, who have now been sent to a
gaushala (cow shed), refused to eat gram or other vegetarian food.“We have
lifted 76 cattle from Calangute and taken them to the gaushala where they are
being looked after. The cattle had turned non-vegetarian cattle here. We always
say cattle are vegetarian. But cattle from Calangute are non-vegetarian. They
(gaushala operators) are facing this issue now. These cattle do not eat grass.
They neither eat gram nor special feed which is given to them,” Lobo said in
North Goa on Saturday. “The cattle at the gaushala are being medically treated.
Veterinary specialists have been roped in to treat them with medicine. It will
take 4 to 5 days to turn the cattle into vegetarians once again,” he added. The
minister said it has been found that the cattle have been eating chicken and
fried fish from the garbage and from villagers feeding them. “Due to the
consumption of such non-veg food, their system has become like that of humans. Earlier,
they were vegetarians, pure vegetarians. They would smell non-vegetarian food
and move on, but now, they eat only non-veg (food),” he said.indianexpress
UP: A 16-yr-old, citing Muslim law, moved SC over
her right to marry
About
200 km from Lucknow, in a remote village in Terai region of Uttar Pradesh, a
16-year-old girl is fighting to uphold her “marriage” to a 20-year-old against
families and the government, all the way up to the Supreme Court. 3 months after
girl and 20-year-old got married in the verandah of his house, the youth says
he has left everything up to her. “She is adamant and I trust and believe that
she will not change her statement. We have married as per Islam and in front of
elders. The rest is on Allah.” The village dominated by upper-caste Muslims,
mostly Sheikhs and Pathans, agrees that under the Shariah law that allows
marriage on attaining puberty, their wedding is valid, but adds that it is the
first such case in their memory. On June 22, around 11 pm, the couple are said
to have summoned a maulvi from a neighbouring village to conduct the nikah. The
maulvi was known to them as he held classes in the village. The next day, the
girl’s father lodged an FIR against 20-year-old, his father and their
neighbours, under IPC sections covering kidnapping and inducement of a woman to
compel marriage. Sub-Inspector Shailendra Yadav, Investigating the case, says,
“We produced the girl before a magistrate. She refused to go back to her family
and, since she was a minor, she was sent to the Nari Niketan on July 3 on the
orders of the magistrate.”Youth went to the high court, alleging that the girl
was being detained against her will. “After the court rejected their plea
saying the girl is a minor, they approached the Supreme Court,” S-I says. As
per general law, a girl has to be at least 18 and the groom 21 to be eligible
for marriage. Senior advocate and AIMPLB secretary Zafaryab Jilani says, “If a
girl and boy are minors, then the consent of parents is required. But if they
are major, then they can decide to continue or end their marriage. However, the
definition of ‘major’ or being ‘baalig’ is different here (in Muslim law) as it
is linked to puberty.”Cases like these arise when a marriage takes place without
the consent of parents, Jilani says, adding that whenever these have been taken
to court, it has generally ruled in favour of the girl. In tears, the girl’s
mother accuses her of bringing “bad name” to the family and leaving her father
in shock. indianexpress

BJP's personal criticism is upsetting: Nobel
Laureate Abhijit Banerjee
New
Delhi: BJP’s personal criticism is upsetting, this year’s Nobel laureate for
economics Abhijit Banerjee, has told The Wire.He was responding to the
disparaging comments made by commerce and industry minister Piyush Goyal and
BJP national secretary Rahul Sinha after he won who won the coveted prize along
with with his wife, the noted economist, Esther Duflo and the Harvard economist
Michael Kremer.Goyal called Banerjee “totally Left leaning” and said “the
people of India have rejected his thinking”, while Sinha said, “Those people
whose second wives are foreigners are mostly getting the Nobel prize. I don’t
know whether it is a degree for getting the Nobel.”In a 47-minute interview
with Karan Thapar, Banerjee said the over-centralisation of power in the Prime
Minister’s Office has played a role in causing the current economic crisis in
the country, while also blaming demonetisation and the hastily-introduced
GST.However, Banerjee added that the problems that the new tax regime created
were inevitable and that no other government could have handled GST better. With
regard to corporate tax cuts, he said that these are unlikely to fuel
investment and spur growth unless steps are first taken to stimulate demand.
This, he says, is best done not by the way of income tax cuts but by putting
money in rural pockets through schemes like PM Kisan.thewire

