PM Modi must speak up, act against
perpetrators of hate crimes against minorities: 67 Retired Civil Servants
New Delhi: Around 70 eminent retired civil
servants of the country have sought from PM Narendra Modi “a clear response”
now and without delay on unchecked violence against minorities in the country.
In an open letter to PM Modi, they have also demanded “immediate and firm
action against the perpetrators of such hate crimes against minorities.”Retired
officers’ letter appeared on Sunday – the day when PM addressed the nation
through his first “Mann Ki Baat” radio program and touched everything but hate
crimes and attacks on minorities. He also remained silent on the recent
widespread mob violence of Karni Sena against a film.The retired civil servants
belonging to different Services and batches expressed their deep concern at the
“continuing incidents of mindless violence in the country, especially those
targeting the minorities, and the lackadaisical response of the law enforcement
machinery to these attacks.”“The killing of Afrazul, a migrant worker from West
Bengal in Rajsamand, Rajasthan, on the 25th Anniversary of the demolition of
the Babri Masjid has deeply shaken each of us. The recording of the brutal act
on video and the circulation of the justification for the killing over the
internet cuts at the roots of an inclusive and pluralistic society drawing its
inspiration from the teachings of Buddha, Mahavira, Ashoka, Akbar, the Sikh
Gurus, Hindu Sages and Gandhi. The violent incidents in Udaipur in support of
the alleged killer are a pointer to how deep the sectarian poison has spread
among the population of this country,” 67 former civil servants wrote in the
joint open letter.They talked about various such incidents that took place in
the last nine months including the killing of dairy farmers Pahlu Khan and
Mohammad Umar in Alwar of Rajasthan and lynching of Junaid in running train in
Haryana.Following massive public outcry against this incident, PM Modi had said
that “killing people in the name of ‘Gau bhakti’ is unacceptable” and asked the
state govts to take action. However, the killings have continued without any
check.Apart from violence, the former civil servants also expressed their deep
concern on “the acceleration of a process of ghettoization through organized
resistance to sale of properties to Muslims, or refusal by owners to have them
as tenants…” They also wrote that the “love-jihad” campaigns of right-wing
Hindu groups are “symptomatic of the efforts by extremist elements of the
majority religion to interfere in the basic constitutional rights of citizens
to enter into marriage with a partner of their choice.” They expressed concern on increasing targeting
of Christians around the observation of Christmas and mentioned some recent
incidents that took place in MP and Rajasthan in December last year.They urged
PM Modi to speak up and act immediately against hate crimes because these
incidents “undermine our Constitutional values and weaken the rule of law to
create a new normal in society.”They also called upon the silent civil society
“to stand up, oppose and publicly condemn the communalization of our society

in festivities, the Indian diaspora on Friday marked their Republic Day by
organising a massive protest against Hindutva attacks on minorities and Dalits
in India. Braving chilly wind and freezing cold weather several activists
gathered outside India House and shouted anti-Hindutva slogans.They carried
large portraits of the victims of Hindutva including Gauri Lankesh, Akhkaq,
Pehlu Khan, Junaid, Rohith Vemula and others along with their names, date and
place of their lynchings. The caption on Justice Loya portrait, however, simply
read: “Who killed Justice Loya?” The protest was organised by rights
organisation South Asia Solidarity Group (SASG). In her speech SASG’s
spokesperson, writer and activist Amrit Wilson said, “We were here last
Saturday in the pouring rain. There were about a thousand of us. We had a
letter for PM and for the President. We were told by the Indian High Commission
that they would not take our letter in. They had instructions from the Indian Govt
to refuse this letter. They don’t have
to take our letter but we are telling the world and the world is watching

the lynchings of Muslims in the name of the cow, to the attack on a school bus
over a film, and Justice Loya's mysterious death, there are more than enough
reasons to conclude that the Indian state is turning into a fascist regime

Govt to push for talaq bill passage in Budget
Session
New Delhi;The Govt will make a fresh push for the passage of the
contentious triple talaq bill in Parliaments Budget Session starting tomorrow
but is likely to meet strong resistance from the Opposition, which had stalled
it in the last session, political leaders here said.The session will open with
the customary address of the president to a joint sitting of the Lok Sabha and
the Rajya Sabha. Following the address by President Ram Nath Kovind, the
economic survey will be tabled in the two Houses.Finance Minister Arun Jaitley
will present the current BJP-led NDA regimes last full-fledged budget on Feb.
1.The first spell of the session will end on February 9. Parliament will meet
again between March 5 and April 6.Besides the triple talaq legislation, Govt is
also likely to make a pitch for the passage of the OBC bill, which seeks to
give a constitutional status to the OBC commission.PTI

returned to Kasganj - where tension had prevailed since Republic Day - after
local residents, traders, political leaders, police officials and local
administration held a peace meeting in the district.The meeting, headed by
Aligarh divisional commissioner Subhas Chandra Sharma, was attended by ADG Agra
zone Ajay Anand, BJP Sadar MLA Devendra Singh Rajput, BJP district president
Purendar Singh Solanki, former Samajwadi party MLA Hasrat Ullah Sherwani,
former Kasganj Nagar Palika chairperson Chaudhary Nural Hasan and traders'

attempted to instigate a particular community by hurling verbal abuse, while
they were hoisting national flag. But police have now identified them and

