New Delhi :It’s all smiles at the Congress HQRS
in the national capital as well as in the three key states of Rajasthan,
Chhattisgarh and Madhya Pradesh where the grand old party is set to come back
to power. With counting beginning at 8 am today, Congress managed to secure a
clear majority in Rajasthan and Chhattisgarh while BJP gave it a tough fight in
Madhya Pradesh. In Telangana, TRS led by K Chandrashekar Rao stormed back to
power while in Mizoram, the MNF came back to power after two terms of Congress
rule. CM Lal Thanhawla has lost from both his seats. Today’s results is a test
for Congress president Rahul Gandhi, who assumed office exactly a year ago. It
also raises questions on what strategy the BJP could adopt with months left for
the 2019 polls. The Election Commission of India declared results only for
Mizoram – MNF with 26, Congress with 5 and BJP with 1. In Chhattisgarh, the
Congress is leading in 63, the BJP in 18 and the BSP in 8. In Madhya Pradesh,
the Congress is leading in 116, the BJP in 105 and others in 2. In Rajasthan,
the Congress is leading in 102, the BJP in 72 and BSP in 6. In Telangana, the
TRS is 87, Congress+ is 22 and BJP in 1.Dr Raman Singh, speaking to the media
in Raipur, said the elections were fought under him and therefore the defeat is
his responsibility. "I won't discuss the reasons for today's defeat but I
congratulate the winners and thank all the party workers for their
effort," Singh said. Asked if today's defeat would have an impact on the 2019 polls, Singh
said the elections were different and the party would put in all effort to
ensure their victory in the upcoming general elections.

Hyderabad:MIM seemed poised to retain its
traditional bastion of the Old City as it scored its first victory with
Mohammed Moazzam Khan, its candidate from the Bahadurpura Assembly
constituency, being declared as elected.Khan won against his nearest rival, the
Telangana Rashtra Samithi's Inayat Ali Baqri, who served as SETWIN chairman, by
a massive 82, 518 votes. Meanwhile, party's former floor leader Akbaruddin
Owaisi was leading in the 19th round of counting against his closest rival with
a comfortable margin of 67,297. Owaisi's closest rival is BJP candidate
Shehjadi Sayyad who was ahead of Congress candidate Esa Misri by over 4,400
votes.Similarly, MIM was leading in its stronghold of Charminar with party
candidate Mumtaz Ahmed Khan, formerly a Yakutpura legislator. In 10th round of
counting, Khan was leading against nearest rival, the BJP's T Uma Mahendra, with
approximately 20,000 votes. MIM rebel and now Congress' candidate Mohammed
Ghouse managed to garner 10,365 votes. In the Malakpet Assembly segment, MIM
leader Ahmed Balala was leading with around 12,000 votes against his closest
rival, the BJP's Ale Jeetendra. The Mahakutami candidate, Muzaffar Ali Khan who
is contesting on a TDP ticket, was trailing in third place. MIM, however, is
being given stiff resistance in the Karwan Assembly segment with the BJP in
lead in 9th round of counting. BJP candidate Amar Singh made a significant gain
against his rival from MIM and former legislator Kausar Mohiuddin as the former

Mizoram election results: MNF all set to
return to power after 10-year gap
Election result trends showed today that Mizo
National Front (MNF) is all set to return to power in Mizoram after a gap of 10
years by defeating the Congress in its last bastion in the northeast.The
current CM, Lal Thanhawla, who was previously leading in the Serchhip seat has
lost its reign.Lalruatkima, the MNF’s general secretary, said: “MNF will form
the Govt . Pu Zoramthanga will be our CM . The anti-incumbency factor, lack of
development, bad roads during Congress regime are some of the issues which
brought us back to power.” Trends after two rounds of counting showed the MNF
leading in 23 seats of 40 seats while the Congress, which has been in power in
the state since 2008, was ahead in just six of the total 40 seats in the
state.BJP, which has never won a seat in Mizoram, appeared set to win its first
seat with a win in Tuichawng, where BD Chakma was ahead of the MNF candidate.
ZPM, which was formed last year after seven smaller parties came together, was

