Dehradun:Under flak over
the decision on namaz break, the Harish Rawat govt has said state employees, irrespective of
their religion, caste and creed, will be allowed “special short breaks” to
offer prayers during their festivals if they make a request for it. “A decision
has been taken to allow special short breaks to state employees of all
communities, creeds and castes for prayers, religious occasions and festivals.
It will be given only if they make a request,” media advisor to the CM Surendra Kumar said in a statement.“CM took
the decision in view of the spurt in demands for holidays by state employees
belonging to different religions and communities on festivals and religious
occasions,” he said.The announcement came two days after the state cabinet
allowed a two-hour break for govt staff

Mumbai:After the Madras high
Court put a ban on ‘Sharia courts’ functioning from various mosques across
Tamil Nadu, the Haji Ali petitioner Noorjehan Safia Niaz on Tuesday cited a
Supreme Court judgement which pronounced that one cannot ban all ‘Sharia
courts’ that have a legal existence. “There is a Supreme Court judgement that
says that you cannot ban all the Sharia courts that exist and have a legal
existence. SC has also said that any decision taken by the Sharia court will
not be binding and they can be challenged in the regular court of law. But the
fact that they are legal, the SC has already passed the judgment few years

Kochi:Kerala High Court has
observed that the objectionable materials included in the textbooks seized from
Peace International School were unacceptable to a secular society. The court made the observation while granting
bail to accused Dawood Vaid, Sahil Syed and Sameed Ahammed Shaik, natives of
Nerul in Navi-Mumbai who published the textbooks. “It is not known whether the
school has recognition from the CBSE. Though several portions of the textbooks
were referred to in the prosecution records, one item the court has found
really objectionable is the content under ‘activity’ - which is meant to teach
children how to become a Muslim. There is no doubt that it is highly
objectionable, and cannot be accepted/ tolerated in a secular society,”
observed the court. It also pointed out that it was not the right way to
teach/preach Islam. “When anything wrong, communal or non-secular is done or
taught in institutions, even as part of religious studies, the authorities
would have to take appropriate action including cancellation of the
institution’s affiliation, said, the court, adding, “The case diary contains a
report by the District Educational Office, which indicates that the textbooks
were being taught as part of ‘secular curriculum’.”“There is no doubt that such

appeals in Naroda Patiya riot case
Ahmedabad: The Gujarat High
Court has started hearing appeals in the 2002 Naroda Patiya case, including
those filed by former BJP minister Maya Kodnani and Bajrang Dal leader Babu
Bajrangi. Defence lawyers started arguments before the division bench of
justices Harsha Devani and AS Supehia. While Kodnani, Bajrangi and other
convicts have challenged the verdict of the trial court, the Supreme Court-
appointed SIT has filed appeals against acquittals of 29 accused. It has also
sought enhanced punishment for some of the convicts.The hearing is likely to be
conducted on a daily basis. Last month, Justice Akil Kureshi had recused
himself after which the case was transferred to the present bench. Before that,
Justices M R Shah, KS Jhaveri, G B Shah, Sonia Gokani and RH Shukla had recused
themselves from the matter. Also, in April 2015, the apex court had stayed the
proceedings after SIT complained that Justice RR Tripathi of the HC was hearing
only Kodnani's appeal expeditiously. Tripathi retired and the case went to
another division bench. 97 people belonging to the minority community were
killed by a mob during a riot in Naroda Patiya area of Ahmedabad on Feb.28,

New Delhi: In a step towards defining the contours of
freedom of speech for online chat groups, the Delhi High Court has held that
administrators of WhatsApp, Telegram and similar social networking services
cannot be held guilty of defamation if the members of the group post libellous
and obscene messages. Dismissing a defamation case filed against the
administrator of a chat group, a single-judge bench of Justice Rajiv Sahai
Endlaw said:“I am unable to understand as to how the administrator of a group
can be held liable for defamation, even if any, by the statements made by a
member of the group. To make an administrator of an online platform liable for
defamation would be like making the manufacturer of the newsprint on which
defamatory statements are published liable for defamation.”The judge pointed
out that the group administrators are not required to, or empowered to, filter
all the messages before they are posted. “It is not as if without the
administrator’s approval of each of the statements, the statements cannot be
posted by any of the members of the group on the said platform,” said the

Monday opposed in Delhi High Court a plea seeking initiation of perjury
proceedings against former JNUSU President Kanhaiya Kumar and a JNU professor,
saying there was no material to substantiate the allegation that they had filed
false affidavits along with the bail plea of the student leader in a sedition
case. Justice S P Garg was informed by investigating officer (IO) that the
court on August 11 had already dismissed pleas to cancel interim bail of
Kanhaiya in the sedition case on the ground that nothing was shown that the

