Sohrabuddin's brother claims he wrote to HC
requesting probe into sudden death of CBI judge, got no response
Rubabuddin Sheikh, brother of Sohrabuddin, who
was allegedly shot in a fake encounter by the Gujarat Police in Nov. 2005, had
reportedly written to then Bombay High Court judge Mohit Shah in 2014 asking
for a probe into the sudden death of judge BH Loya, who was presiding over the
Soharabuddin "fake encounter" case. However, he received no response
from Mohit Shah, said a report in Mumbai Mirror on Wednesday. Special CBI judge
Loya, who was hearing the fake encounters case, died in Nagpur on 30 Nov.,
2014, where he was visiting to attend a colleague's daughter's wedding. He was
said to have suffered a heart attack.At the time the incident occurred, Loya
had been hearing the discharge petition filed by key accused in the case, BJP
party president Amit Shah. Within a month of Loya's death, Judge MB Gosavi
cleared Shah of all charges, saying the BJP chief was "implicated"
due to "political reasons". Following this, Rubabuddin wrote to Mohit
Shah asking if the death was entirely due to natural causes, and if there was
any pressure on Loya and his family."Sir, as you are aware, this is an
extremely sensitive matter and many of the accused are police officers and
high-level politicians... I would sincerely request you to institute an inquiry
into the matter of the death of Judge BH Loya, to find out whether it was a
natural death. Also, whether he was under any kind of pressure from anyone.
Hence it is extremely important to conduct an impartial and fair inquiry. I
hope and pray that an independent and time- bound inquiry under the monitoring
of this court is conducted," the letter said.Firstpost rang Justice Shah's
son Sahil, to see if the retired judge wished to issue a statement. "He

report on The Caravan had said Loya's sister Anuradha Biyani and father
Harkishan claimed that the CBI judge was offered a Rs 100 crore bribe by Mohit
Shah in return for a "favourable judgment". Loya was appointed to the
special CBI court in June 2014 after his predecessor, JT Utpat was transferred
within weeks of reprimanding Amit Shah for seeking an exemption from appearing

Supreme court assailing certain provisions of Guidelines for Haj– 2018. The
petition drawn by advocate Haris Beeran and filed through advocate Pallavi
Pratap has raised five major concerns with respect to the new Haj guidelines
published by Haj Committee of India.As per the petition, the guidelines are
contrary to the judgment in Union of India and Others v. Rafique Shaikh Bhikan
and Another. Further, the petitioner has contended that the Haj guidelines were
published by the Haj Committee of India even before the new Haj Policy for

refused to accord urgent hearing on a plea filed by the father of a
Kerala-based woman, who converted to Islam before marrying a Muslim man, that
interaction with the woman be conducted in-camera.A bench comprising Chief
Justice Dipak Misra and Justices A.M. Khanwilkar and D.Y.Chandrachud said that
it will deal with this plea on Nov.27 itself when the woman would be brought
before it for interaction.The counsel for Ashokan K M, the father of the woman,
sought an urgent hearing on his plea saying that it would become infructuous if

Triple talaq: Amending IPC not enough, need
new Muslim law says Bharatiya Muslim Mahila Andolan
New Delhi:Activists who spearheaded the
movement against ‘triple talaq’ maintain that they want nothing less than a
Muslim personal codified law, and that merely amending the Indian Penal Code
(IPC) was not enough. The Centre is considering bringing a legislation in the
winter session of Parliament to put an end to the instantaneous way of divorce
among Muslims, which is still in practice despite the Supreme Court striking it
down.A ministerial committee has been set up to propose a suitable legislation
or amend existing penal provisions, which would make instantaneous triple talaq
an offence, Govt functionaries said
today.“We have been demanding a codified law, a legislative protection. Such a
law will take care of polygamy, nikah halala, minimum age for marriage etc. Our
demand is not to get into IPC, but a new legislation which is comprehensive and
is as per the Quran as well as the Constitution,” said Noorjehan Safia Niaz,
co-founder, Bharatiya Muslim Mahila Andolan (BMMA).“We cannot have piecemeal
legislation. How many more years will women have to wait for a legislation on
nikah halala and polygamy? These are also issues that are linked to each other
and you cannot have separate laws,” Niaz said.Niaz said even if the Govt was planning to have a Uniform Civil Code, it
must first bring a comprehensive Muslim personal law as “it will require a much
wider debate and will take a longer time, in the meantime, Muslim women will
not wait for a long drawn debate”.Zakia Soman, other founder of the BMMA, said
her organisation has already sent a petition to all women parliamentarians,

