Bharat Bandh: 4 Killed in MP, 2 in UP as Dalit
Protests Turn Violent against SC ruling on SC/ST Act
New Delhi: A nationwide bandh (shutdown) by
various Dalit organisations which was called to protest against the Supreme
Court’s ruling on amendments under the Scheduled Castes and Scheduled Tribes
(Prevention of Atrocities) Act 1989 turned violent as 6 people lost their life
in different parts of the country. In mp’s
Gwalior and Morena, four people were killed during the violent protest.A
student leader, identified as Rahul Pathak, died in firing in Morena district,
SDM Umesh Shukla told PTI. Pathak was allegedly shot during protests by
agitators and he succumbed to injuries en route to hospital, he said. Two protesters
were killed in Gwalior and one in Bhind. Several policemen were also wounded. Addressing
media, IG (law &order), MP confirmed the casualties and said,”4 people have
died, can’t confirm number of people injured as yet. Police officials have also
got injured. Police is still on field and is trying to restore peace, once
that’s done we’ll file cases and begin inquiry on people who’ve caused
disruption.” Meanwhile in UP , one person was killed and another left
injured during firing by protesters in
Muzaffarnagar district. A new born baby who was on his way to Sadar hospital
from Mehnar PHC in Hajipuralso lost his life due to the ongoing protest across
the country. Reports claimed that the ambulance of the child got stuck in a jam
due to the bharat bandh, following which he could not survive and died before
reaching Sadar hospital.On the other hand, in wake of the Bharat Bandh call,
CBSE postponed exams of class 10 and 12 students scheduled for April
2.Initially, Bharat Bandh call was given by Dalit group Sanvidhaan Bachao
Sangharash Committee and later was backed by All India Adi Dharam Mission and
All India Adi Dharam Sadhu Samaj.BSP supremo Mayawati also extended her party’s
support to the protests saying,”I support the protest against SC/ST Act. I have
got to know that some people spread violence during the protests, I strongly
condemn it. Our party is not behind the violence during the protests.” However,

New Delhi: Centre on Monday filed a review
petition in the Supreme Court against its verdict that laid down stringent
‘safeguards’ before registering a case under Act. Union Law Minister Ravi
Shankar Prasad said the Govt will argue
the matter with full authority in the top court and appeal for reconsideration.“Today,
we have filed a review petition in the Supreme Court. On behalf of Ministry of
Social Justice and Empowerment, every comprehensive review has been filed and
the Govt , with due respect, does not agree with the reasoning given by the top
court,”minister told reporters. He added, “Surely senior lawyers of the Govt in
the SC will argue this matter with all their legal preparations and authority
that this judgment needs to be reconsidered.”While stating that the Govt and
BJP were committed to the welfare of the SCs and STs, the minister said, “It is
also important to note that the Govt was not a party in the proceedings at

son was killed in Asansol clashes
Asansol: Fearing that innocent people might be
booked, the imam, who lost his 16-year-old son in the Asansol riots three days
ago and stopped local Muslims from retaliating, has decided not to name any
suspect before the police.Imam of Nurani Mosque, Moulana Imdadul Rashidi, has
made headlines by emerging as a messenger of peace in Asansol. The body of his
son, Sibtullah, was recovered on Wednesday.“I did not witness my son’s murder.
He disappeared after the riots broke out in Asansol and I filed a missing
complaint with the police. Police started a case of homicide after his body was
identified 4 days ago,” Imam told HT.“I have decided not to name anyone as
suspect in my son’s murder since I was not a witness. I cannot let any innocent
person land in trouble. Let the police investigate and find out who is guilty,”
Rashidi said. Speaking to HT in the mosque premises after the zohar (afternoon)
namaz, Rashidi said some of his people are misinterpreting his views as his
reluctance to cooperate in the investigation. “Let them speculate. My stand is
justified,” he said.After Sibtullah’s body was recovered, Rashidi displayed
great courage and resilience by calming down an agitated Muslim mob that was
baying for blood. He even announced that he would leave Asansol for good if his
followers resorted to violence. He even offered sermons after last Friday’s
prayer and told people to maintain peace in Asansol.“I have lost my son. But
that cannot be the reason for peace being disturbed and people of two
communities killing each other. Anyone who fears Allah and loves Allah cannot call
for revenge. Forgiving is a lesson of Islam,” said the imam. He had no regrets
that the team of BJP MPs that visited Asansol on Sunday did not come to his
neighbourhood. “If they do not want to come here it is their wish. If anyone
comes to meet me I will meet him. But I will not allow anyone to gain political
mileage through such meetings,” he said.Meanwhile, inspired by Rashidi’s
sermon, local Muslim youths have started guarding shops and property belonging
to the handful of Hindu families that reside at Shitla Dangal area where Nurani
mosque is located.“After Sibtullah’s body was found some youths got furious.
But we calmed them down. Not a single house, shop or the lone Shiva temple was
attacked,” said Mehtab Alam, a local resident and an avid follower of

