Tablighi Jamaat: Clarify on blacklisting 3,500 foreign nationals, SC
tells govt
The Supreme Court on Monday asked Union Govt to clarify if the
blacklisting of 3,500 foreign nationals from 35 countries in connection with Tablighi
Jamaat gathering amid the lockdown was a blanket directive or care was taken to
hear and decide the merits of each case individually. “What we have here on
record is a press note. It does not say notices were issued, orders were passed
and action was taken on a case-to-case basis. We do not see any individual
orders here. Please take instructions on the stand of Union of India”, Justice
A.M. Khanwilkar addressed Solicitor General Tushar Mehta. The court ordered the
govt to respond on July 2, next date of hearing. 4 writ petitions, including
one by a Thai national who is seven months pregnant, have challenged the
Centre's decision of April 2, by which 960 foreigners were blacklisted and
another subsequent decision on June 4 by which over 2,500 foreign nationals
were blacklisted for 10 years from travelling to India. “No order has been
passed, no notice has been issued. No individual order was given to any single
person in any individual case”, senior advocate CU Singh, appearing for one of
the petitioners, submitted.“There should be an order first, then only action
will follow”, Justice Khanwilkar turned to address Solicitor General. “In
barely 50 words, the impugned decision as reflected in the press release dated
April 2, 2020 has arbitrarily first forfeited the personal liberty of more than
960 foreign nationals, belonging to 35 countries, presently in India, having
entered on valid tourist visas, by merely alleging their involvement in
‘Tablighi Jamaat Activities’ despite the guidelines of Respondent No.1 MHA
placing no bar on attending religious congregations or visiting religious
places”, petitioners said. The decision by its very unilateral nature,
infringed the principle of natural justice, particularly ‘audi alteram partem’
[hear the other side] by blacklisting foreigners present in India without first
granting an opportunity of being heard or notice of any form, and resultantly
depriving the aggrieved foreign nationals of their right of locomotion and
travelling back to the country of their citizenship, Thai woman’s plea said.
The court said Centre “owes an explanation” on why these nationals were still
in the country if their visas had been cancelled. If not cancelled, the
petitions would be thrown out, it observed.The petitions, filed through
advocate Fuzail Ahmad Ayyubi and drafted by advocates Ibad Mushtaq and Ashima
Mandla, contended that en masse blacklisting of over 3,500 foreigners from 35
nations, who were currently in India without affording any opportunity to prima
facie defend themselves, was an egregious and blatant violation of Article 21
of the Constitution.

Maharashtra and Tamil Nadu Govts on Monday extended their state-wide
lockdown till July 31 as coronavirus cases in the two cities touched a new
high. Maharashtra’s cases touched 164,626, while there are 82,275 cases in
Tamil Nadu.In Maharashtra, titled “Mission Begin Again”, guidelines state
movement for non-essential activities will be restricted within the
neighbourhoods in the Mumbai Metropolitan Region. An order issued by Chief
Secretary Ajoy Mehta said private offices can operate with up to 10 % strength
or 10 people whichever is more. CM Uddhav Thackeray Sunday ruled out lifting
lockdown curbs completely beyond June 30, but said more relaxations would be
offered to the people eventually.The Mumbai Police on Sunday said it would will
seize all privately-owned vehicles that are found to have travelled beyond a
2-km radius from the houses of the owners for purposes other than going to
office or availing medical services during emergencies. In Municipal
Corporations of Region including Municipal Corporations of Pune, Solapur,
Aurangabad, Malegaon, Nashik, Dhule, Jalgaon. Akola, Amravati and Nagpur
following activities are permitted with restrictions as specified in the Orders
issued from time to time.
Tamil Nadu Govt on Monday extended the lockdown till July 31 in the
state. The complete lockdown in force in Chennai, Madurai, Kancheepuram,
Tiruvallur and Kancheepuram districts will continue till July 5. All Sundays in
July (July 5, 12, 19 and 26) will be “complete lockdown” across the state.
Nagaland Govt extends lockdown till July 15
Nagaland Govt on Monday extended the lockdown in the state till July 15
to contain the spread of the coronavirus pandemic, a Govt spokesperson said.The
decision to extend the lockdown was taken during the state Cabinet meeting chaired
by CM Neiphiu Rio, Planning and Coordination and Parliamentary Affairs minister
Neiba Kronu, who is also the govt spokesperson on Covid-19, said.
Manipur extends lockdown till July 15
Manipur CM N Biren Singh on Sunday said his Govt decided to extend the
ongoing lockdown for another 15 days from July 1 to 15 in the state, which has
so far reported a total of 1,092 cases.The lockdown was supposed to be lifted
on June 30. Singh also announced that inter-district bus service will be
operational between July 1 and 15 maintaining all COVID-19 safety measures and
no other public transport will ply during this period.

