and three civilians were killed in the exchange of fire, while 2 soldiers and 5

Delhi:Over 380 police personnel belonging to Ladakh and working in different
places in Kashmir and Jammu regions will soon be transferred to Ladakh and posted
under the administrative control of the new Union Territory, officials said
today. The new Union Territory of Ladakh will come into existence on
Oct.31. Ministry of Home Affairs has
given the nod for the transfer of police personnel working in different wings
of Jammu and Kashmir Police. “Approval has been given for transfer of about 385
Ladakhi-origin police personnel to Ladakh and they will function under the new
UT which will come into existence on Oct. 31,” a Ministry official said. Police
personnel will work with Ladakh UT Police, which will be under the direct

Centre had said that the move would “usher in a new era of development” and
bring private investment to the region. The shutdowns post-Aug.5 have, however,
meant that the administration is struggling to meet these promises.The
communication shutdown, particularly the suspension of Internet, has been among
the biggest roadblocks. Given that most government work is now mandated to be
either tendered online or has procedures that mandatorily require online work,
most of these projects are stuck. Though landlines andpost-paid mobile phones
have been restored, over 20 lakh prepaid mobile phones and mobile and other
Internet services remain deactivated in the Valley.While infrastructure
projects have come to a grinding halt because of paucity of labour, the uncertain
law-and-order situation and the communication blockade, projects to be
undertaken by the panchayats have not even taken off in most districts. Sources

or any known terror outfit.Gujarat ATS arrested Faizan Shaikh, Rashid Pathan
and Maulana Mohsin Shaikh from Surat on Friday night for their alleged
involvement in the murder of Tiwari in Lucknow on Friday. The accused were
brought to ATS HQRS in Ahmedabad on Saturday after which multiple teams of UP
STF, UP ATS along with UP Police officers interrogated them.On Oct.24, 2017,
Gujarat ATS arrested 2 suspected ISIS members, Kasim Stimberwala and Obaid
Mirza from Ankleshwar in Bharuch, for allegedly planning a lone wolf terror
attack on a local synagogue in Ahmedabad and in Maharashtra.ATS filed a
1,500-page chargesheet against the duo in April 2018, where the officers
clearly mentioned that the accused duo had claimed in front of two witnesses
that they wished to “murder Tiwari” for his objectionable comments made against
the Prophet. Stimberwala worked as a lab technician in Ankleshwar while Mirza

values of the country", Muslim petitioners have reminded the Supreme
Court. 5-judge bench that heard the
arguments over 40 days, is expected to deliver a verdict the decades-long
temple-mosque dispute in less than a month.As the daily hearings came to an end
on Wednesday, the court had asked the respondents to say what issues they
wanted the judges to focus on.The respondents, however, pushed the ball the to judges'
court, saying, "Moulding the relief is the responsibility of this Court,
which itself is the sentinel of our Constitution".In its response
submitted in a sealed cover - a departure from norm - the respondents said:
"Since the judgement of this Court will have far reaching implications, it
is for the Court to consider the consequences of its historic judgement by
moulding the relief in a fashion that will reflect the constitutional values
that this great nation espouses. We hope that the Court, in moulding the
relief, upholds our multi-religious and multicultural values in resolving the

Ayodhya dispute: Deity’s lawyers seek disputed,
acquired land for ‘convenience of devotees’

Ramlalla Virajman, one of parties in the Ayodhya land dispute case, on Saturday
told the Supreme Court that the land adjacent to the site that was acquired by
Centre in 1993 would also be required for the “convenience of devotees” when a
“grand temple” is built, Indian Express reported. The deity’s counsel said that
both the disputed site and the area acquired by the government were important for
the Hindus, and asked the top court to not provide any relief to disturb the
plan. Lawyers K Parasaran, CS Vaidyanathan and PV Yogeswaran submitted that
“the small area which is the subject matter of the suit is one integral unit
and is indivisible”. “…there are no good ground for moulding the relief in any
manner which will impact the entire acquired area including the disputed area
being utilised in accordance with the wishes of the Hindus, if they succeed in
these proceedings”.The lawyers said that the basis of the suit filed by the
deity is to build a “grand temple of Lord Ram” in proportion to the deity’s
stature. They said that if equity was exercised in the case then it would
affect the “sacredness of the place” which also has several other holy sites. Lawyer,
representing the government, reiterated that the disputed land was vested at
present and said their action will be in support of the side that succeeded in
the hearings.The lawyers of the deity said the Muslim parties were no longer
entitled to the land or equitable relief as the Babri Masjid did not exist
anymore. They also said Nirmohi Akhara should not be given the land as it had
questioned whether the deity’s birthplace can be considered a juristic entity,

has said no compromise will be acceptable in Babri Masjid land dispute case,
and hoped that the Supreme Court verdict would be based on evidence and not

also claimed that "people from Kashmir to Kanyakumari are scared" and
there is a feeling of "mistrust" prevailing due to the current

to the Babri Masjid case, Madani said that Jamiat has full faith that the

dialogues and peace meetings to create an environment for all to gracefully
accept the verdict.The verdict is likely to be out between November 4 and 17.
Muslim organisations have decided to initiate peace meetings in association
with the majority community in the communally sensitive Walled City areas after
Diwali. The views emerged during a day-long consultation programme ‘Challenges

