institutes, hospitals and govt departments, added to the uncertainty across the
Valley on Saturday. About 950 outstation students of NIT in Srinagar were sent
home on Saturday, a day after it announced that classes had been suspended
“till further orders”. “This is for information of all the students of the
institute that the class work for all courses stands suspended till further
order. The above notice stands issued in accordance with the instructions
received from district administration, Srinagar,” said a circular issued by the
NIT Registrar’s office on Friday evening.Professor Rakesh Sehgal, director of
NIT-Srinagar, said about 950 students living in the hostels had been sent home.
“The administration gave instructions… We don’t take action on our own. I am in
touch with HRD ministry as well,” he said. But Srinagar Deputy Commissioner
Shahid Chaudhary said there was a “miscommunication”.“In the wake of
unstoppable rumours, heads of all institutions were advised to remain careful.
(There was) no advice/ instruction for shutting down any institution.This NIT
notice is apparently a miscommunication,” he tweeted. Sources said about 30 SRTC
buses took NIT students to Jammu. “The administration facilitated these buses,”
said Sehgal.Meanwhile, tourists and Amarnath pilgrims began leaving the Valley
on Saturday. “About 10,000-15,000 tourists were moved out, by air and road,
today,” Tourism Director Nisar Wani said. “There are only a few hundred
tourists left in the Valley, and they will be sent back by Sunday morning,” he

Home Ministry’s nod for terror prosecutions
peaked in June: the hindu
New Delhi:Union Home Ministry sanctioned
prosecution of more than 400 terror suspects in the past three years, with the
maximum number granted in June this year.An analysis of the Ministry’s sanction
of prosecutions under the UAPA between June 2016 and June 2019 shows that on
average 11 sanctions were given every month. The sanction is given to file a
charge sheet against suspects in terror offences. Under UAPA, the investigating
agency can take up to 180 days after the arrest to file chargesheet and seek a
further extension from the court.The maximum number of sanctions in a month,
44, was in June, followed by 38 in July 2016. Amit Shah took charge as Home
Minister on June 1.Shah informed Rajya Sabha on Friday that the nodal
counterterrorism agency, NIA, registered 278 terror cases since its inception
in 2008, of which charge sheets were filed in 204 cases. He said 221 persons
were convicted and 92 acquitted by the courts in these cases. Of 204, as many
as 131 charge sheets have been filed since June 1, 2014.Opposition parties have
raised concerns about the new law saying it could also be used against
political opponents and that civil society activists, who speak against Govt,
may be branded as “terrorists”.

– NIA – now has more teeth to deepen its probe in terror cases with the passage
of UAPA Bill 2019 in Parliament in the ongoing Budget session.However, the bill
has caused a stir with one of the proposed amendments empowering the Centre to
now label an individual a "terrorist," if the Centre "believes"
that the individual is involved in terror activities.The amendment has caused
outrage among not just the opposition MPs but has raised the heckles of experts
as well, who question the arbitrary nature of the amendment. "How will you
decide at what stage a person will be named? Naming an organisation is one
thing, naming an individual is another. If they name me, I can go to a review
committee. But my livelihood, my reputation, my social standing are all
damaged. It is one thing if there is a 'preview' committee. But when will you
name him? The home minister has not allayed any fears and he does not answer
the question -- on what basis will you name an individual?" senior
Congress MP and ex home minister P. Chidambaram told Mint."In areas such
as Kashmir, there is huge scope of misuse of this law. There are ongoing
crackdowns already. But in addition, this law will have the power to indict
even someone the security forces don't like purely on the basis of suspicion.

2 lakh jobs cut in last 3 months across

New Delhi:Around 2 lakh jobs have been cut across
automobile dealerships in India in the last 3 months as vehicle retailers take
the last resort of cutting manpower to tide over the impact of unprecedented
sales slump, according to industry body FADA.With no immediate signs of
recovery, the Federation of Automobile Dealers Associations (FADA) feared that
the job cuts may continue with more showrooms being shut in the near future and
sought immediate Govt intervention such
as reduction of GST to provide relief to the auto industry .“The majority of
job cuts have happened in the last 3 months. It started around May and continued
through June and July,”FADA head Ashish Harsharaj Kale said.He further said,
“Right now most of the cuts which have happened are in front-end sales jobs but
if this (slowdown) continues, then even the technical jobs will be affected
because if we are selling less then we will also service less, so it is a
cycle.”When asked how many jobs have been cut across the dealerships in India,
he said, “Close to about two lakh.”“It is a guesstimate that our members have
already cut 7-8 per cent of jobs in most of the dealerships as the degrowth has
been very high,”he added.Around 2.5million people were employed directly
through around 26,000 automobile showrooms operated by 15,000 dealers. Another
2.5 million are indirectly employed in dealership ecosystem, he added. 2 lakh
jobs cuts in the last 3 months are over and above 32,000 people who lost
employment when 286 showrooms were closed across 271 cities in 18-month period
ended April this year, he added. Elaborating on reasons for taking the drastic
step of cutting jobs, he said the ‘margin of error’ in the business in the past
few years has really gone down with cost almost doubling in the last 3 to 4
years. However, he said, “The way the first quarter has panned out despite good
election results and the Budget, the degrowth continued. It is clear now that a
proper slowdown has hit us. Now dealers have resorted to cutting manpower.”PTI