Prices of Essential Goods
A 14-day lockdown in Guwahati came into force on Sunday evening in
order to fight the rising number of coronavirus cases in the city, which the
opposition Congress termed the failure of the Assam health minister.Kamrup
Metropolitan district, under which Guwahati falls, was completely locked down
from 7 pm on Sunday till 6 pm on July 12 with even shops of grocery, meat and

Telangana Home Minister Mohammed Mahmood Ali is currently undergoing treatment
for COVID-19 after he tested positive for the infection late Sunday

infection at a corporate hospital in Jubilee Hills Hyderabad, where he is now

Over 1.70 lakh samples tested in 24 hours, says ICMR
Indian Council of Medical Research (ICMR) said on Monday that in the
past 24 hours, India has tested over 1.70 lakh samples to detect coronavirus
cases. "The total number of samples tested up to 28 June is 83,98,362 of
which 1,70,560 samples were tested yesterday," ICMR said.
With 22 Lakh In Quarantine, "Unlock2" Said To Focus On
Containment Zones
New Delhi: With over 5.5 lakh COVID-19 cases and more than 22 lakh
people in home isolation or quarantine, tightening of the containment strategy
to stop further spread of the infectious virus is likely to be the focus for
"Unlock2", the next phase of the coronavirus lockdown.This means
there are unlikely to be too many relaxations, apart from those already
announced, in guidelines restricting movement of people and resumption of
economic activities.The current phase of the lockdown - "Unlock1" -
came into effect June 1 and ends at midnight Tuesday.In their conversations
with the centre, states experiencing a surge in COVID-19 cases since
"Unlock1" are either opting for an extension of lockdown or are
mounting strict surveillance in containment zones."States that have seen a
major spike in cases are opting for tightening of rules," a senior Home
Ministry official said. Union Home Ministry is the focal point of coronavirus
strategy and is collecting data regarding both positive cases and those in
quarantine. Home Ministry official also said the centre is particularly worried
over people currently in home isolation and who need to be under strict
surveillance to ensure they do not break quarantine. According to ministry data
UP and Maharashtra have contributed over 50 % of the number of people isolated
at home, followed by Gujarat, Chhattisgarh and Odisha. The centre has already
advised these states to step up surveillance in containment zones.

As fuel prices continued to climb, Congress leaders hit the streets on
Monday in several cities across the country demanding rollback of back-to-back
hikes.Party president Sonia Gandhi accused the Govt of extortion for hiking
prices 22 times in last three weeks. In a video message, she said, “I, along
with all Congressmen and others together, demand from the Modi Govt to
immediately roll back the increase in prices of petrol and diesel raised during
this crisis due to the corona pandemic.”“I also urge them to roll back the rise
in excise duty on petrol and diesel since March this year and give this benefit
to the countrymen. This will be a big relief in this period of economic