Asansol: West Bengal Governor visits riot
areas, stays off Muslim localities
WEST Bengal Governor Keshari Nath Tripathi on
Saturday visited the riot-affected areas of Asansol and Ranigunj, meeting
victims and officials. 4-and-a-half-hour tour ended without a halt at any of
the minority-dominated areas, with police officers saying “he never asked to
go” and “if he had, it would have been difficult to take him there”.Asked about
this at a press conference he held after his visit, the Governor did not
reply.In the riots that broke out on March 26, a day after Ram Navami, Mahesh
Mondol and Sibtullah Rashidi were killed in Ranigunj and Asansol in West
Burdwan district respectively, while many people were injured. Over a dozen
houses were burnt and shops ransacked. The state Govt had earlier dissuaded
Tripathi from visiting the riot-hit areas a day after the violence. At his
press conference at the Asansol Circuit House, the Governor said he had talked
to IGP, district magistrate and officials to get an update and was satisfied
with what he had been told. “I have come here with a message of peace and I
appeal to all the people to be in harmony and respect each other,” Tripathi
said.“Everybody should respect each other’s religious festivals.” Tarik Anwar,
a schoolteacher of Muslim-dominated Chelidanga that saw clashes, said, “We
heard that the Governor was coming. We expected him to meet us. He is the head
of the Govt , not any community. He came so close but did not visit our areas.
At least he should have visited the imam who lost his child.”Sibtullah, who was
killed, lived near a chowk in Asansol that Tripathi visited.Nadim Reza, 16,
also from Chelidanga, said, “My friends and I wanted to tell him that we
couldn’t appear for our higher secondary examinations because of the current
situation, that if he could do something to allow us a re-test. We had studied
hard. There are around 200 students who could not take the exam.”“We do not
know why, but our respected governor did not visit any minority areas in
Asansol. We expected he would come and listen to us too,” said Md Nasim Ansari,

UP: One killed in communal clash in Fatehpur
over disputed land
Lucknow:Security in Nai Basti area of Fatehpur
district was increased after a 45-year-old man was killed in a clash between
two communities over a disputed land, on Sunday evening. No one has been
arrested so far.Fatehpur SP Rahul Raj said the issue flared up around 6.30 pm
after a group called in revenue officials to measure the disputed land. SP Raj
said some Hindus claimed it was a place to keep their animals, while some
Muslims claimed it was a kabaristan (cemetery). He couldn’t confirm who called
in the revenue officials.When the revenue officials were measuring the land,
people from both communities arrived at the spot and entered into
arguments.“They started throwing stones on each other. In the ruckus, someone
opened fire. A bullet hit Ram Narayan Yadav and he died. His brother Ram Singh
too was hit by a brick. Irked over it, some Hindus set four motorcycles
ablaze,” said SP Raj.CM also announced an ex-gratia of Rs 20 lakh to the next
kin of deceased. ASP, Fatehpur, Vinod Kumar said, local residents protested
demanding arrest of the accused. He added that the police were still in the