Board, Bilal Rehman, said on Saturday that a series of decisions have been
taken by the body like making the singing of national anthem and hoisting
tricolour a part of the daily morning assembly routine in all madrassas with
immediate effect. The decisions were taken at the board meeting held on
Saturday, Rehman said. “It has been made mandatory for all madrassas to get an
approval valid for 2 years and the renewal of the madrassa board would take
place after a special audit on the quality of education and results of the
students.” He added that biographies of the freedom fighters would be
incorporated in the syllabus for inculcating a nationalistic feeling among
students. “A great emphasis will be put on sports and NCC for students of the
madrassas and for this, I am working out a detailed engagement calendar,” said
Rehman. The state has over 700 madrassas and of these, only 300 are registered
with the state Govt . “We are planning to register all the madrassas in a
phased manner to bring an overall improvement in the education scenario of

efforts on the Ayodhya dispute had failed, Uttar Pradesh Chief Minister Yogi

Farmers ‘struggling’ after land ‘seized’ by
varsity, Azam Khan denies charge
Rampur :Spread on a 300-acre campus, Mohammad Ali
Jauhar University lies approximately 7 km from Rampur city, in the district of
the same name in UP. The university’s chancellor is Azam Khan, Samajwadi Party
leader and the Lok Sabha MP from Rampur, who faces 27 FIRs, lodged between July
13 and July 20 this year, over alleged land grab for university’s expansion. One
of those FIRs has been lodged by the district administration over allegations
of “usurping five hectares of river land”.While Khan denied the allegations and
maintained that the farmers have already received payments for the land they
now claim is theirs, DM Aunjaneya Kumar Singh said SP leader has forcefully
acquired around 12 hectares belonging to farmers and around 5 hectares of
public land near Kosi river. 25 of these FIRs have been lodged by local
farmers,who allege that Khan and ex Circle Officer, City, Aaley Hasan forcibly
took away their land in 2004 and made it part of the university campus. Hasan
is now chief security officer of the university. Denying the allegations, Azam
Khan said: “This land is around 3.75 bighas. The university has bought 350
acres in all. I have not taken the land, the Jauhar Trust has. A trust that
buys 350 acres will not cheat for 3.75 bighas of land.”He claimed that the
allegations are coming since he won Lok Sabha polls.“These farmers lodged
complaints earlier as well. They did not stand in court. Later, they submitted

Man lynched on suspicion of child lifting, 2
others injured in Patna
Patna: A man was beaten to death by a mob on
suspicion of child-lifting in Patna's Danapur area on Sunday. The incident took
place near Rupaspur area under the Danapur Police Station limits.The locals
caught hold of three youths who were strolling in the area, started thrashing
them brutally which resulted in the on-spot death of one person. The other two
sustained grievous injuries.As per sources, hundreds of locals rushed out of
their homes upon hearing alarms that child lifters were loitering in the vicinity.After
being alerted, the police rushed to the spot and admitted the injured two in
the subdivisional hospital, while the body of the lynched person was sent for
the postmortem. Earlier on Saturday, two Sikh pilgrims were thrashed by a mob
who suspected them to be child-lifters in Danapur. However, the police reached
swiftly on the spot and rescued them from mob fury.They got admitted to a local

near Patna, Bihar Police on Sunday arrested 32 people, including six women. The
man was lynched while two others were beaten up on suspicion of child theft in
the area. They have been arrested after a case of murder was filed. The case is