China approves COVID-19 vaccine developed by its research unit for
military use
China's military has received approval for using a COVID-19 vaccine
jointly developed by its research unit and CanSino Biologics Inc.The approval
for Recombinant Coronavirus Vaccine (Ad5-nCoV) was granted by Health Bureau of
the Logistics Support Department of China's Central Military Commission on June
25, for one year, CanSino Biologics said on Monday.The phase-1 and phase-2
clinical trials of the Ad5-nCoV were conducted in China.Data of clinical trials
showed a good safety profile and high levels of humoral and cellular immune
response, CanSino Biologics said.The overall clinical results indicate that the
Ad5-nCoV has potential to prevent diseases caused by SARS-CoV-2.The use of the
vaccine is currently limited to military use only and its use cannot be
expanded to a broader vaccination range without the approval of the Logistics

China Intrudes 423 Metres Into Indian Territory In Galwan: Satellite
Pics
New Delhi: China's forces in the Galwan Valley have intruded 423 metres
into Indian territory, an incursion which seems to be well ahead of Beijing's
own 1960 Claim Line in the region.High resolution satellite images procured by
NDTV indicate that as of June 25, there were 16 Chinese tents and tarpaulins,
one large shelter and at least 14 vehicles in this 423 metre stretch of Indian
territory.The Chinese claim of 1960 including the exact latitude and longitude
of what Beijing believed to be its boundary in this area has been spelt out in
''Report of the Officials of the Govts of India and People's Republic of China
on Boundary Question.''The document, published by Ministry of External Affairs
in 1960-1961, lists Indian questions and the Chinese responses in talks held
between the 2 sides. In response to an Indian question on the height of some
peaks and location of specific passes, Chinese side lists a series of specific
coordinates of their claim, including in the Galwan river area. According to
this, ''after the alignment passed over the 2 peaks, it went south along the
mountain ridge, where it crossed the Galwan river at Long. 78° 13' E, Lat. 34°
46' N.''
Chinese build-up faces roadblocks in Galwan Valley
The grand deployment of Chinese troops in the Galwan river valley seems
to have been cut-off into several parts due to an overflow into the river,
satellite imagery reviewed by India Today TV shows. High-resolution satellite
imagery, captured by Planet Labs satellites on June 25, 10 days after the
unfortunate brutal combat in the Valley, suggests that the newly-built Chinese
roads have washed away. The imagery also shows the reclaimed area in the
valley, which the Chinese troops created by artificially reducing the width of
the river, has also been filled with water, effectively cutting off rear flank
from middle and forward positions. There are still no signs of a pullback by
China’s People’s Liberation Army (PLA) in the Galwan Valley yet even as the
Indian and Chinese military commanders reached a “consensus to disengage” from
all “friction areas”.

UC Browser Among 59 Chinese Apps Banned By India
New Delhi: Centre blocked 59 apps with Chinese links that included the
hugely popular TikTok and UC Browser today, amid a huge economic backlash
against China following the June 15 clashes at Ladakh in which 20 Indian
soldiers died in action and over 70 were injured. Sources said intelligence
inputs suggested that the apps have been violating the terms of usage,
compromising users privacy, and being used as spyware or malware.In a
statement, the Govt said apps were blocked "in view of information
available they are engaged in activities which is prejudicial to sovereignty
and integrity of India, defence of India, security of state and public
order".The statement from the Ministry of Electronics and Information and
Technology said it had received an "exhaustive recommendation" from
the Indian Cyber Crime Coordination Centre and the Ministry of Home Affairs.The
ministry said it also received representations from people on "security of
data and risk to privacy" regarding certain apps.

conflict: India, China to hold 3rd Corps Commander level meet tomorrow
The third Corps Commander-level meeting between India and China over
the ongoing tensions in Ladakh will be held tomorrow, sources privy to the
development have told India Today. The meeting is likely to begin at 10.30 am. However,
unlike the last two meetings that were held in Moldo on the Chinese side, this
time the meeting will be held in Chushul on the Indian side.Sources say agenda
for the meeting is to take forward the proposals made by both sides to
facilitate a disengagement.All contentious areas during the current standoff
will be discussed during the upcoming meeting to stabilise the situation,
sources said.The last 2 Corps Commander-level meetings between the two sides
were held on June 6 and June 22. Lt Gen Harinder Singh, 14 Corps Commander,