Muslim couple made to chant ‘Jai Shri Ram’
Kolkata: “My only fault was that I am a Muslim
and I entered a Hindu-dominated area,” Abul Bashar, 67, who is blind and begs for
a living, said Sunday. Bashar and his wife Bedana Bibi, 61, also blind, were
forced to chant “Jai Shri Ram” and “Jai Maa Tara” — and allegedly assaulted —
by a group at Chitadanga area of Andal in West Bengal’s West Burdwan district.
A video of Bashar being forced to chant the words has gone viral. It was not
immediately clear whether anyone in the group belonged to any Hindu
outfit.Bashar said this happened Tuesday. The day before, communal clashes
broke out in Raniganj and Asansol, in the same district. Andal is 32 km from
Asansol and 18 km from Raniganj. Bashar says he did not know of the clashes
when he went out to beg. “We go to various places in Birbhum and Burdwan. In
Andal, some people came and snatched my cap. They said they will kill us
because we are Muslims and had entered a Hindu-dominated area.Then they started
beating me and my wife. My wife begged for my life and pleaded that we will
never come to this area if they let us go. But they did not listen,” Bashar
said.He added: “I told them that we are blind and we had gone there to beg and
not to cause any trouble. Rather than let us go, they asked us to chant ‘Jai
Shri Ram’ and ‘Jai Maa Tara’. I told them that Bhagwan and Allah are the same
and people have the right to freedom of religion. I asked them why they were
forcing us to chant Jai Shri Ram. As we feared for our lives, I agreed to do
what they wanted,” Bashar said over the phone.In the video, voices are heard
asking Bashar to chant the words. He is seen holding a saffron flag with “Om” written
on it as he chants. “I had no idea of the previous day’s communal violence. Had
I known,I would have avoided that area. I have earned my living through begging

The post-mortem examination of former CBI
Judge Brijgopal Harkishan Loya at Nagpur’s Govt Medical College was “directed”
by a doctor who has until now managed to keep his name out of all medical and
court documents related to the case, a report in The Caravan has alleged.At the
time of his death on Dec.1, 2014, Judge Loya was handling the Sohrabuddin
Sheikh case, in which BJP National President Amit Shah was an accused.
Suspicions about whether Loya’s death was natural were raised after The Caravan
published a report in Nov.2017. A Supreme Court bench of CJI Dipak Misra and
justices AM Khanvilkar and DY Chandrachud is now hearing petitions demanding an
independent probe into Loya’s death. Maharashtra govt, however, maintains that
the media reports questioning the circumstances of Judge Loya’s death were
“blatantly incorrect and imaginary”.However, a new investigation by The Caravan
magazine has now alleged that while official records showed Loya’s post-mortem
was conducted by Dr NK Tumram, who was a lecturer in the forensic medicine
department of the Govt Medical College
at the time, it was led by a Dr Makarand Vyawahare, then a professor in the
dept. Vyawahare was later investigated by the institution for manipulating
several other post-mortems, the report said.Vyawahare is the brother-in-law of
Sudhir Mungantiwar – finance minister in BJP govt in Maharashtra. He is also a
member of the powerful Maharashtra Medical Council and is currently the head of
the forensic department at another institution in Nagpur. Magazine’s report is
based on the testimonies of 14 current and ex-employees of the hospital,
including some people who had direct knowledge of Loya’s autopsy. All their
statements point to Vyawahare’s role in dictating what should be included in
Loya’s post-mortem report.One employee claimed there was an injury “on the

Communal tension in Surat for 3rd day
Surat: For the third consecutive day, tension
gripped the city after Udhna and Amroli when groups belonging to two different
communities came face to face with each other at Limbayat in the early hours of
Sunday.There was tension in the area after few men in a procession being taken
out to mark Hanuman Jayanti climbed on the wall of a mosque with flags in their
hands. Trouble started after locals decided to take out a procession in
Limbayat at around 8pm on Saturday. The procession stopped near Mecca Mosque
where many youths began to dance to film music being played on high frequency
sound system.Meanwhile, 2 men from the procession climbed on to the wall of the
mosque and started to dance there while others with swords and flags in their
hands cheered them on. The duo got down from the wall when the procession
stared to move ahead.Entire incident was captured on CCTV camera installed in
the area where now heavy police security has been deployed.“We have arrested 28
people who were involved in the incident at Limbayat. Police security has been
tightened in the area. I have cautioned the officers to ensure peaceful situation
in the locality,”city police commissioner Satish Sharma said. Meanwhile, a
rumour began making rounds that some people had damaged the minarets of the
mosque. Police immediately called some community leaders for inspection but
they were attacked by a group of local residents. Police have booked Sagar
Dogre, who had taken out the procession without police permission in

imposed curfew-like restrictions in areas under 7 police stations in Srinagar.
There were strict restrictions on the movement of vehicles in Shopian and
Kulgam. Security personnel were deployed in large numbers in the areas that
were civilians were injured in the clashes on Sunday.Separatists had called for
a shutdown on Monday, which affected the normal life. All educational
institutes, markets, banks and petrol pumps remained closed. There was skeletal
traffic on the roads. At many places security forces barricaded the routes with
concertina wires and police vehicles in the city. Meanwhile, separatist JKLF
chief Yasin Malik was arrested on Monday morning. Other senior separatist
leaders, including Syed Ali Geelani and Mirwaiz Umar Farooq, were placed under
house arrest.There were reports of protests on the campus of Kashmir University
by the students.However, no violence was reported there. A traders’ body, Kashmir

critically injured in alleged firing on protesters, succumbed at a hospital in
Srinagar, sources said.2 civilians identified as Zubair Bhat and Mehraj Bhat
were killed in Kachdoora encounter where hundreds of locals even from adjoining
villages marched towards the encounter site to help the trapped militants in
breaking the cordon. Clashes broke out when forces tried to stop them with at