Silence Hangs over Nagar Siskari Tola in
Jharkhand’s Gumla district, with most houses locked and lanes empty but for
policemen, 5 days after four people were lynched on the charge of practising
witchcraft here. “Koi baat nahin karega (Nobody will talk),” a policeman tells
you, keeping guard at the local akhara (meeting point), where the 4 were
dragged to and killed in the wee hours of July 20.All 4 were known to be
“ojhas” or healers, villagers believing they could cure small ailments through
their supernatural powers.Many in Nagar Siskari would turn to them, with the
nearest health sub-centre 5 km away. Mukhiya Ravi Oraon says even at that
sub-centre, a doctor is rare. “If there is no doctor, what does one do? The
village has to rely on quacks and ojhas. If the ailing person improves, they
feel obliged to the ojhas. But if the patient deteriorates, conspiracy theories
abound.” Sunday Express visited sub-centre at 4pm on a weekday, and it was
locked because of it being the village market day. Jitendra Munda, who works at
a medical store in Sisai, some 15 km away, sat outside distributing medicines.
“There are no doctors here and I realised people needed help. So I give them
medicines for a minimum consultancy charge of Rs 10,” says Munda, admitting that
he didn’t have any degree.Locals say even the auxiliary nurse mid-wife is
available only for three hours a day, 10 am to 1 pm. About the killing of Suna
Oraon, 65, Champa Oraon, 79, Fagni Oraine, 60 and Piro Oraine, 74, the mukhiya
admits there was no shock as there had been a “similar killing” four years
back. This time, he says, the killings were triggered by a couple of deaths
that had occurred. “An ojha from a far-off place said somebody was practising
witchraft. So the villagers decided to take matters in their own hands.”
Villagers, who claim they saw nothing, similarly dismiss the killings as
“routine”.Between Jan.2017 and July 2019, 88 people have been lynched on
suspicion of witchcraft in the state, according to data compiled by the
Jharkhand Police. Police have arrested eight people of Siskari Tola in this

New Delhi:Hours after a journalist working with a
Malayalam daily was killed after his two-wheeler was hit by a car driven by an
IAS officer, administrator Sriram Venkataraman was arrested on Saturday. Sriram
is currently undergoing treatment in a hospital in
Thiruvananthapuram.33-year-old IAS officer, who was appointed Survey Director
by state cabinet on Thursday, was arrested. He was travelling with a woman at
the time of the incident.Confirming that Venkataraman was behind the wheels, Deputy
Police Commissioner Kori Sanjaykumar Gurudin said, “According to eyewitnesses
and as per evidence collected, it is confirmed that Venkataraman was driving
the car in a drunken state.” KM Basheer (35), bureau chief of Siraj, died on
the spot after his bike got sandwiched between Venkataraman’s car and a
roadside wall, just a few metres away from the Museum police station in the

Delhi Waqf Board plans English medium schools
New Delhi: Delhi Waqf Board has decided to open
English-medium schools for under-privileged Muslim children in a bid to provide
them with quality education and help them enter the mainstream. Sixteen schools
which will have classes up to 8 will be opened in Muslim-dominated areas, such
as Matia Mahal, Ballimaran, Okhla, Nizamuddin, Seelampur and Mustafabad in the
ongoing academic session, according to Waqf Board officials. The target is to
open 250 such institutions across the city in the next few years. Board has
finalised the buildings in which the schools will be run and conducted
interviews to hire principals, teachers and support staff. Admission will be
given to children belonging to the lowest economic strata, according to Board
member Himal Akhtar "Muslim children belonging to the economically weaker
section are deprived of quality education. They either don't get privilege of
going to schools or drop out within a few years," he said. TOI

Mumbai:A day after President Ram Nath Kovind gave
assent to the Triple Talaq Bill passed by Parliament on Tuesday, three men have
been booked under the new law. Maharashtra on Thursday registered its first
case, with the Mumbra police booking a Vikhroli resident for allegedly sending
his wife a triple talaq message on WhatsApp. The other two cases were in Uttar
Pradesh and Haryana.Mumbra police said Jannat Patel on Thursday filed a
complaint against her husband Imtiaz Gulam Patel, alleging that he had an
extramarital affair and married his mistress after sending a triple talaq
message on WhatsApp. Police in Mathura,
Uttar Pradesh, registered a case against Ikram for pronouncing triple talaq on
his wife, Jumirat.Police said Ms. Patel, an MBA, married Imtiaz in 2015. In her
complaint she has alleged that her husband also pronounced triple talaq on
phone. She claimed that Mr. Patel, his mother and his sister had repeatedly
harassed her for dowry for three years, even assaulting her when she refused.In
the second incident, Ikram, a resident of Haryana’s Nuh district, had married
Jumirat about two years ago and was demanding ₹1 lakh as dowry from his