Kurdish forces agree to withdraw from Turkey-Syria
border
A
senior Syrian Kurdish official has said his forces will pull back from a border
area in accordance with a US-brokered deal after Turkey allows the evacuation
of its remaining fighters and civilians from a besieged town in northeast
Syria. Redur Khalil, a senior official of the Kurdish-led SDF, said the plan
for evacuation from the town of Ras al-Ain was set for Sunday if there were no
delays.SDF largely consists of fighters from the Kurdish YPG, a group Ankara
considers "terrorists" linked to Kurdish separatists on its soil. A
five-day ceasefire, reached in negotiations between Turkish President Recep
Tayyip Erdogan and US Vice President Mike Pence, was largely holding along
Turkey's border with Syria on Saturday, despite accusations of violations from
Turkish-allied forces and Kurdish fighters.According to the deal, Turkey agreed
to give Kurdish forces 120 hours to pull back from the Turkey-Syria border to
allow Ankara to form a so-called "safe zone". The agreement has not
specified the area of its pullback.Khalil, SDF official, said his force would
withdraw and move back 30 kilometres
from the border after the planned evacuation. He said only after that
would his force pull back from a 120km area between the towns of Ras al-Ain and
Tal Abyad. This is the first time the Kurdish force has publicly acknowledged
it will withdraw from the border, saying it has coordinated with the Americans.

Defense Secretary Mark Esper has arrived in Afghanistan where stalled peace
talks with Taliban and persistent attacks by armed groups have complicated Trump
administration's pledge to withdraw more than 5,000 American troops.Esper told
reporters travelling with him that he believed US could reduce its force in
Afghanistan to 8,600 without hurting the counterterrorism fight against al-Qaeda
and ISIL group. But he said any withdrawal would happen as part of a peace
agreement with Taliban.US has about 14,000 American troops in Afghanistan as

Britain is going to leave EU by Oct 31: UK minister
Michael Gove
London:Brexit
will happen by October 31, British government minister Michael Gove said on
Sunday, despite lawmakers forcing Prime Minister Boris Johnson to send a letter
on Saturday to the EU requesting a delay. Parliament thwarted Johnson’s attempt
to secure backing for his EU divorce deal on Saturday, withholding their
approval in order to trigger a law passed last month to force him to send a
letter to the bloc asking to push back the deadline to Jan. 31.The move was
designed to remove any risk that Britain could leave without a deal on Oct.
31.“We are going to leave by October 31, we have the means and the ability to
do so,” Gove, minister in charge of no-deal Brexit preparations, told Sky
News.“That letter was sent because parliament required it to be sent (..) but
parliament can’t change the prime minister’s mind, parliament can’t change the
government’s policy or determination.”Johnson sent a letter to the European
Union requesting a delay as the law required, but he did not sign it and he added
another note saying he did not want a “deeply corrosive” Brexit extension.Gove
said the risk of leaving without a deal had grown. The president of the European
Council Donald Tusk said he would consult EU leaders before responding to
Johnson’s letter. However, it was unlikely that the EU’s 27 remaining member
states would refuse Britain’s delay request.Reuters
Bangladesh says thousands of Rohingya agree
relocation to island
Bangladesh's
refugee commissioner has said thousands of Rohingya living in Bangladesh
refugee camps have agreed to move to an island in the Bay of Bengal despite
fears the site is prone to flooding. Some 740,000 Rohingya fled Myanmar in
August 2017 in the face of a military crackdown, joining 200,000 refugees
already in makeshift tent settlements at Cox's Bazar.Dhaka has long wanted to
move 100,000 refugees to the islet, saying it would take pressure off the
overcrowded border camps where almost a million Rohingya live. "Approximately
6,000 to 7,000 refugees have already expressed their willingness to be
relocated to Bhashan Char [the island]," the Bangladesh official Mahbub
Alam told AFP from Cox's Bazar, adding that "the number is rising".He
did not say when the refugees would be moved, but a senior Navy officer
involved in building facilities on the island said the relocation could start
by December, with some 500 refugees sent daily. aljazeera