Separatist leader Syed Ali Shah Geelani has announced his decision to
part ways from All Parties Hurriyat Conference. 90-year-old leader was a part
of the Conference since 1993 and was elected as the lifetime chairman in
2003.Geelani has not mentioned the specific reasons for his resignation. “In
view of the present situation, I resign from All Parties Hurriyat Conference,”
Geelani said in an audio message. “I have informed all the constituents of the
Hurriyat about the decision.”Geelani also wrote a detailed letter to the
members of Hurriyat Conference, accusing them of inaction after the govt
scrapped Jammu and Kashmir’s special status under Article 370 in August.
“Despite Govt’s crackdown and restrictions, it was expected from the leadership
which wasn’t put behind the bars, to stand up against govt’s naked oppression
and to lead and give hope to the besieged people of Kashmir,” Geelani wrote.
“Despite being under arrest and restrictions, I tried to find and reach out to
all of you, regularly sent messages to you but all in vain. Even after making
hectic efforts to reach you, I was unable to find you.”“Now that the sword of
accountability is hanging over your heads for the financial and other
irregularities, you thought of calling advisory committee meeting,” Geelani
added in his letter, according to NDTV.Geealani also accused Hurriyat
constituents of hatching “conspiracy and resorting to lies against him” and
establishing ties with Hurriyat chapter in PoK. “Instead of reprimanding them,
you called a meeting in Srinagar and ratified their stand. You people have
become part of the conspiracy and lies,” Geelani wrote. “The lack of discipline
and other shortcomings were ignored and you did not allow a robust
accountability system to be established over the years but today, you have
crossed all limits and indulged in rebellion against the leadership.”In his
letter, Geelani also spoke about the conflict and infighting in Azad Kashmir
chapter of Hurriyat.
J&K police warn people against sharing posts related to arrest of
deceased militant’s mother
J&K Police on Sunday warned people against sharing social media
posts protesting the arrest of a mother of a deceased militant, saying they
will be charged under UAPA. Police described the posts as “anti-national” and
said that sharing them amounted to “glorification of terrorist activities and
threatening and denting image of law enforcement agencies”. This came days
after Naseema Akhtar, a resident of Rampur in Qaimoh area of Kulgam district,
was booked under UAPA for allegedly recruiting 2 militants and arranging arms
and ammunition for them. She is currently lodged at a women’s police station in
Anantnag. Akhtar’s son, Tauseef Sheikh, was killed in an encounter with
military forces in 2018, according to The Quint. She has been also accused of
brandishing an automatic weapon while posing with her son for a photograph,
according to first information report filed at DH Pora police station. The news
of Akhtar’s arrest, along with photograph, is being widely circulated on social
media. Police, however, said that all users uploading the posts have been
identified and will soon be arrested. “Many social media posts have been
generated and shared which have twisted the facts of the matter in order to
cause disturbance of peace and tranquility,” it said. “Police has taken
cognisance of the matter and anyone trying to instigate others through
whatsoever means will be prosecuted against.”

J&K: 3 army porters detained for
‘suspicious’ use of WhatsApp
3 locals working as porters for the army were detained by the security
forces on Monday for using WhatsApp platform in suspicious manner in J&K's
Poonch district.Police sources said three men belonging to Poonch district were
working as porters in an army unit in Bhimber Gali area of Poonch
district."During routine monitoring these persons were found using
WhatsApp in a suspicious manner. "Their use of WhatsApp was treated as
'sensitive' and their numbers were also added in some WhatsApp groups which