BJP MP Sanjay Kakade claimed that the BJP's losses in Rajasthan and
Chhattisgarh were expected, but the trends in MP have come as a surprise on
counting day."I think it's because we forgot the issue of development that
PM Narendra Modi took up in 2014, and turned our focus to statues,
name-changing and the Ram temple," said Kakade.Kakade was referring to the
renewed push for the Ram temple by right-wing groups, including the RSS and the
VHP, besides heightened efforts to attract Hindu votes ahead of the assembly

senior opposition leaders who attended a meeting here on Monday to discuss ways
to take on the BJP in the Lok Sabha elections next year. TDP leader and Andhra
Pradesh CM Chadrababu Naidu had taken
the initiative to call the meeting, a day ahead of the start of winter session
of Parliament and the declaration of Assembly election results in MP,
Chhattisgarh, Rajasthan, Mizoram and Telangana -- seen as a trendsetter for

CPI-M General Secretary Sitram Yechury and NCP's Praful Patel.Others who

SC directs CBI to probe murders of Dabholkar,
Pansare, Lankesh and Kalburgi
The Supreme Court said on Tuesday that if
there is a "common thread" among the murders of social activists
Narendra Dabholkar, Govind Pansare, journalist Gauri Lankesh and rationalist M
M Kalburgi, then one agency can investigate all the four cases.A bench of
Justices U U Lalit and Navin Sinha asked the CBI to inform it by January first
week as to why it should not investigate all the four cases if there appears a
link among all the murders. The counsel for Maharashtra Govt informed the court that the CBI is
investigating the murder cases of social activist and professor Narendra
Dabholkar after the Bombay High Court transferred the probes to the agency.The
court, after perusing the status report of the Karnataka Police, said there
appears to be a link between the murders of journalist Gauri Lankesh and
rationalist M M Kalburgi.It asked the Maharashtra Govt 's counsel about the
status of the investigation into the Pansare murder case, to which the counsel
said the case was pending before the Kohlapur trial court. Earlier in the day,
the Karnataka Police had informed the apex court that there appears to be a
connection between Lankesh and Kalburgi murder cases.PTI

Maharashtra’s plea
The Supreme Court has deferred to next month
the hearing on Maharashtra Govt's appeal challenging Bombay High Court refusal
to extend the 90-day limit for filing charge sheet in Bhima-Koregaon violence
case.The SC, which had asked the state Govt to submit the "gist" of
allegations and the probe report filed against rights activists arrested in the
case, took note of the submissions of a senior lawyer, appearing for one of the
accused, that the hearing be adjourned."We cannot hear this today in any
case. We have not read the documents, running into 8,000 pages (chargesheet and
gist)," a bench headed by CJI Ranjan Gogoi told senior lawyer Indira
Jaising who mentioned the matter and sought adjournment of today's scheduled
hearing.The bench suggested that the hearing be adjourned "sine die"
(adjournment of proceedings with no date of resumption).Jaising, representing
accused Surendra Pundlik Gadling, opposed it saying that all the accused are in
jail and let the case be listed for hearing on Jan.8."Madam (Jaising), you
cannot have both ways!," the bench said, but later assured that a date for
hearing would be fixed shortly.PTI
SC orders status quo on Allahabad HC order
directing removal of mosque in court premises
The Supreme Court has ordered that status quo
be maintained with regard to a mosque situated in the premises of the Allahabad
High Court, which had last year directed that the structure be removed.A bench
of Justices Madan B Lokur and Deepak Gupta also issued notices to UP Govt, Registrar General of the Allahabad High
Court and others seeking their responses on a plea filed by the Waqf Board.Waqf
Board has moved the apex court challenging the Nov.8, 2017 order of the high
court which gave it three months to move the mosque out of the premises. During
hearing on Monday, senior advocate Kapil Sibal, appearing for the petitioner,
said the SC had earlier asked UP Govt to
find out a solution to solve the problem but nothing has been done yet.He said
the mosque has been there since 1950s and it cannot be just asked to move
out.The high court area has expanded due to which they want to remove the
mosque, he said.When the bench said it was issuing notice on the plea, Sibal
said the court should also order a status quo as the mosque cannot be
demolished like this.The bench agreed to Sibal’s submissions and said that
status quo be maintained there. Waqf Board has moved the apex court against the
high court verdict by which it had directed removal of the mosque situated in