Varanasi:In PM Narendra Modi’s political base of Varanasi,
Hinduism’s holiest city, weaver Zainul Abedin stares at the uneven mud floor of
his home. Behind him, more than a dozen handlooms lie idle. Abedin is part of
the collateral damage of Modi’s Nov.8 decision to ban high-value currency notes,
effectively cancelling 86% of cash in circulation. The move was designed to
stifle corruption and tax evasion, but many of the hardest-hit are workers in
India’s vast and intricate informal economy —small businesses, shops, drivers
and countless other basic industries and services that employ more than 90 % of
Indian workers.Most are poor like Abedin, who earns Rs 250 a day, but
collectively they account for almost half the economy. That’s some $1 trillion,
or more than the GDP of Indonesia. “Modi’s cash ban has broken our backs,” said

Ahmedabad: People furious
over lack of cash in banks on Monday attacked bank branches in two districts of
Gujarat, the authorities said.A mob locked up the State Bank of India and Dena
Bank branches in Samadhiyala village in Amreli district in Saurashtra region
after hundreds waiting in long queues were told the banks had no cash to
give.Most of the people were farmers, witnesses said.In Surendranagar district,
mobs attacked some bank branches and damaged their doors and windows after they
were found to have been kept closed for the third consecutive day since
Saturday.The bank authorities said there was no meaning of opening the branches
as no cash had reached the branches on Monday.IANS

Chennai:Unable to bear
losses in business following the demonetisation policy, a gold jewellery
craftsman allegedly committed suicide in Coimbatore.Muruganantham ran a
jewellery workshop and specialised in making gold chains. A few craftsmen
worked under him. After govt demonetised
Rs 500 and Rs 1000 currency notes, Muruganantham's business took a hit. Most of
his clients, from whom he owed money, could not pay him back in new currency.
Number of client requests also reduced drastically. Facing a severe cash
crunch, Muruganantham could not pay wages to the craftsmen. His family members
said he often complained to them about not getting enough orders to sustain his
workshop.

Khan, the 28-year-old wife of Yasin Bhatkal who was sentenced to death on
Monday for his role in 2013 Hyderabad twin blasts, is suspicious of
late-evening knocks at her door. Understandably, therefore, when Mail Today
team sought permission to enter her house at Abul Fazl Enclave in South-East
Delhi, her first reaction was to slam shut the doors and switch off all lights
inside.When Mail Today broke the news of death penalty to her husband, Zahida
first expressed shock, then self-pity. "Leave me alone," she pleaded.
A few minutes later, Zahida opened up to share her plight. "I am running
out of cash and all the children are dying slowly because of hunger. My eldest
daughter is running high fever. No one is here to take care of us. Instead,
everyone comes to bring more trouble. Please let us live in isolation. We don't
belong to this world," she said, amid frequent intervals. Zahida takes
care of ten children. Some of them belong to her and Bhatkal. She is convinced
that her husband is not a terrorist. "He is innocent. Don't do injustice
with him and us," she said, her voice breaking.Zahida said she is unaware
about any progress in the case. She also claimed that the security agencies who
often approach her after Bhatkal's arrest, have not told her where her husband
is lodged.She has no regular source of income and often has to make ends meet
on charity. If the situation remains the same, she said, she may have to kill
all her children before ending her life. "I am not earning anything. I
lost my job as people have stopped sending their kids to my house to learn
Urdu, because I am Yasin Bhatkal's wife. I am fed up since our residential

proposed an authority to check legitimacy of terror-related cases filed against
those from the minority community."The authority is being mooted after
reports that the investigative agencies have been increasingly misusing under
UAPA over years, largely targeting members of minority community'' said home
minister G Parameshwara at an event for the minority community. He said the
proposed minority is being planned on a petition from the state's minority
commission. Any cases filed under UAPA will first referred to the proposed
authority before handing over to the investigation agency, he added.He said the

Shaikh alleged he had suffered a bullet wound through his left eye.The area
remained tense following the death of Arshad (in his late 20s) and heavy police
force was deployed there to ensure a peaceful burial procession.In a memorandum
submitted to the police department, Arshad’s brother Munaf demanded that the
policemen attached with the City Police Station, including Inspector MD Puwar,
must be booked for culpable homicide amounting to murder under Section 302 of
IPC. Munaf alleged that policemen cornered Arshad, who had stepped out of his
Yakutpura home on the night of December 8 only to “find out what was

comes after a group of women campaigners won a legal battle on the ban on women

when he entered the exhibition in central Ankara as he was carrying a gun, the
pro-govt Sabah daily said.But after
showing his police ID, he was waved through and allowed to proceed. Hurriyet
daily added that Altintas, who had worked for Ankara’s anti-riot police for the
last two and a half years, had stayed at a nearby hotel to prepare for the
attack.It said Altintas, who was off duty at the time, had put on a suit and
tie and shaved at the hotel before heading to the exhibition centre. He was