On the second floor of Srinagar’s Shri
Maharaja Hari Singh Hospital, Naaza Shah sat in a corner outside the emergency
operation theatre unsure of her son’s future. Basit, a Class X student from
Shopian, wept quietly in another corner waiting to hear if his cousin will be
able to see again.On a day when two civilians were among those killed in three
encounters, 34 patients were referred to the hospital from Shopian.Of 34, 33
had pellet injuries, ‘mostly in the eye’, while one was brought with a bullet
injury, medical superintendent Salim Tak said. Alam, 14, lay on a stretcher
outside on the same floor awaiting his turn into the operation theatre and
holding his bandaged left eye in his hand. His neighbour Faahid and a cousin
had rushed him to the district hospital in Shopian after which he was referred
to SMHS. He said Alam was “walking home from the shop and found himself next to
the procession when he was attacked by a shower of pellets.”Next to him, Adil
stood with his eyes fixed towards the OT as his 16-year-old brother was
stretchered in.“We left the darsgah together after we heard that tension was
building up. When he reached the main road, my brother received pellets on the
left side of his body. Both his left arm and left leg were riddled with
pellets.” Adil had not called his parents yet and waited to hear the doctor’s

Kashmiri Pandits and Muslims jointly protested against ‘excesses’ committed by
Security Forces during CASO (Cordon and Search Operation) a few days ago in the
Kashmir Valley.A group of Kashmiri Muslims and Pandits came together on
Thursday at Srinagar’s Pratap Park , carrying placards which read “Harassment
Thy Name is CASO’, Harassment of Pandits, Muslims and Sikhs, We are One’. The
protesters criticised the Govt for
giving a “free hand” to military personnel and allowing them to target
civilians and damage public property during search operations. They said that
they have joined together to raise their voice against the unabated harassment

In Azamgarh, Dalit pradhan seeks justice for
his brother
Azamgarh:For around 6 months now, Dinesh Saroj
of Jiyapur village in Azamgarh of eastern UP has ploughed a lonely furrow,
seeking justice for his dead brother. Ramji Pasi, 32, was gunned down by police
near the Sriramganj Bazar in Gambhirpur on September 14, 2017. Police have
described Pasi as a dreaded criminal with a bounty of ₹15,000.However, Saroj,
Dalit pradhan (headman) of Jiyapur, says his brother was killed in a “fake
encounter”. Over 45 suspected criminals have been killed in alleged police
encounters in the State since Yogi Govt came to power in March 2017. 5 of them
were in Azamgarh.Ramji’s case is one of the 4 that SHRC is looking into after
complaints from families of victims that FIRs of all encounters recorded a
similar sequence of events. According to FIR, Ramji and his partner Rajesh Pasi
were intercepted and surrounded by a special police team and forces from two
police stations who waved at the duo to surrender. However, the two accused
fired at the police who shot back. While constable Vinod Saroj survived a
bullet injury to the left side of his stomach, Ramji was hit by bullets and
later died in hospital.A .32 bore county-made pistol was shown recovered from
him. According to the police, Rajesh Pasi managed to escape from the scene on a
stolen motorbike after taking cover amid a crowd of schoolchildren.Saroj contests
the police account, asking how Rakesh Pasi managed to escape despite being
surrounded while his brother was shot dead. As proof that his brother was
assaulted before being shot, he cites the post-mortem report that said Ramji’s
ribs were fractured. He alleges that police were concocting similar stories to

VHP demands ban on cow slaughter in Tripura,
threatens stir
Agartala: VHP has demanded a ban on cow
slaughter in Tripura and threatened to launch an agitation otherwise.A group of
VHP activists, accompanied by Bajrang Dal workers, staged a protest at South
Joynagar in Tripura West district, which shares a border with Bangladesh. “Cow
slaughtering is done by a section of Bangladeshis who have intruded here in the
Marxist regime. We want this practice to be stopped immediately, or else we
will go for agitation,” said VHP, organisational secretary, Amal
Chakraborty.The protest was withdrawn after the police intervened, but no complaint
was lodged.Soon after, a group of minority community people gathered in front