Death of declared ‘foreigner’ in Assam: NHRC

has registered a case involving the death of a 65-year-old man in detention as
a declared ‘foreigner’ in Assam as members of his family refused to receive his
body for the eighth day today. Dulal Paul, who required regular check-ups at a
mental asylum, died of diabetes and renal complications at the Guwahati Medical
College and Hospital on Oct.13 after undergoing treatment for 15 days. He was
lodged at the Tezpur detention camp in north-central Assam on Oct.11, 2017,
after a Foreigners’ Tribunal in Sonitpur district declared him a foreigner. “I
received an acknowledgement from NHRC on Oct.18 regarding registration of the
case,” Guwahati-based activist Manas Roy said today.“Dulal Paul was thrown to
Tezpur detention camp in 2017 despite showing proof of Indian citizenship. He
was denied proper medical treatment and subsequently died... His rights as a
citizen of India were breached by the authority,” Roy’s complaint read.Other
organisations too have slammed the State government for a “serious error”
leading to the death of Dulal, a resident of Alisinga village near Dhekiajuli
town in Sonitpur district. “He was a genuine Indian and the government was
wrong in sending him to a detention centre. Since he was branded a foreigner
through a legal process, the law says that the body should be sent to
Bangladesh or whichever country he came from,” said Aabhijeet Sarma, chief of
Assam Public Works, NGO whose petition in the Supreme Court in 2009 resulted in
the exercise to update NRC. “This is a serious human rights issue and the
government must fix responsibilities besides providing adequate compensation to
the family. Many such Indians, whether Bengali, Bihari or Assamese, are

contestant. Rehman’s neighbour Abu Salem Yusuf agrees. “AIUDF is the only party
which is committed to speak up for people facing the brunt of the citizenship

discussion going on is about the NRC and how lakhs of genuine Indians have been
excluded from it. People who have all papers and documents have been left out.
And we know which party is committed to helping the poor and illiterate people

keep 22 documents required for NRC.The documents include certificates of
inheritance, birth, education and bank, refugee registration, as well as family
ledgers among other identity proofs.Union Home Minister Amit Shah has already
said that that NRC will be implemented in the entire country and UP Chief
Minister Yogi Adityanath has also indicated a phased rollout of NRC in the
state."After NRC programme in Assam, there is a definite fear among
Muslims about its consequences if implemented in Uttar Pradesh," said
Maulana Affan Atiq Firangi Maheli, General Secretary, Idara-e-Sharia. "Muslims
are usually careless about maintaining their documents and need to be pushed.
Nobody had even imagined that they would, one day, have to prove their
nationality. But we have to be prepared and keep the community
prepared."Printed handouts in Hindi and Urdu with details of the NRC
history, the Indian Citizenship Act of 1955 and the performa will also be

separate Naga national flag and Constitution, The Imphal Press reported. This
came a day after the Centre dismissed the insurgent group’s demands, and said
they were delaying peace negotiations.“Indian authorities who deal with the
talks are also well informed that the Indo-Naga political solution without Naga
flag and constitution is not conclusive and that will create a room for [a]
future headache,” NSCN(IM) Chairman Q Tuccu said in a statement, according to
Hindustan Times. “We are looking for a lasting solution.”Tuccu said the Nagas
were “the aggrieved”, and that their movement began when “Indian and Burmese
aggressor-states” had allegedly intruded into their land, which gave rise to
the resistance movement and led to armed confrontations. The group accused Centre
of “creating fear psychosis in Nagalim” with the deployment of thousands of
security forces. “If Government of India chooses military option to dictating
the negotiating team, that will not be the end of the matter,” the statement
read, according to Imphal Press. “The issue will remain alive and kicking.
Nagas are always for a negotiated settlement based on the doctrine of mutual
consent and recognition of rights.”NSCN(IM) also clarified that the framework
agreement, signed in 2015, was the meeting point for the two sides – Indians
and Nagas – and the “rallying point for the divided Nagas”. NSCN(IM) General

