Opposing PILs against triple talaq, All India
Muslim Personal Law Board (AIMPLB) told the Supreme Court that the petitions
filed against the Muslim Personal Law are not maintainable. In the latest reply
filed before the apex court, the Muslim body has claimed that any order against
triple talaq would be an infringement on their right to follow and profess any
religion. "Protection guaranteed by Articles 14, 15 and 21 is intended to
be available against the- Legislature and the Executive and not against private
individuals," AIMPLB said, adding that "in the present case, the
Petitioners are seeking judicial orders which are completely outside the
purview of Article 32. Private Rights cannot be enforced against individual
citizens under Article 32(1)."The board also contended that the petitions
against the practice are based on an incorrect understanding of Muslim Personal
Law."Present petitions are misconceived as they are based on incorrect
understanding of the Muslim Personal law as followed by 4 schools of Sunni
Persuasions, namely Hanafi, Shafi'i, Maliki and Hanbali," the board
said.It said that changes in other countries must not be applied in Indian
context. "It is important to note that changes in other countries, with a
distinct socio- cultural and even legal back ground must not be applied in
Indian context, without appreciating the distinct nature of the Indian society,
as doing so shall not only destroy the democratic legislative process
underlined in the Constitution of India but it shall also be great injustice to
the followers of Islam in our nation," it said. The next hearing in this case is likely to be
on March 30."Article 25 of Constitution, guarantees freedom of conscience
and freedom to profess, practice and propagate religion. Article 25 guarantees
individual freedom of conscience subject to public order, morality and health
and to the other provisions of the third part of Constitution. Article 26 of
the Constitution grants freedom to every religious denomination or any section

New Delhi: The Supreme Court has asked the
Centre and the J&K govt to "sit together" and decide
contentious issues including the question whether Muslims can be treated as
minority in the state.A bench comprising Chief Justice J S Khehar and Justices
D Y Chandrachud and SK Kaul asked both the govt s to resolve the issue and
submit a report to it within four weeks."This is a very very important
issue. You both sit together and take a stand on it," the bench said.Last
month, the apex court had imposed a cost of Rs 30,000 on it for not filing its
reply to a PIL alleging that minority benefits are being enjoyed by majority
Muslims in J&K .It had accorded a last opportunity to the Centre to file
its reply, saying the matter is very important.The court had, however, allowed
the counsel for the Centre to file the response after depositing the cost and
had also noted that a fine of Rs 15,000 was also imposed last time also for the

had 2 weeks to consider alternatives to the use of pellet guns in J&K. The
court also asked the govt to devise ways
which ensure that both the sides are protected.The apex court was hearing a
plea filed by Kashmir High Court Bar Association (KHBA) which sought directions
for use of pellet guns in the valley.The debate surrounding use of pellet guns grew
in the wake of protests following killing of Hizbul Mujahideen militant Burhan
Wani. Several people, including youngsters and children, were injured by

grant an early hearing in the Aadhaar case. A bench headed by chief justice of
India J.S. Khehar, however, observed that the govt cannot deny benefits to citizens for not
producing Aadhaar. “Aadhaar cannot be pressed for social welfare schemes by the
govt ,” the court observed orally.Senior advocate Shyam Divan, appearing on
behalf of petitioner K. Puttaswamy, sought listing of the case before a
constitution bench that is supposed to look into whether Aadhaar violates a

New Delhi:The crackdown on illegal slaughter
houses by the BJP govt in UP has left genuine meat traders in the state
worried. While the govt has maintained
that its action is limited to those abattoirs running illegally in the state,
the actions by the Yogi Adityanath-led govt
threaten to derail the revenue generated through meat exports as well as
the employment of many in the unorganised sector, feel meat traders.With the
govt prioritizing illegal slaughter
houses as their target, meat has virtually vanished off menus in small dhabas
and restaurants across the state. Supply is hit and the scarcity of meat has
left eateries with no other option but to shut shop temporarily and wait for
the situation to improve or look for other business to earn a livelihood.The
situation is alarming, claims the All India Meat and Livestock Exporters
Association, adding that accumulated losses in the last two months since the
BJP manifesto promised closure of illegal slaughterhouses runs into a
staggering Rs 4,000 crore. The members of the trade body met Adityanath in the
state capital and requested his intervention to safeguard legitimate business entities.