Sanjeev Gupta said, "Total 112 men have been arrested so far and a
country-made pistol and crude bomb was recovered from the home of accused".According
to police, out of 20 named accused in the murder of Chandan Gupta, 3 were from

youths on motor-bikes were using abusive language and were emphasising to hoist

the violence in the Kasganj town of UP on Friday has denied his son was
associated with Bajrang Dal or any political party and said that no one should
do politics over the death of his son. Chandan Gupta was killed in firing by
some unidentified persons while two youths of minority community sustained
bullet injuries during a clash between groups of two communities here on the
Republic Day. His father Sushil Gupta said he would take part in the Tiranga
yatra every year.“Every year he would take part in the bike rally on Republic
Day. He was not associated with any organization. Main nahi chahta ki mere bete
ki maut per koi rajnaitik rotiyan seken (I don’t want anyone to take political
benefits out of my son’s death),” Chandan’s father told media.When asked if
thinks the incident was spontaneous or planned, he said: “I don’t know if the
incident was spontaneous or pre-planned.It is the job of the administration to

Muzaffarnagar: A clash between members of two
communities over an alleged eve-teasing incident in Sambhalheda village here
left at least eight people injured, police said Sunday. The clash took place
last evening in an area under the Miranpur police station, following which a
case was registered against six people, of whom two were arrested, CO S K S
Partap Singh said.The officer said that a 17-year-old girl was allegedly
harassed by a youth belonging to another community. Members of the girl’s
community confronted them and a clash ensued, he said. They threw stones at
each other and at least eight people, including two women, were injured, he
said. The injured were admitted to a hospital. Security at the village has also

inquiry after a video surfaced in which a Hindu Yuva Vahini (HYV) leader
purportedly made objectionable comments during a Republic Day function in
Bhudhana area on Friday.Referring to “love jihad”, HYV state secretary Nagendra
Tomar was purportedly heard in the video telling his supporters that “if they
take one, then prepare to bring at least 10 (women)”.“Jo mere kunware ladke

UP governor puts efforts to shift
slaughterhouses outside city
Lucknow:UP Governor Ram Naik has promulgated
two ordinances to shift abattoirs outside city limits which will effectively
ban slaughtering of animals within the municipal limits of the urban areas. Govt
had said the slaughterhouses were being
shifted out of cities for the sake of environment and hygiene. On Jan.18 the
state cabinet had approved the draft of the amendment in the Act to shift all
slaughterhouses outside city limits. However, the ordinance allows animal
slaughter within the city for religious purposes.State Govt had forwarded the draft ordinances, Rs Rs UP Nagar
Nigam (Amendment) Bill 2018’’ and the Rs Rs UP Nagar Palika (Amendment) Bill 2018’’ to the
Governor. The municipal corporations (Nagar Nigams) and municipal boards (Nagar
Palikas) were stripped of powers to construct and run slaughterhouses and will

Kashmir tense after Shopian civilian killings
Srinagar: Kashmir valley remained tense on
Sunday, a day after the killing of two civilians in the Army firing in
Shopian.The authorities imposed restrictions in parts of the Valley as
separatists’ shutdown call against the killings. DM, Srinagar, Syed Abid
Rasheed Shah has ordered restrictions under Section 144 “in territorial
jurisdictions of Srinagar’s Khanyar, Rainawari, Nowhatta, Safakadal and MR Gunj
police stations”. Partial restrictions were also imposed in Maisuma and
Kralkhud police stations. “The restrictions have been imposed as a
precautionary measure to avoid any untoward incident,” he said. Train and
internet services were suspended in south Kashmir for the day.Meanwhile, all
shops and business centres remained close in the Valley. There was a thin
traffic on the roads. Separatists leaders, which includes Syed Ali Geelani,
Mirwaiz Umar Farooq and Yasin Malik, had called for a Valley-wide shutdown over
the killings.In Shopian, the 2 civilians, who died when the Army opened fire on
stone-throwing protesters at Ganowpora village on Saturday afternoon, were
buried in their local graveyards in Balpora and Ganowpora villages. Hundreds of