SC acquits all 4 Muslims accused in
17-year-old Kanpur riot case
New Delhi: Upholding the acquittal by
Allahabad High Court to four Muslims framed as prime accused in the Kanpur
riots (2001), the Supreme Court has dismissed all charges (rioting, murder and
terror) activities against them. During the judicial procedure, the prosecution
had failed to provide substantial evidence before the SC. Dismissing the appeal
of UP Govt against Syed Wasif Haider and 3 others, SC bench comprising Justice
N.V Ramanna and Justice Mohan M. Shantanagoudar pointed out several flaws in
the police investigation. SC opined that no perversity existed in the judgment
of the Allahabad High Court in which Wasif Haider along with Haji Ateeq, Mumtaj
Rasool and Safaat Rasool had been acquitted on May 29, 2009.“Heard learned
counsels for the parties. At the outset, we would like to state that in an
appeal against acquittal, the appellate court would interfere only where there
exists perversity of fact and law. Further, the presumption of innocence is
further reinforced against the acquitted accused by having a judgment in his
favour,” the bench said. Pronouncing the judgment, the SC bench further stated,
“We concur with the aforesaid order of acquittal rendered by the High Court, as
the present case is ridden with multiple investigative laches and flaws which
goes to the root of the matter. We shall be addressing the same in
seriatim.”Wasif (46) was picked up along with the other three accused by IB and
Special Cell of UP Police in March 2001 for the Kanpur riots, in which ADM Chandra
Prakash Pathak had been killed. In Jan.2004, a session court convicted them for
life. However, all 4 were acquitted for the charges Wasif was also acquitted.A
total of 13 charges including rioting, waging war against the State, sedition,
ferrying arms and explosives had slapped against Wasif, following which he
became the lead petitioner to challenge the session court’s judgment in
Allahabad HC.Interestingly, during the proceeding, the Apex Court raised its
concern about the authenticity of TIP, which had made the 7 witnesses identify
the accused. SC also questioned the possibility of the witnesses identifying
the 4 alleged accused among 200-300 alleged rioters, whom they had seen from a
long distance. Not just that, the SC also raised its suspicion over the
post-mortem report of the deceased, CP Pathak and the Forensic report as both
were incompatible with each other with regards to the bullet wounds found on

Unanimity in picking of CIC, CVC unachievable:SC
New Delhi: The Supreme Court has said it would
be unworkable and unachievable to seek unanimity in the multi-member
high-powered selection committee tasked with choosing Lokpal, CBI director, central
vigilance commissioner and chief information commissioner. In the committees to
choose these functionaries, leader of opposition is a member. When advocate
Gopal Sankaranarayanan, appearing for an NGO, argued that unanimity was
important to maintain independence and fairness of important institutions
headed by persons chosen by high-powered committees, a bench of CJI Ranjan
Gogoi and Justice Sanjay Kishan Kaul said it was impractical to expect
unanimity in decision making when the leader of opposition and the PM were part
of the same committee.CJI Gogoi said, “In a multi-member committee, if you are
looking for unanimity in selection of CVC, CBI director and Lokpal, then there
can never be an appointment. It is unachievable.” Sankaranarayanan said
selection of CVC, who supervises CBI probes into corruption cases, became a Govt
choice as the committee comprised the PM, the home minister and the leader of
opposition in Lok Sabha.The court refused to entertain the NGO’s plea that all
decisions taken by these high-powered committees should necessarily be through
unanimous vote. However, it agreed to entertain a plea that wherever the
statute provided leader of opposition to be part of the high-powered committee,
it would mean the leader of the single largest opposition party in Lok Sabha.

Activists and Former Commissioners Slam Govt
For Compromising CIC Appointment Procedure
New Delhi: Former central information
commissioners (CIC) and RTI activists have accused the Modi Govt of
compromising the selection procedure. The selection committee constituted to
select commissioners to the panel is meeting on Tuesday.Meanwhile, in a
separate letter, former CIC M. Sridhar Acharyulu urged President Ramnath Kovind
to ensure that the Act is strengthened by appointment of “right persons to the
CIC from fields prescribed in that statute” and bureaucrats do not corner
majority of the posts.The activists and former CICs indicted the Centre for
dragging its feet over appointment of CICs and not appointing any for the past
two years, leading to eight vacancies in the Commission. In a letter marked to
the members of the selection committee, which is headed by PM Narendra Modi,
the group said it learnt from media reports that the panel was scheduled to
meet today to finalise 4 names for information commissioners and the chief