on Tuesday has gone viral.“The city magistrate has been asked to conduct an

elections. The woman, who identified herself as Saira, later said the women
constables on duty asked her to remove the black burqa, the outer robe worn by
women in some Islamic traditions, which she did.She said she was a BJP worker

for BJP Lead to Protests in Kanpur
Lucknow: Around 55% voting was recorded for
the first phase of municipal body elections till 5pm on Wednesday amid
complaints of EVM malfunctioning and bogus voting in different parts of UP. At
booth number 58 of Tiwaripur ward in Chakeri in Kanpur, voters said that no
matter which button they pressed, votes were being registered for the BJP. They
alleged that they complained to the electoral officer, but voting was not
stopped. As soon as the news spread, workers of opposition parties started
shouting slogans outside the booth. However, authorities said the returning
officer of booth was immediately removed and EVM was also changed after
receiving complaints.A similar incident was reported from Naubasta area of
Kanpur, where voters said that EVM in booth number 66 people was rigged and the
vote was going to BJP despite different buttons being pressed. Soon, protests
broke out and police resorted to lathi-charge to disperse the crowd.In
Gorakhpur, 5 women who were allegedly paid to cast bogus votes were detained.
The women told reporters that they were paid by a person named Anup, who is
still at large. The police refused to comment and said investigations were
ongoing.At ward number 70 in Meerut, many people claimed that their names were
missing from the voter’s list while names of those who were no longer alive
figured on the list. People alleged that most discrepancies in voters’ list
were being reported from Muslim majority areas in the city. Voting was held in
24 districts on Wednesday for the municipal elections. Around 1.09 crore voters
were registered in this phase.

Promises of transparency and EC's limits on
campaign spending have fallen by the wayside in Gujarat as an India Today
investigation found a dark sea of black money might be gushing through the
state for next month's assembly elections. EC has capped expenditure at Rs 28
lakh for each candidate in the fray. Leaders across the political spectrum have
also repeatedly called for "cleaner" politics.But an undercover
investigation by India Today has unravelled a devastating reality -- political
parties riding their luck on hawala cash for Gujarat's high-stake battle.In
their damning confessions caught on tape, some of the state's traditional
diamond couriers called angadias have revealed how political groups have been
using their well-entrenched network to route black money for campaign.Tried and
tested by diamond merchants, angadias have been ferrying gems between Gujarat,
Mumbai and New Delhi for generations. Most of them, in fact, are the backbone
of the industry.But several members of this system disclosed to India Today how
political parties have mobilized their chain to haul unaccounted funds ahead of
Gujarat elections. Ahmedabad's V. Patel Angadia service, one of the state's
leading hawala couriers, admitted that their business has multiplied during current
election season."Cash consignments (we receive) increased from Rs 2-3 lakh
to Rs 15-20 lakh (during this period)," confessed Hitesh Bhai managing the
V. Patel Angadia's office on Ahmedabad's C.G. Road."Which means it's a
turnover of crores every day?" asked an India Today reporter, posing as an
agent of a political party."Yes. This one-and-a-half-month period brings a
windfall for us," Hitesh Bhai answered.Deliveries of cash, he bragged,
have remained undetected by authorities. "We take this risk for higher
profits. But all this has been incident-free so far," the angadia
operative said.Further,he disclosed that some angadia services have become the
trusted hot-spot for corrupt politicians and bureaucrats for hiding their dirty
money."Both politicians and bureaucrats are aware (of what we do). They
all park their money with angadias," said Hitesh Bhai, as he promised to
deliver wads of currency notes to any corner of Gujarat right up to the day
before voting."We will ensure the money is delivered the next day. It will
be delivered a day before (polling). We have done this business already,"
he claimed. "Whatever your money comes to me by the 7th (of Dec), it will
be delivered by the 8th to your destinations."Some of Gujarat's angadia
operators offer solid guarantees for black money transfers, with modest fee in
what appears to be a high-volume, low-margin model of business, India Today's
probe found."When you give us your money, it becomes my responsibility. If
it is not delivered, you can take your cash back from me the very next
day," Hitesh Bhai said.He quoted Rs 1.5 lakh for delivery of Rs 10 crore
in hard cash to any part of Gujarat. "It will be distributed. Whatever
contact person you assign will get the cash," the angadia promised.

case. Salim Khan alias Ramjan of
Gujarpur was the first witness who was examined in connection with the terror
link case, said Public Prosecutor Ajit Patnaik. Salim told the court that he
knew Abdul Rehman. He is a Maulavi by profession and being a preacher of Muslim
religion he used to tour different Madrassas, to propagate Islam. Salim also
told the court that he along with Rehman and some others had set up the
Madrassa at Bilteruan village under Tangi police limits where poor Muslim
children were being imparted education related to Islam free of cost.They had
formed a ‘All Harman Trust’ in 2010 to receive donation for running the
Madrassa, the witness told adding that being chief executive of the trust,
Rehman was receiving all donations.The court recorded statement of the witness