:Veterinary specialists are being called to treat stray cattle, who have been
“eating chicken and fried fish”, and “turn them into vegetarian once again”,
Goa minister for waste management Michael Lobo has said. The move, he added,
came after 76 stray cattle from Calangute Village, who have now been sent to a
gaushala (cow shed), refused to eat gram or other vegetarian food.“We have
lifted 76 cattle from Calangute and taken them to the gaushala where they are
being looked after. The cattle had turned non-vegetarian cattle here. We always
say cattle are vegetarian. But cattle from Calangute are non-vegetarian. They
(gaushala operators) are facing this issue now. These cattle do not eat grass.
They neither eat gram nor special feed which is given to them,” Lobo said in
North Goa on Saturday. “The cattle at the gaushala are being medically treated.
Veterinary specialists have been roped in to treat them with medicine. It will
take 4 to 5 days to turn the cattle into vegetarians once again,” he added.The
minister said it has been found that the cattle have been eating chicken and
fried fish from the garbage and from villagers feeding them. “Due to the
consumption of such non-veg food, their system has become like that of humans. Earlier,
they were vegetarians, pure vegetarians. They would smell non-vegetarian food

16-year-old girl is fighting to uphold her “marriage” to a 20-year-old against
families and the government, all the way up to the Supreme Court. 3 months after
girl and 20-year-old got married in the verandah of his house, the youth says
he has left everything up to her. “She is adamant and I trust and believe that
she will not change her statement. We have married as per Islam and in front of
elders. The rest is on Allah.” The village dominated by upper-caste Muslims,
mostly Sheikhs and Pathans, agrees that under the Shariah law that allows
marriage on attaining puberty, their wedding is valid, but adds that it is the
first such case in their memory.On June 22, around 11 pm, the couple are said
to have summoned a maulvi from a neighbouring village to conduct the nikah. The
maulvi was known to them as he held classes in the village. The next day, the
girl’s father lodged an FIR against 20-year-old, his father and their
neighbours, under IPC sections covering kidnapping and inducement of a woman to
compel marriage. Sub-Inspector Shailendra Yadav, Investigating the case, says,
“We produced the girl before a magistrate. She refused to go back to her family
and, since she was a minor, she was sent to the Nari Niketan on July 3 on the
orders of the magistrate.”Youth went to the high court, alleging that the girl
was being detained against her will. “After the court rejected their plea
saying the girl is a minor, they approached the Supreme Court,” S-I says. As
per general law, a girl has to be at least 18 and the groom 21 to be eligible
for marriage. Senior advocate and AIMPLB secretary Zafaryab Jilani says, “If a
girl and boy are minors, then the consent of parents is required. But if they
are major, then they can decide to continue or end their marriage. However, the
definition of ‘major’ or being ‘baalig’ is different here (in Muslim law) as it
is linked to puberty.”Cases like these arise when a marriage takes place without
the consent of parents, Jilani says, adding that whenever these have been taken
to court, it has generally ruled in favour of the girl. In tears, the girl’s

area in accordance with a US-brokered deal after Turkey allows the evacuation

Syria. Redur Khalil, a senior official of the Kurdish-led SDF, said the plan
for evacuation from the town of Ras al-Ain was set for Sunday if there were no
delays.SDF largely consists of fighters from the Kurdish YPG, a group Ankara
considers "terrorists" linked to Kurdish separatists on its soil. A
five-day ceasefire, reached in negotiations between Turkish President Recep
Tayyip Erdogan and US Vice President Mike Pence, was largely holding along
Turkey's border with Syria on Saturday, despite accusations of violations from
Turkish-allied forces and Kurdish fighters.According to the deal, Turkey agreed
to give Kurdish forces 120 hours to pull back from the Turkey-Syria border to

do so,” Gove, minister in charge of no-deal Brexit preparations, told Sky
News.“That letter was sent because parliament required it to be sent (..) but

Sunday opened fire on hundreds of Muslims protesting against an alleged
blasphemous Facebook post by a Hindu man. Violence erupted in the morning after
hundreds of Muslims gathered in southwestern Bhola district, 116 kilometers
from Dhaka, for a protest rally under the banner of ‘Muslim Tawhidi Janata’,
demanding action against the Hindu man for his social media comments against
Prophet Mohammed. Hindu man, who is in
police’s protective custody, has denied making the comment, saying his Facebook
account had been hacked. Following a complaint by him, police detained three
people for allegedly hacking his Facebook account. According to reports,
village elders were holding a meeting with local authorities on Sunday to try
to defuse the tensions that began on Friday after the Facebook post went viral.
But the protesters started attacking security officials, prompting them to