Jalandhar: Quran ‘desecration’ case cracked
Jalandhar:After a man was arrested for allegedly
desecrating the Quran at a mosque in Nakodar a fortnight ago, he was found
innocent in the case by the police which arrested the real culprit
today.Shaukat Ali, a resident of Khanpur Dhadda village, who the police said
was the real culprit in the case was arrested by the Jalandhar rural police
today. The police said Shaukat had admitted to committing the crime.SSP (Rural)
Navjot Singh Mahal said during investigation, it was also found that no
religious books were burnt at the mosque, when the incident occurred a month
ago.Shaukat has been remanded to 2 days in police custody.Meanwhile, Sharif
Mohammed, alias Vicky, who is the caretaker of a mazar (tomb) of the same
mosque — who was earlier arrested by the police for desecration – has been
cleared of all charges. Sharif remained in jail for 10 days. The police said
personal enmity and jealousy were seemed to be the motive behind the
incident.On July 6, an arson took place at mosque in Khanpur Dhadda village. Mukhtiar
Ali, a resident of Khanpur Dhadda, told the police that on July 6, when he
reached the main gate of the mosque at 5 am, he found the outer gate opened and
the lock of the entrance gate broken, which frightened him. Rather than
entering the mosque, he went to his brother Shaukat Ali and both of them, along
with others, entered the mosque and found that all 3 religious books, along
with mats and bed sheets, were lying burnt on the floor.The police said
Mukhtiar, along with his brothers Ali, Sahil Mohammad, Sabar Ali, all residents
of Khanpur Dhadda, misled the police by blaming Sharif Mohammed (their distant cousin)
for the incident.Following SIT probe, Shaukat Ali was found to be the real
culprit. SSP said the Quran Sharif was not in the mosque and Shaukat had handed
it to his nephew. The books burnt in the mosque were of physics and English,

Mumbai:Soon after he had undergone the
deradicalisation programme of the Maharashtra ATS 2 years ago, the 33-year-old
father of four from Aurangabad faced a daunting question: what next?He had lost
his job as a seller of mobile phones in 2016. And ATS officers knew that
without a secure future, there was a danger of him sliding back into the jihadi
slipstream. They had a solution, though.They got him to enrol at a rural Govt skill
development centre and learn how to repair mobile phones. Next, they arranged
for a public bank to give him a loan to set up a small shop in Aurangabad.
Soon, he was back on his feet.At least 120 youths, including six women, have
undergone ATS’s deradicalisation programme — the only one in India to be run by
a state police force — over the last three years to return from the brink of
jihadi recruitment.ATS officers said the key factors behind their success,
which has drawn the attention of other states, are the contribution of alert
family members and a calibrated approach to counselling. But a vital component,
they said, is ensuring that these youths have a safety net to go back to —
either through employment or assistance to set up businesses.The senior officer

Delhi: Sunday book market at Daryaganj shuts down
For Asharfilal Varma (60), selling books every
Sunday to students, teachers and aspirants of competitive examinations was the
only source of income.This weekend, however, for the second time, in a row he
will not be setting up his stall at the historic and popular Sunday book market
at Daryaganj in the Walled City.The Sunday book market has been shut down
following a July order by the Delhi High Court.According to the court
directive, no weekly market would be permitted on Sundays at Netaji Subhash
Marg (NS Marg) near Jama Masjid. The order came in response to Delhi traffic
police submitting a report to the court suggesting that the NS Marg is a very
busy road which sees high traffic volumes at all times and that book sellers
occupy footpath, leaving no space for pedestrians.“We are merely going by the
Delhi High Court order. The court has declared the Netaji Subhash Marg a
‘no-squatting and no-hawking’ zone, so the book market cannot operate out of
there,”Veditha Reddy, deputy commissioner of te ‘City Sadar-Paharganj’ zone of
the north Delhi municipal corporation, said.The decision is expected to cause
huge financial strain on more than 250 book sellers, the weekend market being

At least 16 others went to area hospitals with injuries,” Dayton Police said on
Twitter, adding that the FBI is on the scene, assisting in the

have been received at the hospital, but she couldn’t confirm their conditions.

Iran 'turned down' Trump's invite to Zarif for

Iran's Govt has confirmed turning down an offer
of talks from US as tensions between the two countries show no sign of
abating.The comments by Govt spokesman Ali Rabiei on Sunday came after New
Yorker magazine reported that US Senator Rand Paul, acting with permission from
President Donald Trump, had extended an invitation to Iran's foreign minister
during his visit to New York last month for meetings at the UN. Mohammad Javad
Zarif told Paul it was up to the Iranian Govt in Tehran to decide on accepting
or rejecting the invitation to the White House, the New Yorker reported, with
the foreign minister also expressing concern that any meeting might end up as
little more than a photo opportunity. Iran's leaders did not approve a meeting,
the magazine said.The invitation for talks came just days before the US imposed
sanctions on Zarif for "reprehensible" behaviour, for having links to
Iran's Revolutionary Guard Corps and for functioning "as a propaganda