3 terror accused arrested in Calcutta
Calcutta: Police have arrested two Bangladeshi
nationals, believed to have links with a terror outfit in the neighbouring
country, and an Indian associate from outside Chitpore railway station in
Calcutta where they had allegedly met to finalise an arms deal.The arrested
trio were identified as Rizaul Islam alias Sumon, 25, of Kasimnagar in Khulna;
Samsad Mia alias Tanvir alias Tushar Biswas, 26, from Sylhet; and Monotosh Dey
alias Mona da, 46, of Basirhat in Bengal's North 24-Parganas

released after completing 10 years in jail
Thane: Saquib Nachan, 2003 Mulund train bomb
blast convict, was released from the Thane jail at 10.45 am on Wednesday, after
completing his 10 years jail term. Nachan was released 5 months before the
actual term. The period was given him as remission for his good behavior.
"I want to be with my family and focus on the business," said
57-year-old convict after reaching home.Hundreds of people, from the apadgah
village, thronged to meet him. Well wishers including old men, youths and
children greeted 'Saquib Bhai', hugged and shook hands. "I was framed in
this case by the police. They framed many innocent youths as well," Nachan
told TOI.Nachan had surrendered in 2002 Mumbai Central, 2003 Vile Parle and
2003 Mulund train blast cases. The court found him guilty of illegally possessing
an AK-56 rifle and sentenced him to 10 years jail term last year.Nachan has 3
children, 2 sons and a daughter. Some locals feel that 'Saquib Bhai' was framed
in the case since he was doing a lot of social work. "I was booked in
three murder cases in 2002 and have been acquitted in all the cases,"
added Nachan.Food was being prepared for the visitors and some locals and a
youth was distributing sweets to everyone gathered outside Nachan's

Stuck in Manipur jail for 5 years, Rohingyas
seek UN help
Guwahati: Mohammed Hussain was 19 when he was
caught entering India illegally from Myanmar in February 2012.His term expired 6
months later, but Myanmar Govt’s reluctance to accept him and 13 others made
him spend five years more at the central jail in Sajiwa here.Hussain fled
Rawayungdaung village in Myanmar’s Rakhine state when the violence was
sporadic. “I want freedom but I have no place to call home,” he said.He wants
to stay back in India as refugee, as do six others who had crossed over with
him. Among them is Salamatullah, from Alichong in Myanmar’s Buthidaung
district. “They killed my father and six brothers. I wonder if I am lucky to
have survived,” said the 35-year-old, yearning to meet survivors of his family in
Bangladesh.The narrative is similar for seven more Rohingyas caught sneaking in
later. They want to be either sent to Bangladesh, where they can hope to meet
whoever survived the carnage in Myanmar, or taken to a refugee camp in
Delhi.“The Manipur-based Human Rights Law Network has helped us register our
jailed brethren in Imphal with the United Nations High Commissioner for
Refugees here, but things are moving slow. We have been told to wait till the
Supreme Court gives a decision in a case related to the refugees,” Nizamuddin,
chairman of Rohingya Refugee Committee told HT from New Delhi.Nizamuddin said
there are about 17,000 UNHCR-registered Rohingya refugees in India, including
some 2,200 in various jails such as Sajiwa.“I am not sure how the Indian Govt got the 40,000 figure, making our case more
complicated,” he said.Officials in Manipur said they would be more than happy

Centre to reimburse J-K Govt for relief to

New Delhi: The ministry of home affairs (MHA)
has decided to reimburse the expenditure incurred by J&K Govt in providing relief to people affected due to
cross-border firing and ceasefire violations.Ministry sources said the new
initiative will provide relief to those suffering losses in terms of damaged
house, agriculture and livestock and the rates will be accorded as per
guidelines of National Disaster Response Force.HT
Martyrs’ widows don’t need to marry bro-in-law
for benefits: Defence Ministry to do away condition
In a major relief to widows of martyrs, Defence
Ministry on Tuesday decided to do away with a condition that they have to marry
the deceased’s brother for being eligible to receive gallantry awards monetary
allowance. Ministry has now decided that the widow can now marry any one and
will still get all the dues, including allowance, till her death.Terming it as
a major step to remove a “regressive” rule, officials said as per the existing
norms, a widow is not entitled to the allowance and other benefits if she
remarried or died. However, if she marries the brother of her deceased husband
and “lives a communal life with the living eligible heir,” the woman are
entitled for family pension.Defence Ministry in a statement said it decided to
scrap the present criteria after several representations to remove the
condition of the widow’s remarriage with the late husband’s brother for
continuation of monetary allowance.The revised condition states that the
allowance shall be admissible to the recipient of the award and on his death to
his widow lawfully married by a valid ceremony. The widow will continue to