HC Seeks CBI Response on Sana's Plea for
Hearing Him in Asthana Case
New Delhi: The Delhi high court Tuesday sought
the CBI’s response on a plea by Hyderabad-based businessman Satish Babu Sana
seeking to be heard in a matter relating to the quashing of an FIR registered
against special director Rakesh Asthana on bribery allegations. Justice Najmi
Waziri also sought reply of Asthana, CBI director Alok Verma, and joint
director A.K. Sharma on the plea of Sana requesting him to be impleaded as a
party in Asthana’s petition seeking quashing of the FIR. Senior advocate Salman
Khurshid, appearing for Sana, said the FIR was filed on the basis of his
complaint. He was helping the agency in the investigation and should also be
heard.Additional solicitor general Vikramjit Banerjee and advocate Rajdipa
Behura, representing the CBI, said there was no need to implead Sana.PTI

Urjit Patel quits as RBI governor amid feud
with govt
Amid an unprecedented public face-off with the
Govt over a range of issues including
autonomy, Reserve Bank of India Governor Urjit Patel stepped down from his post
today citing "personal reasons". Patel was appointed in 2016 for a 3-year
term, which was to expire in September next year. "On account of personal reasons, I have
decided to step down from my current position effective immediately,"
Patel said in his letter that had no word on his future plans.The resignation
comes days ahead of a crucial board meeting on Friday, that was meant to
discuss the progress on issues raised by the board's Govt nominees last
month.Dr Urjit Patel is an economist of a very high calibre with a deep and
insightful understanding of macro-economic issues. He steered the banking
system from chaos to order and ensured discipline. Under his leadership, RBI
brought financial stability.One of the first to respond to the issue was Patel's
predecessor Raghuram Rajan. "All Indians should be concerned about
Governor Patel's resignation," said Rajan, outspoken ex Governor who, at
the end a controversial 3-year tenure, had returned to academia.The simmering
differences between RBI and the Govt over three key issues, which included excess
reserves, boiled over in October. Govt was seen to be ramping up pressure on the bank
to release the reserves, which, critics said, would be used to boost the
economy in an election year.There were apprehensions that Govt might try to
force the Governor's hand. Senior Congress leader and former Union minister
said it could be done through the bank's board, which the Govt has "filled with its men".Last
month, the board met for more than nine hours in Mumbai to resolve the
differences, which ended on a conciliatory note. The bank had agreed to set up
a panel on sharing surplus reserves and restructure loans of small businesses
up to Rs. 25 crore.RBI has an excess reserve of Rs. 3.6 lakh crore, which, the Govt
maintains, can be used for development, sources said. The bank contends that
keeping extra reserves are essential in view of possible emergencies.NDTV

Urjit Patel was eased out by BJP-led NDA Govt at the Centre to bring in a “more
pliable” person to fill the post. Patel, who had a run in with Govt over
autonomy of the central bank, resigned from his job earlier on Monday citing
personal reasons. “RBI governor Urjit Patel has been eased out since he refused
to allow Modi govt to plunder Rs three lakh crore of RBI reserves. Now Modi
govt will get a more pliable RBI governor who will allow this loot,” Kejriwal