Delhi Riots: 11 Muslim, 2 Hindu Places of Worship Damaged Say Cops
In response to queries under RTI, Delhi Police has revealed how many
places of worship were damaged during the Delhi Riots. According to official
figures given by the police, eight mosques, two temples, 2 Madrasas and one
Dargah were damaged during the riots.This data was given by the police in
response to two separate queries filed by Delhi-based RTI activist Yusuf
Naqi.In response to Naqi’s query asking specifically about the number of Muslim
places of worship - mosques, Dargahs and Madrasas - attacked, damaged or burnt,
police said, “As per report of all SHOs/NED, as per available record, 8
mosques, 2 Madrasas & 1 Dargah were damaged in this district".However,
this is different from the figure given by the Delhi Waqf Board, according to
which 19 mosques had been damaged during the riots.Then regarding a query on
Hindu places of worship, the police responded, “as per available record, two
temples were damaged in this district. The police declined to provide the
details of specifically which Muslim and Hindu places of worship were damaged
during the communal violence citing that the information was “sensitive” in
nature.
Delhi: Gun-toting riot accused says got carried away by YouTube
Shahrukh Pathan, who was pictured pointing a pistol at a policeman
during the Delhi riots, got excited after watching a YouTube video on anti-CAA
protests at Maujpur Chowk, his disclosure statement to police has said.
Following this, he joined the protest, pelted stones and fired at police

registration of cases against provocateurs, rioters and police personnel for
their alleged complicity in the riots that took place in northeast Delhi in Feb.
The petitions -- private complaints filed with local magistrates under Section
156 (3) of CrPC – also accuse Delhi Police of shielding rioters.Jami Rizvi, one
such complainant, has sought registration of First Information Report against
BJP leader Kapil Mishra for allegedly using intemperate language to “incite
hatred and enmity against minorities and members of Scheduled Castes and ST”.

New Delhi: Shabeena Amir sits in the corner of her in-laws’ small,
two-room house in Mustafabad, on a single bed with a curtain separating her
from the rest of the family—her parents-in-law, 2 kids and three
brothers-in-law. She usually sits in silence, which is only interrupted by her
sobs. She was not always like this, she says.She is currently observing iddat
(a period of waiting observed by Muslim women after their husband’s death). Her
husband Amir Ali had been killed during Delhi riots. She spends almost all the
24 hours of a day sitting on the same bed, as she cannot go out or meet people
except her own family during this period. “All I think about is my husband… I
never got to say goodbye to him. The last time I saw his body, it had gory
bruises all over,” she says. While Delhi Police say case is still under
investigation, they have pointed to a group on WhatsApp that was apparently
used by those involved in “active rioting”. The police said the group, created
on the intervening night of Feb.25 and 26, had 125 members. 2 members of the
group have joined the investigation, the police.

New Delhi:A month after a 22-year-old student activist of Aligarh
Muslim University, Farhan Zuberi, was detained and charged with sedition by
police in Uttar Pradesh; netizens started a Twitter trend,
#ReleaseFarhanZuberi. They alleged he is being framed for his activism against CAA.Zuberi
was nabbed along with one of his colleagues on May 29 in Mandrak near Aligarh
while he was on way to pick up another colleague in a car. The police filed a
case of sedition, section 124, and attempt to murder, section 307, against him
in connection with the protests and violence on university campus on Dec.15
last year. Police had booked nearly as many as 1,000 students in the case.The
activists say by slapping serious charges on the students and detaining them
the police is criminalising the right of the students to protest. CAA triggered
a wave of peaceful protests in India. Muslim women took to street and began
indefinite sit-ins across the length and breadth of the country demanding
revocation of the “discriminatory” law which critics say goes against the
secular and democratic spirit of the constitution of the country.The protests
were followed by reprisal in the form of large-scale violence in parts of Delhi
unleashed by rightwing Hindutva goons allegedly aided and abetted by the
police.