Thousands of farmers returning to Kolhapur in
Maharashtra, after attending a rally in New Delhi on Monday, ended up in MP
after the train they were on travelled 160 km in the wrong direction, News18
reported.Railways had booked the Swabhimani Express for farmers from All India
Kisan Sangharsh Coordination Committee, who on Monday attended a demonstration
at Jantar Mantar demanding of debt relief and better support price for their
produce, NDTV reported.The train left Delhi late on Tuesday night and
reportedly got diverted to the wrong tracks at the Mathura station. Instead of
taking the Western Railway route, it ended up on the Central Railway tracks. By

Himachal: Miscreants steal from masjid,
vandalize Quran
Dharamshala: After a Quran was found
desecrated near a Masjid in Sarol area of Chamba district on Tuesday morning,
the district police registered a case against unknown persons for hurting
religious sentiments. Further investigations revealed that the miscreants also
took away with them a sound system and a few other things from the Muslim's
religious centre.SP Virender Tomar told that the incident took place on Monday
night when some people stole things from Masjid — while Quran was found missing
from the spot. The incident was discovered by the people on Tuesday when they
visited masjid. They found the religious book tattered in bushes after which
the police was informed."We have registered a case against the unknown
persons and further investigations are going on," said Tomar. There is

Hyderabad: Questioning the petitioner on what
was the difficulty if the state Govt desired to digitalise records of Wakf land,
the Hyderabad High Court on Tuesday asked the Govt to file counter affidavit on a PIL challenging
the sealing the office of Telangana State Wakf Board. A division bench
comprising Acting Chief Justice Ramesh Ranganathan and Justice G Shyam Prasad
was dealing with a PIL by city advocate M.A.K. Mukheed challenging the sealing
of the Board office and seizing records.Advocate-General D. Prakash Reddy, said
only four rooms where the land records were stored were sealed, and the other
eight are allowed to function. Mr Muqeeth Qureshi senior counsel appearing for
the petitioner submitted that the Wakf office could not function due to

Habibullah Basha, doyen of Madras Bar, dies
aged 84
Chennai: Habibullah Basha, one of the finest
jurists belonging to the famed Madras Bar, died in Chennai on Wednesday due to
age-related illnesses. He was 84.The senior lawyer was known for his
philanthropy. Basha was a founder-director of Apollo Hospitals and was patron
of several service and charitable organisations.
Puducherry: Govt to consider interest free

examine the proposal to provide interest free loans to minorities.Participating
in the Minorities Day function here, Minister said he would discuss with CM and Minister for Minority Affairs to
facilitate loans without interests for minorities.He added that several schemes
have not reached the public due to the fund crunch the Union Territory has been
facing over the past one year. “Problems have increased due to demonetisation

Ex-Bangladesh Jamaat Islami MP, 5 others
sentenced to death 1971 war crimes case

Crimes Tribunal,Bangladesh (ICT,B) on Wednesday sentenced 6 people of Gaibandha
to death for committing crimes against humanity during the Liberation War in
1971, reports UNB.With Abdul Latif in the dock, the 3-member tribunal led by
judge Md Shahinur Islam pronounced the judgment at 11:45am. The 6 convicts are Bangladesh
Jamaat Islami leader and former lawmaker
Abdul Aziz, Md Ruhul Amin alias Monju, Md Abdul Latif, Abu Muslim Mohammad Ali,
Md Nazmul Huda, and Md Abdur Rahim Miah. Among them, only Abdul Latif is now in
jail and the rest is on the run.They were awarded death sentences for two
charges -- 2 and 3 -- out of three charges while imprisonment unto death for
another charge -- number 1.“All three charges brought against them were
proved,” said prosecutor of the case Syed Saidul Haque Sumon.Earlier on 23 Oct.,
the tribunal concluded the hearing of arguments from both sides and kept the

Lebanon’s PM Hariri puts resignation on hold

Lebanese PM Saad al-Hariri said on Wednesday that he was
putting on hold the unexpected resignation he had announced on Nov. 4 while on
a visit to Saudi Arabia, the BBC reported.The temporary suspension of the
resignation came after Hariri finally returned to Lebanon on Tuesday night and
met President Michel Aoun. He denied speculation that Saudi Arabia had forced
him to step down from the post and had detained him.President Aoun had earlier
not accepted Hariri’s resignation and asked him to resign in person, fearing
that the announcement may have been made under pressure from Saudi Arabia.