Launching a scathing attack on the Modi Govt ,
VHP International Working President Praveen Togadia alleged that a conspiracy
was on to build Babri mosque at the Ram Janambhoomi land through the Supreme
Court order. Talking to media in Moradabad on Sunday, Togadia charged BJP Govt at
the Centre with turning a blind eye to a conspiracy being hatched to re-build
Babri mosque at the land belonging to Ram Janambhoomi through the Supreme Court
order.Togadia’s statement is being viewed as an indication that the Hindu
litigants fear losing the land dispute case pending before the Supreme Court.
Unlike the Allahabad High Court, the Apex Court had made it clear in the beginning
that it will treat the case as a land dispute and religious faith will not come

Teesta Setalvad booked for ‘fraudulently’
getting funds worth over Rs 1 cr for NGO
Ahmedabad: Social activist Teesta Setalvad has
been booked for allegedly securing central Govt funds worth Rs 1.4 crore fraudulently for her
NGO Sabrang between 2010 and 2013, the police said Sunday. A case has been filed
against Setalvad and Sabrang trustees by Ahmedabad Crime Branch on Friday night
on the basis of a complaint lodged by her former close associate Raees Khan
Pathan, police said.“We had received a complaint alleging that Setalvad and the
trustees of her NGO, Sabrang Trust, used fraudulent means to get funds of Rs

bodies of 38 of 39 Indians, who went missing in Mosul in June 2014 and whom Govt

make amendment in Awqaf law and passed Waqf amendment act 2013, which has many

Waqf lease system, people would do whatever they wish, but now lease would be

vacate the property, if he doesn’t, legal action could be taken against them

Ahmedabad: Toilet construction adjoining ASI
monument protected mosque stalled
Ahmedabad: After protests from city-based
activists, construction of a toilet adjoining Rani Sipri mosque, a monument
protected by Archaeological Survey of India (ASI), was stalled. The toilet was
allegedly commissioned by Khadia police for its Astodia Police Chowky.
According to Shamshad Pathan, a city-based activist, he came to know about the
issue from two locals. “I was surprised to know about this as any construction
within a radius of 100 metres of the protected monument has to be approved by
ASI.There was no such permission sought in this case. Thus, we decided to take
up the issue with Khadia police and seek answers,” he said.City-based activists
had decided to hold a protest but by Sunday afternoon the workers had started
dismantling the construction.ASI has already filed multiple complaints for

it would not conduct Muslim weddings where dance and music are incorporated

A council member of Douma in Eastern Ghouta has
said reports of a deal to surrender the opposition-controlled town to the

have the Jaish al-Islam rebel group leave Douma for north Syria and hand over
the town to Govt forces.He added, however,that "humanitarian cases"
would be allowed to evacuate on Monday.Earlier on Sunday, Syrian state news
agency had reported that Jaish al-Islam, which controls Douma, the largest city
in Ghouta, had reached a deal with the Syrian Govt to leave for rebel-held areas in northern
Syria. However, Jaish al-Islam has yet to confirm the report and only said on
Saturday that it had agreed to evacuate the wounded to Idlib in northwestern
Syria.Also on Sunday, Hezbollah media said that an agreement had been reached
with the rebel group to evacuate fighters to Jarablus, a town in northern Syria
near the border with Turkey.Jaish al-Islam has been in Russian-brokered negotiations
with Syrian Govt for several days now.Govt has threatened to storm the city if
rebels did not agree to surrender the last patch in the enclave in exchange for

have killed at least 19 pro-Govt fighters in a spate of attacks in eastern
Syria, a monitoring group said on Monday. Britain-based Syrian Observatory for
Human Rights said the attacks over the past 24 hours struck in and around the
town of Albu Kamal, near the border with Iraq.Albu Kamal was a long-time
stronghold of the jihadists that they lost in the face of a Russian-backed
offensive at the end of 2017. Observatory says the group now holds less than 5 %
of territory in Syria, mainly pockets in the deserts of eastern and central
regions.But the group managed to launch a surprise strike in capital Damascus
last month that saw them capture the Qadam district. Observatory said the death
toll among pro-regime fighters in the strike had risen to 116 after more bodies