"It’s commonly known that the BJP is a party driven by Hindutva ideology.
In the Indian context, this means that the party is naturally anti-Muslim. But
I’d like to begin this discussion with a reminder that the party is in equal
measure anti-Dalit Hindu. If we forget this fact, then any discussion of CAA
and NRC will be misleading, as in fact we can already see. We must not forget
how BJP’s wishes to deceive Dalit Hindus by their calls for Hindu unity. CAA is
a useless and innocuous law. It is useless in the sense that it cannot give
Indian citizenship to immigrants residing in India illegally. Especially
Bengali immigrants who have been displaced from their original homeland in East
Pakistan or Bangladesh…they cannot acquire citizenship by fulfilling the
conditions of this Act. In fact, the issue of citizenship applies mostly to
Bengali immigrants. It applies to Hindu or Sikh immigrants from (West) Pakistan
or Afghanistan too, but their numbers are insignificant, and they can acquire
Indian citizenship under this law. It can be said that this law was designed
with these numerically insignificant people in mind. CAA is also an innocuous
law in the sense that it does not actually harm anyone directly. It is not
possible even for Muslims to lose any of their rights, now or in the future,
under this law. It’s not possible for CAA to break the limitation of the
earlier 2014 deadline. Hence it’s incorrect to infer that this law is a
significant step on the way to creating Hindu Raj in India."
Hyderabad: Police book case against anti-Islam Instagram page
Hyderabad: Central Crime Station (CCS) police of Hyderabad on Saturday
booked a case against admin of an Instagram page 'Islam Murdabad'.According to
police, the complaint was filed by one Syed Azmath Hussain, president of TS
Shia Youth Welfare Association. In his complaint, the complainant alleged that
the admin of the page has morphed the photos of Mecca and Madina. Moreover, the
admin has also placed a morphed photo of Quran in an insulting manner. Based on
the compliant, we have filed a complaint and have written it to Instagram to
de-activate the account and have also started investigation to trace out the
admin for disrupting the peace and harmony amongst communities by posting such
derogatory images, said KVM Prasad, ACP of Cybercrime.

the Islamic school she attended when some casually used an Arabic word meaning
"slaves" to refer to Black people."Maybe 85% of the time, the
response that I would get from people ... is, 'Oh, we don't mean you, we mean

Iran has issued an arrest warrant against US President Donald Trump and
dozen others it believes carried out the drone strike that killed a top Iranian
general in Baghdad. Iran has also asked Interpol for help in detaining
President Donald Trump, a local prosecutor reportedly said Monday. While Trump
faces no danger of arrest, charges underscore the heightened tensions between
Iran and US since Trump unilaterally withdrew America from Tehran's nuclear
deal with world powers.Tehran prosecutor Ali Alqasimehr said that Iran accuses
Trump and more than 30 others for their involvement in strike that killed Gen
Qassem Soleimani in Baghdad on Jan. 3 this year. The accused face “murder and
terrorism charges," IRNA reported. Alqasimehr did not identify anyone else
sought other than Trump, but stressed that Iran would continue to pursue his
prosecution even after his presidency ends. Interpol, based in Lyon, France,
did not immediately respond to a request for comment.
Trump tweets video with ‘white power’ chant, then deletes it
President Donald Trump on Sunday tweeted approvingly of a video showing
one of his supporters chanting “white power,” a racist slogan associated with
white supremacists. He later deleted the tweet and the White House said the
president had not heard “the one statement” on the video. Video appeared to
have been taken at The Villages, a Florida retirement community, and showed
dueling demonstrations between Trump supporters and opponents.“Thank you to the

China forces birth control on Uighurs to curb Muslim population
Beijing: Chinese govt is taking draconian measures to slash birth rates
among Uighurs and other minorities as part of a sweeping campaign to curb its
Muslim population, even as it encourages some of the country’s Han majority to
have more children. While individual women have spoken out before about forced
birth control, the practice is far more widespread and systematic than
previously known, according to an AP investigation based on govt statistics,
state documents and interviews with 30 ex-detainees, family members and a
former detention camp instructor. The campaign over the past four years in the
far west region of Xinjiang is leading to what some experts are calling a form
of “demographic genocide.”The state regularly subjects minority women to
pregnancy checks, and forces intrauterine devices, sterilization and even

use of IUDs and sterilization has fallen nationwide, it is rising sharply in