social media in the Kashmir Valley on Sunday when tension was already running
high over the killing of two men by security forces.Authenticity of the
clipping could not be independently verified and the officer was not identified
either, but it appears to have been shot in a hilly place much like Kashmir in
winter. “We were falling for the things like peace. It has been my record
wherever I have gone, there has been bloodshed. So I am not satisfied till

the Valley, senior leaders and legislators of ruling alliance partners PDP and
BJP are learnt to have told J&K CM Mehbooba Mufti that the time is not feasible
for the panchayat elections and the polls should be deferred at least up to
autumn.Opposition NC and the Congress have already said that the situation on
ground is not right to hold the local body polls now.While the Govt had earlier announced Feb.15 as a possible
date, poll notification for that should have been issued on January 17 – it has
not been issued so far. There is also no preparatory activity by state Govt for

the contention that time has come to repeal the controversial AFSPA, which
gives the security forces special rights and immunity in carrying out operations

Supreme Court Justice J. Chelameswar on Sunday
said that though inequality is prevalent in all countries of the world its
prevalence was more in India, adding that equality of all was the keystone of
the Indian Constitution. “Inequality is there in all countries in different
forms and due to various reasons. (But) In this country it is more,” he said
while delivering a lecture. Justice Chelameswar, the second senior-most Judge
of the apex court, said that inequality exists in terms of religion, caste,
language and region and there are historical reasons for the same.He said India
was not the only country where inequality exists. “It is there everywhere, even
in the US, which is seen by many as a heaven on earth and the model of
democracy.” The SC Judge said that the Indian Constitution shows the way on how
to remove inequality.”Equality is the keystone of the Indian Constitution,” he
said pointing out that Articles 14 to 18 of the Constitution direct the Govt to ensure equality in all spheres of life.
“The Constitution is not another book or collection of few articles. It’s an

New Delhi:The names of delegation members
accompanying PM Narendra Modi on his
foreign visits should be disclosed, Chief Information Commissioner R.K. Mathur
has directed the PMO. Mathur rejected the objection by the PMO in disclosing
the information on grounds of “national security”. Deciding two separate cases,
Mathur, however, exempted PMO from disclosing the names of security personnel
and people linked to the security details of the PM .“Commission is of the view
that the name/list of non-Govt persons
[having no connection with the security] who had accompanied the PM on his international visits...should be
provided to the appellant,” he said. The cases came before the Central
Information Commission — the final appellate authority in matters related to
RTI — after applicants Neeraj Sharma and Ayub Ali did not receive a proper
response to their applications seeking details of delegation members
accompanying the PM on his foreign
visits.Mr. Sharma had sought the list of CEOs of private business, owners or
partners, private business officials etc. who accompanied Mr. Modi on his
international visits.Mr. Ali wanted to know the details of monthly expenses of
Mr. Modi’s residence and office; procedure for meeting him; number of meetings
held by the PM with public at his
residence and office; number of electoral public meetings addressed by him and

PM to embark on 4-day visit to Palestine, UAE,
Oman on Feb 9
PM Narendra Modi will embark on a 4-day state
visit to Palestine, Oman and the UAE on Feb. 9, during which he will hold talks
with the leadership in the countries on "matters of mutual
interest".This will be the first-ever visit by an Indian PM to Palestine, and Modi's second visit to UAE
and first to Oman.During the visit, the PM will hold discussions on matters of mutual
interest with their leaders, apart from participating in other events.During
his Palestine visit, the PM will hold a
meeting with Palestinian leader Mahmoud Abbas, who had visited India last May
during which PM Modi had reassured him of India's "unwavering" support
towards the Palestinian cause. During his UAE visit, apart from holding talks

In a significant U-turn on its decision to
drop criminal proceedings against minorities involved in communal cases, the
Congress-led Karnataka Govt has now decided to consider the case of every
“innocent” individual.Defending the move, Home Minister Ramalinga Reddy said
that the earlier order signed by Additional Inspector General of Police
Shivprakash Devraj and sent to 22 Superintendents of Police and Police
Commissioners was withdrawn because of a typographical error which led to some
confusion.He said in the new order “innocent minorities” has been replaced with
innocent persons on Saturday.Deccan Herald quoted Minister Reddy saying,
"The words, 'all innocent minorities', were added by oversight. It should
have been innocent people,'' the Minister said. "It was a clerical mistake
to print the word ‘minorities’. However, the Rajendra Sachar Committee says
there are many innocent minorities on whom false cases have been booked. Though
the reminder (letter) talks about minorities in particular, our Govt is open to all. Any person booked wrongly
during any mob violence, including communal, can approach us, seeking removal