Lucknow: Meat sellers across UP launched an indefinite strike on Monday
against an ongoing crackdown on illegal slaughterhouses as the govt moved to reassure traders that legal
businesses wouldn’t be targeted. Many cities in India’s largest state saw total
shutdown by mutton and chicken sellers, who say they are being harassed by
officials though they follow all norms.“Meat sellers are worried about the
irrational crackdown on slaughter houses as officials have started harassing
the slaughter houses which are operating legally and are following all the rules
of NGT,”said Mubeen Qureshi of Lucknow Bakra Gosht Vypar Mandal.“We want the
state govt to initiate a dialogue with us and so that we can report our
problems to them.”Supply of meat – especially buffalo – has run dry across the
state after a week-long crackdown on illegal abattoirs,a key pre-poll promise
of the BJP that won a landslide victory in the state. Several abattoirs have
been closed down and more than 50 people arrested. Meat sellers’ organisations
say the crackdown had created a fear psychosis among the traders and even
licensed slaughter houses are being targetted.They have also cited loss of
livelihood of thousands of people associated with the business. Several mutton
and chicken shops have been set on fire, allegedly by Hindu right-wing activists.Many
butchers say they are afraid of opening shops. “Adityanath should fight for the
nation, not for gosht (mutton). Many people are dying without food. It has
created chaos. If he (Adityanath) fights for gosht, we will raise our voices,”
a meat seller in Lucknow told ANI. Traders say the crackdown has led to a
severe shortage of all kinds of meat, even of buffalo, one of the most
preferred choice for lakhs of people who cannot afford the costlier mutton and
chicken. The shortage of buffalo meat has forced many eateries including the
famous Tunday and Rahim’s to shift to mutton and chicken dishes.As the
mouth-watering kebabs went off the platter, the owner of another famous eatery
said the situation might force the hoteliers to get mutton from Delhi which
will in turn push up prices. There are fears that the shortage of buffalo meat
will deprive the economically weak section of the much needed protein in their

felt so insecure about his job at an abattoir. His anxiety comes in the wake of
on-going action that has been described by the Yogi Adityanath-led govt in UP
as a crackdown on illegal slaughterhouses.Pillai, 40, who works as
production head at Frigerio Conserva Allana Limited -- one of country’s
biggest, and legal, slaughterhouse-cum-meat processing units – said the factory
has seen 50% reduction in buffalo stock due to the crackdown and fears the
“worst is yet to come”.“The traders have stopped transporting animals from
local mandis for us because they fear they would be attacked on the way.
Farmers do not want to sell their spent animals because the rates have come
down. I do not know who will give us jobs if they close our plant too,” said
Pillai.A father of two children who live with his wife back home, Pillai draws
a salary of Rs 30,000 a month.Spread over 45 acres in Talaspur Khurd village of
Aligarh, 150 kms from the national capital, the abattoir provides employment to
2,100-odd workers, most of them Hindus. The high-pitched crackdown has found
support of Hindu right-wing groups and this has made the workers, like Pillai,
foresee a bleak future.“Except butchers, who are specialised in ‘halal’
(Islamic) slaughter, the rest of the workers in almost all abattoirs are
Hindus,” said an office-bearer of the All India Meat and Livestock Exporters’
Association. He did not want to be named.“All our three units in Sahibabad,
Aligarh and Unnao have all the clearances. But still administration officials
come to harass us,” said Ayaz Siddiqui, a general manager who recently joined
Allanasons after quitting a job at a 5-star hotel.In Sambhal, three slaughter
houses, declared legal by the owners, were sealed on Saturday, because of some
technical fault in the CCTV cameras, rendering 6,000 people jobless.“There has
to be no compromise with the hygiene and health of the buffalo,” said Dr
Amarjeet Singh Sidhu, the veterinary facility head of the Allana slaughter