Arrests For Bulandshahr Cow Slaughter Lead To
More Questions Than Answers
Bulandshahr: Confusion surrounds the arrests
of four men - all Muslims - on charges of slaughtering cows in Bulandshahr in
western UP.The discovery of carcasses had become the trigger for an outbreak of
mob violence culminating in the murder of a police officer and a student last
Monday.Shortly after the discovery of the carcasses, the police registered FIR
based on a complaint by Yogesh Raj, a Bajrang Dal leader. In it, he named seven
men, all from Nayabas village, 11 km from the site where the carcasses were
discovered.By Wednesday morning, the police arrested four men - two of whom
were not named in FIR. In a separate case over the mob violence and killing of
the police officer, the police have named 27 people, and filed charges against
over 50 unidentified individuals. Nine have been arrested in this case so far
but accused No. 1 - who is yet to be arrested one week later - is Yogesh
Raj.One of those arrested based on Yogesh Raj's FIR was Sarfuddin, a garment
trader.Sarfuddin's family claimed that on the day the carcasses were
discovered, he was 40 km away at an Ijtama, 3-day convention held on the
outskirts of Bulandshahr."He (Sarfuddin) was at the Ijtama, he had parking
duty that day," said Mohammad Hussain, Sarfuddin's brother, while holding
out Sarfuddin's duty badge. "I have proof that he wasn't here, one can
track his GPS location and check if he ever went to Mahav," he
added.Sarfuddin's name came up because of history between Yogesh and him,claims
his brother. Mohammad Hussain said Yogesh Raj, of Bajrang Dal, framed
Sarfuddin. The police also arrested 26-year-old Sajid Ali, also named in
FIR.Sajid, however, does not live in the village. His uncle Shabbir, a tea
vendor said "Sajid moved to Faridabad 12 years ago."He told us that
Sajid has been selling cigarettes in Faridabad for years, and had visited Bulandshahr
for the Ijtema but hadn't come to the village. Sajid Ali moved to Faridabad 12
years ago, his family said.Asif, like Sajid had moved away from his village in
Aurangabad,20 km away from spot of violence, four years ago and settled in
Mumbai after he got married, his family said.The police did not even know
Asif's name when they came to arrest him,Najrana, his mother-in-law, said.Banne
Khan lives nearly 50 km from Bulandshahr and 65 kilometres from the spot of the
violence. Villagers gathered outside the kachcha 2-room house of Khan.
"All this is politics, it is BJP's Govt , that's why (he was arrested).
Look at his house, he is a poor man," said Ansar, his neighbour. "He
has no relatives in Siana, he may have never even been there ever," added

New Delhi :As an image of the question paper
surfaced on social media, the university, when contacted, said it “regretted”
the question and decided to “delete” it.“Ahmed, a Muslim kills a cow in a market
in the presence of Rohit, Tushar, Manav and Rahul, who are Hindus. Has Ahmed
committed any offence?” This was among the questions in a third-semester end
term examination for law students of Guru Gobind Singh Indraprastha University
(GGSIPU). The question formed a part of the Law of Crimes-I paper held on
Dec.7. Of the colleges affiliated to GGSIPU, ten offer LLB course and received
the question paper.As an image of the question paper surfaced on social media,
the university, when contacted, said it “regretted” the question and decided to
“delete” it, and that students will not be evaluated on their answer. Delhi
Education Minister Manish Sisodia said he had ordered an inquiry into the
matter.“It is very bizarre and seems to be an attempt to disturb the harmony of
society. We won’t tolerate such misconduct. I am ordering an inquiry, and if
found true, strongest action will be taken,” Sisodia said.Bilal Anwar Khan, a
Supreme Court lawyer, tweeted an image of the question paper Sunday night and
wrote, “Here is a new normal, de-humanising an entire community. A law college
at Narela, NCR’s 3rdsemester paper (sic)”. The college he was
referring to is Chandra Prabhu Jain (CPJ) College of Higher Studies and School
of Law at Narela, which is affiliated to GGSIPU.Khan said he had written to the
university and the college about the matter but was yet to receive a response.
In his email, he said, “Nature of question paper is highly derogatory in its
form and nature against particular class and community.Question blatantly
dehumanises one community which is against the very spirit of the Constitution
of India and the egalitarian values…Please kindly take the appropriate action
against such vilification.” Neeta Beri, Principal of the School of Law at CPJ
College, said the university had made the question paper but added that she did
not feel the need to take up the matter with the authorities. However, GGSIPU

New Delhi :4 policemen were killed in a
militant attack in south Kashmir’s Shopian district on Tuesday, officials said.
The identity of the militants has not yet been established.Officials said that
terrorists entered into a guard room in Zanipora where four police personnel
were present. The deceased have been identified as Anees Ahmad, Hamidullah,

long as I am the PM of Israel, not a single Jew will be uprooted from his

but more homes will be built,” he added, using the Jewish term for the occupied

Palestinian man shot dead after alleged

Beirut. Aoun said Lebanon is waiting for the conclusion of field investigations
regarding the issue of cross-border tunnels, according to a statement issued by
the Lebanese Presidency. On December 5, Del Col said that a technical team will
be dispatched to Israel to investigate Israeli allegations about the digging of
tunnels by Hezbollah along Israeli-Lebanese border. He underlined the
importance of ensuring UNIFIL's full access to all locations along the Blue
Line, the line created by UN in 2000 to demarcate Israel’s withdrawal from

Bomber targets security convoy in Kabul
At least four people have been killed and