Sunni Students Federation (SKSSF). Ganapati temple at Sudhamma Nagar hosted
Manushya Jaalika, a human chain by SKSSF activists and allocated its flag post
to hoist the national flag.On Jan.25, SKSSF functionaries were in search of a
place where the national flag could be hoisted ahead of forming a human chain.
Manushya Jaalika, a decade-old programme of SKSSF, is aimed at strengthening
communal harmony and celebrating togetherness. Incidentally, federation
functionaries came to notice the flag post of the temple on a street.Following
a request extended by Malabar Muslim Association (MMA) functionary P P Siraj,
temple authorities welcomed their Muslim brothers to hold the programme.
Besides, temple functionaries and priest Pandit Narayana Swami came forward to
attend the programme and join hands for national integration.“Previous years,
the programme was held at premises of MMA mosque. This year, we decided to
shift the location,” said SKSSF Bengaluru district president Aslam Faizy.The
incident, according to Faizy, will help strengthen the relations between the
Muslims and Hindus here. MMA president Dr AA Mohammed hoisted the national

Yemen: Separatists take over govt HQRS in Aden
Yemen's PM Ahmed bin Dagher has accused
separatist forces backed by the UAE of staging a coup in the southern city of
Aden, after they took over Govt HQRS.
"In Aden, legitimacy is being overturned. What is happening in Aden is
very dangerous and affects its security and the stability and unity of
Yemen," Bin Dagher said in a statement on Sunday. PM also called on the Saudi-led military
coalition to intervene in Aden, stressing that the UAE was the
"decision-maker" in the city.
Clashes broke out on Sunday between the army of President Abd-Rabbu
Mansour Hadi, who is supported by Saudi Arabia, and UAE-backed forces seeking
separation from the country's north.
Sunday's clashes unfolded after presidential guard forces blocked
supporters of Yemen's Southern Transitional Council (STC) from holding a sit-in
demonstration. Witnesses said there was heavy security deployment, and that
schools, Govt service buildings and most
shops remained closed. This comes after the internationally recognised Govt of President Hadi banned public gatherings on
Saturday, before an ultimatum given by the separatist movement, which demanded from
Hadi to dismiss his cabinet or face an overthrow.Aidarous al-Zubaidi, leader of
Southern Transitional Council (STC), said Yemen's parliament would be barred
from convening in Aden or anywhere else in southern Yemen unless Hadi replaced PM
Ahmed bin Dagher and his entire cabinet.
Al-Zubaidi accused Hadi's Govt of "rampant corruption" and of
"waging a misinformation campaign against the southern leaders using state
funds".Secessionist leader's announcement underscored rising tensions
between Hadi's Govt, which is supported by Saudi Arabia, and the southern

Turkey urges US to withdraw from Syria's

Turkey has called on the US to withdraw its
military personnel from northern Syria's Manbij region after announcing
Ankara's plan to push Syrian Kurdish fighters from the area, according to local
media.Mevlut Cavusoglu, Turkey's foreign minister, said on Saturday that it was
"necessary for them [US] to immediately withdraw from Manbij" as well
as take "more concrete steps rather than words" to end its support

province, Antalya, Hurriyet reported.The remarks came a day after, according to
the Turkish presidency, US National Security Advisor HR McMaster assured Ankara

to a statement published by the Turkish armed forces on Saturday, about 394
fighters were "neutralised" since the start of the Afrin operation.It

killed in Eastern Ghouta despite ceasefire
Military bombardment and shelling have
continued overnight, killing at least 8 people in the besieged Syrian enclave
of Eastern Ghouta, despite the supposed ceasefire brokered by Russia, according

last 24 hours, the victims were killed following Govt bombardment across

fighting Daesh killed 10 members of the Iraqi security forces and a local
official in an air strike west of Baghdad on Saturday, Reuters reports Iraqi
officials saying. Early investigations indicated that Iraqi forces had called
in an air strike against a local police force in the town of al-Baghdadi, 170
km north-west of Baghdad, assuming that they were militants, military and
security officials said. The local police group hit by the strike had come to
the area without coordinating with an Iraqi army detachment that had been sent
there to arrest an Daseh suspect, an Iraqi military spokesman said in a
statement.The strike was called in after the army detachment arrested the
suspect and withdrew from the area, he added.A spokesman of the US-led international
coalition said all its air strikes are carried out at the request of the Iraqi

Gunmen kill at least 14 Mali soldiers in

Bamako: Unidentified gunmen killed at least 14
soldiers in central Mali, an area targeted by a growing wave of attacks by
Islamist militants, when they overran a military camp early on Saturday, two

of Soumpi, near the southern boundary of Mali's Timbuktu region, came under
attack at around 6 am. "The provisional toll is 14 dead, 17 wounded and

military jail
The former Egyptian chief-of-staff, who
recently announced his bid to run for presidential elections, is being held at
a military prison, according to his lawyer.Lawyer Nasser Amin said on Saturday