Samajwadi Party leader Azam Khan has stated that there should be a nationwide
ban on slaughter of animals."Cow slaughter should be banned across the
country. Why is it so that it is legal in states like Kerala, West Bengal and
Tripura but not in other states? I am not only in support of banning slaughter
but for very long I have been saying this that we should stop slaughter. No one
should be slaughtered. What is legal and illegal slaughter? I want all

Faizabad: Lt Gen Ranbir Singh, who as director
general military operations had announced Indian Army's surgical strikes in
Pakistan, on Sunday offered prayers at the makeshift Ram temple in Ayodhya.Lt
Gen Singh is the first Army commander to visit the site of Ram
Janmabhoomi-Babri Masjid dispute. According to sources in the local
administration, Lt Gen Singh reached the site with other top Army officials
from the Dogra Regiment in a convoy of Army vehicles.The vehicles were allowed
access to the 'red' security zone till the 'Rang Mahal' barrier, the first
security check point of the disputed site.Lt Gen Singh and the other Army
officials were allowed entry through the narrow path covered with an iron cage

GST draft bills tabled

New Delhi: Finance Minister Arun Jaitley today
introduced in Lok Sabha four bills on Goods and Services Tax, providing for a
maximum GST rate of 40%, an anti- profiteering authority and arrests for
evading taxes. With this, rollout of GST - the biggest tax reform since
independence - has entered the last lap and its passage by Parliament will pave
the way for integrating India as one market with one rate of tax replacing
multiple state and central levies. Jaitley introduced a CGST bill which will
amalgamate all the indirect central govt levies like sales tax, service tax,
excise duty, additional customs duty (Countervailing Duty), special additional
duty of customs, surcharges and cesses. CGST provides for a maximum tax of 20%.

New Delhi: Mental Healthcare Bill 2016, that
decriminalises suicide and provides for mental healthcare and services for
persons with mental illness, was passed in the Lok Sabha on Monday.
“Notwithstanding anything contained in section 309 of the IPC, any person who
attempts to commit suicide shall be presumed, unless proved otherwise, to have
severe stress and shall not be tried and punished under the said Code,” the
bill said. Mental Healthcare Bill’ also has a provision to protect and restore
the property right of the mentally ill people, Health Minister J P Nadda said
in the Lok Sabha, just before it was passed by the House by a voice vote. All

In west Mosul,
'nowhere is safe for civilians'
The Iraqi army on Sunday resumed operations
against ISIL in Mosul after a one-day pause, amid growing concerns over an
escalating civilian death toll as fierce fighting spreads to the city's most
densely populated areas.The offensive was briefly put on hold after local
officials and residents in west Mosul said suspected US-led coalition air raids last week had killed scores of
civilians at the ISIL-held al-Jadida
district. Security forces on Saturday did not permit journalists to get
to where the strikes were said to have taken place, but the coalition admitted that it had struck the
area on March 17, and said it was investigating the reports of civilian
deaths. Details about what exactly
happened on March 17 are difficult to confirm as Iraqi forces battle with
Islamic ISIL fighters to recapture the heavily populated parts of the western
half of Mosul, the armed group's last stronghold in Iraq.Witnesses and local
officials said that more than 200 bodies were pulled from a collapsed building
after a coalition air raid.But in a statement on Sunday, the Iraqi army said
there was no sign that the destroyed structure had been hit by a strike -

position in Mosul’s central Bab Sinjar district," the officer, who holds
the rank of brigadier in the Interior Ministry’s rapid-reaction forces, told
Anadolu Agency."The airstrike led to the death of 23 civilians --

intended target and killing the militants holed up inside," the officer,

came following plans by the Israeli army to start military drills in the Jordan
Valley region.Moataz Basharat, a senior official who monitors Israeli settlement
activities, told Wafa on Sunday that the Israeli Civil Administration notified
nine Palestinian families in the Ras Al-Ahmar area northeast of Tubas to
evacuate their homes staring Wednesday until end of Thursday, in preparation
